YEREVAN, MAY 30, NOYAN TAPAN – ARMENIANS TODAY. A rally on the
subject “Attention to Javakhk” was organized by the Nor Zhamanakner
(New Times) party on May 30 in Yerevan Stepan Shahumian square. The
party’s address to RA Government, RA Foreign Ministry and Georgian
Ambassador to Armenia Revaz Gachechiladze was read at the rally. The
address, in particular, demanded that the financial resources given
for the purpose of solving the socio-economic, cultural problems of
Armenians of Javakhk be increased, “all vital problems of Armenians of
Javakhk be discussed and be given a positive solution until the signing
of an agreement on bilateral delimitation.” In the opinion of Aram
Karapetian, Nor Zhamanakner Chairman, the Georgian government plans to
displace Armenians from Javakhk. According to him, this process will
deepen as a result of the final withdrawal of the Russian military base
from Georgia. Aram Karapetian said that “they do not manage to organize
an open rally on the subject of Armenians of Javakhk in Armenia as RA
authorities are afraid to be delivered blows from the West.” The Nor
Zhamanakner party applied to the Hzor Hayrenik (Powerful Hameland)
party mainly consisting of Armenians of Javakhk with a suggestion to
take part in the rally, but the latter refused them by saying that this
event will do harm and “Georgia will start to carry on a worse policy.”

The rally participants moved towards RA Foreign Ministry where
they were met by Vladimir Karapetian, Acting Spokesperson of the
Ministry. The latter assured that they will respond after getting
acquainted with the address. Aram Karapetian declared that the events
of the kind will be continual.

German Government Envisages to Allocate 8 Mln Euro Credit to Armenia

GERMAN GOVERNMENT ENVISAGES TO ALLOCATE 8 MLN EURO CREDIT TO ARMENIA

YEREVAN, MAY 29, NOYAN TAPAN. The RA National Assembly on May 23
discussed the agreement between the Armenian and German governments on
financial cooperation in 2005-2006, which was signed in Yerevan on
March 3, 2006. The purpose of the agreement is to promote the social
and economic development of Armenia. The German government provides
the Armenian side with the opportunity to receive a 8 mln euro credit
from KfW Bank. 6 mln euros of this credit will be used to develop
Armenia’s mortgage market. The Central Bank of Armenia (CBA) will
receive the credit at a 0.75% interest rate and extend it to
commercial banks at 6-7% interest rates. The commercial banks will
provide credit resources to the population at 12-13% interest rates.

A joint laboratory center to fight bird flu in CIS countries may be
opened in Russia, Director of the institute of flu investigation
of the Medical Academy of Sciences of Russia Oleg Kiselyov told
“Interfax” Agency.

“We try to unite the CIS countries and to lay the basis of a real
cooperation, since we are interested in controlling the bird flu
situation in Kazakhstan, Azerbaijan, Armenia and other CIS member
states,” the specialist said.

“It is especially important to control the situation where bird flu
cases have been registered,” he underlined.

The center to be opened in Moscow or Novosibirsk will carry out
inspection and will control the situation.

