YEREVAN, MAY 9, ARMENPRESS: Prime minister Serzh Sarkisian and
members of his government visited today the Yerablour cemetery,
where many Armenians fallen in the Karabakh war, were laid to rest,
to remember their brothers- in- arms.

In a related news in commemoration of the 15-th anniversary of
liberation of the town of Shushi in Nagorno-Karabakh president
Kocharian decreed to award medals to 1.760 servicemen and volunteers
for their contribution to the victory.

Later in the day prime minister Serzh Sarkisian, other government
officials and hundreds of gray-haired war veterans paid tribute to
Armenians fallen in World War II at the tomb of the Unknown Soldier
in Yerevan’s Victory Park. Hundreds of younger Armenians laid flowers
by its eternal fire.

A monument commemorating the 15-th anniversary of the liberation of
the town of Shushi was unveiled today at Azatutyun (Freedom) avenue
in Yerevan.

The ceremony was attended by prime minister Serzh Sarkisian, who said,
" This monument is to all those guys who sacrificed their lives for
our freedom and for defense of our borders. This monument is to all
those who fought bravely and were saved by God."

The 15-th anniversary of the liberation of Shushi and the Victory and
Peace Day were celebrated today in Stepanakert, the capital city of
Nagorno-Karabakh, by a big military parade and other festivities.

Armenian president Robert Kocharian traveled to Stepanakert to take
part in these festivities.

The parade was watched by hundreds of Diaspora Armenians who arrived in
Karabakh to join local people for celebration of ‘the triple holiday."

The nationwide celebrations will end with concerts and fireworks show
in the evening.

Some 600,000 citizens of Soviet Armenia took part in what is called in
the former USSR the Great Patriotic War and almost half of them lost
their lives. Armenia’s population at that time was about 2 million.

YEREVAN, MAY 10, NOYAN TAPAN. The Armenian branch of Moscow Institute
of CIS Countries will conduct a study related to Russia-Turkey-Armenia
relations.

Konstantin Zatulin, Institute Director, deputy of RF State Duma and
member of General Council of Yedinaya Rossiya Party, stated this on
May 10, after opening of Armenian branch of the Institute.

In his words, in Russia they should rightly perceive the blame
periodically voiced in Armenia, according to which in Russia
they are insufficiently interested in current Armenian-Turkish
relations. K. Zatulin considers that the Russian side can make much
larger contribution for these relations to be built on principles
and to gradually become normal.

In his words, in Russia they have certain attitude towards the issues,
which at least ideologically separate Armenia and Turkey. K. Zatulin
reminding that in 1995 RF State Duma adopted a resolution on
recognition of Armenian Genocide mentioned that "this is absolutely
an issue of principle."

K. Zatulin said that lately he had to answer the letter of
Adviser-Envoy of Embassy of Turkey in Russia, with which he criticized
"the position on Armenian Genocide expressed in the article." In the
words of member of RF State Duma, "we have asked for a permission to
publicize our discussion, but we have received no answer so far."

"Of course, these are matters of past, which are too important today,
but at the same time, we should understand that we live in the
present. In Russia we cannot support various means of blockade used
by Turkey towards Armenia. We consider this unnormal," K. Zatulin
said. He thinks that the Russian authorities and diplomacy "should
make a larger contribution in solution of these issues."

Forty New Buses Start Transporting Passengers In Yerevan

YEREVAN, MAY 8, ARMENPRESS: Today 40 more Ukraine-made Bogdan buses
began to transport passengers in the capital city Yerevan and now
there are 240 such buses running in the city. These forty buses will be
transporting passengers from and to Avan, Nor Nork, Noragavit suburbs.

Yerevan authorities promise to launch very soon a big bus for disabled
people. Yerevan mayor Yervand Zakharian told reporters today that
100 more buses and 20 trolley-buses will be bought this year.

He also said some 700 mini-buses, which are still the main commuter
transporting means in Yerevan creating chaos on roads, will be
withdrawn this year.

The authorities plan to have 500 passenger buses in the city and to
reduce the number of mini-buses from 3,300 now to 1,800.

