Iran willing to broker lasting peace between Azerbaijan, Armenia: Statement

Iran's foreign ministry urged on Thursday neighboring Azerbaijan and Armenia to overcome tensions and conflicts, and vowed to offer "any kind of assistance" to broker a lasting peace between the two countries.

In a statement published on the ministry's official website, spokesman Saeed Khatibzadeh expressed Iran's concern over continuing border clashes between Azerbaijan and Armenia.

The Iranian official voiced regret over the deaths and injuries endured by both countries, and stressed the need for mutual restraint and the respect of internationally recognized borders.

On Wednesday, both Azerbaijan and Armenia confirmed the two sides recently engaged in a new border clash, which caused casualties from both sides.

The U.S. House of Representatives voted overwhelmingly to restrict U.S. foreign military financing and training assistance to Azerbaijan, passing a bipartisan, ANCA-backed amendment led by Congressional Armenian Caucus Co-Chair Frank Pallone (D-NJ) and twenty of his House colleagues.  The vote sends a powerful signal to Azerbaijan’s dictatorial Aliyev regime that their ongoing aggression against Armenia and Artsakh will not be rewarded with U.S. taxpayer-funded military assistance, the Armenian National Committee of America reports.

The Pallone Amendment states, “None of the funds appropriated or otherwise made available by this Act [H.R.4373] under ‘International Military Education and Training’ and ‘Foreign Military Financing Program’ may be made available for Azerbaijan.”  The provision does not block discretionary military equipment, which may be transferred by the Department of Defense under U.S. laws Section 333.  The ANCA is working with Senate and House Members of the Armed Services Committee to address those concerns by strengthening Section 907 restrictions on U.S. military aid to Azerbaijan.

The House vote on the Pallone amendment was included in a bi-partisan series of amendments voted “en bloc,” and overwhelmingly adopted. The House will vote on the broader Fiscal Year 2022 Foreign Aid Bill (H.R.4373) later Wednesday night. That broader bill is accompanied by a report which calls for not less than $50 million in U.S. assistance to Armenia, “for economic development, private sector productivity, energy independence, democracy and the rule of law, and other purposes.”  It urges not less than $2 million for demining activities in Artsakh (Nagorno-Karabakh).  The recommendation for U.S. assistance to Armenia is over twice that requested by President Biden in his FY2022 proposed budget, which remains silent on U.S. assistance to Artsakh.

One of Armenian soldiers injured in shootout with Azerbaijani forces in critical condition

One of the three Armenian soldiers wounded in a shootout with the Azerbaijani forces on Friday is in critical condition, the Investigative Committee of Armenia reported on Saturday.

The three soldiers, identified as Arman Atasyan, Lernik Navoyan and Yurik Ohanyan (contract soldiers), sustained injuries after the Azerbaijani troops opened fire at the Armenian positions stationed in the Gegharkunik section of the Armenian-Azerbaijani border at around 5pm.

They were rushed to Gegharkunik garrison hospital, with Arman Atasyan being in critical condition.

A criminal case has been launched into an attempted murder out of motives of national, racial or religious hatred or fanaticism under Article 34-104 of Armenia’s Criminal Code, the Investigative Committee said.

A preliminary investigation is underway.

POWs who returned to Armenia from Azerbaijan are questioned

YEREVAN. – No criminal case has been initiated so far in connection with the Artsakh (Nagorno-Karabakh) war in 2020, regarding voluntarily being taken prisoner. Armenian News-NEWS.am was informed about this from the information received from the Police and the Investigative Committee of Armenia—and in response to a respective written inquiry.

The Investigative Committee has informed that large-scale investigative—including questioning—and some other judicial actions have been and are being carried out with all Armenian POWs and captives who have been returned from Azerbaijan.

"The body conducting the proceedings is conducting an investigation to find out the circumstances behind the capture of servicemen, servicemen included in the reserves, and volunteers. The received data are operatively transferred to the competent state bodies, as well as to international organizations," Rafayel Vardanyan, an Investigative Committee official, told Armenian News-NEWS.am.

To note, criminal accountability is envisaged in Armenia for crimes against military service procedure.

Russia reports 791 COVID-19 deaths in past 24 hours

YEREVAN, JULY 15, ARMENPRESS. Russia has documented 791 COVID-19 deaths in the past 24 hours, the highest daily death toll since the start of the pandemic. In total, 146,069 patients have died from COVID-19 in Russia, TASS reports citing the anti-crisis center.

The preliminary lethality rate has remained at 2.48%, the data provided by the center suggests.

In the past 24 hours, 108 COVID-19 deaths have been documented in St. Petersburg, 33 in the Irkutsk Region, 26 in the Nizhny Novgorod Region, 25 in the Krasnodar Region, 23 in the Voronezh Region.

Russia’s coronavirus recoveries grew by 21,493 in the past 24 hours reaching 5,278,976.

According to the crisis center, recoveries currently stand at about 89.7% of the total number of infections.

St. Petersburg confirmed 1,926 recoveries, the Moscow Region — 1,876, the Sverdlovsk Region — 447, Crimea — 418 and the Nizhny Novgorod Region — 337.

French FM, US Secretary of State discuss Nagorno Karabakh conflict settlement in Washington D.C.

