ARMENAKAN-RAP DOES NOT BACK ATTEMPTS TO STOP ARMENIA-TURKEY PROTOCOLS RATIFICATION PROCESS

YEREVAN, OCTOBER 21, NOYAN TAPAN. The Republican Board of the
Armenakan-Ramkavar Azatakan Party (Armenakan-RAP) issued a statement
on Armenian-Turkish relations. The statement in particular reads:

"In its previous statements on Armenian-Turkish relations (see Azg
daily, the issues of September 3 and October 10), the Republican
Board of the Armenakan-Ramkavar Azatakan Party said that being in
principle in favor of the normalization of relations between the two
countries and the establishment of diplomatic relations and realizing
the seriousness of the dangers to our country and the likelihood
of Armenia’s international isolation in case of the process’ being
hindered by Armenia, the party does not back the attempts to stop
the protocols ratification process. At the same time, sharing our
people’s fair concerns about some clauses of the signed protocols,
the Republican Board of Armenakan-RAP calls for mitigation of these
concerns by joint efforts.

We demand that the National Assembly, within the limits of its powers,
ratify the protocols, stipulating a certain Condition which will in
essence specify Armenia’s approaches to the controversial provisions in
the Protocols. Adoption of such a Condition by the National Assembly
will become a guide for Armenia’s leadership which will follow this
Condition in its further relations with Turkey. We believe that in
case of stipulatiin of this Condition by the National Assembly, it will
become mandatory for the Foreign Ministry of Armenia as well. In order
to prevent the possible speculation on the Genocide issue by Turkey
and to show that the Armenian people has common will regarding the
Genocide issue and will never abandon it, Armenakan-RAP is presenting
an initiative by proposing that the National Assembly pass a law,
under which any attempt to deny or call into question the Armenian
Genocide will be criminally prosecuted. By this step we will express
our resolution and our rights to stand up for the Armenian Cause".

Armenakan-RAP will soon present to the public its legislative
initiative on envisaging criminal responsibility for any attemp to
deny or call into question the Armenian Genocide.

The process now moves from the protocols to the parliaments of Turkey
and Armenia, the real test for further developments or tension in
Armenian politics will be from the Turkish side, Director of the
Armenian Center for National and International Studies (ACNIS)
Richard Giragosian said.

"In other words, the course of the protocols through the Turkish
parliament, combined with strong statements from Turkish fficials
designed to reassure Azerbaijan, will clearly "raise the stakes"
and increase the political tension within Armenia," Giragosian wrote
Trend News in an e-mail.

The Turkish Foreign Minister, Ahmet Davudoglu said at a news conference
that the country’s parliament will have the last word on ratification
of the Ankara-Yerevan protocols, CNN Turk reported.

"The country’s Parliament will decide whether to ratify the
Ankara-Yerevan protocols," Davudoglu said.

The Turkish parliament will hold discussions on the protocols on
Oct.21.

Turkish and Armenian Foreign Ministers, Ahmet Davutoglu and Edward
Nalbandian signed the Ankara-Yerevan protocol in Zurich on Oct. 10.

According to Giragosian, although the opposition within Armenia has
already initiated a campaign of pressure and political posturing aimed
at influencing the government’s opening to Turkey, the only way that
the country’s opposition can truly exert effective leverage is if
Turkey fails to fulfill the terms of the protocols.

"In this context, the Armenian government seems to be increasingly
politically susceptible to criticism and may become more vulnerable
to political pressure if the bid for normalizing relations with Turkey
fails," the expert added.

If the protocols fail to pass the Turkish parliament, the Armenian
government may be roundly criticized and condemned for naively pursuing
an "irresponsible policy."

That would not only bolster the critics of the entire process, but
would also make any "second" attempt at normalization even that much
harder, Giragosian believes.

"This is an opportunity for Turkey to miss, affirming that the real
burden is now on Turkey alone," Giragosian added.

Day.Az interview with Chairman of the Civil Solidarity Party and
member of Azerbaijan’s Milli Majlis (parliament) Sabir Rustamkhanli.