Chairman of the "Alliance" party said during the May 7 meeting with
voters at Kapan’s culture palace. In his words, "today some go from
house to house, distributing potatoes or fuel and asking to elect
them, so the opinion that everything is already determined is wrong."

The leader of "Alliance" appealed to residents of Kapan to renounce
the idea that nothing depends on the people. "During the war there
were rumors that we would give back the lands, that the Armenian
National Movement decided so but we proved to be united and we won. Do
not think that the authorities are those to decide and there is
nothing we can do about it. It is for us to decide," S. Babayan
stated.

Members of "Alliance" also had meetings in Sisian and Goris.

Names to watch out for in Sarkozy presidency

PARIS, May 6, 2007 (AFP) – As president of France, Nicolas Sarkozy
will appoint the country’s next prime minister and help draw up the
list of cabinet ministers. Here are some names to watch out for.

Francois Fillon, 53, is cited as a likely prime minister. A close
advisor to Sarkozy, Fillon regularly deputised for him in media
interviews during the campaign. As social affairs minister from
2002-2004, he saw through a major reform of the pensions system. He
is seen as a calm and competent pair of hands. Senator for the Sarthe
department of western France, he is married to a Welsh woman and has
five children.

Jean-Louis Borloo, 56, is also named as a possible prime minister.
Since 2004 minister of employment and social cohesion, Borloo is seen
as a popular politician with a strong record of help for the
disadvantaged. Once France’s highest-paid corporate lawyer, Borloo
has a touch of the eccentric genius. After serving as president of
Valenciennes football club in the north of France, he was elected the
town’s mayor and won plaudits for his regeneration programme. He is
married to television journalist Beatrice Schonberg.

Rachida Dati, 41, has become a national figure as Sarkozy’s official
spokeswoman during the campaign. One of 12 children born to north
African immigrants, she worked for many years as an accountant before
becoming Sarkozy’s advisor on immigration in 2002. She strongly
supports Sarkozy’s ideas on affirmative action to help minorities and
is a hot tip for a ministry in the new government — especially as he
has promised a significant number of woman ministers.

Arno Klarsfeld, 41, is the son of renowned Nazi hunters Serge and
Beate Klarsfeld. A lawyer and human-rights activist, Klarsfeld fell
out with the French left when he took Israeli citizenship in 2002 and
served in the Israeli army. In the last two years Klarsfeld undertook
several mediation missions on behalf of Sarkozy, who was serving as
interior minister. He drew up a report on the expulsion of illegal
immigrants and helped negotiate a deal to end protests by homeless
campaigners.

Brice Hortefeux, 47, has been a close friend of Sarkozy since their
youth in the Paris suburb of Neuilly. He is currently junior minister
for local government, and is likely to get a senior post in the
cabinet.

Patrick Devedjian, 52, is a senior member of Sarkozy’s Union for a
Popular Movement (UMP) and was a junior minister between 2002 and
2005. During the campaign, he was regularly on the air-waves arguing
Sarkozy’s case. He is of Armenian origin and a vocal campaigner for
recognition of the Armenian "genocide".

Claude Gueant, 62, is a senior civil servant who was Sarkozy’s
cabinet director at the ministries of interior and finance. Since
January he has been Sarkozy’s campaign manager. His appointment as
Sarkozy’s secretary-general at the Elysee palace is seen as probable.

Xavier Bertrand, 42, was health minister from 2005 till earlier this
year when he resigned to become campaign spokesman for Sarkozy.

Eric Besson, 49, was the Socialist Party’s economic specialist until
his spectacular departure earlier this year in protest against
Segolene Royal’s campaign. He launched a stinging attack on her in a
best-selling book, and then publicly backed Sarkozy in the second
round of the election. He appeared next to Sarkozy in several
rallies. He is a possible ministerial nominee if Sarkozy wants to
broaden his government outside the UMP.

Michele Alliot-Marie, 61, has been defence minister since 2002. Once
seen as a presidential rival to Sarkozy, she rallied to his side in
January and was active in the campaign.

Jean-Pierre Raffarin, 58, was prime minister from 2002 to 2005. He
was a vocal supporter of Sarkozy during the campaign.

