First of all the authority in power

There is a `good’ tradition in our reality to discuss or rather
speculate prior to each presidential election the issue whether or not
ex-President Levon Ter-Petrosyan will be run for presidency. And such
tradition constitutes a component of the political protocol.
This can, somehow, be understood and even `approached with
understanding’ from the point of view of the personal interests of the
ex-President’s political proponents. After all, what does the Armenian
pan-National Movement currently have, apart from the ex-President’s
persistent silence kept in the political records?
However, the issue whether or nor Levon will run for Presidency is
becoming discussed more and more frequently, involving a broad circle
of political figures having different attitudes towards the
ex-President. Some people use it for self-advertisement purposes,
trying to attract public attention by their `genius’ predictions,
whereas others’ Levon-oriented mental trainings are more and more
making a transition from the sphere of rational judgments towards the
expectations of a `new mesea’.
Of course, this is also a political technique, since meseanism has
always been characteristic to ordinary people’s irrational perceptions.
And today their speculation is becoming an illusory opportunity of
`trying one’s luck’ and fishing in troubled waters.
To keep the issue of Mr. Ter-Petrosyan’s running for presidency in
the sphere of Kant’s `Sober reasoning’ it is necessary to answer two
principal questions.
First: What real does Mr. Ter-Petrosyan have in case running for
Presidency in 2008?
Second: Which of the real pretenders will win and which of them will
suffer losses, should the ex-President join their struggle?
It is the in-depth discussion of these issues that brings
Ter-Petrosyan’s myth from Heaven to Earth. And it is not absolutely
accidental that today they are persistently left out by the
ex-President’s proponents as well as other political figures who invent
tales around his image,.
This Damocle’s sword bearing the image of Ter-Petrosyan which, in
some people’s imagination, threatens the authorities is made of
ordinary cardboard. In case of running for Presidency L. Ter-Petrosyan
will suffer a crucial defeat, receiving no more than 3 per cent of
votes. Only his closest proponents and the ex-officials, who held posts
under the rule of the Armenian pan-National Movement, will vote in his
favor. All the rest of the pro-Opposition activists, no matter how
dissatisfied with the present-day authorities, will not, under any
circumstances, consider L. Ter-Petrosyan as their alternative.
In this respect, we believe it is the authority in power that is
more interested in L. Ter-Petrosyan’s running for presidency. `Who is
guilty?’ and `What to do’ ` while having to give an answer to these two
eternal questions during an electoral campaign, it is extremely
important to find an appropriate target in order to exhaust the
protestant electorate’s negative energy addressed to any authority.
Therefore, should L. Ter-Petrosyan appear on the arena of a political
campaign in 2008, the present-day authorities will have more powerful
advocacy tools to which they can easily direct the electorate’s
negative energy. After all, the roots of all the disadvantages existing
now are buried in the times when L. Ter-Petrosyan was in power, whereas
the achievements of the past 10 years are obvious.
Thus, in case the current political speculations around the issue of
L. Ter-Petrosyan’s running for presidency come under logical scrutiny
and are transferred to the domain of the 2008 electoral campaign, there
will be only one conclusion possible. In case of running for
Presidency, the former President will not only suffer a crucial defeat,
but will also contribute with his presence to the victory of the
pro-Governmental candidate.

YEREVAN, JULY 27, NOYAN TAPAN. The Armavia airline’s plane park will
be replenished with another two new Airbus planes in 2008. Businessman
Mikhail Baghdasarov, airline’s owner, informed journalists about it
on July 27.

According to him, it is also planned to implement new flights to
China, the U.S. and Japan. Besides, from 2008 Armavia plans to sell
plane tickets through Internet as well.

M. Baghdasarov said that soon the Sabina Technic Belgian and Armavia
Technic Armenian companies will create a joint company engaged in
planes’ maintenance.

M. Baghdasarov also said that the Grand insurance company has paid a
compensation of 1bn drams (2.6m USD) to the relatives of passengers
who died in the accident of Armavia’s plane last year in Sochi.

Statement Of The Public Radio And Television Council Of Armenia

STATEMENT OF THE PUBLIC RADIO AND TELEVISION COUNCIL OF ARMENIA

For months the Public Radio and Television Council and the Public
Radio Company have been negotiating with Radio Free Europe/Radio
Liberty and the Broadcasting Board of Governors to discuss and solve
a number of contractual, financial and technical issues.