YEREVAN, JULY 15, ARMENPRESS. Foreign Minister of France Jean-Yves Le Drian, who was on a working visit in Washington D.C. on July 13-14, has stated that he and US Secretary of State Anthony Blinken have touched upon the settlement of the Nagorno Karabakh conflict during their meeting.

Summing up the results of the visit, the French FM said that they have discussed taking possible steps to establish lasting peace.

“I have talked about our joint actions as OSCE Minsk Group Co-Chair countries aimed at establishing lasting peace between Armenia and Azerbaijan”, the French FM said.

‘Armenia’ bloc representative: Many police officers from Yerevan voted in Shurnukh and other villages of Syunik Province

Several police officers from Yerevan also voted in Shurnukh and other villages of Syunik Province. This is what representative of ‘Armenia’ bloc (the bloc ran in the June 20 snap parliamentary elections and won seats in parliament) Aram Vardevanyan told reporters today.

“Why was it decided that a large number of police officers had to travel from Yerevan to Syunik Province and vote? This is a question that the Police of Armenia need to answer. It would be very interesting to hear what the Police have to say about this,” he said.

Vardevanyan also stated that in December 2020, a statement was issued stating that there are 90,000 Armenians of Artsakh (Nagorno-Karabakh) living in Armenia. “How many of the 90,000 were allowed to participate in the elections? I know many weren’t allowed, but I also have reports stating that some people were allowed. How was this decided? Perhaps there were certain mechanisms for specification,” Vardevanyan added.

In the evening on June 27, Armenian militaries shelled the positions of Azerbaijani soldiers near the village of Garalar in the Tovuz District; there were no victims, the Azerbaijani Ministry of Defence (MoD) has reported.

As of the evening on June 27, the situation stabilized, the MoD has added.

Meanwhile, the Armenian MoD has refuted the reports that Armenian soldiers had shelled the border positions of the Azerbaijani Army. Baku "is spreading disinformation once again," the MoD asserts.

Let us remind you that Armenia and Azerbaijan are systematically exchanging accusations of shelling. Thus, on June 24, Baku claimed shelling of its positions by Armenian militaries in the direction of the Tovuz District. The Armenian MoD called this message disinformation.

Turkish press: Turkey, Azerbaijan carry out joint military drills

The Turkish and Azerbaijani militaries have started joint drills in Baku, Azerbaijan's Defense Ministry said in a statement on Monday.

The two countries deployed tanks, helicopters and drones in the drills in an effort to improve the two countries' combat interoperability, the ministry said.

The drills, called "Mustafa Kemal Atatürk 2021," were launched in Baku, Anadolu Agency (AA) reported. The name is a reference to modern Turkey's founder Mustafa Kemal Atatürk.

The drill aims to enhance the interaction of the two militaries during combat operations and develop the decision-making and managing skills of commanders.

Some 600 soldiers, 40 tanks and armored vehicles, 20 cannons, seven war helicopters, unmanned aerial vehicles and 50 other vehicles are taking part in the drills.

The drills are expected to continue until June 30.

Photographs released by the Azerbaijani Defense Ministry showed a column of armored personnel carriers and tanks from the two countries advancing on flat arid terrain.

"The main purpose of the exercises…is to improve the interaction between the two countries' army units during combat operations, to develop the commanders' military decision-making skills and their ability to manage military units," the ministry said.

Ankara last year threw its support behind Baku, whose Nagorno-Karabakh region had remained under illegal Armenian occupation for nearly three decades before finally being liberated last November.

Last September, clashes erupted between the former Soviet republics of Armenia and Azerbaijan when the Armenian army launched attacks on civilians and Azerbaijani forces and violated several humanitarian cease-fire agreements.

During the 44-day conflict, which ended in a truce on Nov. 10, Azerbaijan liberated several cities and nearly 300 settlements and villages in Nagorno-Karabakh from a nearly three-decade occupation. The two countries finally signed a Russia-brokered deal to end fighting and work toward a comprehensive solution.

Moreover, Turkey and Azerbaijan signed the Shusha Declaration last week. The declaration focuses on defense cooperation, promoting stability and prosperity in the region, and establishing new transportation routes.

The declaration affirms joint efforts by the two armies in the face of foreign threats. It also pledges joint efforts for the restructuring and modernization of their armed forces.

Turkey and Azerbaijan enjoy strong relations, as the two countries embrace the "one nation, two states" motto.

During his presidency, President Recep Tayyip Erdoğan has visited Azerbaijan more than 20 times, while the delegation visits have reached more than 100.

The Kremlin said earlier this month it was closely monitoring developments around a potential Turkish military base in Azerbaijan, a move it said could require Russia to take steps to ensure its own security and interests.

Kremlin spokesperson Dmitry Peskov said Russia was in close contact with Turkey, a NATO member, on stabilizing the situation in the southern Caucasus, where fighting last year saw the Azerbaijani army liberate its territories from three decades of Armenian occupation.

The southern Caucasus, part of the former Soviet Union, is of special interest to Russia, which has traditionally regarded it as its own sphere of influence. Russian peacekeeping troops are garrisoned in Nagorno-Karabakh after last year's conflict, and Moscow has a military base in neighboring Armenia.

Erdoğan and Russian President Vladimir Putin last week exchanged views on the situation concerning the Nagorno-Karabakh region that Azerbaijan liberated last year from decades of Armenian occupation. They made a positive assessment of the efforts of a joint Russian-Turkish center monitoring the resulting cease-fire in the region, the Kremlin statement said.