Day.Az: How will the Turkish-Azerbaijani relations develop following
signing of the Armenian-Turkish protocols in Zurich?

Sabir Rustamkhanli: We must understand that the signing of protocols
are result of pressure on Turkey by outside forces who want to divide
and embroil our peoples.

But we all remember how many Azerbaijani flag were in Bursa during
a football match between Turkey and Armenia.

We also must not forget such facts as the Treaty of Kars and Turkey’s
position that it occupied in the Karabakh issue.

Indeed, the protocols do not directly address the Karabakh conflict,
but, nevertheless, Turkey refers to this issue in its negotiations
with Armenia.

Yesterday, we discussed in the Milli Majlis disrespect to Azerbaijan
flag in Turkey and concluded that one should not dramatize the issue.

One should not also forget that at first years of Azerbaijan’s
independence, representations of Azerbaijan abroad were in the
embassies of Turkey under the Turkish flag.

There are forces that want Azerbaijan and Turkey to clash on the issue
of a flag. I consider it unnecessary to raise this issue in media.

Armenian lobby, as well as other forces are involved in the promotion
of the issue of flag.

Turkey is currently going through a difficult period in its history.

The rapprochement with Syria, Iran and Armenia all this is a test for
Turkey, from which it will be either winner or loser. Azerbaijan, of
course, interested in the fact that Turkey was the winning side, so
that we can adequately support each other in the international arena.

Therefore, Azerbaijan has to have patience in terms of Armenian-Turkish
protocols.

Q: Can this mean that you believe that Azerbaijan should not do
anything in response to the signing of Armenian-Turkish protocols?

A: One should not forget our common history and turn to Russia when
there are problems between our countries at the slightest negligence
by Turkey.

Q: Do you think Turkish-Armenian protocols will be ratified by
Turkish parliament?

A: Whether the protocols will be ratified or not is a secondary issue.

The fact that the protocols will be discussed in the parliament
of Turkey is already a big plus for Ankara. The world has already
learned that Turkey recognized Armenia’s territory, and a working
group to will be set up to examine issues of common history. So,
signing of the protocols has already done its job for Turkey.

Nevertheless, I do not think that the protocols will be ratified by
the Turkish parliament.

Q: Should Azerbaijan prevent Armenian-Turkish protocols from moving
from?

A: Protocols should not be the reason why we remember the Karabakh
problem. If it were for the will of the OSCE Minsk Group, which has
turned into a tourist organization, it would have given Karabakh to
Armenians long ago and considered its mission accomplished.

I believe that our press should not forget about the Karabakh conflict,
and we must keep this topic on the agenda. One can not make the
Karabakh issue active from time to time.

Azerbaijan must resolve all issues with Turkey in the diplomatic plane,
as befits the two brotherly states.

legal field from the sphere of history where it used to belong. Now
Armenia has to take efforts to include the issue of Genocide and
elimination of its consequences on international instances’ agenda,
RA NAS History Institute Director Ashot Melkonyan said at "Armenian
Genocide studies" book presentation. "International recognition
of Armenian Genocide undergoes regression against the background
of RA-Turkey rapprochement," the historian stated. Many states,
previously intending Armenian Genocide recognition at parliamentary
level, refrained from the step, not to interfere with establishment
of relations between Yerevan and Ankara.

"We mustn’t’ give in on Genocide issue," Ashot Melkonyan stated.

authorities for Turkish flag removal at Baku residence of Turkish
Ambassador’s Councilor for religious issues. Unprecedented strain
between Azerbaijan and Turkey, linked to flags’ removal, is in
progress, Cumhuriyet Turkish newspaper reported.

Earlier, Turkish flags were removed at Shahids’ alley in Baku, as
well as in front of Turkish companies’ representations.

considers itself the main arbiter in RA-related issues, when, in
truth, it has no pertaining to them, MGIMO Caucasus Research Center
Deputy Director Vladimir Zakharov told PanARMENIAN. Net reporter,
commenting on Azerbaijan’s intention to discuss RA-Turkish protocols.

