Turkish Foreign Minister Abdullah Gul said. In his words, 70 thousand
Armenians live and work in Turkey at present and send finances to their
relatives in Armenia. "Besides, there is air communication. This
is a political issue and for most part depends of the Armenian
government," the Turkish FM said, reports RFE/RL. To note, Abdullah
Gul is participating in the BSECO FMs’ sitting in Moscow.

Azerbaijani defense minister, Safar Abiev, stated that at the meeting
of Armenian and Azerbaijani defense ministers at Ijevan-Khazakh
sector organized by representative of the OSCE chairman-in-office,
Andrzej Kasprzyk, on October 20, the Azeri minister raised the
issue of "withdrawing Armenian forces from Azerbaijan’s occupied
lands." According to a press release of the Armenian Defense Ministry,
no such issue was discussed at the meeting but the sides discussed
issues related to border control and cease-fire maintenance.

The President of Azerbaijan, Ilham Aliyev, stated in his interview with
the foreign media accredited in Russia that the Government of Russia
takes steps for the peaceable resolution of the Armenian-Azerbaijani
conflict, Trend reports.

The President stated that Russia is a neighbor of Azerbaijan, whereas
Armenia does not border with Russia. In addition, Russia is also a
co-chair of the OSCE Minks Group, which is involved in the resolution
of the [Armenian-Azerbaijani] Nagorno-Karabakh conflict. "We hold
positive work experience with Russian officials and the Russian
policy in the settlement of the conflict. We succeeded to eliminate
all unsolved problems. Presently, the country has achieved great
successes in the economic, political and cultural spheres," the head
of the sate reiterated.

Mr. Aliyev ruled out that good bonds between Russia and Armenia
impede Moscow’s bilateral relationships with Azerbaijan. ‘If to
compare Azerbaijan and Armenia, one can easily see which country
represents more importance. From the aspect of partnership, energy,
geographic situation, political situation, of course, Azerbaijan can
not be compared with Armenia,’ the President said.

A brother of Prosecutor-General Aghvan Hovsepian swept to a predictable
victory in a weekend election in Yerevan’s western Ajapnyak district
that has long been considered his de facto fiefdom.

According to preliminary results of the election released on Monday,
Ruben Hovsepian won 76 percent of the vote. His main challenger,
Gagik Sargsian of the governing Armenian Revolutionary Federation
(Dashnaktsutyun), came in a distant second with 13 percent, followed
by a third candidate who got 10 percent, official figures showed.

Only 25 percent of Ajapnyak’s 73,000 or so eligible voters cast their
ballots, underscoring a widespread sense that the outcome of the vote
was always a forgone conclusion. Incidentally, all three candidates are
affiliated with Aghvan Hovsepian’s supposedly apolitical Nig-Aparan
organization that unites prominent natives of a region in central
Armenia.

Sargsian was quick to concede defeat. "It can be said that the
elections took place without violations," he told RFE/RL. "There were
a couple of minor violations that did not affect the election results."

The Dashnaktsutyun activist said at the same time that Sunday’s vote
was not fair, alleging that local voters were bullied and bused to
polling station in droves by Hovsepian’s loyalists. He said he stood
no chance of countering his rival’s "huge administrative leverage."

The chairman of the district election commission, Samvel Yeranian,
said he has received no written protests from election officials
or candidate proxies as of Monday afternoon. He said no violence or
other serious incidents were reported on voting day.

Ajapnyak has long been the scene of a bitter rivalry between two local
clans that flared up into violence during elections held there in the
past. Artsrun Khachatrian, Ajapnyak’s previous mayor representing
Hovsepian’s faction, has ruled the district for the past six years
and was preparing for another showdown with Arman Sahakian, a young
leader of the rival clan linked with the governing Republican Party
of Armenia (HHK).

Sahakian was effectively forced to pull out of the race after the
HHK’s governing board refused to back his candidacy in August at the
apparent behest of Defense Minister Serzh Sarkisian. The unexpected
move fueled speculation about a deal cut by Sarkisian and Hovsepian.

The incumbent Ajapnyak mayor decided not to seek reelection and to cede
the post to the influential prosecutor’s brother shortly afterwards.

The election outcome will solidify Ajapnyak’s status as a key
stronghold of Aghvan Hovsepian. The latter reportedly controls several
lucrative businesses in the area and is thought to have far-reaching
political ambitions. His Nig-Aparan group is the driving force behind
a recently formed political party which intends to make a strong
showing in next year’s parliamentary elections. Leaders of the party,
called Association for Armenia, have not ruled out the possibility
of forming an electoral alliance with the HHK.

KAREN KARAPETIAN: WE NEED TO MAKE IRAN-ARMENIA GAS PIPELINE PART OF
ARMRUSGAZPROM STRUCTURE

Before the Government conference, Karen Karapetian, director of
ArmRusGazProm company, answered a number of questions concerning some
information about the Iran- Armenia gas pipeline.

He said that the gas pipeline doesn’t consist of two parts. It
stretches for 40 km and united the Iranian gas system with that of
ArmRusGazProm.

