At the Invitation of the Iranian Foreign Minister Manouchehr Mottaki
December 17 the delegation headed by RA Foreign Minister Vartan
Oskanian was in the Islamic Republic of Iran.

The Foreign Ministers of the two countries noted with appreciation
that the bilateral agreements have been consistently accomplished
after President Robert Kocharyan’s visit to Iran in July.

The interlocutors discussed a broad circle of bilateral and regional
issues, appreciating the active development of relations, the bilateral
contacts on different levels.

Attaching importance to the activity of the intergovernmental
commission, the interlocutors turned to the existing trade and economic
relations. It was noted that the diverse cooperation between Armenian
and Iran stems not only from the interests of the two countries,
but also benefits the region as a whole.

The Ministers also turned to regional problems, exchanging views on
the developments in Iraq, Afghanistan and the Middle East. Minister
Oskanian presented the latest developments in the talks on the Karabakh
conflict settlement.

Vartan Oskanian was receied also by the Presidnet of Iran Mahmoud
Ahmadinejad. Highly assessing the cooperation between Armenia and Iran,
issues related to the bilateral agenda were discussed.

During Minister Oskanian’s meeting with the Secretary of the Supreme
Council of National Security Ali Larijani the latter presented the
latest developments in international organizations connected with
the nuclear programs of Iran, emphasizing the right of the Islamic
Republic of Iran to use nuclear energy for peaceful objectives. At
the request of Ali Larijani, Minister Oskanian presented the current
stage of the talks on Nagorno Karabakh.

Vartan Oskanian met also with the Iranian Armenian delegation of the
Armenian-Diaspora Third Forum and representatives of the Armenian
community.

H Margarian: Necessary to Conduct Organized Fight Against Corruption

YEREVAN, DECEMBER 15, NOYAN TAPAN. "There is still enough time until
the elections to the RA National Assembly but some forces started
distributing from state resources, others have opened widely thier
purses, and finaly some speak with a new inspiration about death and
destruction around." Hrant Margarian, representative of the ARF
Bureau, stated this at an event dedicated to the 116th anniversary of
the party on December 14 in Gyumri. According to the ARF press
service, in his speech H. Margarian addressed the issue of the ARF’s
activities in the RA power system. "Although we formed part of the
power for the main national issues, at the same time we strived to
succeed as much as possible in the solution of social and democratic
issues. We succeeded in national issues because we had the president’s
support. We did not succeed in social and democratic issues because in
these issues we were alone," the ARF Bureau representative
underlined. According to him, the ARF does not have "the whole power"
but is part of the power with 11% confidence vote of the people.

"Tt was not our power. We don’t avoid responsibility or regret being
part of the government. We have succeeded in implementing quite a lot
in this period but we have done what has been possible in these
conditions rather then what is in our program," he added. The speaker
pointed out that it is necessary to conduct an organized and
programmed fight against corruption, shadow economy, atmosphere of
impunity and protectionsm. "The class differences, which are polarized
today, should be mitigated through state intervention. There should be
no poverty in Armenia," H. Margarian stated.

Kocharian: No Active Negotiations Process on NK Until NA Elections

NAGORNO KARABAKH ISSUE UNTIL NA ELECTIONS

YEREVAN, DECEMBER 15, NOYAN TAPAN. "To have fair and free elections
proceeds from everybody’s interests," RA President Robert Kocharian
said in his interview to three Armenian TV companies on December
15. Touching upon the statements of opposition parties that in some
cases their members are bribed at electoral commissions, therefore
they sign final protocols on election results, R.Kocharian said that
if a political party does not have a sufficient number of honest
devotees who are never bribed at commissions, "by what right does this
party strive for ruling the country?" In his words, if such people
hold posts, it is obvious in what situation the country will
appear. "I am convinced that if even one member of electoral
commission resolutely protects the votes due to his party, it will be
impossible to commit falsifications at electoral commissions,"
R.Kocharian said. He added that extension of powers of empowered
persons and transparency of the process of summarizing of results of
the elections envisaged by the Electoral Code are aimed at excluding
electoral falsifications. RA President also touched upon possible
speculations of the Nagorno Karabakh problem in the preelection
period. In his words, "they will discredit even the best proposal if
this proposal and these discussions are in the preelection period."
"There are some people in Armenia who are looking forward that the
negotiations process will enable to speculate the issue of Nagorno
Karabakh settlement. There are even some people who cannot reserve
themselves at different meetings, interviews, they just say that
President Kocharian will have to make some concessions on Karabakh
issue and we will use it during the electoral campaign. I will
disappoint these people: there will be no active negotiations process
until the NA elections," RA President said.

