Baku, Fineko/abc.az. After a break of diplomatic relation between
Georgia and Russia Georgian Azerbaijanis lost without maintenance
of life.

went in search of job and the basic part of them settled in
Azerbaijan. Along with this, in Azerbaijan these people face with
problems, related to migration procedures. To solve the problem,
we in Baku conducted meetings in the Ministry of Foreign Affairs,
the State Committee for Work with Diaspora. Following the results of
negotiations we reached the agreement on the necessity of investment
of the Azerbaijani investments in those Georgian regions, where
Azerbaijanis reside compactly. To solve these issues Azerbaijani
minister of economic development Shakhin Mustafaev will arrive in to
Georgia," Z,Gurbanov said.

In his turn, the chairman of Geyrat movement Alibala Askerov to
solve the problems of compatriots considers necessary realization in
Georgia of the joint Azerbaijani-Georgian projects in the region,
where Azerbaijanis residing. He emphasized three basic problems of
Azerbaijanis in Georgia: land, linguistic and toponymic.

"Azerbaijanis in Georgia remained without land, because starting
with 1996 Georgian authorities in all ways impede registration of
the land areas by our compatriots. Azerbaijani language in Georgia,
which was one of basic ones in the republic, lost the former status
today. In addtion, Georgian authorities rename from Azerbaijani to
Georgian language names of settlements and geographical localities,
put crosses in the places of compact residence of Azerbaijanis,"

The general manager of "France-telecom" company Armenian representative
"Orange Armenia" Bruno Doutois told the reporters that the company
plans to run its activities in cellular communications before the
end of the year.

Answering to Panorama.am reporter’s question on when exactly the
consumers could be served, the general manager told that "only because
of confidential reasons" the company avoids making soon statements.

"The plan has been unchanged, what we have announced earlier, remains
the same," he said.

Charles Lonsdale, British Ambassador to Armenia answers NEWS.am
questions. Below is the full text of the interview.

Q.: Mr. Lonsdale, what is the UK’s policy in Armenia? What are your
priorities in our region?

A.: We want to see a stable, prosperous and secure Armenia. And
that applies to the region as a whole. So supporting efforts to
resolve regional conflicts is a top priority. Apart from high-level
negotiations between the parties to the conflict we think it is
vital to encourage contacts between people and civil society, not
least between Armenia, Turkey and Azerbaijan. Direct contacts, and
greater information about each other will help, in time, to build
the confidence and trust needed to underpin a sustainable political
settlement.

We also want to encourage and support Armenia’s engagement with
European structures, particularly the EU and NATO. We think that this
will be good for Armenia’s long-term development, economic, social
and political. It will support the reform process across a wide range
of areas, including defence. But it is obviously important that it
is driven by Armenia’s own judgment of its interests.

We also want to support the development of a stable, democratic
political system founded on respect for human rights and the rule
of law. In practice that means everything from promoting greater
participation by women in public life, to running our long-standing
programme of scholarships and fellowships for Armenians to study and
visit the UK.

Q.: They say France is Armenia’s friend, Georgia’s – US, and
Azerbaijan’s – the UK. What’s your opinion on this, particularly that
your country is often led by oil interests?

A.: Two preliminary remarks. First, there is a persistent but,
I think, misguided assumption in this region, as in some others,
that international relations is a "zero sum game" – that if you have
interests in one country, you must be hostile to others. I don’t
believe that is how international relations work and it certainly
doesn’t reflect our work. We have good relations with Armenia and
value them as much as our relations with other countries. Secondly,
energy security is a priority for all countries around the world
now, including Armenia. Britain is no more led by oil interests than
anyone else.

It’s certainly true that British companies have significant investments
in Azerbaijan. But even the logic of pure self-interest means that
we would therefore want to see stability in all countries of the
region. We certainly want to see a stable, secure and prosperous
Armenia. We therefore work with Armenia in a range of areas from
defence to education, from climate change to the rights of people
with disabilities. We also see the development of democracy and
good governance, and respect for human rights and the rule of law
as essential for the healthy development of any society, including
Armenia. And so we raise concerns where we have them, both bilaterally
and with our EU partners. That obviously includes a range of familiar
issues, including the continued detention and prosecution of people
in connection with the events of 1-2 March 2008 and their political
activities; the need for a transparent, independent and effective
inquiry into those events; restrictions on the media and freedom of
assembly; and the development of democratic institutions and free
and fair elections.

We also support projects in a range of areas to help address some
of these issues and to encourage the development of an effective and
vigorous civil society. That is perhaps the most important part; to
develop a political culture where ordinary people can effectively
protect their rights and hold the government accountable without
looking for outside intervention.

Q.: Your country is not a Minsk Group member. What is your evaluation
of the Minsk Group activity and the Madrid principles? What would be
different if the UK was also a co-chair?

A.: We support the efforts by the OSCE Minsk Group co-Chairs to reach
a negotiated settlement of the conflict on the basis of international
norms and principles, including the principle of self-determination
of peoples. And we would support any mechanism for resolution of the
dispute which the parties can accept and which has a realistic chance
of delivering a lasting political settlement.

