The government continues to make efforts to prevent the epidemic
of the African plague. The disease is spread most in the regions
of Martakert and Askeran. As of now, the plague has affected 23
communities in Askeran and 21 communities in Martakert.

The head of the cattle inspection of the ministry of agriculture told
Karabakh-Open.com the African plague was detected in 12 communities
of the region of Kashatagh, and in 4 communities in Shushi. It was
detected in one place in Hadrut and Shahumyan each. The stock of pigs
in the country is about 31 thousand. As of November 12, 5299 pigs have
died. Another 560 were killed to prevent the epidemic from spreading.

The government continues to buy meat of healthy cattle from farmers
for 800 drams per kg.

YEREVAN, NOVEMBER 12, NOYAN TAPAN. At the end of the November 12
first sitting the RA National Assembly got down to the discussion of
the issue on the election of the Vice-Speaker of the Parliament. It
should be mentioned that the above-mentioned post was vacant after
November 5, when Ishkhan Zakarian, the Vice-Speaker of the National
Assembly, was appointed Chairman of the RA Control Chamber.

The Bargavatch Hayastan (Prosperous Armenia) faction put forward
the candidature of Arevik Petrosian, the Chairwoman of the Standing
Committee on Protection of the Human Rights and Public Affairs and
a member of the same faction, and Zharangutiun (Heritage) that of
faction member Anahit Bakhshian on the post of the NA Vice-Speaker.

The Orinats Yerkir (Country of Law) faction suggested the candidature
of Hranush Hakobian, a member of the Republican Party of Armenia
and the Chairwoman of the Standing Committee on Science, Education,
Culture, Youth and Sport Issues. However, it is not excluded that
the latter will make a self-rejection, as, according to the agreement
of the political coalition, the above-mentioned post is reserved for
Bargavatch Hayastan.

be accomplished till December 1.

The last special train will start off to Armenia November 15.

`No Russian soldier, no kilogram of Russian property will remain in
Georgia by December. After the withdrawal, 6 military facilities will
be turned over to Georgia,’ said Alexander Baranov, the commander of
the North Caucasus military district.

When commenting on the recent developments, the commander said `the
North Caucasus military district plans no special measures,’ Rosbalt
reports.

The government has allocated 345 million drams for loaning farmers,
said the minister of agriculture, Vice Prime Minister Armo Tsatryan
told Karabakh-Open.com.

Interest-free loans will be provided for winter wheat, 50 thousand
drams per hectare. The minister of agriculture says the money has
already been transferred to the bank accounts of the communities. The
community councils will set the benchmarks for eligibility.

Recently the government has decided to provide compensation to farmers
who will not sow their land this year. "We will provide 35 thousand per
hectare to such farmers," the minister said. He said the compensation
will be provided later because the farmers can sow winter wheat until
January 20.

The role of Levon Ter-Petrosyan as the aid-man of the political
sphere is great, and he was able to divide the political sphere
in two, says Aram Mayilyans, political scientist, former member
of parliament, during a discussion at the National Press Club on
November 8. "However, I think that the political sphere has split
into two parts, one is serious, the other is not," Aram Mayilyan
says. He thinks Serge Sargsyan and Levon Ter-Petrosyan are serious,
who have serious programs and political goals.

"The rest are unserious who are like collecting stamps, they are
nominated for the sake of nomination. It is clear that Serge Sargsyan
and Levon Ter-Petrosyan, these two candidates are serious. The rest
are unserious. Their attitude is also unserious otherwise they could
have united and put up the third candidate," Aram Mayilyan says.

According to him, it is perhaps difficult to evaluate the political
and historical moment, and "what it means to fight these two forces."

With regard to the serious forces, as he put it, and the likely
developments in case they win, Aram Mayilyan dwells on a crucial
issue for our country, the settlement of the Karabakh issue. "Levon
Ter-Petrosyan comes to power, or he wants to get the credentials of
people to resolve the Karabakh issue, Levon Ter-Petrosyan says. In
other words, it means, he says his speech on September 21 relieves his
approach toward Karabakh but we nevertheless know that his approach
toward Karabakh is defensive, pacifistic, highly pacifistic. Levon
Ter-Petrosyan is coming to power on the back of the white horse of
pacifism. It is highly dangerous for people, especially for people
who have won the victory," Aram Mayilyan says.

According to Mayilyan, Serge Sargsyan is coming to fortify the present
system. Aram Mayilyan compares this system to the Soviet state.