Yerevan, December 15. ArmInfo. According to the public opinion poll
held by the "Forbes-Armenia> magazine, Armenian Defence Minister Serzh
Sargsyan has the best chances for a presidential nominee. 24.30% of
the respondents voted for him.

Gagik Tsarukyan, the leader of the "Prosperous Armenia> Party, ranks
next (11% of the votes), and Arthur Baghdasaryan, the leader of the
"Orinats Yerkir> Party, holds the 3rd place (3.70%). Head of the
People’s Party Tigran Karapetyan is in the 4th place (2.70%), the 5th
place (1.70%) is held by Artashes Geghamyan, the head of the "National
Unity> opposition party, and the 6th one (1.30%) – by Foreign Minister
Vardan Oskanyan. Armenian present President Robert Kocharyan and
former Foreign Minister and leader of the opposition party, and the
6th one (1.30%) – by Foreign Minister Vardan Oskanyan. Armenian

different data, paraphrasing the question – "Who will be the best
president of Armenia?>. The respondents awarded the first place to
Gagik Tsarukyan (11.30%), Robert Kocharyan ranks next (10.30%), the
3rd place is held by Artashes Geghamyan (8.30%), and the 4th place –
by Arthur Baghdasaryan (7%), the 5th place – by Vardan Oskanyan
(6%). Tigran Karapetyan received 2.70%, Vazgen Manukyan – 2.60%, Raffi
Hovannisian – 2.30%. Unlike the first public opinion poll, here Serzh
Sargsyan received 2%. Stepan Demirchyan, the leader of the People’s
Party of Armenia, received 1.70%. Andranik Margaryan (0.70%) and
Levon Ter-Petrosyan, the first president of Armenia (0.30%), enclose
the list.

To the question "Whom would you elect if the presidential elections
took place on coming Sunday>, the respondents gave the following
answers – Gagik Tsarukyan (15.3%); Artashes Geghamyan (8.6%); Arthur
Baghdasaryan (7%); Vardan Oskanyan (5.6%); Tigran Karapetyan (4%);
Serzh Sargsyan (3.3%); Raffi Hovannisian (2.7%), Vazgen Manukyan
(2.3%); Stepan Demirchyan (1.3%). Robert Kocharyan, Andranik Margaryan
and Paruyr Hayrikyan, the leader of the "Unity Self- determination>
Party, enclose the list (1%). 46.9% of the respondents didn’t answer
the question.

During the presentation of the magazine, Editor-in-Chief P.Kazaryan
noted that by their preciseness the results of the poll may range from
5% to 10%.

Planes Are Late

Today many of the residents of Yerevan arrived at work late. Although
the public transportation started its work on time, the drivers drove
so slowly that it took them twice as much to pass their route. It had
snowed at night. The snow was not a surprise as the meteorologists
predicted it two days ago.

The Yerevan municipality claims that the cars spreading sand in the
streets started their work at 5 a.m. This year 250 tons of salt and 6
825 cubic meters of sand has been stored. 213 cars have been allotted
to cover the streets with them.

The snow has stopped, but Yerevan is still in fog. «Armhydromet»
claims that there will be no snow in Yerevan for the coming two
days. It will snow in Syunik and Artsakh.

The weather has caused most trouble to plane passengers. We learned
from airport «Zvartnots» that the flights are delayed because of the
snow.

Azerbaijan does not have a well considered strategy for spending the
defense budget

AZERBAIJAN: HOW WILL THE INCREASED DEFENSE BUDGET BE DISTRIBUTED?;
In 2007, military expenditures of Azerbaijan will reach a level
unprecedented for the South Caucasus.

In 2007, military expenditures of Azerbaijan will reach a level
unprecedented for the South Caucasus. According to statements of
various official sources, defense budget of the country will amount
to 907 million manats ($1.039 billion). According to Ziyafet Askerov,
deputy speaker of the parliament and chair of the permanent commission
for defense and security issues, in 2007 defense expenditures will
grow 27.9% and the military components will account for 16% of the
budget for 2007.

