Azerbaijan expects nothing from the procedure of peaceful settlement
of the Karabakh conflict. They are sure that the visit of the OSCE
Minsk group co-chairs to the region and the meeting of the Presidents
of Armenia and Azerbaijan will be fruitless.

Azerbaijan relies on the NATO in the settlement of the conflict,
as well as hopes that in a few years Russia will become a Moslem
country. This is the expectation of politician Vafa Guluzade, former
state advisor foreign affairs of Azerbaijan.

"I think that the co-chairs representing Russia, France and the USA
have nothing to do with the authorities of those countries. They are
engaged in individual activity. They realize the inefficiency of their
offers wee enough but do it in order for the heads of the countries
to engage in the settlement of the issue later. The activity of the
co-chairs is a show", said Vafa Guluzade in an interview to day.az.

The politician predicts that during the meeting of the CIS country
heads in Minsk the Presidents of Armenia and Azerbaijan will simply
have a cup of tea.

Vafa Guluzade has his conception about the process of peaceful
settlement of the Karabakh conflict.

According to it, Azerbaijani must rely on the NATO enlargement in
South Caucasus and the collapse of the "Russian Empire". "These days
are not yet far away.

The raise of the costs of oil which preconditions the existence of
the empire is not eternal. After the end of the Iraqi crisis the USA
will turn to Russia", said Vafa Guluzade.

But the most sensational statement of the Azeri politician referred the
fate of Russia. "During the coming 20 years the Slavonic population of
Russia will be reduced by 50 million. Now Russia has Moslem population
of about 40 million. As time passes by, Russia will become a Moslem
country".

Criminalization of Genocide Denial to be Analyzed at Academic Conference

The recent passage by the French National Assembly of a bill criminalizing
denial of the Armenian Genocide has raised widespread controversy over the
role of the state in addressing denial. Politicians, pundits, journalists,
students and scholars have created a barrage of arguments and opinions on
the subject, including many Armenians arguing against it.

When the bill first went to the French National Assembly on May 18, 2006,
the Chairman of the International Institute for Genocide and Human Rights
Studies (IIGHRS) (A Division of the Zoryan Institute), Prof. Roger W. Smith,
disseminated an analysis titled "Laws against Genocide Denial: Potential
Consequences for Human Rights." In it he argues that limiting discourse on
historical events is not the role of the state in a free society and that
this recent amendment to the 2001 law, which recognized the Armenian
Genocide, contradicts the stated objective of the original legislation to
facilitate dialogue between the Armenians and Turks. Supporters of the bill,
such as French doctoral candidate in international criminal law Sévane
Garibian, maintain that it is constitutionally valid because in the
interpretation of the 1990 Gayssot law "denial falls under the jurisdiction
of the law only insofar as it constitutes an ‘illicit disorder likely to
undermine law and order’. The key element in the legal definition of denial
is that the intention of the denier to cause harm must be proven. It is not
the opinion as such which is punished, but the diffusion of this opinion as
an ideological act, expressing, under cover of scholarship, anti-Semitic
propaganda, racist or heinous, likely to produce adverse effects in a
democracy." From another point of view, distinguished French historian of
Diaspora and the Armenian Genocide, Gérard Chaliand, recently expressed that
France already has "a legislative arsenal against racism (and) as a French
citizen (he) opposes the ethnicization of the law."

In order to clarify what is at stake in such legislation, the IIGHRS is
participating with the Benjamin N. Cardozo School of Law’s Program in
Holocaust and Human Rights Studies, and others, in a conference on December
3-4, 2006 in New York City. Titled "Denying Genocide: Law, Identity and
Historical Memory in the Face of Mass Atrocity" the conference will be
comprised of four panel discussions: Escaping the Truth: The Meaning of
Denial; Comparing Denial; Denying Denial: Free Speech and Genocide Denial;
and Defining the Past: Denial, History, and Education. There will be
twenty-five participants from the fields of History, International
Relations, Jewish Studies, Law, Literature, Philosophy, Politics, and
Political Science.

"There will be many complex and interrelated issues discussed," stated
George Shirinian, Executive Director of the IIGHRS. "For example, in the
French case, there has been extensive public debate on whether such action
resolves in an effective way the problem of denial, and if so, whether this
legislation is, in a liberal democracy, a legitimate restriction on citizens’
freedom of expression." He continued that "this raises other questions
regarding the motivation for, and geopolitical consequences of, this bill.
The outcome can have a significant impact on Armenian-Turkish relations
worldwide, how denial is addressed in other jurisdictions, how Article 301
of the Turkish criminal code, which is being used to suppress discussion of
the Armenian Genocide, is viewed, and on Turkey’s EU accession
negotiations."

"Having experts from North America and Europe engage one another through
this academic forum will shed much needed light on the very critical issues
surrounding denial," said Roger W. Smith. "The reason for the release of my
initial analysis six months ago was to spur individuals to confront these
critical issues. I see this conference, which is open to the public, as the
logical extension of the IIGHRS’s efforts to create forums that allow
discourse on pressing concerns. This conference is a very timely endeavor,
and I look forward to my participation."

Hrant Dink To Receive Oxfam Novib PEN Award In Hague November 18

HRANT DINK TO RECEIVE OXFAM NOVIB PEN AWARD IN HAGUE NOVEMBER 18

/PanARMENIAN.Net/ Armenian journalist and editor of Istanbul-based
Akos newspaper Hrant Dink won the Oxfam Novib PEN Award, Oxfam Novib
announced on Monday. The journalist will be granted the award this
Saturday by Mayor of The Hague Wim Deetman at the occasion of the
Crossing Border Festival in The Hague. The Award includes an amount
of money of 2500 euro.

