A man serving a life sentence in Georgia since 2006 after being
convicted of an attempt to assassinate Georgian President Mikheil
Saakashvili and former U.S. president George W. Bush and of murdering
a policeman plans to appeal his sentence, a lawyer said on Thursday.

Arutyunian, who is an ethnic Armenian, threw a hand grenade wrapped
in a handkerchief toward the podium where Bush was speaking during a
rally that brought together more than 10,000 people on Liberty Square
in Tbilisi, Georgia’s capital, on May 10, 2005. Saakashvili and others
were seated behind the American leader. The grenade never detonated.

Arutyunian escaped but was arrested two months later and killed one
of the policemen arresting him.

He was convicted in January 2006.

His lawyer Gela Nikolaishvili told Interfax on Thursday that Arutyunian
had applied to the European Court of Human Rights to enable him to
appeal his sentence with a Georgian court.

"The essence of Arutyunian’s request is that he wishes to appeal for
a revision of the case but under Georgian law, he had the right to do
so within six months of his sentence being passed. This was not done
for several reasons. These included Arutyunian’s then health condition
and the fact that he had no independent lawyer," Nikolaishvili said.

The lawyer said that Arutyunian is currently in a normal health
condition. "While in prison, he has converted to Islam, grown a beard
and learned the Arabic language," Nikolaishvili said.

USD 50 million due to pirated software in the Armenian market.

According to the director of Microsoft office in Armenia, Grigor
Barseghyan , about 30 per cent of this amount are the losses of the
state and copyright owners. Last year Microsoft submitted a program
to combat illegal computer programs. "The program arose a serious
discussion in the Ministry of Economy, which entailed establishing
of the inter-ministerial commission by the decision of the RA Prime
Minister," Grigor Barseghyan told PanARMENIAN.Net.

According to him, the commission will examine the problems in
legislation, issues of international cooperation and protection of the
rights of Armenian developers. "Hackers’ attacks are often possible
because of usage of unlicensed software. That is why the government
should become an example of the use of licensed programs, " director
of Microsoft in Armenia said. According to the data of the company,
licensed software is installed on only 30 per cent of computers used
in state bodies of the country.

Meanwhile, according to research by Business Software Alliance and IDC
Global Software in 2009, Armenia has been named among major consumers
of pirated products, along with Georgia, Bangladesh and Zimbabwe.

the ceremony of signing of the Armenian-Turkish Protocols in Zurich,
to demonstrate the sincere intentions of Turkey to the superpowers,
however, it has lost this opportunity, ANM Board member Hovhannes
Igityan told journalists.

"These intentions of Turkey are in no way related to opening of the
border or establishment of diplomatic relations with Armenia. Foreign
ministers of Armenia and Turkey refused to come out at the ceremony
in Zurich, though it was necessary for them to make statements, that
would enable Armenia to reveal the true face of Ankara. However,
Armenia has lost this opportunity", Igityan said and added that the
"Armenian diplomacy is weak". According to him, Turkey advances
preconditions to Armenia in view of the Karabakh issue, the Armenian
Genocide and Kars treaty.

H. Igityan recalled that the Turkish officials have always indicated
the necessity of liberation of the territories around Karabakh
by Armenia before the process beginning. "They forgot about their
requirements for some time, that was caused by the guarantees from
the forces which influence the parties to promote the process",
Igityan said.

U.S. Deputy Secretary of State James Steinberg is visiting the Caucasus
and Germany amid continuing diplomatic efforts to end intertwined
rows involving Armenia, Azerbaijan and Turkey.

Steinberg was expected to arrive in Yerevan on Thursday to meet
Armenian President Serge Sarkisian and Foreign Minister Edward
Nalbandian to "discuss bilateral and regional issues," the State
Department said.

Steinberg will then travel to Tbilisi for talks with Georgian President
Mikhail Saakashvili and representatives of Georgia’s opposition,
it said in a statement.

Secretary of State Hillary Clinton’s deputy will visit Germany on
Friday to attend the Munich Security Conference, the department’s
statement added.

"In Munich, he will meet with Azerbaijani President Ilham Aliyev and
Turkish Foreign Minister Ahmet Davutoglu as well as other leaders
attending the conference," it read. The statement gave no details
about the talks in each city but the United States has been involved
in diplomatic efforts to resolve rows linking Turkey, Azerbaijan
and Armenia

Kazakhstan’s active participation in regional organizations in
Asia, along with its possession of energy resources and a balanced,
multidimensional foreign and energy policy, is consolidating its
position on the international stage day-to-day.

Moreover, it has seized an important opportunity in which its
harmonization with European criteria will increase. It is very likely
that this will affect other Central Asian countries in implementing
democratization and observing a balanced, multidimensional foreign
policy.

Russia and CIS

The CIS, which was founded under the leadership of Russia in 1991,
had been dysfunctional until now for various reasons, but especially
due to the problems between member countries (Russia, Azerbaijan,
Belarus, Armenia, Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan,
Turkmenistan, Ukraine and Moldova).

This organization continues to hold a privileged place in Russia’s
foreign policy. The shuttle diplomacy that Russia, which plans on
benefiting from the organization’s ties with former Soviet countries,
is undertaking with Asian countries shows that it has plans to
introduce new initiatives during its term presidency in 2010. Since
the establishment of the Eurasian Economic Community in 2001, Russia
has been striving to develop a common economic space between members
and to make the ruble the common currency. This could be taken as a
sign that Russia is planning to continue exerting its influence over
the former Soviet countries.