>>From the sums allocated for military needs the Defense Ministry will
receive 796 million manats ($912.8 million) and 110.2 million mantas
($126 million) will go to the Ministry of Defense Industry. According
to Doktrina center of military studies of journalists, if the budget
of the country reaches this level Azerbaijan will confirm its first
place in the South Caucasus with regard to defense expenditures per
capita. In 2007, defense expenditures of Azerbaijan will amount to
$105 per capita. In Armenia this parameter amounts to $70 per capita
(the national military budget amounts to $220 million) and in Georgia
it will amount to $65 per capita.

Stockholm-based SIPRI points at a 51% growth in defense expenditures
of Azerbaijan between 2005 and 2006, and a 23% growth in defense
expenditures of Armenia. It is believed that Azerbaijan as an oil
producing country actively uses revenues from oil sale for purchase of
armament. According to SIPRI, the speed of growth of the Azerbaijani
defense budget is faster than the average international statistical
parameters.

Colonel General Safar Abiev, Defense Minister of Azerbaijan, also
connects increase of the defense expenditures with growth of economic
might of the state.

Although Azerbaijani independent experts welcome the growth of the
defense budget, they express concern about its wise spending. Hence,
even a small poll was held among military experts as a result of
which it was found out that they would like to receive answers to
the following seven questions related to the budget:

1. What are the exact reasons for annual growth of defense expenditures
in circumstances of absence of a strategy of armed forces buildup
in the country, which representatives of the state substantiate
dramatic increase of the military expenditures and what are their
arguments? Incidentally, up to date, the state of war of Azerbaijan
against Armenia was the pretext for growth of military expenditures.

2. Which part of the money allocated for the army will be spent on
money allowances for servicemen, for food and for uniforms?

Incidentally, according to various sources 70% of the money allocated
for the armed forces was spent on the aforementioned goals. Such
distribution of money is recognized as being far from international
standards.

3. Will increase of the sums allocated for defense result in
improvement of social guarantees for personnel of the armed forces?

4. Which part of the defense budget will be spent on purchase of
modern armament and combat hardware? In circumstances of absence of
a military doctrine, concept of national security and strategy for
buildup of the army from which countries will Azerbaijan buy armament
and combat hardware and with which standards will they comply, those
of NATO or those of Russia?

5. Which role will increase of defense expenditures play in the future
development of the armed forces? What will be the difference of the
army of 2007, spending $1 billion from the army of 1991-2003 existing
with $100-200 million?

6. What is it planned to do for improvement of authority of the
armed forces in society, specifically, for increase of prestige of
the military profession?

7. Are there guarantees of correct spending of the money allocated
for defense and non-appropriation of this money by private
individuals? Which tasks will be set for the law-enforcement agencies
because of this?

Answers to these questions are necessary. The government increases
military expenditures at its own discretion but evades reporting
in any form to society and to parliament. That is why there appear
presumptions of appropriation or possible appropriation of the money
allocated for defense.

It is also necessary to mention the stance of NATO towards increase
of the military expenditures by Azerbaijan. Brussels presumes that
increase of the defense budget along with growth of revenues is
normal. However, Brussels simultaneously advocates transparency of
the military budget to parliament and to society. Representatives of
NATO announced their readiness to help the government of Azerbaijan in
this aspect. The Individual Partnership Action Plan for partnership
between NATO and Azerbaijan (IPAP) clearly outlines goals of defense
planning. According to the document, Partnership Action Plan on Defense
Institution Building (PAP DIB) being a vehicle for implementation of
reforms in the field of defense and security makes democratic control
over the Armed Forces and budget transparency necessary. Incidentally,
for this goal Azerbaijan will form an expert group for implementation
of the plan of defense strategy and will make some aspects connected
with military expenditures open for discussion.

That is why it is possible to presume that in the near future
informing society about defense expenditures will be inevitable
for the government of Azerbaijan. This requires intensification of
relations with NATO. The final evaluation of cooperation between
Azerbaijan and NATO according to IPAP is expected between March and
April 2007. Official Baku will likely have to inform NATO officials
about fulfillment of provisions of the document entitled "Transparent
financing of the defense sector."