The statement of the Radio Free Europe/Radio Liberty dated July 24
includes a number of crucial inconsistencies and does not reflect
the essence and spirit of discussions between the Public Radio and
Television Council, the Public Radio Company and the Broadcasting
Board of Governors.

Taking into consideration that the statement of the Radio Free
Europe/Radio Liberty does not correspond to reality, the Public Radio
and Television Council and the Public Radio Company have to come
forth with a statement to provide clarifications about the statement
of the Radio Free Europe/Radio Liberty.

At the given moment there is no agreement between the Public
Radio Company and the Broadcasting Board of Governors or Radio Free
Europe/Radio Liberty on providing broadcasting services. Nevertheless,
demonstrating good will, the Public Radio Company continued
broadcasting the programs provided by Radio Free Europe/Radio Liberty
and presented monthly bills for these services.

Radio Free Europe/Radio Liberty made payments until February 2007,
after which the payments stopped although the bills were presented
every month.

Currently the debt of Radio Free Europe/Radio Liberty makes about USD
86 thousand. To put it otherwise, the broadcasting of the programs
provided by Radio Free Europe/Radio Liberty has been financed by the
Public Radio at the expense of the means allocated by RA state budget.

The Public Radio has not denied the suggestions of Radio Free
Europe/Radio Liberty to make payments, but has presented a number of
notes demanding to pay the outstanding debts.

Taking into account the common international experience of Public
Television and Radio Companies, on July 6, 2007 the Public Radio and
Television Council and the Public Radio Company decided to suspend
the rebroadcast of programs of foreign and local broadcasters on
Public Radio and Public Television. In particular, with its decision
of July 6 the Public Radio and Television Council has instructed
the Public Radio and the Public Television to inform all local and
foreign broadcasters that starting August 9 their programs will not
be broadcasted by the Public Radio and the Public Television.

Such notifications have been presented to three broadcasters
– Mir TV Company, Radio Free Europe/Radio Liberty and Tsaig TV
Company. Therefore, all three broadcasters have been properly informed
about the Council’ policy and have been advised to attain agreements
by August 9.

In response to this notification, Radio Free Europe/Radio Liberty
requested to extend the term. The Public Radio Company again
demonstrated good will accepted agreed to the suggestion. Furthermore,
both the Public Radio and Television Council and the Public Radio
Company expressed willingness to assist the Radio Free Europe/Radio
Liberty and promote the negotiations between private Armenian radio
companies and the Radio Free Europe/Radio Liberty to ensure its
continuous broadcasting in Armenia.

The statement of the Radio Free Europe/Radio Liberty correctly presents
the delegation of the Broadcasting Board of Governors visited Yerevan
to settle some minor technical issues. These were connected with
the issue of ensuring the broadcasting of the programs provided
by Radio Free Europe/Radio Liberty through the networks of private
radio companies.

Based on the discussions with the Broadcasting Board of Governors last
week, the Public Radio and Television Council has discussed the option
of broadcasting the programs of Radio Free Europe/Radio Liberty through
the Ar Radio Intercontinental. To make such broadcasting possible,
the Public Radio must reduce its broadcasting on FM network of Ar Radio
for these hours to be allocated to Radio Free Europe/Radio Liberty.

The Public Radio and Ar Radio reached a preliminary agreement on these
technical matters, and on July 24 a note was sent to the Director
of the Broadcasting Board of Governors Gary Thatcher informing him
about these developments.

Immediately after the message to Mr. Thatcher, on July 25 the
Broadcasting Board of Governors presented the draft service agreement
on broadcasting of the programs provided by the Radio Free Europe/Radio
Liberty through the Ar Radio Intercontinental. The parties were
in the stage of final negotiations on the project, when Radio Free
Europe/Radio Liberty dissemninated its statement.

The inconsistencies in the statement and the attempts of Radio Free
Europe/Radio Liberty to politicize the contractual-legal and financial
issues caused the regret of the Public Radio and Television Council.

The Public Radio and Television Council and the Public Radio
Company have been building and continue building their relations
with colleagues, including the Radio Free Europe/Radio Liberty, in
compliance with RA Constitution and Laws, and have always ensured
the variety of opinions.

