YEREVAN, MARCH 22, NOYAN TAPAN. The fairs functioning in Armenia are
taxed, last year they paid fixed payments of 2 bln drams (about 5.5
mln USD). Deputy Head of the RA State Tax Service Armen Alaverdian
told this to reporters on March 22. In his words, the goal of tax
bodies is to clarify problems related to taxation of persons who
conduct constant business activity at fairs.

Particularly, if the matter concern a legal entity, certain taxes must
be collected in addition to the sum paid to the fair’s organizer, while
natural persons must get respective state registration. A. Alaverdian
noted that tax bodies started the installation of cash registeres
in fairs and other trade points – more than 400 cash registers have
already been installed. According to him, this process will continue
this year and finish in 2008. It was mentioned that in January-February
2007, revenues and social payments collected by tax bodies exceeded
by 8.5 bln drams and 2.2 bln drams the respective indices of the same
period of last year.

The atmosphere in Armavir is rather tense on the eve of the mayor’s
election. To remind, the election is fixed on March 25. The two
candidates try to underline their "privileges" via hostility and
mutual insults.

To note, the opponent candidates are Ruben Khlghatyan, the acting
mayor of Armavir and member of Republican Party of Armenia, and Arayik
Aghabekyan, regional head of the Prosperous Armenia. They accuse each
other of bribe distribution. But there is no evidence on this score.

The electoral rolls are already ready, and the Armavir residents are
actively clarifying them. It is noteworthy, that the elections will
be held under the former order and not in compliance with the amended
Electoral Code.

As "Svoboda" Radio station reports, by forecasts of the City Mayors’
experts, the population of Yerevan by 2020 will make up 990,000
people instead of the present 1 mln 60 thsd. According to the source,
Yerevan takes the 395th place on the list of 400 biggest cities of the
world. Yerevan will remain in this list by 2020, but it will take the
last but one place, between Cheliabinsk and Volgograd, the City Mayors
forecasts. In the opinion of experts, the population of Tbilisi will
also reduce from 1 mln 30 thsd to 930,000. The population reduction
tendency will cover some European capitals – Sophia, Budapest,
Bucharest and Rome.

At the same time, according to the experts, the population of Baku
will grow from 1 mln 840 thsd to 2 mln. The biggest cities of the
world by 2020 will be Tokyo (37 mln), Bombay (26 mln) and Delhi
(25 mln). The most significant cities will be Tokyo, New York and
Los Angeles. Only Moscow and Saint Petersburg among the post-Soviet
cities fell into the list of the most significant ones, having taken
the 23rd and 57th places, respectively.

March 19 was the deadline of the office for three members of National
Commission for Television and Radio (NCTR); Chairman Grigor Amalyan,
deputy president Shamiram Aghabekyan, and member Karine Khodikyan.

Under the RA acting Constitution, the NCTR chairman and deputy chairman
must be appointed by the RA NA and RA president. No one will take
place of Karine Khodikyan as NCTR will henceforth have 8 members
instead of 9.

To note, Shamiram Aghabekyan runs for the parliamentary elections on
the proportional list of "Prosperous Armenia".

Currently one can find the names of the following NCTR members on the
website of the commission; Artak Zakaryan, Aharon Lazarian, Vahagn
Avagyan, Ara Tadevosyan, Simavon Andreasyan and Zhirayr Dadasyan.

Though Grigor Amalyan’s name is left out, his chances to resume the
post are great. It is noteworthy that RA President Robert Kocharyan
can appoint two NCTR members. This won’t be a breach of the RA
acting Constitution under which four members of the commission must
be appointed by the NA and the other four – by the RA President.

The point is that Robert Kocharyan hasn’t ratified the amendments to
the laws on "Television and Radio" and "Statute of NCTR". The draft
laws were sent to the president two days ago and he is to ratify them
within 21 days. This means, that even if Robert Kocharyan ratifies
the amendments, the laws won’t be put in force in close future.

Thus, Robert Kocharyan, can be guided by the acting law on "Television
and Radio", under which, "In case there is a vacancy in the NCTR,
the NCTR chairman informs the RA President about it in written
notification. The latter announces tender for the vacancy via mass
media within a week’s time". The candidates must be nominated within
ten days. Under the same law, the RA President appoints one of the
tender winners the NCTR member.