Yerevan, 2 May: Twenty-three political forces will run for the seats in
the Armenian parliament while in March, 27 parties and blocs announced
they will participate in the race, Garegin Azaryan, the chairman of
the Central Electoral Commission [CEC], said today [2 May].

Azaryan said that six candidates have withdrawn: A. Hakobyan and A.
Vardanyan from the Orinats Yerkir [Law-Governed Country] Party;
K Grigoryan from the Democratic Party [of Armenia]; G. Martirosyan
from the United Liberal National Party; and S. Shushanyan from the
Armenian Revolutionary Federation- Dashnaktsutyun.

Azaryan also said that 13,202 observers from 53 local organizations
and six international organizations will monitor the election. They
include 52 observers from the Inter-parliamentary Assembly of the
CIS; 186 observers from the CIS; 302 from the OSCE; 71 from the OSCE
Parliamentary Assembly; 46 from the Council of Europe’s Parliamentary
Assembly; 12 from the European Parliament.

In total, 1,245 candidates will run for the new Armenian National
Assembly [parliament]; 281 out of them are women.

The Pan-Armenian National Movement and the Progressive Party of
Armenia have dropped out from the race.

was being held in the People Friendship University (PFUR) of
Russia. The goal of the event was to strengthen friendship between
nations. Pavilions of different countries and nations were presented
during the event. However pavilions of Azerbaijan and Armenia were
near each other. According to eyewitnesses (Azeris, Armenians and
Russian) representatives of Azeri youth took aside a young Armenian
who was holding the banner of Nagorno Karabakh. Azeris attacked the
Armenian fellow, causing him physical injuries. They tried to take
away the banner but couldn’t, after which Azeris tore it up," says the
"Statement of youth organizations and resources in connection with the
mass fight that took place in Moscow May 1, 2007". The PanARMENIAN.Net
received the statement. It says "Armenians nearby hurried to help their
compatriot in the result of which a mass fight took place. Azeris
who participated in the scuffle by shouting "Allah Akbar" tried to
win over their side other Muslim students. However representatives
of other Muslim nations who gathered near the fight place did not
interfere in it. Only some of them stood up for Armenians. The fight
was stopped by police. In the result of this provocation several
students suffered injuries.

Eyewitnesses underline that during the event in PFUR there were
exhibitions with state symbolism of such unrecognized countries as
Abkhazia, South Ossetia and countries of former Yugoslavia, but no
similar incidents were registered.

In connection with the above mentioned events we, representatives of
undersigned organizations and resources state the following:

1. Organizers of the event themselves and not representatives of
this or that nationality decide what stands and symbolism must be
presented in the event. Since organizers considered it necessary
to present exhibitions of all nations and countries (irrespective of
their status), as well as presence of symbolism of different countries,
any effort to change this decision is a violation of legality, order,
as well as rough violation of human rights for freedom of opinion
and right to freely express that opinion.

If Azeri students did not agree with the decision of organizers to
allow Armenians to perform the banner of Nagorno Karabakh, they could
find a more civilized way of self-expression, say, they could refuse
from participating in the event. Otherwise actions of representatives
of Azeri youth is a provocation and criminal act.

2. This is already the third extremist provocation during the past two
years committed by some of representatives of Azeri youth. Earlier
Azeris organized similar provocations during the Tourism exhibition
in Gostinni Dvor (May 13, 2006), as well as during a concert titled
"Voice of Artsakh", which was held in the Moscow International Music
Hall (December 4, 2006). Analyzing these provocations, which already
have become a tradition for Azeri youth, a common hand – a method
of organizing provocations is being noticed: the same gathering of
Azeris, anti-Armenian acts, scuffles that are followed by accusations
towards Armenians. Common traces of carrying out similar provocations
and its rapid "informational support" by spreading lies in mass media
prove that actually a planned political provocation with a political
target is hidden behind this hooliganism.

And that’s why it is not excluded that certain interested Azeri
structures are the real organizers of the above mentioned provocations.