"One-party system, shortened freedom of speech, limited political
activities," says Aram Mayilyan, concluding that major problems will
arise both in case Ter-Petrosyan wins and in case Serge Sargsyan
wins. The political scientist thinks Serge Sargsyan’s victory does
not presuppose a defensive attitude toward the Karabakh issue but
the system he will continue to build will lead to a situation when
Armenia will not be able to keep Armenia. therefore, the political
scientist thinks the society should turn to democratic, civil freedoms
and human rights in the upcoming presidential election.

The Armenian national chess team became the vice-champion of the
European team Championship in Greece today. The Armenian chessmen
defeated Israeli national team 2.5:1.5.

Levon Aronyan defeated Emil Sutovski, Vladimir Hakobyan also defeated
his opponent, Gabriel Sargsyan ended the match in a tie and Karen
Asryan was defeated. After this success Armenian team affirmed its
place in the 2-nd place.

The Armenian team got 14 team and 20.5 individual points during the 9
matches. The champion of the Championship became Russia. Of course,
this is not an ideal result for the Armenian team, but the Armenian
chessmen proved their high level another time.

The Armenian women’s national team tied the meeting with Georgia
2:2. Now Armenia is in the 3-rd place, but it is not excluded that
the national team of Ukraine may pass around our team.

Minister Oskanian Received Secretary General of the Council of Europe

On November 5, 2007, Armenia’s Foreign Minister received Terry Davis,
Secretary General of the Council of Europe.

Welcoming the guest, Minister Oskanian stated that the visit is an
opportunity to speak about Armenia-Council of Europe collaboration, as well
as about the implementation of Armenia’s commitments.

The two spoke about the parliamentary elections that took place in May and
about the preparatory process necessary to maintain the same positive
assessment for the upcoming presidential elections.

The Minister and Mr. Davis also discussed a fact-finding mission to assess
the condition of cultural monuments in Armenia and Azerbaijan. Armenia
reconfirmed its views on this important matter.

The two also spoke about the the latest developments in the Nagorno Karabakh
settlement process and Armenia-Turkey relations.

Party’s Central Bureau are going to hold a joint conference on
November 6 at the Ani Plaza Hotel. The purpose of the conference is
to foster solidarity in working out the problems the Armenians of

ArmInfo. The British audience warmly reacted to the debut film "Mayak"
(lighthouse) of the young Russian stage manager, Armenian by origin,
Maria Sahakyan. The film was staged at London’s film festival. As RIA
Novosti reports, the film of the 27 years old graduate of the
"All-Union State Institute of Cinematography" tells about residents of
a village in the Caucasus, which appeared in the zone of a military
conflict. The central character of the film-Lena comes to the village
to take her grandmother and grandfather from, but instead, she stays
there with them. Teams from Russia, Armenia, Georgia and Serbia worked
on the film. It was shot in M. Sahakyan’s homeland-Armenia, but the
exact location of the action is specified nowhere in the film. "This
was a principled position",-M. Sahakyan said. "In essence, the scenario
was written about Sukhumi, about the war between Abkhazia and Georgia.
I once left Armenia, since Yerevan was in blockade because of the
Nagorno-Karabakh conflict".

M. Sahakyan considers a great piece of luck to work with such great
actors, as Sofiko Chiaureli and Sos Sarkisyan in her very first
full-length film. According M. Sahakyan, for them, too, this is an
important topic, because Sofiko lives in Georgia and Sos-in Armenia.
"They are "the grandmother and the grandfather", which didn’t leave
their homeland. They see no need to leave it. So that, basically, the
film presents the reality", she said.

Armenian Diaspora yesterday organized separatist debates on "Monuments
in Nakhchivan" in Harvard University.

The only Azerbaijani in the debates, master at Harvard University
Kennedy School of Government:, Bakhtiyar Hajiyev told APA that the
event was financed by Armenian Research Center in the US and an
Armenian company in Canada. Professor of Harvard University for
Armenian research, Armenian Dr. James R. Russel made a keynote
speech. Making "his remarks" on etymology of Nakhchivan he claimed
that "Over 30,000 Armenian monuments were destroyed". Armenian Agram
Ayvaziyan and Steven Sim from Scotland also claimed that "There are
a lot of cultural monuments in Nakhchivan, like in other regions
of Armenia".

Ayvaziyan said they even prepared six-seven volume book about
Nakhchivan’s history and lead the film shootings.

The territory of Nagorno Karabakh was shown as Nagorno Karabakh
Republic on the map on the screen and marked with different color.