The efforts of the Public Radio and Television Council and the
Public Radio Company have been highly appreciated in the reports of
international observers, including those from the OSCE, that were
issued after observing the parliamentary elections in Armenian in
May 2007.

Public Radio and Television Council and the Public Radio Company
reconfirm their will to continue the cooperation with the International
Broadcasting Bureau and Radio Free Europe/Radio Liberty for the sake
of friendship between the Republic of Armenia and the United States
of America.

former editor-in-chief of the Weekly "Akos", was rewarded with the
posthumous "Press Freedom – 2007" prize by the Turkish Journalists’
Union (TJU) in the "Dolmabahche" palace in Istanbul on July 24.

Archbishop Mesrop Mutafian, the Armenian Patriarch of Constantinople,
his widow, Rakel Dink, and others were present at the awards ceremony.

The prize, which has been awarded in Turkey since 1989 by the
Turkish Journalists’ Union, was given to Hrant Dink, the murdered
editor-in-chief of the Weekly "Akos", publisher Ragep Zarakolu and
lawyer Gulchin Chaylgil on behalf of the journalists and writers,
who were condemned and suffered on account of Article 301 of the
Criminal Code. The prize was handed to Rakel Dink, the widow of the
murdered editor-in-chief.

Anil Agarwal’s Zod gold mine stake will not be sold to the highest
bidder, if Armenian government has its way.

The Armenian government ordered prosecutors last week to put a stop
to an attempt by the Vedanta group in London to auction off its rights
to the Zod gold mine to the highest bidder.

Two weeks ago, following six months of investigation, the Armenian
prosecutor’s office in Yerevan went to court on behalf of the Ministry
of Natural Resources, to seek a ruling to revoke the Zod licence, which
has been held since 1998 by Vedanta’s Canadian-listed subsidiary,
Sterlite Gold (ticker SGD). The judge deferred his ruling on the
procedural ground that the due diligence, which had been undertaken
by the prosecutor’s office since January, lacked the appropriate order
from the government. The Armenian prime ministry then arranged for the
ministerial resolution to be drafted and issued, and an accelerated
investigation has already begun.

"The government wants to end the tender process being conducted
in London by Anil Agarwal [controlling shareholder and chairman of
Vedanta]", according to a source close to the litigation in Armenia.

"The Indians are trying to get a high price for the asset, and
the Armenian government sees no reason why they should pocket that
profit, and walk away, when they are in violation of their licence
obligations. That is why the licence revocation process is being
accelerated now, publicly, so that bidders for the assets should
understand what is at stake".

Vedanta and Sterlite Gold have repeatedly refused to answer questions
about the informal tender. This has been conducted by Ernst & Young;
the latter has drafted and circulated a marketing document on the
Armenian assets, and a score of bidders have responded. The assets
include two mines, Zod and Meghradzor, and an ore-processing plant
at Ararat. The official proceedings and investigations have already
called a halt to mining at Zod, and a criminal investigation has been
opened into charges that Sterlite and Vedanta have been engaged in
a variety of allegedly unlawful gold operations.

The Armenians say they don’t yet have a full list of those to whom
Vedanta has been trying to sell the assets. But they suspect Vedanta
has not disclosed to potential buyers the full extent of the sanctions
already imposed on Sterlite. These include a freeze on the bank
accounts of the mine operating company, Ararat Gold Recovery Company
(ARGC), and a refusal to re-register and confirm the licences,
on which mining operations depend. For practical purposes, ARGC,
Sterlite and Vedanta can no longer operate in Armenia.

Armenian officials believe the leading bidder at present is the
Russian conglomerate Industrial Investors, which is headquartered in
Moscow, and controlled by two partners, Sergei Generalov and Siman
Povarenkin. Generalov, a former Russian energy minister, and former
member of the State Duma, is financially the stronger of the duo.

Generalov’s primary business is in maritime fleet, port, and land
transportation. In the past two years, he has moved swiftly to create
a multi-modal transportation group, with Far Eastern Shipping Company
(Fesco); Trans-Garant, a freight railroad; National Container Company,
Russia’s largest box transporter; a Baltic cargo feeder line operating
from Rotterdam; and with a big new container terminal in planning
for Riga, Latvia. Acquiring these assets has cost Generalov almost
$850 million in debt — a heavy burden that is uncomfortable for him
to bear. This week in Moscow, he offered investors a new share issue
to try to raise $200 million in fresh cash.

