February 19, Armenian Revolutionary Federation Dashnaksutyun (ARFD)
plans to hold a preliminary discussion on Armenia-Turkey Protocols
in the RA NA Foreign Affairs Committee.

Committee Chairman Armen Rustamyan told reporters that the ARFD will
propose RA NA Speaker Hovik Abrahamyan not to put the issue on the
agenda until the Committee gives its opinion.

According to Rustamyan, it will allow the in-depth discussion of the
Protocols which will prevent their adoption as they are.

Responding to NEWS.am’s remark that the ruling coalition members
constitute majority in the Committee and can, if they wish, quickly
give a positive opinion, the ARFD member said: "I do not think it
will be a quick conclusion."

The Protocols were already sent to the RA Parliament and on a point
of order included on the NA agenda, as well as of the four-day session.

/PanARMENIAN.Net/ Super flyweight boxing world champion Vic Darchinyan
is thinking about making a transition to mixed martial arts.

The Armenian-born fighter told Australia’s Daily Telegraph that he
hopes to try the sport within one or two years.

"At the right time, I want to have a go at a cage fight," he said.

"I’ve done wrestling since I was very young, so I believe it’s
something I could compete at if I wanted to."

Darchinyan might very well be the most qualified of any boxer who’s
talked about transitioning to MMA. His father was an Olympic wrestling
coach for Armenia and he reportedly grew up wrestling.

Darchinyan has already spent time training with UFC fighter James Te
Huna, a New Zealander by birth who now trains in Darchinyan’s current
home country of Australia. Te Huna is making his octagon debut at
Saturday’s UFC 110 against Igor Pokrajac.

OSCE Chairman-in-Office, Kazakhstan’s Secretary of State and Foreign
Minister Kanat Saudabayev and Armenia’s Foreign Minister Edward
Nalbandian have held a meeting today, followed by a press conference.

Among the meeting’s highlights were items of Armenia-Kazakhstan
cooperation, process of settlement to the Karabakh conflict, and
regional security.

When asked at the press conference to comment on Azerbaijani Foreign
Minister Elmar Mamedyarov’s statement that Azerbaijan considers
receivable the Madrid Document, Edward Nalbandian said that the
documents were delivered to parties in November 2007 yet.

"I’d like to remind that for over a year nearly Azerbaijan was denying
to receive the Madrid Document of basic principles as a basis for
negotiations; and they repeatedly stated this. They even said of
absence of the Madrid Document," said Armenia’s Foreign Minister. He
also pointed that the sides will learn the document only after
Azerbaijan to present its concrete proposals in accordance with the
reached in Russia’s Sochi agreements.

When asked whether Kazakhstan as the OSCE chairperson will stick
out for the withdrawal of snipers out of the contact line between
the NKR and Azerbaijan, Kanat Saudabayev said: "Any measures aimed
at the defusing should be supported, including the snipers not to be
on this line."

London — This week the number of MPs in the House of Commons who
have signed motions (called Early Day Motions) recognizing the 1915
Genocide of Armenians and Assyrians has passed 250, representinmg
the majority of all eligible MPs. Of the 646 MPs , only 495 of them
are eligible to express theoir own views on these motions, because
the other 151 are part of the government or have other roles which
preclude their signatures.

The number of MPs who have signed (254 exactly) did so by signing
motions in 2007 and this year put by Dr. Bob Spink MP, an Independent
MP, at our request. The current EDM (number 287) contains a clause
which states:: "This House….condemns unreservedly denial and
denigration of the memory of the Holocaust, as well as of the 1915
Genocide of Armenians and Assyrians in Turkey, and the politics of
hatred and division which led to these events" and also "….. and
calls on hon. Members to respect Holocaust Memorial Day and to ensure
that the Holocaust, the 1915 Genocide and modern atrocities such as
the 1988 Anfal Genocide are never forgotten"

Spokesman Eilian .Williams said : " The recognition of the Genocide of
Assyrians in 1915 is fundemental to the case for an Assyrian Homeland,
to which they were denied by British betrayals from 1919 to 1933.,
when Assyrians became victims to a second Genocide, this time by
the newly created state of Iraq. The UK has a responsibility to make
representations to the United Nations, and especially to the Turkish
and Iraqi States to search for a satisfactory solution to the Assyrian
National Question. Recognition of the Genocides of 1915 and 1933 by
the perpetrator States, asa well as Britain’s guilt, is fundemental to
the present proposals for a Safe Haven for the Assyrian-Chalean-Syriacs

Furthermore, the question of the return of Armenian and Assyrian
Churches after confiscation by the Turkish State in 1923 by the
so-called "Law of Abandonned Properties" must be given a high priority
by the European Union before Turkey makes progress toward membership

February 15, RA National Security Council (NSC) Secretary Artur
Baghdasaryan, who is on a working visit to France, held a meeting
with French Secretary General for National Defense Francis Delon. The
officials discussed the activities of the Armenian National Security
Council and French National Defense Committee, as well as possible
cooperation frames, RA NSC Press Service informed NEWS.am. The two
arranged to establish cooperation between the Armenian and French
security councils.

The sides touched upon the current problems in the South Caucasus,
Armenia-Turkey reconciliation and Nagorno-Karabakh peace process.

Baghdasaryan presented Armenia’s positions on these issues, stressed
the country supports the improvement of relations with its neighbors,
establishment of long-lasting peace and stability in the region.