3. After the above mentioned events a number of mass media means
hurried to declare that the cause of the scuffle was dissatisfaction
of both sides, although eyewitnesses (both Azeris and Armenians and
representatives of other nations) saw that exactly representatives
of Azeri youth started the fight, trying to beat the Armenian boy and
outrage the Armenian symbolism. As a result some media means are trying
to depict a "politically correct" version of events and by doing that
they hide the real organizers of the incident. We are sure that such
a bias improbable coverage of events in the spirit of the notorious
"Lenin policy of people’s friendship" is unproductive. Principles of
journalism ethics demand true coverage of events without equalizing the
criminal and the victim, without concealing the truth on the principle
"both our and your people". Lies never do good.

4. We are worried not only with traditional provocations by
extremist groups of Azeri youth, but also the firm unwillingness of
law enforcement bodies not to punish them. Naturally, it is easier to
write everything off on hooligan fights. However with such a treatment
to incidents they will continue henceforth, and the number of victims
most likely will increase.

In a jural state as we think Russia is, it is very important to find
the real organizers of fights and punish them with the full severity
of the law.

5. We call on all youth organizations, irrespective of their
nationality, to actively cooperate with the law-enforcement and
investigation bodies of Moscow aiming at clearing up all details
of this incident and punishing those who are guilty. We also
call on law-enforcement bodies of Moscow to carry out an impartial
investigation of the above mentioned incident and punish the organizers
of the mass fight.

We call on the press to cover the events objectively and spread not
politically correct lies but the truth.

And finally we call on young people, irrespective of their nationality
to refrain from extremism and provocations, respect other people’s
viewpoint, which may differ from their own point of view, and via
tolerance to reach a real, and not a declared friendship and peace
between nations.

World Armenian Congress’ Festival To Become A Tradition

This is a second year that the World Armenian Congress sosnsors a
culture festival for young students of the Armenian Diaspora. This year
the organization of the festival was undertaken by Youth Organizations’
Association and the "Spyurk" Pan-Armenian Students Union. Such kind
of evens are very important for enhancing the contacts between the
Armenia and the Diaspora and the Armenian communities in various
countries worldwide.

Representatives of 15 Armenian Universities took part in this year’s
festival held at the Armenian-Russian (Slavonic) State University on
April 28. The event was opened by Culture Minister of Armenia Bagrat
Yesayan and vice-rector of the Slavonic University Gagik Sargsian.

The opportunity for the US Administration to have Richard Hoagland
appointed US Ambassador to Armenia is to wait for the vacation of
the Congress, a source in the Democratic Party told ArmInfo.

The source reminded that Richard Hoagland is an experienced diplomat
and before his nomination as US Ambassador to Armenia he served as
an Ambassador to Tajikistan. Hoagland’s appointment was blocked,
since the Congressmen did not receive proper answers to a number
of questions about the recognition of the Armenian Genocide. "A
number of US Congressmen properly characterize the mass killing of
Armenians between 1915-1917 as genocide. Because of many reasons
the State Department neither refutes, nor confirms that these brutal
actions against Armenians were genocide," the Senate source noted. He
added that representatives of the Armenian Diaspora have expressed
dissatisfaction with answers to some of the questions about the
Armenian Genocide Richard Hoagland gave in the Senate Foreign Relations
Committee. Congressmen came to the conclusion that Richard Hoagland
is not a proper candidate to represent the United States in Armenia,
since he does not recognize the Armenian Genocide. "We think that US
policy on the recognition of the Armenian Genocide is incorrect.

Nevertheless, we understand that Ambassador Hoagland serves the US
Government and therefore, cannot deviate from the state policy. Many
Senators of the Foreign Relations Committee are discontent with the
US policy," the source mentions.

"Currently the process is frozen, and I don’t think the situation tends
to change. The only opportunity for the White house Administration is
to wait for the vacation of the Congress, when it can use the chance
to appoint Richard Hoagland to the position of the US Ambassador to
Armenia. Afterwards, Richard Hoagland will serve as Ambassador for
a short time before his full confirmation in the Senate," the source
noted. He added hat such procedure of appointment should take place
in a short period of time. "It’s not characteristic of high-rank
officials of the Foreign Department to make appointments during the
Congress leave. I don’t think the White House will do that this time.

However, this is the only chance to have Richard Hoagland appointed,
since otherwise the Administration will have to nominate another
candidacy," the US Senate source noted.