Part of this is for reducing his debts; part may be intended for
the Zod buy-out. But at an estimated $100 million to $120 million,
which is Vedanta’s price-tag, the sum may be too large for Generalov
to accept. He has signed a memorandum of understanding with Sterlite
and Vedanta, in order to cover his due diligence, and allow him
time to find the money. The Armenian government appears unwilling
to allow the transaction to go through at all. Sources close to
official thinking have told Mineweb the government wants "to get it
all back", and then determine who should win a licence competition,
to be conducted on the government’s terms.

Mining sources familiar with Zod, and with the territorial claims
neighbouring Azerbaijan is making on Armenian land and gold deposits,
believe $50 million is the maximum price that can be paid for the
assets.

Generalov is a newcomer to the mining sector, and in Yerevan it is
suspected that Zod is Povarenkin’s baby. However, Povarenkin has even
less cash or credit than Generalov to make the purchase. According
to sources in Tbilisi, Georgia, Industrial Investors is behind
Joint Stock Company Madneuli, which in May was the only bidder at a
government auction for mineral licences in the Ambrolauri region of
western Georgia. The equivalent of $135,000 was paid for the rights.

Speaking for Generalov and Institutional Investors, Oleg Rumyantsev
told Mineweb they refuse to comment, and decline to confirm that they
are participating in the bidding.

A source in Tbilisi told Mineweb that Institutional Investors is the
silent partner backing the Madneuli management in making the bid for
Zod, and that it is the latter who are making the running.

Madneuli’s current business is mining copper, and leaching gold from
the tailings.

This disclosure is a problem for the Armenians, however. For they have
already demonstrated their concern that Agarwal and Sterlite lacked
the financial capacity and will to meet the investment requirements of
ARGC’s licences, and would not brook the $100 million obligation for
a new ore-processing plant. The conviction that Agarwal was holding
Zod in order to flip it has led to this month’s moves to accelerate
the revocation proceeding.

The Madneuli partnership with Institutional Investors compounds
the problem of financial capacity, from the point of view of the
Armenians. And more — from the perspective of Caucasian politics,
the Armenian government is reluctant to cancel the ARGC licences, and
oust the Indians, only to hand the assets over to a Georgian group,
even if they claim to have Russian backing.

Sterlite’s disclosures to its shareholders have been limited. An
operations summary on Sterlite’s website refers to the February
2002 implementation agreement, according to which Sterlite risks the
forfeit of its Armenian licences, if gold production is halted.

Sterlite’s report says: "The Implementation Agreement stipulates
that should AGRC [Sterlite’s local company, Ararat Gold Recovery
Company] terminate work either in Zod, Meghradzor or Ararat for a
period exceeding three successive months other than for economic
and business circumstances or for reasons beyond the control of
Sterlite, then Sterlite either must relinquish its mining rights to
the Government or pay the Government an amount of $50,000 for each
month of stoppage beyond the initial three months."

According to the last resource estimate issued by Sterlite, at the end
of 2005 the company claimed the Zod deposit held measured resources
of 215,495 ounces, and indicated resources of 1.9 million oz, at an
estimated grade of 3.9 grams per tonne.

In May, Sterlite told shareholders that "the 2007 mining plan of its
subsidiary, Ararat Gold Recovery Company LLC ("AGRC"), has not been
approved by the Armenian government and as a result, AGRC’s mining
operations have been temporarily suspended. AGRC is working with
government authorities in an effort to secure approval for its mining
plan so that operations can be resumed. AGRC has previously received
approval for each of its annual mining plans during the term of its
Implementation Agreement with the Armenian government.

Following various media reports in the last few days, the Company also
advises that, in connection with the previously announced investigation
by Armenian governmental authorities of AGRC’s mining operations,
AGRC has received from the Armenian authorities a preliminary notice
of penalties and fines in the amount of approximately US$46.5 million
that the Armenian government intends to levy on AGRC. The notice is
preliminary in nature and the Company understands that the notice
is to undergo further analysis and expert review at the relevant
Armenian governmental agencies in the coming weeks, before it is
served in final form upon AGRC. As advised previously, Sterlite Gold
and AGRC will vigorously contest any allegations or claims that may
be made against them arising out of the investigation."