RA NSC Secretary also held a meeting with Jean-David Levitte,
Diplomatic Advisor to the French President The officials discussed
bilateral relations and regional problems, as well as Armenia’s
integration with Europe.

ArmInfo. Turkish Premier Recep Tayyip Erdogan and U.S. Secretary of
State Hillary Clinton met in the capital of Qatar – Doha. The parties
discussed Armenia-Turkey relations and the Karabakh conflict.

According to Anadolu Turlkish Agency, the parties touched on the
decision of the Constitutional Court of Armenia. The Turkish party
said it is loyal to its commitments, while the decision of Armenia’s
CC hampers the process development. Moreover, Erdogan emphasized
that Turkey considers the relations with Armenia in the context of
the process of stabilization of the Caucasus region. He called on
the OSCE MG cochairmen to activate their efforts in the Karabakh
conflict settlement.

Moreover, the parties discussed bilateral economic issues, the Cyprus
issue, the situation in Iraq, Near East, as well as the situation in
the Gaza Strip.

Representative of the Armenian National Congress Karepet Rubinyan and
Republican MP Gagik Minasyan today debated President Serzh Sargsyan’s
speech in London and made predictions on the scenarios of the possible
outcome of the Armenian-Turkish process.

Gagik Minasyan: "In case of a positive outcome, we’ll have an open
border with Turkey and diplomatic relations without preconditions. At
the same time turkey will stop contributing to the realization
of Azerbaijan’s crazy ideas in the Karabakh conflict. If the
Armenian-Turkish relations fail to succeed, we’ll have a new wave of
Armenian Genocide recognition."

Karapet Rubinyan: "In case of establishment of Armenian-Turkish
relations, we’ll have a sad precedent of Armenian authorities agreeing
to discuss the fact of the Armenian Genocide. In case of Azerbaijan,
we’ll have at least the status quo, but Turkey willl have acquired
a rather weighty role in the region."

Julfalakyan spoke of prospects of its charges in European April
championship in Baku.

`We have very strong wrestlers and we take high posts in all
contests’, News.Az quotes the coach as saying to PanARMENIAN.Net, `If
the arbiters are objective in the contest, we will return with
awards’.

By the way, in case of the rejection to participate in the European
championship in Azerbaijan, the Armenian team will lose the right to
participate in the world championship in Moscow in September of this
year.

Europe Urges To Ratify Armenia-Turkey Protocols Within 2 Months

EUROPE URGES TO RATIFY ARMENIA-TURKEY PROTOCOLS WITHIN 2 MONTHS

The Europe-Armenia Advisory Council Members addressed an open letter
to the President of the European Parliament Jerzy Buzek, the EU High
Representative for Foreign Affairs, Baroness Ashton, the Chair of the
European Parliament’s Foreign Affairs Committee, Gabriele Albertini,
the EU Special Representative for the South Caucasus, Peter Semneby,
and the Chair of the EP’s South Caucasus Delegation, Milan Cabrnoch
on the rapprochement between Armenia and Turkey.

"As you are aware, relations between Turkey and Armenia are currently
facing a historic turning point that will deeply affect the future
diplomatic and strategic balances of the South Caucasus region. We
believe that the signing of the protocols on the establishment of
diplomatic relations and on the development of bilateral relations on
10 October 2009 is a truly historic process which will transform the
enmity logic between the two countries and contribute to the security
of the entire region. However, to our deepest regret, it seems that
the rapprochement is being hampered by a lack of political commitment
and a clear attempt to distort the protocols’ core principles,"
the letter runs.

"Concerned about this recent development, the Europe-Armenia Advisory
Council has issued the following declaration:

"The Europe-Armenia Advisory Council, reaffirming that Turkey and
Armenia need to continue the ratification of the signed protocols
without setting preconditions, since these would only impede the
first attempt to find a diplomatic solution for the longest standing
dispute in the South Caucasus; expressing concern over the possible
stalemate of the process and fearing that the window of opportunity to
settle this issue diplomatically might soon be lost for many years;
reaffirming that the EU, as a now better-equipped international
actor and advocate for effective multilateralism and in the light
of its strong link with the parties involved, is the best-positioned
honest-broker and guarantor for the ongoing process:

1) Calls upon all EU Institutions to intervene with all possible
instruments, including a high-level visit to the region, in order
to urge both sides to ratify the protocols without preconditions and
within a reasonable timeframe, which should not exceed two months;

2) Encourages all regional actors to contribute constructively to
the ongoing process and especially invites Azerbaijan to join these
efforts;

3) Notes the statement of the US State Department welcoming the
Armenian Constitutional Court’s ruling on the Armenia-Turkey protocols
and calls upon all relevant European institutions to issue a similar
statement, underlining that this court ruling freed the way for the
protocols’ ratification in Armenia and must not be misused by any
party as a pretext to derail the ratification process;

4) Calls upon the Armenian government and the Armenian Diaspora around
the world to resist the Turkish government’s new attempt to link the
ratification of the protocols to the international recognition of
the Armenian genocide;

5) Reminds all parties involved not to turn to populism during the
historic process of re-establishing ties between Turkey and Armenia."

The authors of the letter expressed firm belief that by participating
in a strong manner in the process, the European Union can seize a
great opportunity to score one more success in conflict settlement
and the stabilization of the region.

The open letter was signed by the the Europe-Armenia Advisory Council

(Cyprus), Dr Bernard Coulie (Belgium), Ms Katja Plate (Germany), Ms

Joseph Homeyer (Germany), Dr Charles Tannock, MEP (United Kingdom).