Hranush Hakobyan, chairwoman of the Standing Committee on Science,
Education, Culture and Youth Issues, says that Robert Kocharyan can
announce a tender for the NCTR two vacancies and appoint two new
members of the commission within ten days.

Grigor Amalyan will likely take up the post again, as a winner of
fair and free tender. And it is not excluded that the current RA NA
will not have its member in the NCTR.

UAF’s 142nd Airlift Delivers
Over $11 Million of Aid to Armenia

Glendale, CA – The United Armenian Fund’s 142nd airlift arrived in Yerevan
on March 17, delivering over $11 million of humanitarian assistance.

The UAF itself collected $10 million of medicines and medical supplies for
this flight, most of which were donated by the Catholic Medical Mission
Board ($8.7 million); AmeriCares ($1.3 million) and C.P. Medical ($50,000).

Other organizations which contributed goods for this airlift were: Armenian
EyeCare Project ($700,000); Hope for The City ($48,000); Vahe Enterprises
($48,000); Howard Karagheusian Commemorative Corp. ($43,000); Hershey
Medical Center ($40,000); Centre D’Assistance Mondiale Armenien de Montreal
of Canada ($38,000) and Anahid Yeremian ($30,000).

Also contributing to this airlift were: Permanent Mission of Armenia to the
U.N. ($25,000); Armenian Relief Society ($20,000); Fund for Armenian Relief
($18,000); Dr. Samvel Malayan ($15,000); Dr. Nishan Goudsouzian ($13,000)
and Dr. Hrair Hovaguimian ($12,000).

Since its inception in 1989, the UAF has sent $469 million of humanitarian
assistance to Armenia on board 142 airlifts and 1,424 sea containers.

The UAF is the collective effort of the Armenian Assembly of America,
Armenian General Benevolent Union, Armenian Missionary Association of
America, Armenian Relief Society, Diocese of the Armenian Church of America,
Prelacy of the Armenian Apostolic Church of America and The Lincy
Foundation.

Frankly speaking, the presidential election in Karabakh overlapped
with a difficult period. According to the law, the election will be
held 50 days before the president leaves office. The day of the
election will be in mid-July. Nomination must start 90 days before
and finish 75 days before the election. In other words, nomination
will finish in mid-May.

Intrigue 1. Will the candidates manage to make up their mind?

The Armenian parliamentary election is on May 12. This is the first
intrigue: will the nomination of candidates in NKR finish before the
outcome of the election is known in Armenia? Why is it so important?
Because this election is unprecedented for Karabakh. For the first
time power is not passed on to an ` heir’, who is known
beforehand. Real election is coming up. Since this situation is new to
Karabakh, people are puzzled. Some people fear `destabilization ‘ or
just losing their jobs, and rushed to persuade Ghukasyan to run a
third term. Others started to look for enemies, announcing that
pollsters and those who are discussing the election early are
controlled from `the outside’ and are against democracy. Yet others
keep silent, waiting to see who will be nominated to go and tell him
how they had longed for him. Meanwhile, the potential candidates are
waiting for the outcome of the election in Armenia to evaluate their
`real potential’.

Intrigue 2: Give us opposition and we will cast stones at it

What is going on in Karabakh in reality? The cause of this confusion
is the uncertainty of the political parties. There is horrible silence
in the political sphere. The representatives of all the political
parties tell reporters that they will make a decision in late March or
early April. Except the political parties there are no `orienting’
forces in Karabakh. Even the acting president decided not to `orient’
this time. Ghukasyan said in a meeting with students he will not give
names: you decide what to do. It is possible that he does not endorse
any candidate who is pointed to, and he prefers to keep silent. Now
what is the poor society supposed to do? People discuss in kitchens,
public transport, at work the merits and disadvantages of the possible
candidates. Every day new rumors come. But all this takes place behind
the stage, not in the political sphere. The country seems to have
appeared in an information vacuum. Here an idea occurs ` let us find
an opposition to talk about it. However, it is impossible ` there is
no opposition!