On June 14, Sterlite posted this fresh cautionary: "Sterlite Gold
Ltd. advises that, in connection with the previously announced
investigation by Armenian governmental authorities of AGRC’s mining
operations, AGRC has received from the Armenian state tax authority
a notice of penalties and fines in the amount of approximately
US$11.5 million. This tax authority notice is in addition to the
previously announced preliminary notice of penalties and fines issued
by the Armenian Ministry of Finance. The investigation by Armenian
governmental authorities is continuing. As advised previously, Sterlite
Gold and AGRC will vigorously contest any and all allegations and
claims that may be made against them arising out of the investigation."

No notice to shareholders of the attempted sale of the Armenian assets
has been posted to date. Agarwal did not reply to Mineweb’s request
to explain why he is selling Sterlite’s principal asset.

9th Osian’s-Cinefan festival. Three Bollywood beauties added a touch
of glamour to the proceedings after which the opening film "Raami"
was screened to a mixed response from the audience.

Bollywood stars Manisha Koirala, Gul Panag and Divya Dutta set the
red carpet on fire at the opening function at the Siri Fort auditorium
late Friday.

Manisha, whose grandmother passed away recently, said she was feeling
"quite lost now". Sporting an exquisite white salwar kameez, the actor
was mobbed by the media, till colleague Rajit Kapoor came to her rescue
– all of which only added to delaying the start of the opening film.

Panag wore a beautiful pastel shade evening dress and carried an
embellished handbag. The "Dor" girl, sporting a butterfly tattoo
on her back, said: "I want every film of mine to take me to another
level. I want to be in the industry for a long time." Panag said she
has four films set for release this year.

Divya Dutta looked slimmer than ever. The Punjabi beauty looked
gorgeous in a new hair cut and a white sari, making the shutterbugs
go wild. She said: "This (Osian’s) is a great platform for promoting
cinema, especially the ones that cannot make it big commercially.

Anurag Kashyap goes unspotted

The opening ceremony was about to start, Divya Dutta had already
walked the red carpet and as the media stood waiting to pounce
on Gul Panag and Manisha Koirala, somebody walked past quietly –
and went by unnoticed! It was acclaimed director Anurag Kashyap of
"Black Friday" fame.

Possibly for many Kashyap – unshaven and wearing a grey T-shirt
– was not a priced byte. Some may have even not recognised the
talented writer-director but IANS had a word with him. "I will be
here throughout the festival. I’m a jury member. It’s very good that
filmmakers are finding a platforms like Osian’s," he said.

Opening film ‘Raami’ gets a mixed response

Osian’s kick started with "Raami", based on the folk tale of two lovers
Asli and Karam, told through song. The Iran-Azerbaijan co-production
deals with man’s relationship with nature, war and music.

"Raami" narrates the story of a middle-aged Azerbaijani folk composer
who has spent 10 years in a war refugee camp, how he goes back looking
for his Armenian wife and child after the conflict between Armenia
and Azerbaijan.

The 76-minute film, directed by Babak Shirinsefat, evoked mixed
response from the audience. Some thought it was confusing and slow
while others loved the intense and emotional plot.

RA Foreign Minister Vardan Oskanian will pay a non-official visit to
Georgia on July 25-27, according to Regnum agency

The same source informs that on July 18 RA Foreign Minister Vardan
Oskanian, in his telephone conversation with the Foreign Minister of
Georgia, discussed the details of the expected visit.

Oskanian will meet Georgian Foreign Minister Gela Bedzuashvili on
July 25, and then he will leave for Batumi to see the buildings for
the General Consulate of Armenia in Ajaria.

Recently, the Armenian Ambassador in Georgia Hrach Silvanian also
visited Ajaria to discuss the variants of the Armenian Consulate’s
building with the Mayor of Batumi.

"Karabakh people are for objective elections and we believe in
fair elections. The president of Nagorno-Karabakh can be the person
elected by the NKR people only. I have already voted and wait for
the results with impatience. I don’t know why I am certain that my
favorite candidate will win", said a NKR citizen who visited number
E/1 polling station, which is the Karabakh permanent representation
in Armenia, to fulfill his responsibility. Some NKR citizens are not
in their birthplace today and are voting in Armenia.

