30 MILLION DOLLARS TO DEVELOP HEATING SYSTEM

Today an exhibition of heating technologies was opened by the
initiative of the Government and US Agency of International Development
(USAID) which has been organized in Armenia for the first time. The
exhibition will continue until March 17. About 30 companies will take
part in the exhibition. The councilor of the Prime Minister Gagik
Martirosyan, representative of USAID Yerevan office Robin Phillips
and UNO representative Consuella Vidal were present at the opening
ceremony.

The exhibition has been organized to represent the activity of heating
system. As the organizer of the program Gagik Hovhannisyan mentioned
the aim of the exhibition is to inform wide circles of the society
about the modern heating technologies existing in the market as well
as establishing business relations in this sphere.

To note the program of flat heating has been working in Armenia
since August 2005. In his speech the councilor of the Prime Minister
G. Martirosyan mentioned that in the future 30 million dollars will
be given to develop institutional opportunities of heating system,
12 million of which at the expense of credits, and the other part at
the expense of grants.

TO BE HELD ON MARCH 13

YEREVAN, March. 10. /ARKA/. On March 13, 2006, the minor court of
Yerevan’s Kanaker and Nor Nork communities is to hold a hearing of a
claim concerning the inaction of the Central Electoral Commission
(CEC) during the constitutional referendum in Armenia. The Public
Commission formed to supervise the legality of the referendum reports
that about 70 claims lodged by the Commission Coordinator Ruben
Torosyan are to be considered. According to the press-release, the
claims contain the information on violations committed by the RA
President, Vice-Speaker of the RA Parliament, RA Foreign Minister,
Rectors of Armenia’s higher schools, a number of TV companies and the
RA Academy of Sciences.
The constitutional referendum was held in Armenia on November 27,

ARMENIA AMONG THE FOUNDING DONORS OF THE MODERNIZED CERF

Armenia was among the first 31 countries to pledge financial support in the
amount of 5000 USD to the United Nations upgraded Central Emergency Response
Fund (CERF), which was officially launched yesterday, on March 9, at the
United Nations Headquarters in New York. The pledges totaled over $256
million, which would enable the Fund to make immediate deployment of
assistance.

At the 2005 Summit the world leaders mandated to take steps to improve the
humanitarian response system, including through timely and predictable
funding. On December 15, 2005, as part of its resolution on “Strengthening
the Coordination of the Emergency Humanitarian Assistance of the United
Nations,” the General Assembly approved by consensus resolution establishing
the new Fund. The Member-States decided to upgrade the existing Central
Emergency Revolving Fund into the Central Emergency Response Fund by
including a grant element of $450 million, funded by voluntary
contributions, in order to ensure a more rapid response to humanitarian
crisis.

In a statement made at the official launch of the modernized CERF, Armenia
stated: “The upgrading of the existing CERF and adding the grant element
will help launch life-saving relief operations. The Fund will provide the
needed tools to better meet the challenges of today’s world when rapid
response to sudden onset emergencies in crucial hours of a crisis becomes
the test of international community’s readiness and resolve to combat common
disasters.” Furthermore, it noted that” “Having a new stand-by fund would
allow this organization to use prevention where and when possible, in
recurring emergencies, as well as in stopping a crisis from spilling out of
control.” It also emphasized: “It is through collective action and continued
and demonstrable support that we will succeed in improving global
humanitarian system and make difference for people in need.”

Among the dignitaries that attended the high-level gathering on the launch
of the Fund were UN Secretary-General Kofi Annan, Prime Minister of Grenada,
Minister of State for External Affairs of India, Secretary of State for
International Development of the United Kingdom, Minister for Development
Cooperation and Humanitarian Affairs of Luxembourg, State Secretary for
International Development Cooperation of Sweden and State Secretary of
Norway.

Last summer, the Council of Europe issued a report urging Russia to
cease treating “neighboring and other countries in the region as zones
of special influence.” The report urged Russia to “constructively
contribute to resolution of open issues and cease with activities”
that “undermine the countries’ sovereignty and territorial integrity.”

President George W. Bush should give President Vladimir Putin the
message that Russia’s own integration into the world, a highly
desirable objective, is jeopardized if at the same time the Kremlin
has a policy of undercutting democratic development along its borders.

It’s unlikely that there’s a master plan guiding Russia’s actions
toward her neighbors. Instead, Russia’s actions are driven variably by
ambition, nostalgia, confusion, misinterpretation, irritation and
resentment.

And Russia’s policy toward the former Soviet republics is manifested
in different ways and produces different results. Baltic leaders and
Ukraine claim that Russia uses energy to assert leverage, by having
Russian concerns acquire key elements of their energy sectors.

President Viktor Yushchenko of Ukraine has been clear about the goal
of Ukraine’s membership in the European Union. But he realizes the
vital importance of not estranging Russia and has taken steps to
develop dialogue with the Kremlin, even after Russia shut off gas
supplies on Jan. 1. By contrast, Belarus remains a dependency where
democracy demonstrations in the lead-up to the March 19 presidential
election have been brutally crushed.