The Awards have the intention of encouraging writers who are being
persecuted. Dink recently was given a suspended prison sentence
in Turkey of half a year, because of writing about the Armenian
Genocide. He also has to face the judge on a critical article he
wrote about a prior lawsuit he was in. According to Oxfam Novib Dink
owes the award particularly to the exceptional efforts he makes for
freedom of the press, freedom of speech and the Armenian question,
reports the ANP (Dutch News Agency).

The board of commanders of "Brotherhood of liberation war" promulgated
a statement calling for civic disobedience. The statement says the
victory in Karabakh war is the single achievement of 15 years of our
independence. Today there is a danger to lose territories which were
fought for by seven thousand freedom fighters, first commander of
defense army of NKR Arkadi Karapetyan says. The current process of
Karabakh conflict regulation the board compared with the events of
20s of the last century when 29 thousand square meters became part
of Armenia instead of 161 planned by North Agreement. The statement
also says the freedom fighters never thought that Karabakh will become
a subject for trade. Karapetyan even states the amount of money USA
has promised to republic authorities in power – 9 billion dollars, for
handing over the territories under control and deploying international
peacekeeping forces there. The board does not refer to its source of
information. The commanders say the authorities in power gradually
strengthen the idea of inevitability of handing over the lands in
the minds of the public. The board is sure the people will not allow
such developments. The situation can be corrected only by the change
of power, the veterans think. To reach their aim, they have decided
to join in the movement of civic disobedience.

We discussed the proposals of the co-chairs of the OSCE Minsk Group
that were put forward in Moscow and came to a conclusion to continue
the discussions, the Azerbaijani Foreign Minister Elmar Mammadayarov
informed the Radio "Freedom", commenting his meeting with Armenian
Foreign Minister Vardan Oskanyan, Trend reports.

Mammadyarov said that after November 20, the co-chairs will arrive
to Yerevan and then to Baku. They offered, after their visit to
the region, to organize the meeting of the Azerbaijani and Armenian
Presidents. The Minister said that after returning to Baku, he will
inform the President of Azerbaijan and a relevant decision will be
made on the proposal. The Foreign Minister considers that there is a
possibility to conduct the meeting of the Presidents on November 28 in
Minsk within the Summit of the CIS Heads. As for the negotiations with
the Armenian Foreign Minister, Mammadyarov said that the differences
still remain. In addition, he emphasized that over the recent two
years, the negotiations have been held within the Prague process and
Armenia understands the position of Azerbaijan. "Yet it is early to
speak about any progress.

It may be possible only after the meeting of the Presidents,"
Mammadyarov said.

He said that the talks will not be finished this year. If there is
any political decision, the question will be resolved. "As you know,
Azerbaijan is developing year by year. The position of Azerbaijan is
strengthenning. We need to continue the talks by using these arguments
and deliver out position to the attention of the world public, and
we will continue this course," the Minister said.

According to reports from the Russian Prime Tass news service,
the government of Armenia has rubber-stamped Vimpelcom’s proposed
acquisition of a 90% stake in its national fixed line PTO ArmenTel.

Earlier this month Vimpelcom announced it had it agreed terms with
Hellenic Telecommunications Organisation (OTE) of Greece to buy the
latter’s stake in the operator for around EUR341.9 million (USD436.3
million), plus EUR40 million in debt. In a press release the Russian
firm said the deal is expected to be formalised before the end of 2006.

The patients in medical center "Erebouni" were cold yesterday. It
was so cold in the rooms that the relatives of the patients who had
just been operated on covered them with blankets regardless of the
prohibition of the doctors. The reason of the cold was that the gas
supply of the hospital had been halted.

According to the RA Rescuers Service, on November 14 at 06:00
p.m. a truck crashed into the gas pipe on the Ayvazovski-Titogradyan
crossroad. As a result of the accident the communities of Nor Aresh
and Erebouni were deprived of gas. The gas service informed "A1+"
that tonight or tomorrow morning at worst gas supply will be restored.

Seyran Shahsuvaryan told PanARMENIAN.Net. To remind, the 5th shift

of the peacekeeping contingent is exercised once in six months.

Stepan Demirchyan, leader of Justice block and member of the Armenian
delegation in European Union Parliamentary Assembly, had difficulty
to comment on the upcoming meeting between Armenian Foreign Minister
Vardan Oskanyan and his Azeri counterpart E. Mamediarov, saying,
"I do not have all the details of the negotiations."

Demirchyan reiterated their disposition on Karabakh conflict
resolution, saying, "We believe there can be no Karabakh conflict
resolution without the participation of Karabakh." He also said, "I
do not believe the conflict may be resolved this year."

Baku and Moscow have reached a preliminary agreement on carrying
additional Russian military machinery and equipment from Georgia
via the territory of Azerbaijan, a source in Azerbaijan’s Embassy to
Georgia informed Trend.

Notably, in the beginning of November, Gen. Alexander Baranov,
Commander-in-Chief of the Northern Caucasian Military Okrug (Region)
of the Russian Forces, stated that the units of the Russian Army would
be withdrawn from Georgia by the end of this year, though previously
they were expected to be withdrawn only by the end of 2008. All
the military sub-units, headquarters, machinery, and equipment are
expected to leave the Georgia territory for the Russian and Armenian
territory by the end of the year. In order to re-deploy the forces,
military machinery, equipment, and ammunition, four special trains
have been ordered. Two of them will head for Russia, the other two
will be sent to Armenia, to the Russian territory Military Base 102.

According to the Embassy in Tbilisi, the Azerbaijani party gave its
consent to withdraw the Russian military machinery and equipment via
Azerbaijan. At present, the exact date when the military machinery
and equipment to be withdrawn from the Headquarters of the Group of
Russian Forces located in Tbilisi is under consideration. All the
machinery and equipment is expected to be withdrawn from Georgia by
the end of this year.