Days of Armenian Culture Held in City of Starogard Gdansk, Poland

DAYS OF ARMENIAN CULTURE HELD IN CITY OF STAROGARD GDANSK, POLAND

WARSAW, MAY 25, NOYAN TAPAN – ARMENIANS TODAY. “Armenian Cultural
Days” took place in the city of Starogard Gdansk of Poland on May
18-20. Films concerning Armenia were shown, works of Armenian painters
living in Poland were presented, national songs and melodies were
performed by Armenian musicians and singers within the framework of
the event taken place in the cultural center of the city of Starogard
Gdansk. RA Ambassador to Poland Ashot Galoyan, PR Sejm deputies,
Starogard Gdansk Mayor, guests from the RF region of Kaliningrad as
well as representatives of the Armenian community of Poland were
invited to the “Armenian Cultural Days.” As Noyan Tapan was informed
by the RA Foreign Ministry’s Press and Information Department, the RA
Ambassador had official meetings with the Pomorsk Regional Governor,
Pomorsk Regional Sejm head, Gdansk and Strogard Gdansk Mayors. Pomorsk
Regional Governor and Gdansk Mayor addressed to the RA Ambassador
asking to assist them in the issue of establishing cooperation between
one of Armenian marzes and the city. According to the Polish side,
Gdansk, being a big port city, may give possibilities for
implementation of commodity circulation by acceptable means with a
prospect to export other Baltic countries in future. During the
meetings the RA Ambassador informed the Pomorsk Regional Governor and
Gdansk Mayor that during the navigation round Europe, the Armenian
“Cilicia” vessel will arrive in Gdansk this July 1-5. In responce to
the RA Ambassador’s official application, the Polish authorities
assured that everything will be done to meet “Cilicia” properly and
show hospitality to it. During the visit to the Pomorsk Regional
Governor’s Office, the RA Ambassador met with the Elblong Mayor and
representatives of the Armenian community living here as well. At the
meeting with the Governor, the RA Ambassador expressed gratitude to
the authorities of Elblong for assisting the Armenian community’s
initiative to erect a khachkar (cross stone) dedicated to memory of
the Armenian Genocide victims. Discussing at the meeting possibilities
of making the Armenian-Polish relations even closer, the Polish side
proposed to establish an immediate cooperation with one of cities of
Armenia to establish sister cities. The Elblong Mayor also informed
that due to financing from the EU corresponding funds, it is possible
to implement joint scientific-cultural and educational programs as
well as to assist development of tourism.

Romania is to host a Black Sea summit next month aimed at tackling
drug- and people-smuggling in the region and finding ways to clean up
pollution in the sea, as well as discussing alternative energy routes,
the foreign minister said.

Mihai Razvan Ungureanu said that the June 5 summit was “a rare occasion
for Black Sea leaders to meet and discuss the most acute problems
of the region which experts will then be translated into projects,”
he told foreign journalists in Bucharest late Wednesday.

He said he hoped that leaders would find “political consensus” to
dealing with the region’s problems.

After Romania and Bulgaria join the European Union _ which they hope
to do in 2007 _ the Black Sea will form the EU’s eastern border and
will take on extra significance for the bloc, Ungureanu said.

“How can the region prosper? How can trust in the region grow?” said
Ungureanu, adding he hoped that Russia would send a high-level official
to the Bucharest summit. Russia has not yet announced who will attend
the meeting.

One of the more sensitive issues to be discussed at the summit will
be the “alternative energy routes which connect the Caspian Sea,
Iran, Iraq through Russia or through the Black Sea to Europe,”
said Ungureanu.

A brief disruption in Russian gas supplies to Western Europe early this
year amid a price dispute with Ukraine tarnished Russia’s reputation
as a reliable supplier and encouraged the EU to intensify a search
for alternative supply routes.

Ukrainian President Viktor Yushchenko, Moldovan President Vladimir
Voronin, Georgian President Mikhail Saakashvili and Armenian
President Robert Kocharian are among the heads of state who have
already confirmed they will attend the one-day summit in Bucharest
which will be followed by a day of workshops for regional experts.

Ungureanu said the main topics on the summit’s agenda would be
environment protection, regional cooperation, joint energy projects,
combatting cross-border crime and improving infrastructure. NATO,
the Organization for Security and Cooperation in Europe and the
Council of Europe will also attend the summit.

Romania, Bulgaria, Turkey, Ukraine, Russia and Georgia directly border
the Black Sea, which is one of the world’s most polluted seas.

Its only outlet to outside seas is via the Bosphorus Straits.

The OSCE Minsk Group Co-Chairs, Russian Deputy Foreign Minister
Grigori Karasin, US Deputy Assistant Secretary of State Daniel Fried
and Director on Political Issue of the French Ministry of Foreign
Affairs Stanislas de Laboulaye had a meeting with the Foreign Minister
of Azerbaijan in Baku today.

The meeting lasted for one and half hours, no statement was issued in
the result of it. Today the delegation of mediators will meet also
the President of Azerbaijan Ilham Aliev. The Ambassador of Romania
to Azerbaijan Nikolae Ureke declared that the Presidents of Armenia
and Azerbaijan may meet in Bucharest in the framework of the “Black
Sea Forum of Dialogue and Cooperation.”

“Romania is ready to provide for the necessary conditions for the
meeting of Presidents,” the diplomat said.