In the Caucasus and Moldova, Russia has tried to readjust the
orientation of her neighbors, but with little success. In 2002, Russia
told Georgia to end its political and security relationship with NATO,
and urged Georgia to accept Russian bases for the long- term. In
Central Asia, dictators who previously resisted closer cooperation
with Moscow have been encouraged by the Kremlin to be heavy-handed
with any signs of religious revival. Only Russia and China endorsed
the Uzbekistan government’s killing of hundreds of demonstrators in
Andijon last summer.

There are signs that Russia is adjusting to new realities. Russia
accommodated itself to Georgian central control over Adzharia, and
Russian and Georgian authorities agreed to a plan for the withdrawal
of Russian troops from Georgia. But Russian troops may be redeployed
to Armenia, which would alarm Azerbaijan.

It’s in Russia’s interest, and in America’s, for there to be greater
trust and cooperation between Russia and her neighbors. The United
States should strive to help Russia to understand that Washington is
not trying to transform the region into a zone of American control
through “color revolutions” – and that instead, what’s been happening
there is part of a process Europe has been going through for more than
50 years.

At the same time, Russia’s neighbors need reassurance that the United
States is committed to their independence, integrity and
stability. The lack of Western reaction to Russian meddling made some
new democracies worry that their sovereignty is entirely subordinate
to other key U.S. interests with Russia.

In the near-term, the Belarus presidential election on March 19
provides an important test. Belarus is one of the most repressive
former Soviet republics. Last week, the police beat and detained
Alexander Kozulin, an opposition presidential candidate. Symbolizing
solidarity with the opposition, Bush met recently with the widows of
two Belarussian leaders who were murdered by Alexander Lukashenko’s
government. But as Western governments develop a strategy in the event
that international monitors report electoral fraud, it must be
remembered that Lukashenko’s major financial and political sponsor is
Putin.

In the long term, the West might consider a more dynamic vision of its
relationship with a democratic Russia. As the Russia task force of the
Council on Foreign Relations recommends: “Western leaders should also
diversify their political contacts within Russia. It’s not enough to
meet with representatives of ‘civil society.’ Open and routine contact
with opposition political figures and organizations carry a more
potent message.” Doing so would give credibility and consistency to
Bush’s freedom agenda.

Deputy Minister Gegham Gharibjanian to Visit Turkmenistan

Deputy Minister Gegham Gharibjanian has left for Turkmenistan on
a working visit. There, on March 15 and 16, he will meet with
Saparmurat Niyazov, President of the Republic, Rashid Meredov,
Minister of Foreign Affairs, Gurbanmurat Atayev, Minister of Oil and
Gas Industry and Mineral Resources, and Maral Byashimova, Minister
of Culture and Broadcasting activities.

During his visit, the Deputy Minister will hand President Niyazov
a message from President Kocharian. He will also attend a ceremony
where the Armenian flag will be raised on the Armenia’s new embassy.

Three Died Of Bird Flu In Azerbaijan

THREE DIED OF BIRD FLU IN AZERBAIJAN

/PanARMENIAN.Net/ Azeri authorities announced Monday that three
persons died in the country from avian influenza. In the words of
Azeri Health Ministry representative Samaya Mamedova, “preliminary
analyses indicate that 3 persons who died earlier had the bird flu
virus.” At that Mamedova did not specify, whether the matter concerned
H5N1 strain, earlier found in Turkey and Western Europe.

All victims were members of a family, living in Salyan region of
Azerbaijan. They died in the regional hospital in early March. The
British laboratory, where patterns of patient tissues are sent, has
not confirmed the diagnosis. Earlier Azeri Health Ministry officials
reported that some 100 people are taken to hospital with symptoms
similar to those of the bird flu.

According to the World Health Organization, from the end of 2003
to March 2006 98 persons died in the world from the bird flu. The
latest confirmed victim of the bird flu is a 12-year-old girl from
Indonesia. From the beginning of 2006 virusH5N1, which is potentially
dangerous for humans, was discovered in dead bird in Western Europe,
Turkey, Russia, Afghanistan, Pakistan, India, Iran, as well as four
African states – Egypt, Cameroon, Nigeria and Niger. Epidemiologists
forecast the virus will transfer to the territory of North America
during spring migration. US Department of Agriculture uses information
from its military intelligence satellites to monitor movement of
birds of passage from Asia to Alaska through Siberia.

However, Agriculture Secretary Mike Johanns stated, “we cannot
build a large cage and prevent birds from come flying to the US,”
Lenta.ru reports.

Participation of Nagorno Karabakh in negotiations over Karabakh
conflict depends not only on Nagorno Karabakh itself, but also on
Azerbaijan. In current situations, participation of Armenia will give
higher status to the negotiations, stated the head of the Republican
Faction of Armenia Galust Saakyan at a news conference on March 14,
informs a REGNUM correspondent.

He said that the people of Nagorno Karabakh must state their position
regarding the conflict settlement. In his turn, his main opponent,
head of the recently established the National Revival Party Albert
Bazeyan noted, that “Robert Kocharyan replaced Nagorno Karabakh by
himself, so now, the sides have no contact points regarding Nagorno
Karabakh conflict settlement, because it is impossible without Nagorno
Karabakh itself.”