"We’re currently negotiating RA-Turkish relations, not RA-Azeri or
Azeri-Turkish ones, so Azerbaijan mustn’t interfere with the process,"
Zakharov said. He also characterized Azerbaijan’s protest against
RA -Turkish rapprochement as natural. Azerbaijan will only gain form
Armenia’s complete isolation, Zakharov said.

"Opening of RA-Turkish border is vital to Armenia, which can’t be
forever isolated," Zakharov noted adding that both Armenia and Turkey
will benefit from opening. "Azerbaijan will always be opposed to
rapprochement, never altering its position on NKR issue," Vladimir
Zakharov stated, emphasizing it’s NKR people who’re to come to final
solution on Karabakh status.

The opposition formed in Armenia is united both over political and
social issues, Heritage party MP Larisa Alaverdyan told journalists
today.

Referring to the events of March 1-2, 2008, and the Armenian-Turkish
process, Alaverdyan stated that the issue of a change in the country’s
current governing leadership is a priority.

"As for today’s opposition, presenting itself in a new form, it, in
fact, has begun to take shape. And it is not amorphous; rather, it’s
an organized structure, such as, for example, the Armenian National
Congress," Alaverdyan said, noting with regret that often political
bodies representing national values don’t view the establishment of
democracy and a legal state as a national value.

"On the other hand, the forces calling upon democracy or normal life
and a change in leadership don’t see that national issues, which have
emerged today on the topic of Armenian-Turkish relations, are a part
of real democracy," concluded the Heritage party MP.

Cypriot president says support for Turkey’s EU accession "not unconditional"

Nicosia, 11 October: President of the Republic of Cyprus Demetris
Christofias [Dhimitrios Khristofias] has stressed that Cyprus’ support
towards Turkey’s accession to the EU is not unconditional and said
that if Turkey does not implement its obligations, Cyprus and Greece
will examine possible reactions.

Addressing Sunday the anti-occupation march of the Morfou
Municipality, President Christofias also referred to the UN – led
direct negotiations, which began a year ago with a view to reach a
solution of the Cyprus problem, saying that the expectations of the
Greek Cypriot side had been greater at the beginning of the talks.

"Some progress has been achieved in the negotiations but it is the
kind of progress that does not allow me to tell you today that we have
reached an advanced stage and, what is more, to tell you that we are
close to a final solution of the problem", he said.

The Cypriot President pointed out that "this is so because, despite
our sincere efforts, the Turkish Cypriot side with the support of
Turkey, continues to put forward positions and proposals that fall
outside the framework of the UN resolutions on Cyprus, the High-Level
Agreements and the values and principles of the European Union".

He noted that the Greek Cypriot side has repeatedly stressed "to our
Turkish Cypriot compatriots and to the international community that
positions such as these are unacceptable".

"A potential adoption of such positions would lead to the acceptance
of the consequences of the occupation, to the violation of
international Treaties on human rights and fundamental freedoms and to
a solution that would be neither viable nor functional", the President
underlined.

Referring to Turkey’s accession to the European Union, he said that
Cyprus believes that Ankara’s harmonization with the acquis
communautaire and its final accession will help the country modernize
its institutions and society, which undoubtedly will be advantageous
to the region and to Cyprus itself.

"This support, however, is not unconditional. To this end, we regard
indispensable the involvement of the international factor and
especially the European Union and the exercise of influence on the
Turkish leadership so that Ankara demonstrates the necessary
conciliatory and positive approach and proceed to the implementation
of its obligations", he stressed.

Otherwise, the Cypriot President noted, "Cyprus and Greece cannot but
examine together possible reactions. Besides all the above, we hope
the official visit of the Prime Minister of Greece George Papandreou
to Cyprus is constructive, productive, and fruitful in this respect as
well".

He reiterated that the goal is to achieve a just, viable and
functional settlement leading to a United Federal Cyprus Republic,
with a single sovereignty, a single international personality and
citizenship.