As for the issue of selling the gas pipeline on the Russian side,
Karapetian said that it will be better if the pipeline belonged to
ArmRusGazProm. In the course of the Government conference, Karapetian
represented the arrangements that the company carries out to secure
safe gasification of the local gas network. In particular, the company
experts check all the gas equipment of all the subscribers and carry
out other activities twice every year. At the same time,
Mr. Karapetian emphasized the importance of the responsible behavior
of the subscribers, as well, for securing safe utilization of gas. He
also informed that they have enlarged the volumes of stored gas,
making them 110 million cubic meters. In case of emergency situation,
the stored gas will be enough for 2 months in summer and for 20-25
days in winter. The daily volume of gas waste makes 5 million cubic
meters in summer and 9-10 million cubic meters in winter.

Gazprom’s shares in ArmRusGazProm will increase from 45% to 58%

The official website of Russia’s Gazprom Company informs that the
Board of Directors of the company agreed yesterday to acquire excess
shares of ArmRusGazProm. As a result of the deal Gazprom’s shares in
ArmRusGazProm’s authorized capital stock will increase from 45% to
58%.

Almost all the parties of Justice bloc came to the Komitas Pantheon
to pay a tribute of respect to the memory of Karen Demirchyan.

Wreaths from opposition parties, Manvel Grigoryan, Tigran Karapetyan,
the NA and the Government were standing beside Karen Demirchyan’s
grave. There were also a number of citizens in the Pantheon.

According to Stepan Demirchyan, on October 27 the hope in people was
killed. If it weren’t for the tragedy, the situation would be
different in the country. «Everyone is aware about our opinion about
the trial. It deepened the doubts of the people instead of settling
them», he said. But he claimed that sooner or later the truth will be
revealed.

Leader of the party `Republic’ Aram Sargsyan is also convinced in it,
`Revelation is necessary both for the realization of the RA court
system and for the peace of the nation, and, why not, for the peace of
the souls of the victims’.

According to leader of the National Democratic Party Shavarsh
Kocharyan, the trial gave serious grounds to doubt that it was being
conducted by someone. `The criminals were sitting in front of us. But
the question whether they were led by someone or not was never
answered’. He is also surprised that after that monstrous crime there
were not resignations.

Former Minister of Defense, member of `National Revival’ party
Vagharshak Haroutyunyan qualifies the non-revelation of the crime as
absence of political will. `I’m sure that if it weren’t for October
27, the situation, both political and social, would be different. We
would have more progress’.

According to leader of National Revival Albert Bazeyan, `Several state
bodies are responsible for the crime, and it is a fact. There are
still too many questions to be answered’.

ARMENIAN GOVERNMENT PAY HOMAGE TO MEMORY OF OCT 27 VICTIMS

YEREVAN, October 27. /ARKA/. RA Prime Minister Andranik Margaryan and
Government members paid homage to the memory of the victims of the
terrorist act committed at the RA Parliament on October 27, 1999.
On the occasion of the 7th anniversary of the tragedy, the RA
Government member visited the "Yerablur" pantheon to pay homage to
the statesmen that fell victim to the terrorist act – Speaker Karen
Demirchyan, Vice-Speakers Yuri Bakhshyan and Ruben Miroyan, Minister
Leonard Petrosyan, the Parliament members Armenak Armenakyan, Henrik
Abramyan and Mikael Kotanyan.
Six terrorists – Nairi Hunanyan, Karen Hunanyan, Vram Galstyan,
Derenik Bejanyan, Edik Grigoryan and Ashot Knyazyan were sentenced to
life imprisonment. Hamlet Stepanyan was sentenced to 14 years of

On October 26 the cars traveling on Ashtarak-Yerevan highway were
checked minutely by the police.

According to the information of `A1+’, the reason was the escape of a
prisoner from Kosh prison.

The Ministry of Justice confirmed the information. It turned out that
on October 26 Liparit E. Hovhannisyan (b. 1978) escaped from Kosh
prison. He has been imprisoned since 2003, for robbery and murder.

The police has taken measures to catch the jail-breaker.

YEREVAN, OCTOBER 27, NOYAN TAPAN. RA Prime Minister Andranik Margarian
paid tribute of respect at the Yerablur Pantheon to the memory of
statesmen died in the consequence of the October 27, 1999, crime at
the RA National Assembly.

As Noyan Tapan was informed by the RA Government’s Information and
Public Relations Department, RA Government members, with the Prime
Minister, visited the pantheon on October 27.

IRAN IS INFORMED ABOUT DETAILS OF TALKS WITH RUSSIAN PARTY

Armenia negotiates the Iran-Armenia pipeline with Russia. Prime
Minister Andranik Margaryan admitted this fact on October 25. During
the briefings in the parliament the reporter of the Lragir.am asked
the prime minister when official Yerevan will finally bring clarity
into the information that regularly comes from the Russian party
whether the Armenian section of the Iran-Armenia gas pipeline will be
sold or not.

`Generally, we do not consider sale, it is possible that Armenia
invests capital, or we make a joint investment, because it would be
illogical to sustain two gas distribution networks in Armenia. We
have a network and a pipeline and there is Armrusgazard. When it is
time, and we start operating the pipeline and transport gas, the
talks will be more definite,’ says the prime minister.

He stated that Iran is informed about the details of the talks with
the Russian party. Meanwhile, the government does not consider it
necessary to inform the citizens of Armenia about the details of the
talks. `When it is time, you will learn about it,’ says the prime
minister.