Intrigue 3: Election with one candidate

In this uncertainty, a ray of hope appeared suddenly. KarabakhOpen.com
found out that the Azat Hayrenik Party decided to support Bako
Sahakyan in the election. But the same source published the comment by
the leader of this party Arayik Harutiunyan, who did not deny this
information but said a final decision would be made 15 days later.
Well, we will wait for 15 days. And we will not make a fuss, following
the advice of friends. We are a normal, quiet, even somehow hypnotized
society, and others make decisions for us. People are amazed when
someone discusses the election with hardly a month to go before the
election. They are right. What’ s the point in discussing? Analysts
say it is possible that only one candidate will be running in the
election in Karabakh. In other words, if a candidate appears who will
stand every chance to win, others will not take a try. In this case,
however, analysts say people may get disappointed, and turnout will be
low.

Intrigue next: Election legislation is being modified

Meanwhile, the government undertook amendments to the Electoral Code.
According to the chair of the Central Electoral Commission Sergey
Nasibyan, 124 amendments were proposed, part of them stem from the
necessity to make the Code comply with the Constitution. There are a
few interesting provisions among them, for instance, it is proposed to
lower the eligible age for a member of parliament from 25 to 23. It is
also proposed to prolong the office of municipal governments from 3 to
4 years. The structure of the electoral commissions and the order of
nomination and registration may change as well. However, according to
Nasibyan, the amendments will not affect the term of nomination.

Royal hints at `privileged partnership’ for Turkey

Despite saying that it would be wrong for the European Union to
reject Turkey’s entry just because it is "Turkey," French
presidential contender Ségolène Royal has indicated that she prefers
"a privileged partnership" between Turkey and the European bloc but
not a partnership based on Turkey’s full membership.

"I believe that Turkey hasn’t fulfilled membership conditions as of
today and that a break should be given to the enlargement process to
enable [the mechanism of] Europe to work better," Royal said in an
interview aired late on Thursday on France 2, France’s largest
state-owned television station. She added that the EU should connect
many more countries to humanist values of Europe, in an effort to
explain that she was not categorically against Turkey’s EU bid.

"I would like to remind you of the fact that Turkey is a big, secular
country. … We want countries to be committed to these values even
within the framework of privileged partnerships," Royal said.

the international conference "Dialog without Borders" will be held in
Yerevan on March 17.

Narek Tovmasian, representative of the British Council Armenia Office,
the program head, told reporters on March 16 that the purpose of the
conference held with the assistance of the British government and the
UNDP Yerevan Office is to discuss efficient mechanisms of possible
cooperation with international experts and representatives of state
bodies, mass media and NGOs. According to him, this year, regional
mass media will be provided grants through open competitions by this
program. "Instructive trips of Armenian reporters to European
countries will be organized with the aim of studying experience of

economic group Gagik Gabrielian at the presentation of the book
headed "Scientific and Technological Potential: Modern International
Approaches and Practice."
According to Gabrielian, the scientific and technological development
has already become the important factor of economic and social growth
in the world.
"That is why two factors are particularly important under the
circumstances of growing international competition – scientific and
technological development and innovation. Due to its social-economic
and geopolitical situation Armenia has no alternative but to become
an innovator and a country possessing serious scientific-technical
potential," Gabrielian said. According to him, in that case Armenia
will be able to take up a stable competitive position in the world
economic system.
The concept of scientific reforms is currently in circulation, and it
addresses the topical issues and tasks on harmonizing the country’s
scientific-technological potential with the requirements of the world
economy and international competition, Gabrielian said.
The book headed "Scientific and Technological Potential: Modern
International Approaches and Practice" is the 9th volume in the
"European Integration Library Series". It is prepared by AEPLAC in

YEREVAN, MARCH 15, NOYAN TAPAN. It is envisaged to build a
regional cardiological clinic in Goris with the funds left by will
to the "Hayastan" (Armenia) All-Armenian Fund by French Armenian
benefactor Grigor Shahinian and with the assistance of the province of
Bouches-du-Rhone, France. It will serve not only the marz of Syunik,
but also the NKR.

The program the total cost of which is more than 1 mln U.S. dollars
will be implemented by the "Hayastan" fund. As the Noyan Tapan
correspondent was informed by the Public Relations Department of
the fund, the project of the hospital building is being prepared in
France, by the order of the "France-Armenian Health Care Program"
(ASAF) organization. ASAF representatives will arrive in Armenia in
April to define details of the program implementation.