WORKS OF PUPILS OF NATIONAL AESTHETIC CENTER OF ARMENIA PRESENTED AT EXHIBITION OPENED IN BEIRUT

BEIRUT, DECEMBER 13, NOYAN TAPAN – ARMENIANS TODAY. Opening of the
exhibition entitled "Peace to Lebanon" presented by the National
Aesthetic Center of Armenia took place on December 11 at the UNESCO
hall of Beirut, under the patronage of the RA Embassy to Lebanon and
the Ministry of Culture of Lebanon.

According to the information submitted to Noyan Tapan by the RA
Foreign Ministry’s Press and Information Department, authors of
the 33 works presented at the exhibition are pupils (7-15 year old)
of the National Aesthetic Center who, impressed by the events taken
place in Lebanon in July-August, expressed their feelings through
paintings. Representatives of the Lebanon authorities, parliament
deputies, statesmen and cultural figures, representatives of the
Lebanese Armenian community, journalists were present at the opening
ceremony of the exhibition. Mr.Omar Halablab, the Director General of
the Lebanese Ministry of Culture appreciated the Armenian culture and
passed Minister of Culture Doctor Tarek Mitri’s feelings of gratitude
to the RA Ambassador and, in his person, to the Armenian people. RA
Ambassador to Lebanon V.Ter-Ghevondian mentioned in the opening
speech that authors of the paintings, displaying some painting skills,
however, kept the frankness and bright imagination characteristical
for children. The Ambassador also expressed a hope that after being
successfully exhibited in Yerevan, it will enjoy warm reception in
Beirut as well. All the guests present at the exhibition mentioned that
the exhibited paintings are a nice evidence of the Armenian-Lebanese
warm and sincere friendship.

NATURAL GAS SUBSIDIZING BY ARMENIAN GOVERNMENT IS NOT TRANSPARENT, IMF REPRESENTATIVE CLAIMS

YEREVAN, DECEMBER 13, NOYAN TAPAN. The subsidizing of natural gas
by the Armenian government is not transparent, and it is quite
difficult to know what agreement has been reached with Gazprom, IMF
Yerevan Office Resident Representative Nienke Oomes told reporters on
December 13. According to him, the subsid izing process is unclear,
since these sums are not seen in the state budget and are used through
the budget of the RA defence ministry. The beneficiaries, particularly
the poor do not benefit so much from these sums. N. Oomes said that
the IMF directors called on the Armenian authorities to work out a
long-term strategy, which will allow to gradually stop gas subsidizing
by late 2008, insuring complete self-financing and reducing midterm
fiscal risks.

YEREVAN, DECEMBER 12, NOYAN TAPAN. The constitutional referendum in
Nagorno Karabakh was fair, honest and transparent. Samvel Nikoyan,
Secretary of RA National Assembly RPA faction, declared at the December
12 press conference. He had participated in the December 10 referendum
in Artsakh as an observer. In his words, this was the estimation of all
observers representing non-state organizations of various countries,
as well as non-recognized republics.

Touching upon referendum’s political estimation, S.Nikoyan said that
the 1991 Referendum of Independence and the Declaration of Independence
can be characterized as a process of realization of NKR’s independence
in accordance with the international norms and the process following
this as a stage of state’s establishment, while this constitutional
referendum lays the foundation of a new democratization stage. "The
fact that the international community does not accept the results of
this referendum is their business. It is not up to them to say whether
Nagorno Karabakh should live with a Constitution or without it,"
S.Nikoyan said. In his words, the constitutional referendum cannot
impede the Nagorno Karabakh settlement negotiations process just like
the Referendum of Independence held 15 years ago does not impede it.

BAKU: OSCE MG Co-Chairs To Meet In Madrid

The next meeting of OSCE Minsk Group co-chairs, mediating in the
process of the settlement of Nagorno Karabakh conflict will be held
tomorrow in Madrid, OSCE Minsk Group Russian co-chair Yuri Merzlyakov’s
assistant told the APA.

The co-chairs have already left for the Spanish capital. The co-chairs
are expected to meet with OSCE next chairman, Spanish Foreign Minister
Miguel Angel Moratinos. They will make a report to the OSCE chairman on
the details of the meeting between Azerbaijani and Armenian presidents
held in Minsk.