The solution, he said, will ensure the peaceful coexistence of all
Cypriots, Greek Cypriots, Turkish Cypriots, Maronites, Armenians and
Latins on the island, as well as the prosperity and progress of future
generations and will also ensure political equality between the two
communities, as this is described in the relevant resolutions of the
United Nations Security Council.

"I would like to assert, once again, that our Turkish Cypriot
compatriots are Cypriot citizens and that I will continue to fight
with consistency for their rights and best interests. However, these
rights cannot be applied at the expense of the rights of the larger
community, the Greek Cypriot community. There must be mutual respect
and understanding", President Christofias went on to say.

He expressed the wish that during the second round of talks, the
Turkish positions will be reviewed "so that we may be able to reach as
soon as possible, without arbitration and without pressures through
artificial time frames, the much desired solution to the problem, an
agreed solution which will be the result of negotiations between the
two communities and which will be presented to the people of Cyprus
for approval in separate and simultaneous referenda. We will not
accept given solutions".

President Christofias pointed out that the success of our efforts for
a solution to the problem depends on Turkey’s will and policies.

Turkey, he said, has an obligation to contribute to the efforts
towards reaching a solution.

"The withdrawal of the Turkish troops, the end of the policy of
colonization and the settlement of the issue of security, depend on
Turkey. The solution to the Cyprus problem serves the very interests
of the Turkish people. Though in theory Turkey declares that it
supports the talks, in practice it continues to refuse to implement
the resolutions of the United Nations on Cyprus and the resolutions of
the Council of the European Union calling upon Turkey to fulfil its
obligations towards the European Union and the Republic of Cyprus", he
continued.

President Christofias said that in addition "to its refusal to
implement the relevant United Nations Security Council resolutions, to
this day, it stubbornly refuses to proceed to the normalization of its
relations with the Republic of Cyprus and its recognition, as
envisaged in its commitments towards the European Union and its
member-states".

At the same time, he added, Turkey continues efforts to undermine the
unity and the territorial integrity of the Republic of Cyprus through
the continuous upgrading of the occupational regime.

"On the other hand, we have repeatedly expressed our readiness for a
dialogue with Turkey, in parallel to the on-going talks with the
Turkish Cypriot leader, in order to strengthen the possibilities for a
positive outcome of the negotiations", he said.

President Christofias reassured that "the obstacles and difficulties
we find in our way and the stance of the occupying power do not
dishearten us".

"With patience, consistency and decisiveness, we will continue our
struggle return to the lemon blossomed arms of Morfou, to the
picturesque harbour of Kyrenia, the golden sands of Famagusta and to
all our occupied towns and villages, so that our children and
grandchildren are able to live peacefully with our Turkish Cypriot
compatriots in a united, free, independent and prosperous homeland",
he said.

Referring to the anti-occupation march, he said that the event "sends
out the powerful message that the refugees, the relatives of our
missing persons and the Cyprus people in general do not forget".

"Anti-occupation events like this one prove that our people will not
compromise with the faits accomplis of the Turkish occupation and they
will continue to fight and demand the respect and safeguard of their
human rights, including the right of all refugees to voluntarily
return to their homes and properties", the Cypriot President
concluded.

RA Prime Minister Tigran Sargsyan received a delegation led by
governor of the Kharkiv region of Ukraine Arsen Avakov.

Greeting the guests, the head of the Armenian government expressed
conviction that the governor’s visit will help expand cooperation
between Armenia and Ukraine.

Governor Arsen Avakov said that there are vast opportunities and
prospects for developing mutually beneficial ties between Kharkiv
region of Ukraine and Lori, Shirak, Tavush and Vayots Dzor marzes of
Armenia in the spheres of agriculture, winemaking and tourism in
particular.

The interlocutors also touched upon the fourth session of the
Armenian-Ukrainian intergovernmental commission on trade and economic
cooperation due on October 16, as well as on possible cooperation in
education, science and power engineering.

At the end of the meeting Prime Minister Tigran Sargsyan assured the
delegation that all necessary arrangements will be made to ensure that
the agreements reached are converted into reality.