The territory of Nakhchivan is marked red. The participants even
showed historical Azerbaijani monuments recognized by the world as
Momune Khatun, Khudaferin bridge as Armenian monuments.

"They said Azerbaijan misappropriated these monuments and tries to
include them into the list of UNESCO cultural heritage. Armenians
became so angry that they even demanded resignation of UNESCO Secretary
General and expressed their discontent that the world community does
not react to them," he said.

Steven Sim from Scotland was called "the person who last witnessed the
monuments in Nakhchivan". The Armenian, nervous about the brotherhood
of Turkey and Azerbaijan, said that he had taken photos of the
establishments of strategic importance.

"Following this, he began to show the ram-like figures as Armenian
monuments. There was writing in Arabic on one of the figures. I asked
when Armenians used Arabic alphabet. Confused with the question,
Sim said he also took the photos of Azerbaijani and Seljuk monuments
when he was in Nakhchivan and this photo was mistakenly copied to the
disc. He confessed that these figures do not belong to Armenians,"
he said.

Our compatriot, who wanted to express his position, met with Armenians’
severe reaction. Bakhtiyar Hajiyev said he tolerated two-hour speeches
of Armenians and regretted that they were not polite enough to listen
to him for two minutes.

"What culture are you speaking about, if you can not do it? I asked
them. Harvard University Davis Center was one of the organizers of
the event, and as the student of the university I have the right to
express my position and ask a question. Only after that, the presenter
of the event spoke with Ayvaziyan and said: "Please, express your
opinion briefly, ask your short question. I have the right interrupt
you in any time," he said.

I mentioned Armenian youth’s speech on forgetting Nagorno Karabakh
conflict and Nakhchivan’s being related to Armenia in one of
international events several years ago and stated that we know
that these events are held purposely. I said that it is not first
time that Armenians present several issues and areas not concerning
them as their own. They steal our meals, musical instruments, songs,
everything. Then I showed the auditory article published in "V Novom
Svete" newspaper" in New York and children’s photos there as the
last sample of Armenian falsification. Though these are Azerbaijani
children’s photos killed during Khojaly genocide, they presented it
as the photos of the children killed during the so-called Armenian
genocide and underlined that though our Diaspora and Embassy appealed,
newspaper leadership did not refute regarding these photos.

When I started to speak about massacres committed by Armenians in
Khojaly they protested again, but I asked Russell why he spreads false
information as a professor of Harvard University using his image,
why academician directs people to false side?

Russell thought that I intended something about historical facts when
I said "false information" and said "I am historian, not political
figure. There is a history in everything I present, is not it so?"

"Nagorno Karabakh Republic" was written in the map you used. And
you pretended that this map concerned B.C.. Was there any Nagorno
Karabakh Republic B.C.? Is it a historical fact? There was not country
named Nagorno Karabakh Republic in the history and it will never be,"
I replied.

Noise started in the salon again. Steven Sim calmed auditory and asked
"Do you admit your country leadership’s destructing Armenian monuments
in Nakhchivan as a student and clever person?"

"As a clever man I prefer information source. If professor who took a
photo of prohibited buildings, violates rules of the country he visits
and speaks proudly in front of such auditory says it, naturally I
can not believe to what he said. If you want to know our country’s
position and historical facts, I can give you information covers
prepared by Azerbaijani Embassy in America and Foreign Ministry,"
I said that and distributed covers to participants.

I got acquainted with a youth who stated that he is a journalist at
the beginning of the meeting. I asked him to send me photos they took
in the meeting. I wanted to give my e-mail address to that boy. But
the boy "don’t you see that I work for Armenian newspaper? Why did
you do it? You came here to spoil everything, did not you?" said and
moved to tears. I asked whether he will send photos or not and he
started to cry.

Hajiyev stated that official opening of the exhibition will be held
today. We will also react in any form when Azerbaijani students
studying in Boston will negotiate with Davis Center where the
exhibition will be held.

Hajiyev also mentioned that Armenians started their propagations on
the so-called Armenian genocide in academic circles, Universities.

"Then this issue was debated in the level of Foreign Affairs Committee
of the Congress. Most of the teachers of Harvard University gave
directions to people in Congress and representatives of White House,
state representatives in various themes. Armenians try to contact
with influential professors. Therefore we should start investigation
programs regarding Azerbaijan in such Universities, have intercourse
with these Universities, and achieve our students’ to study in such
Universities," he said.