Speaking about Armenian President’s statement on possibility of Nagorno
Karabakh recognition in case of negotiations failure, Bazeyan noted
that this statement “contains danger, and was premature.” He said that
destructive approach must be demonstrated only by Azerbaijan that does
not wish to negotiate with Nagorno Karabakh and thus recognize its
government. He also noted that the conflict “stands still”, so the
side, that will more effectively settle its domestic problems, will
win. Both politics denied the possibility of warfare recommencement,
because “such conflicts are only settled by diplomatic measures.”

“It is not important when a person deposited money in a bank. This is
his property and the failure to return these funds is a grave violation
of human rights”, human rights activist Vardan Harutyunyan considers.

As for the statements of the political forces on returning the
deposits, V.

Harutyunyan welcomes them. However he noted, “What does not mean to
return little but now or later but much. These sums are the result
of work of people. This country has announced itself the assignee of
the previous one.

Thus it is obliged to return the money in the amount it was
deposited. The process of returning the deposits should not be
conditioned by the will of the incumbent leadership.”

In his opinion the sums should be returned in relation with the
factor of paying capacity. “For example, what could one buy with 5
000 rubles in 1984-87? One could by a Zhiguli car with 6 000. Economy
is a precise science and does not allow optional deeds”, he stated.

As for the depositors, who are not alive at present, in Vardan
Harutyunyan’s opinion, the funds should be returned to their heirs.

As for the opinions on the creation of a schedule of returning the
deposits V. Harutyunyan said. “People conveyed their property to the
state and have the right to have it back at any moment. The state
failed to create such a system. However it is obliged to return the
deposits”, he resumed

Exposed to the air, the bones became soft and claylike and flaked
away in our hands, the last mortal remains of an entire race of
people disappearing as swiftly as their Turkish oppressors would have
wished us to forget them. As many as 50,000 Armenians were murdered
in this little killing field, and it took a minute or two before
Ellsen and I fully comprehended that we were standing in a mass
grave. For Margada and the Syrian desert around it ” like thousands
of villages in what was Turkish Armenia ” are the Auschwitz of the
Armenian people, the place of the world’s first, forgotten,
Holocaust.

The parallel with Auschwitz is no idle one. Turkey’s reign of terror
against the Armenian people was an attempt to destroy the Armenian
race. The Armenian death toll was almost a million and a half. While
the Turks spoke publicly of the need to ‘resettle’ their Armenian
population “as the Germans were to speak later of the Jews of Europe”
the true intentions of the Turkish government were quite specific.
On 15 September 1915, for example ” and a carbon of this document
exists ” the Turkish interior minister, Talaat Pasha, cabled an
instruction to his prefect in Aleppo. ‘You have already been informed
that the Government… has decided to destroy completely all the
indicated persons living in Turkey… Their existence must be
terminated, however tragic the measures taken may be, and no regard
must be paid to either age or sex, or to any scruples of conscience.’

Was this not exactly what Himmler told his SS murderers in 1941? Here
on the hill of Margada, we were now standing among what was left of
the ‘indicated persons’. And Boghos Dakessian, who along with his
five-year- old nephew Hagop had driven up to the Habur with us from
the Syrian town of Deir es-Zour, knew all about those ‘tragic
measures’. ‘The Turks brought whole families up here to kill them. It
went on for days. They would tie them together in lines, men,
children, women, most of them starving and sick, many naked. Then
they would push them off the hill into the river and shoot one of
them. The dead body would then carry the others down and drown them.
It was cheap that way. It cost only one bullet.’

Ombudsman dissatisfied with refusal of govt to apply Inst. Mandate

ARMENIAN OMBUDSMAN DISSATISFIED WITH THE REFUSAL OF ARMENIAN
GOVERNMENT TO FULLY SATISFY APPLICATION OF OMBUDSMAN INSTITUTION

YEREVAN, OCTOBER 14. ARMINFO. Armenian Ombudsman Larisa Alaverdyan
is dissatisfied with the refusal of the Armenian Government to fully
satisfy the application of Ombudsman Institution.

Speaking at the Armenian Parliament Friday she said the Institution
applied for 141 million AMD, meanwhile the Government has agreed to
allocate only 130 million AMD. She stressed the necessity for
replenishment of the Ombudsman’s Staff with 5 employees for the
increasing number of applications (12% in 2005). Besides, the issue
of representing the Institution in Shirak, Syunik and Gegharkunik
regions still needs solution. Larisa Alaevryan said the average wages
of an employee of the Ombudsman Institution is 90,000 AMD. The draft
state budget for 2006 has ignored this problem.

Meanwhile, Armenian Minister for Finance and Economy Vardan
Khachatryan said financing of the Ombudsman Institution is not prior
for the Government. The more so as state allocations to the other
ministries or departments have not increased as much as those of the
Ombudsman Institution. Annual allocations for the latter rise by 30%.
Besides, V. Khachatryan disagreed with the size of the wages
presented by Larisa Alaverdyan. The minister said Ombudsman
Institution employees receive 102,000 AMD monthly wages.
