Human Rights Commission works to counter ‘genocide’ claim campaign

Parliament Human Rights Commission Chairman Mehmet Elkatmis announced
yesterday that the commission will sent to all foreign parliaments a
statement to head off misunderstandings about the so-called Armenian
genocide claims.

Foreign Parliaments are making speculative decisions without
knowing what they are doing, said Elkatmis, as they don’t have
enough information on the issue. He stated that the statement will
be informative and that it will also include the commission’s views
on mistaken decisions.

He said that they’ve informed all foreign parliaments about the
Turkish Parliament’sdecisions concerning the so-called Armenian
genocide claims, but that there are still people who are unaware
that the Ottoman archives are open for investigation. He added that
they’re helping a Swiss university to research the Ottoman archives.

During the meeting Elkatmis also said that the commission has decided
to follow up the Mardin/Kiziltepe and Gumushane/Siran cases involving
the deaths of two innocent security officers mistakenly thought to
be terrorists.

The commission will attend a memorial ceremony on July 10 for the
anniversary of the Srebrenica massacre in Bosnia-Herzegovina. He
added that after the Parliament’s summer recess, the commission will
continue its work. He stated that Dutch Foreign Ministry Human Rights
Ambassador H. Piet de Klerk will visit the commission on July 4, adding
that on July 6 European Commission Turkey Administrator Pierre Miel
will also visit their commission to evaluate the latest developments
in the implementation of the Copenhagen criteria.

Today, 2K Games has released new profiles of the Pirates featured in
the game. Meet Blackbeard, William Kidd and Jean Lafitte

Blackbeard

Born Edward Drummond in England in 1680, the pirate known as
“Blackbeard” learned his trade as an English privateer during the War
of Spanish Succession. When that war ended in 1714 he drifted into
outright piracy, operating up and down the North American East Coast,
attacking English shipping and anything else that came within his
grasp.

Blackbeard operated under the pseudonym of “Edward Teach.” His
nickname came from the beard that he let grow to cover almost his
entire face. In combat, he stuck burning slowmatch (a slow-burning
fuse used to fire cannon) under his hat; with his face wreathed in
smoke and flame, he was said to resemble a fiend from hell.

Legends about Blackbeard’s ferocity abound. Once, while he and his
navigator were peacefully drinking in Blackbeard’s cabin, the pirate
pulled out a pistol and shot the man in the knee without warning.
When asked why he had crippled the navigator, Teach replied that if
he did not now and again kill one of them, his crew would forget who
he was.

Blackbeard met his end in the fall of 1718 in the narrow channels of
Ocracoke Inlet, where he had stopped to refit his vessel. There he
and nineteen men were discovered by a superior English force of two
sloops carrying 60 men. Blackbeard and his men fought fiercely
despite the odds. His first broadside blasted one sloop right out of
the battle, and his second almost cleared the deck of the remaining
sloop. Blackbeard then rammed the second sloop and led his men to the
attack, where he found himself facing Lieutenant Robert Maynard, the
commander of the vessel.

Maynard and Blackbeard both had pistols, which they fired at nearly
point-blank range. Blackbeard’s shot missed the Lieutenant, while
Maynard’s hit Blackbeard in the body. But Blackbeard didn’t fall.
Instead he took a swing at Maynard with his cutlass, shattering the
astonished Englishman’s sword with one mighty blow.

But before Blackbeard could finish the helpless Maynard, another
British sailor attacked him from the side, slashing his throat so
badly that blood gushed everywhere. Still Blackbeard fought on, but
soon he was surrounded by English sailors, and they hacked and cut at
Blackbeard until he finally toppled over, dead. Seeing their leader
fall, the remaining pirates also surrendered.

The short battle had been remarkably bloody and savage. Of the
nineteen pirates, ten were dead and the surviving nine were all
wounded. Of Maynard’s crew of 35, ten were killed and 24 wounded.
Maynard examined Blackbeard’s body and found that he had taken five
bullet wounds and twenty cutlass blows before finally succumbing to
death.

William Kidd

Captain Kidd’s story serves as a cautionary tale, warning of the
dangers of privateeringand of the blurry line between that occupation
and outright piracy.

In December, 1695, a privateering vessel named the Adventure Galley
was launched at Deptford, England, on the Thames River. The ship was
to sail around Africa and destroy pirates operating in the Red Sea
and to harass French shipping there. She was commanded by William
Kidd, an experienced captain and privateer.

The Galley’s maiden voyage was beset by ill luck and delay. Upon
departure Kidd promptly lost almost half of his crew to the English
navy’s press gangs and was forced to make up the missing men by
recruiting the dregs and scum of New York harbor. It took five long
months for Kidd to make the voyage around Africa, and on arrival he
immediately lost another fifty men to a tropical disease.