The majority of 90 NKR citizens registered in the permanent
representation had voted by the noon today.

83 citizens had voted by 12:30. Among them were citizens whose names
were missing in the voting lists.

"People come and vote actively. That is a great achievement. Mainly
students have not participated in the elections since they are
in Karabakh", said Armen Grigoryan, chairman of the commission of
polling station.

It is worthwhile mentioning that neither a proxy, nor a local or
international observer was present at the representation. We tried
to find it out from the chairman of the commission. He noted that
no observer had claimed for it. "We do not have an observer. That is
their problem".

The members of the commission ensure that no fraud cases or an
incident was registered. "The elections are conducted transparently,
the voters vote for the candidate they want", assured the chairman
of the commission.

We should remind that 5 candidates are nominated for the post of the
NKR president.

NOT even the presence of the Dalai Lama in the city earlier in the day
could create the right mood and the right result at the Brandywell
last night as Derry City were held to a scoreless draw by Armenian
side Pyunik Yerevan.

City, playing in the Champions League for the first time in a decade,
achieved their first objective by keeping a clean sheet against a
Pyunik side packed with Armenian internationals. And the Candystripes,
who scored six goals in two away games in the UEFA Cup last season,
will fancy their chances of hitting the net at least once in the
return leg in Armenia next week.

Some excellent goalkeeping by Pyunik’s Gevorg Ksaparov, combined with
the lack of a killer edge up front by Derry, saw John Robertson’s
side draw a blank.

In the pre-match talk around the city, much was made of the fact that
Pyunik had seven Armenian internationals in their squad, including
the entire back four which featured in a recent Euro 2008 1-0 win
over Poland.

But it was the single senior international in the home side who made
all the running and made all the right moves in the first half, as
Derry’s left winger Paddy McCourt, a one-cap-wonder with Northern
Ireland, was most impressive.

After only six minutes McCourt tested Pyunik ‘keeper Gevorg Kasparov
with a superb run and shot which was tipped out for a corner by the
Armenian netminder.

Yet McCourt was not the only dangerman for City as midfielder Barry
Molloy’s shot needed a good save from Kasparov on 17 minutes, while

Martyn but the Sligo native, just back at Derry after a loan spell
in Norway, didn’t connect.

Pyunik rarely threatened in the first period, apart from a free kick
by Rafael Nazaryan on 31 minutes which forced a save from Pat Jennings.

The visitors were failing to live up to their reputation at this
stage and the cruellest cut came from the Brandywell terraces, jeering
"Are you Finn Harps in disguise?" at the men in blue shirts.

But Pyunik did look more of a threat after the break, especially after
the arrival of sub Felix Hzeina. Both Cameroonian Hzeina and Aghvan
Lazarian caused danger early on in the second half before Hzeina
threw a blatant elbow at Peter Hutton – an offence which deserved
more than a yellow card.

Derry introduced some subs of their own as Kevin Deery and Kevin
McHugh gave the home side some much-needed zest and they regained the
initiative from Pyunik. Martyn had the home side’s best chance on 57
minutes after he was set up by McGlynn but his point-blank shot was
saved by Kasparov, while McHugh was just inches over with a shot,
his first touch of the ball, on 68 minutes.

Defender Ken Oman also went close with a long range shot but City
could not find a way past the impressive Kasparov and the Pyunik
back four and, as Derry prepare for the mammoth trip to Armenia,
they must pray they don’t lose their shooting boots along the way.

GOVERNMENT EARMARKS 1.6 BIL DRAMS FOR HOUSING PURCHASE CERTIFICATE PROGRAM

YEREVAN, JULY 16, ARMENPRESS: The government of Armenia has earmarked
1.6 billion Drams this year to back up the housing purchase certificate
program, which is designed to address primarily Armenian refugees
from Azerbaijan and homeless families in Armenia’s northern areas,
which were devastated by the earthquake back in 1988.

Deputy urban minister Karlen Gevorkian told Armenpress the program
is being still elaborated and will be launched in September after
the government approves it. He said the program will embrace this
year also refuges living in a hostel in Yerevan Nor Nork district.

According to the deputy minister, the amount of money released by the
government for this program has increased four times since 2004. The
2006 program ended in June 30, 2007 with 715 certificates granted to
families in Shirak, Lori and Kotayk provinces and Yerevan.