Apart from one winner, this year’s Eurovision Song Contest also ends
up with 36 countries that didn’t make it. While in some countries,
people are generally positive about the result of ‘their’ Eurovision
Song Contest entrant, others are searching for an explaination of
their falure.

Malta faces its worst Eurovision Song Contest result ever. The one
point from Albania couldn’t keep Fabrizio from its disappointing
last place. Current Maltasong head Robert Abela expressed his
disappointment, while former head Grace Abela fired her critics
towards the committee in favour of her own “ignored suggestions”.

Fabrizio himself blamed his last place to a failing in-ear of one
of his backing vocals. “He couldn’t use it in the last minute, so
sometimes his voice was higher than mine”, Fabrizio said. The young
singer described his result as “one of the most difficult moments”
of his carreer.

Daz, representing the United Kingdom, said that “one of the best acts
won the competition”. Though, to the Manchester Evening News he said
that he has not been able to prove that “politics isn’t in danger
of killing the greatest music competition on earth”, party blaming
political voting for his loss.

Greek representative Anna Vissi, who was tipped to bring Greece its
second victory, didn’t came further than a 9th place. The day after
the contest she could be seen crying in front of cameras while telling
about her loss. Greek top singer Anna Vissi received 128 points from
22 countries, which guarantuees Greece a place in next year’s final.

Norway’s entrant Christine Guldbrandsen came 14th with her ballad
Alvedansen, although the betting odds and fan polls generally predicted
better. “I am not disappointed”, Christine said, though she hoped
for a top-10 position to qualify the next Norwegian entrant for the
2007 final. “I feel good and along the way, the respons has been very
good (…). We gave the best possible performance, we couldn’t have
done better”.

The Armenian delegation was relieved after the final, as Andre brought
the debuting nation an 8th position in the final, therefor qualifying
for the 2007 final as well. “I was so happy when we qualified for
the final, so imagine how we felt when it became clear we made it to
the top-10 in the final”, Armenian delegation head Diana Mnatsakanyan
said to esctoday.com.

In Belgium and the Netherlands, two countries that didn’t make it
to the final, media and viewers are generally negative towards a
continuing involvement in the Eurovision Song Contest. “Sick of
Eurovision Song Contest”, the leading Dutch newspaper De Telegraaf
wrote as frontpage headline this weekend. In Belgium, some even suggest
that Kate Ryan should pay back the EUR 60,000,- she received from
the Flemish government to fund her participation and promotion tour.

[Presenter Tatyana Aleksandrova] In Kiev today the summit of the GUAM
organization opened. This abbreviation stands for Georgia, Ukraine,
Azerbaijan and Moldova. Previously it also included Uzbekistan, which
left last year. The union first appeared in 1997 and until now did
not have any clear aims. The Kiev summit is a declaration of purpose.

GUAM has officially declared itself the Organization for Democracy
and Economic Development.

[Presenter Mikhail Antonov] However, many observers see its main task
as being even more precise: the creation of a counterbalance to the
CIS and the provision of an energy corridor from Caspian oil and gas
fields to Europe, which bypasses Russian territory. The people who
thought up this plan and are willing to finance it can only be found
far beyond the boundaries of the former Soviet Union. In light of this,
the abbreviation GUAM appears unexpectedly fortunate. In the Pacific
Ocean, there is an island called Guam – the well-known American base
from which the USA put political and military pressure on those it
disliked. For example, it was from here that it bombed Vietnam.

Our observer Yevgeniy Roshkov has the facts and comment.

[Correspondent] The presidents of Georgia, Ukraine, Azerbaijan and
Moldova did not speak their native languages today. The leaders of
GUAM, an organization that does not include Russia, was united by the
Russian language. This was the language they used today to prove that
their meeting meant business.

[Azeri President Ilham Aliyev] We have not gathered here to gang up
against anyone. We have gathered to work constructively, to cooperate,
to achieve progress on mutually beneficial projects.

[Correspondent] The first item on the agenda: renaming the alliance.

Now it is not just simply GUAM, but also the Organization for Democracy
and Development. They are even intending to spread democracy: Moldova
will spread it to Dniester Region, Azerbaijan to Nagornyy Karabakh
and Georgia to Abkhazia and South Ossetia. Ukraine promised to help
resolve conflicts. By peaceful means – if possible.