By the time he reached the Red Sea the surviving crewmen were almost
in open mutiny and Kidd was ready to resort to almost any means to
keep them in line. Unfortunately, most of the French shipping had
been driven out of the area, and all Kidd encountered were neutral
vessels. But Kidd was desperate, probably fearing for his life, and
he attacked and captured a number of neutrals, believing (or hoping)
that ambiguities in their ownership and papers made them legitimate
prizes.

On January 30th of 1698, Kidd encountered the Quedah Merchant. Owned
by Armenians and flying under false French colors, the Merchant was
one of the richest prizes ever taken at sea. Kidd was enormously
pleased with his good fortune – until he discovered that the Merchant
had an English captain, which made his attack an act of outright
piracy. In horror, Kidd ordered that the ship be freed, but his crew
angrily refused. Instead, they sailed the ships to the African island
of Madagascar and divided the plunder (surprisingly, they gave Kidd a
full privateer captain’s portion of 40 shares). Then all but a
handful of men deserted Kidd for another pirate in the area.

Convinced that he was an innocent victim of the actions of his
mutinous crew, Kidd took the remainder of his men back to New
England, where he hid some of his treasure before reporting to the
local authorities. The authorities made Kidd reveal where he had
hidden the treasure, then shipped him back to England in irons.

After rotting in prison for a year, Kidd was put on trial. He was
quickly found guilty of piracy and sentenced to be hanged.

Even then his bad luck didn’t desert him: the rope broke and it took
his executioners two tries to kill him.

(Incidentally, this is the only known instance of a pirate burying
any substantial amount of treasure. Most everybody else spent their
loot as quickly as they got it.)

Jean Lafitte

Jean Lafitte was born sometime around 1778. He and his older brother,
Pierre, went to sea at an early age; somewhere off the west coast of
Africa the two quarreled with their captain, and began new careers as
privateers. An extremely brave, skilled, dashingly-handsome and
personable young man, Jean Lafitte quickly earned himself a
captaincy. After a good run in the Indian Ocean, the Lafittes moved
on to the Caribbean, where they established a base of operations on
Grand Terre, an island in the mouth of the Mississippi. Lafitte ran a
tidy little criminal empire in the Louisiana bayous. His men ranged
far and wide over the Caribbean while he and his brother fenced much
of the loot in New Orleans, where they became something akin to folk
heroes.

When the US took possession of New Orleans, the new Governor tried to
have the rogues arrested, but without success. With intimate
knowledge of the swamps and bayous of Louisiana – as well as the
enthusiastic support of the locals of New Orleans – the Lafittes were
virtually untouchable.

In 1812 the US declared war on England. An admirer of the United
States, Jean Lafitte offered his services to the US Governor in
return for full amnesty for him and his men, but the Governor
declined the offer. When the British invasion was imminent, the
Governor launched a surprise attack against Grand Terre, driving
Lafitte and his men into the dismal swamps.

Lafitte’s men wanted to join the British to exact revenge against the
Americans, but Lafitte stood firm. Staking his freedom and his life
on one last throw of the dice, Lafitte decided to meet in person with
General Andrew Jackson, the newly-arrived commander of New Orleans’
defense.

A former Tennessee lawyer and politician, “Old Hickory” was known as
a brilliant soldier and an honest, straightforward man. Much to
everyone’s surprise the general and the pirate got along famously,
and Jackson quickly accepted Lafitte’s offer.

The events of the Battle of New Orleans are well-known. Lafitte and
his men acted as guides for the US forces, allowing them to launch
surprise attacks against the approaching British, delaying their
advance until the American defenses were in place below the city. In
the final battle Lafitte led an independent force of sharpshooters
against a regiment attempting to outflank the American position,
while his other men worked the American artillery, earning Jackson’s
admiration for their coolness under fire. The American position was
unassailable, and the British Army was driven back with heavy losses,
securing New Orleans for the United States. General Jackson was true
to his word, and Lafitte and his men received full pardons.

prices ArmenTel telephone company will also reduce prices for
providing Internet channels, company Press Service head Hasmik
Chutinyan stated in a conversation with a reporter of the .am edition
of the PanARMENIAN.Net. In her words, the provided fiber optic line
that has 2Mb power will be reduced 24% (from $21 thousand to a bit
less than $16 thousand). H. Chutinyan considers the initiative of the
company will result in reduction of Internet prices for its ultimate
users. The new prices will come into effect July 1, 2005. In his
turn Arminco Internet provider company Technical Director Grigori
Saghyan remarked that based on the ArmenTel new tariff Arminco is
going to reduce dial-up and radio modem communication prices some 25%.
However, he noted that even given the “ArmenTel descent”, the prices
are not enough reduced. In his words, the prices of the satellite
communication channels for provider “covering” Armenia and adjacent
states makes some 6-8 thousand US dollars. Thereupon, shadow economy
develops in Armenia and the providing of illegal access to the Internet
by rather “modest” prices is available, Saghyan informed. “If ArmenTel
company reduces the tariff for the provided fiber optic channel to
$10 thousand, the illegal organizations will have to come out of
the shadow,” he supposed, adding Internet will become accessible to
everyone in Armenia.