Turkey-Kazakhstan-Russia

On the other hand, when we look at the ties between Turkey,
Kazakhstan and Russia, we can conclude that it will be easy for
these three countries to engage in cooperation on an institutional
level because their current bilateral relations are already at
a very advanced level. While Turkey has been working to increase
its bilateral relations with Russia to achieve a multidimensional
strategic partnership since 2003, it has managed to bring relations
with Kazakhstan to the highest level by signing a strategic partnership
agreement in September 2007.

Trade volume between Turkey and Russia has reached $40 billion, making
Russia Turkey’s biggest foreign trade partner, and the trade volume
between Turkey and Kazakhstan increased eight-fold between 2003 and
2009. As for Russia-Kazakhstan ties, they have extensive relations
in many sectors from energy to defense. After all, Kazakhstan has a
strategic and essential value for Russia, which accounts for 70 to
80 percent of Kazakhstan’s foreign trade, revealing the high level of
relations between the two countries. In this way, the three countries
can use their cooperation and relations to solve existing problems
in the region to ensure security and stability in Asia by means of
the CICA, the OSCE and the CIS.

Concisely, the three organizations are strategically important, not
only in terms of the countries that will hold their term presidencies,
but also in terms of their member countries. These organizations
offer opportunities that have the potential to increase security and
stability in the region. In this respect, these three organizations
are expected to assume a more active and constructive role in
solving the problems in Afghanistan, Nagorno-Karabakh, Abkhazia,
South Ossetia and Georgia. The year 2010 offers enormous opportunities
for critical players in Asia such as Turkey, Kazakhstan and Russia,
which have coincidentally assumed the term presidencies of three
different institutions in the same year, to create a profile that
shows that they have a tremendous ability to solve existing problems,
specifically problems related to security and stability in Asia.

ARMENIAN ASSEMBLY CALLS FOR ROBUST AID AS ADMINISTRATION’S BUDGET
INCLUDES $40 MILLION FOR ARMENIA AND ASYMMETRICAL MILITARY ASSISTANCE

Washington, DC – Today, the Administration released its budget for
Fiscal Year (FY) 2011, which includes $40 million in economic
assistance to Armenia, announced the Armenian Assembly of America.
This amount reflects a $10 million increase over the Administration’s
request from last year, and is $1 million less than the level enacted
in FY 2010.

"Given the ongoing blockades imposed upon Armenia by Turkey and
Azerbaijan, coupled with Armenia’s constructive and bold actions to
normalize relations with Turkey without preconditions, at the same
time Azerbaijan has done all it can to thwart that process as well as
continuing to incite a new war against Armenians the Assembly renews
its request for not less than $70 million for Armenia," stated
Assembly Executive Director, Bryan Ardouny.

The Administration’s budget also repeated its asymmetrical request
with respect to military parity between Armenian and Azerbaijan by
calling for nearly one-half million more in military assistance to
Azerbaijan, which breaches long-standing Congressional policy. The
budget calls for $450,000 for International Military Education
Training (IMET) for Armenia and $900,000 for Azerbaijan, while
maintaining $3.5 million each in Foreign Military Financing (FMF).

As was the case in FY 2010, the Administration did not specifically
allocate funding for Nagorno Karabakh, of which Congress had called
for up to $8 million in U.S. assistance.
"We look forward to working with our friends in Congress to ensure
robust assistance to Armenia and Karabakh," added Congressional
Relations Associate Bianka Dodov. "We need to strengthen and expand
the U.S.-Armenia relationship and make certain that Armenia has the
tools necessary to succeed," added Dodov.

Established in 1972, the Armenian Assembly of America is the largest
Washington-based nationwide organization promoting public
understanding and awareness of Armenian issues. The Assembly is a

Russian-Venezuelan Joint Venture To Invest $20 Bln In Oilfield

A total of $20 billion will be invested in the development of Junin 6,
a major oilfield in Venezuela’s Orinoco oil belt, a Russian deputy
prime minister said on Monday.

Igor Sechin, who oversees the fuel and energy sector in the cabinet,
put the timeframe on the implementation of the joint Russian-Venezuelan
project at 40 years, adding that development work would start later
this year.

Russia and Venezuela agreed earlier on Monday to establish a joint
venture to develop the oilfield.

The agreement was signed by Russia’s National Oil Consortium director
Valery Rusakov and Venezuelan state oil company PDVSA director
Pedro Leon.

Sechin said the Russian companies would have a 40% share in the
project, while Venezuela would hold 60%.

Russian Energy Minister Sergei Shmatko said the projected output was
450,000 barrels of crude a day.

Sechin earlier said the exploration of the Junin 6 oilfield, with an
estimated 53 billion barrels in reserves, would require $30 billion
in investment.

Last September, PdVSA and the Russian Oil Consortium signed a
memorandum of understanding on the Junin 6 project.

The Russian Oil Consortium is comprised of Rosneft, energy monopoly
Gazprom, Lukoil, TNK-BP and Surgutneftegaz.

According to U.S. Geological Survey, Venezuela’s Orinoco oil belt
holds 513 billion barrels of recoverable heavy crude, nearly twice
as much as the proven reserves of Saudi Arabia.

Venezuela has the largest proven reserves outside of the Middle East,
172 billion barrels, but still trails Saudi Arabia, which has proven
reserves of more than 260 billion barrels.