But, as for development, it became clear that this was aimed
exclusively at the West.

[Ukrainian President Viktor Yushchenko] Azerbaijan has unique oil
deposits. Ukraine has unique transit capabilities. Why not unite
forces?

[Correspondent] To all appearances, transporting oil and gas from the
Caspian to Europe while bypassing Russia is the super-goal for which
the alliance was created. And the key player here is Azerbaijan –
without it GUAM would be nothing other than a discussion group.

And Georgia and Moldova have interests in another area – alcohol.

They proposed creating a free trade zone on GUAM territory, so they
could sell their wine. The Russian market is closed to them, but
[Moldovan] President [Vladimir] Voronin still cannot understand why.

[Passage omitted: Voronin says that wine, being a natural liquid,
may go off in the bottle]

[Correspondent] This is true – wine is a natural product, it can go
off, [Georgian President] Mikheil Saakashvili repeated. But for some
reason no-one made any mention about the quantities of unfit wine
found in Russian shops.

Then they talked about the prospects for the CIS. Baku and Kiev gave
to understand that they didn’t intend to leave. Chisinau and Tbilisi
have given this serious consideration and are making calculations.

[Saakashvili] We have charged our government, the Georgian government,
with working out what we would win and what we would lose. We are
not just simply sitting still and not taking decisions.

[Correspondent] The members of GUAM did not give details of the sums
of money needed and where they will come from. But Russia and Ukraine
have already clearly identified an American trail here. Although
there is doubt that it will lead anywhere.

[Mikhail Pogrebinskiy, political analyst] GUAM can be seen as an
instrument for implementing US policy in the former Soviet area,
which will, of course, in some senses be a counterbalance [to Russia
and the CIS].

[Sergey Markov, director of the Political Research Institute] If the
Americans fund an anti-Russian project in the form of GUAM or the
Community of Democratic Choice, then they [these organizations] will
develop. If they don’t give the money, then they won’t develop. If
not a single kopek is given, then they will simply die out.

[Correspondent] But the four leaders of GUAM did not discuss such
distant prospects. It was time for lunch, at which the menu was
undoubtedly written in Russian.

[At 2015 gmt RTV’s “Vesti Plyus” news bulletin featured a longer
version of Sergey Markov’s comments on the GUAM summit. “They have
gathered together with the aim of creating an anti-Russian coalition,
to shut the Russian bear up in its Siberian lair, to isolate Russia
from Europe and exploit us as much as possible. They want to get rid
of all our channels of communication, our oil and gas pipelines, and
take all our profits for themselves. Quite simply their main aim is
to exploit Russia.. However, they can’t do this themselves. So they
are asking the Americans to support them, because they haven’t the
money for any such projects,” Markov said]

The Ramkavar Party of Armenia (Liberal Democratic Party of Armenia)
has not had cooperation and contacts with the president of the World
Congress of Armenians Ara Abrahamyan since 2003, stated the leader
of the party Harutiun Arakelyan May 23. As a co-founder of the World
Congress of Armenians, the Ramkavar Party is not “delighted” with
the activities of this organization. Harutiun Arakelyan goes frank
and says there is likelihood inside the political party to secede
from the Congress: “Currently I hold them back.”

The Ramkavar Party also dislikes the recent initiative of the World
Congress of Armenians to take Turkey to court. First of all, it is an
emotional decision: it would mean declaring war on Turkey. Besides,
“Armenia must participate in the settlement of all-Armenian issues.”

the Nagorno Karabakh conflict than the previous years, Russian Co-Chair
of the OSCE MG for settlement of the Nagorno Karabakh conflict in
1992-1996, Ambassador Vladimir Kazimirov stated in an interview with
PanARMENIAN.Net. “It is not burdened with electoral campaigns, that
both parties will have next year. This does not mean at all that an
abrupt break is possible. It is merely necessary to maximally use the
opportunities provided this year at least to form preconditions for a
peace treaty, which may be reached by 2009-2010. As a matter of fact
achieving an agreement is not only possible but necessary. I would
call signing a peace accord even a forced, imposed peace,” he remarked.