GOVERNMENTS OF ARMENIA AND SYRIA

YEREVAN, June 29. /ARKA/. An agreement for the avoidance of dual
taxation was signed between the governments of Armenia and Syria by
Deputy Ministers of Finance of two countries Tigran Khachatryan and
Mohamad Hader Alseid Ahmad. The agreement aims at exclusion of dual
taxation of income and tax discrimination between the sides, which is
a necessary condition for compliance with other economic agreements and
reached understanding. According to Syrian Deputy Minister of Finance,
the agreement testifies to the intensive development of relations
between the countries. He added that the agreement consisting of
29 articles, regulates tax field and refers to tax on profit and
income-tax. Hamad expressed his belief that the agreement will become
the stimulus for the Armenian and Syrian investors and businessmen
to make investments in two countries. He added that the parliament
of Syria will ratify the document in the shortest possible time period.

In his turn Khachatryan noted that the agreement will become one
more step on the way to economic cooperation. According to him,
the document specifies the work environment for the households,
and in separate cases it provides for softer terms of taxation than
local legislations provide for. “Signing of the agreement will give
stimulus to households of two countries, and after it comes in force
it will yield the results already next year”, he said. Khachatryan
expressed his belief that the agreement will be ratified by the

trade mark, published the tariffs for the services. VivaCell will
provide two services – Alo (prepaid calling card system) and Classic
(permanent subscription fee). With purchasing the Alo package for
7000 AMD ($15) the subscriber is offered the possibility of speaking
for free to the sum of 3700 AMD with prepayment term of 60 days,
identification of incoming calls, call divert, SMS, voicemail,
multi party conference and international connection. The minute of
conversation between the VivaCell subscribers will cost 90 AMD in rush
hours (7 a.m.-11 p.m.) and 80 AMD from 11 p.m. to7 a.m. The minute of
conversation with the subscribers of other mobile operators (in Armenia
– Armentel) will cost 110 AMD and 90 respectively; with subscribers
of stationary automatic telephone system -90 (80); with subscribers
of Karabakh cellular communication – 110 (90); with subscribers of NKR
stationary automatic telephone system -110 (90). VivaCell international
tariffs are as follows: minute of conversation with Russia and Georgia
will cost 235 AMD in rush hours (7 a.m.-11 p.m.) and 165 AMD from 11
p.m. to 7 a.m.; with other CIS states and Baltic states 285 (200) AMD;
with the US, Canada, Europe and Australia 430 (300) AMD; with Near East
-350 (245) AMD. The subscriber will pay 20 AMD for local SMS and 55 for
an international one. Prepaid cards can be purchased for the term of
20 up to 300 days. The prepaid cards for 20 days will cost 2000 AMD,
for 55 days – 4500 AMD, for100 days- 7000 AMD, for 150 days – 9500
AMD and for 300 days -18000 AMD. Calls to the fire service (101),
police (102), ambulance (103), gas service (104), emergency service
(108) and hot line (111) will be free. Classic package connection
will cost 4500 AMD plus 4000 AMD as monthly fee. With obtaining
the package the subscriber is rendered the following services:
Call Wait/Call Hold, Call Forward, Call Identification (CLIP),
Call Identification Restriction (CLIR), Multi Party Conference,
SMS, Call Barring, International Access, International Roaming,
Data Transmission Service, Detailed Bill. The minute of conversation
between Classic subscribers will cost 48 AMD in rush hours and 44
AMD in free hours; with other mobile operator (Armentel) – 55 (48)
AMD, with subscribers of stationary automatic telephone system -48
(44); with subscribers of Karabakh cellular communication – 55 (48);
with subscribers of NKR stationary automatic telephone system -55
(48). International tariffs and SMS of Classic system will be the
same as that of the Alo. VivaCell will also render a service called
“Happy Sunday” when all the calls between the company subscribers
as well as the subscribers of the Armenian stationary automatic
telephone system will make 44 AMD. Another package called “Corporate
solution” provides for three types of service – Business, Business +
and Optima. They suppose creation of closed groups of subscribers. A
group can include 2-20, 21-100 and 100 and more lines. A minute of
conversation between the group subscribers will cost 40 AMD for the
first group, 38 AMD – for the second group and 36 – for the third
group. A minute of conversation with other VivaCell subscribers will
cost 46(42) AMD for Business, 44 (42) AMD for Business + and 42 (40)
AMD for Optima package holders; with Armentel subscriber 52 (48)
(Business + – 50 (48), Optima – 50 (48)); with Armenian stationary

for international calls and and SMS do not vary. All the prices include

[Presenter] We are pinning hopes on the Karabakh talks, President
Ilham Aliyev has said in an interview with CNN-Turk television.
Aliyev stressed that Armenians had no way out.

[Aliyev speaking to a CNN-Turk correspondent in Azeri] We have hopes.
We may talk about any progress when we agree on something. But we
have hopes because processes going on in the world are not in favour
of Armenians. The political landscape is changing in the region.
Azerbaijan, as part of the Euro-Atlantic area, maintains very close
ties with the EU and the USA.

Armenia is pursuing a different policy. Armenia’s allies are different.

Armenia cannot compete with us in terms of economic potential. It is
not possible. Today, our budget is four times larger than theirs. I
have set the government the goal that our budget should be 10 times
larger than the Armenian. And we will achieve this.

Their aggressive policies are already being condemned by international
organizations. The Council of Europe has adopted a resolution saying
that Armenia has committed aggression against Azerbaijan and is
pursuing a policy of ethnic cleansing. I mean, they have no other
way out.

[Turkish correspondent] Do you mean that the developments in this
struggle are in favour of Azerbaijan and there will be results?

[Aliyev] That’s right. So, we have to strengthen our positions. Our
alliance with Turkey and other regional countries is very
important to us. For instance, today we are working on the
Kars-Akhalkalaki-Tbilisi-Baku railway [project]. Georgia, Turkey
and Azerbaijan are turning into powers in the region – into very
important powers.

So, I have no doubts that we will resolve this issue [Karabakh
problem]. I just want us to do this without any bloodshed, peacefully.

NEW CENTER OF

ARMENIAN CHURCH OF THE DESERT, RANCHO MIRAGE

On June 17, 2005 at 5:30 p.m. His Holiness Karekin II, Catholicos of
All Armenians, conducted the official Opening Ceremony of the newly
constructed Kirkjan Family Hall of the Armenian Church of the Desert
located in Rancho Mirage. His Holiness was accompanied by His
Eminence Archbishop Hovnan Derderian, Primate, His Eminence
Archbishop Vatche Hovsepian, and several clergy. The Catholicos also
consecrated a Stone Cross.

Visiting Pastor of the Parish Rev. Dr. Fr. Stepanos Dingilian
welcomed the Catholicos of All Armenians, followed by Varoujan
Mgrdchian, Chair of the Parish Council.

His Eminence Archbishop Derderian expressed his joy stating that the
parish was fortunate in having the opportunity for the Catholicos to
preside over the opening ceremony. He continued that His Holiness
brings with him the faith of the Mother See of Holy Etchmiadzin. The
Primate then invited the Catholicos to deliver his message.

His Holiness commended the construction projects that have been
undertaken within the Diocese under the leadership of the Primate,
the success of which is undoubtedly also credited to benefactors,
building committees, parish councils, and the faithful. His Holiness
blessed the parish and in particular Mr. and Mrs. George and Tamara
Kirkjan, benefactors of the Kirkjan Family Hall, adjacent to which we
will soon see the construction of a new church under the auspices of
the Western Diocese and the Mother See of Holy Etchmiadzin. The
message of His Holiness was translated to English by Rev. Fr. Ktrij
Devejian, Director of the Press Office of the Mother See.

A reception took place following the ceremony where faithful in
attendance had the opportunity to personally meet the Catholicos and
receive his blessings.

The memorable evening came to a close with the Benediction of the
Catholicos.

The first Divine Liturgy in Palm Desert was celebrated in 1976 at
St. Margaret’s Episcopal Church. Church services continued at St.
Margaret’s Episcopal Church from 1977 to 2004, with priests and
deacons provided by the Diocese.

In 1999 a land of 4.6 acres was purchased in Rancho Mirage and the
following year the consecration ceremony was held presided by
Archbishop Vatche Hovsepian. Ground was broken in 2003 and
construction began. On December 19, 2004 Rev. Fr. Mikayel Kyuregyan
celebrated the Divine Liturgy in the newly constructed Kirkjan Family
Hall. On January 29, 2005 His Eminence Archbishop Hovnan Derderian,
Primate, presided over the Dedication of the Hall.