We understand that the Presidents of Armenia and Azerbaijan have had
useful and constructive meetings in recent months within the framework
of the Minsk Group process. So I remain hopeful that both parties
will continue to make progress. We are concerned by the continuing
deaths along the Line of Contact and the international border between
Armenia and Azerbaijan. We believe the parties should make renewed
efforts to resolve this conflict and urge them to engage in good
faith in working towards a negotiated settlement.

It is also vital to have an open and constructive public debate
about the resolution of the conflict and we have supported a number
of projects to encourage that and to build confidence through direct
contacts. In particular, compromises will be necessary on both sides
to achieve a lasting settlement. Here again there still seems to be
the idea that this is a "zero sum game", where only one side can "win"
and any compromise represents failure. But resolution of this conflict
will bring huge gains for both countries in economic development,
stability and security.

Q.: In Madrid Principles there is a part about voting in NKR years
later. Do you think it’s possible that as a result of voting or in
any way Karabakh becomes an independent state?

A.: The final status of Nagorno-Karabakh will obviously be for the
parties to the negotiations, and in due course, the inhabitants,
to decide; it’s not helpful for us to speculate on what the choices
might be.

Q.: The developments in Armenian-Turkish relations seem to have
stopped since Turkey continues to set preconditions. What should be
done in order to reopen the border? Do you plan to pressure on Turkey
to move the issue forward?

We welcomed the Armenian President’s initiative last year to invite
President Gul to visit, and the progress that has been made in
discussions over normalisation of relations. We believe that the
opening of the border between Turkey and Armenia will lead to positive
economic development of the region and closer ties between communities
on both sides of the border. We do encourage Turkey – and Armenia –
to continue to look for ways to move this process forward.

Today, August 17 at 04:42 a.m. six died and eight got injured in the
accident that took place in Sayano-Shushen Hydro Power Plant (HPP)
in Khakassia (Russia), Vesti TV informs. Russian Ministry of Emergency
Situations (MES) declared electricity supplies will not be cut off.

Hydraulic shock in the HPP is assumed cause of the accident.

"Nothing has been reported on possible explosions. The main version
of the accident is hydraulic shock," said Dmitry Kudryavtsev, Syberia
regional department of MES.

today.

According Armen Ashotyan, Armenian team of experts has a high
intellectual potential, and can properly present Armenia. However,
sponsors are necessary to realize this program, since a lack of
financial resources is felt at the moment.

YEREVAN, AUGUST 12, NOYAN TAPAN. The Golden Apricot International Film
Festival has begun 3 years before and continues to realize the Golden
Apricot on Wheels program the goal of which is to present the best
films of the festival in the Armenian regions as well as in Artsakh
and Djavakhk.

Director of the festival, producer Harutyun Khachatrian said at the
11th press conference that the best and prize winner Armenian and
foreign films shown on August 12-16 will also be shown in Djavakhk. The
festival in Djavakhk will launch with Sergey Parajanov’s Color of
Pomegranate film as the 40th anniversary of that great film is marked
this year.

Georgian producer Georgi Ovashvili’s The Other Bank film which
was awarded the first prize of the Golden Apricot film festival
will also be included in the list of the films to be shown in
Djavakhk. Besides, Armenian and Georgian other films will also be
shown in Akhalkalak. According to H.

Khachatrian, the film-programs of the festival which will take
place in Djavakhk this year are realized in cooperation with Tbilisi
International Film Festival as well as the Georgian National Film
Center.

H. Khachatrian also said that films of the Golden Apricot Festival
will also be shown in Shushi and Stepanakert on August 19-23.

ArmInfo. Complete knock down (CKD) of Byelorussian tractors will
be launched in Armenia, Gagik Kocharyan, the Head of the Armenian
Economy Ministry Department for Trade and Service, told media on
Wednesday. Bobruisk Tractor Details and Assemblies Plant (Belarus)
and Armenian0Chinese JV "ChinVan" (Vanadzor, Armenia) have signed
a relevant agreement after the Byelorussian delegation made a
fact-finding visit to the plant. G. Kocharyan said nearly 50 tractors
will be assembled at the plant annually. The tractors can be used in
agriculture, construction and other sectors. To launch production,
ChinVan LLC will get a loan of $600,000 from VTB Bank (Armenia).

"By our initial surveys, demand for Byelorussian tractors in the
Armenian market meets the envisaged production scales. In addition, the
tractors may be also exported from Armenia," G. Kocharyan said. The
agreement also provides for warrantee service of tractors at the
JV. The production will create 20-30 new jobs. G. Kocharyan said 4
Byelorussian tractors assembled in Armenia will be exhibited at the
Armenia Expo 2008 Forum in Yerevan on September 4-6.

For his part, Samvel Najaryan, Director of ChinVan LLC, told ArmInfo
assembly of "Belarus" tractors of the models 320,321 and 322 will
be launched in Armenia as well as assembly of loading vehicles. It
will become possible through creation of a joint venture with equal
equity shares of ChinVan and Bobruisk Tractor Details and Assemblies
Plant. He mentioned that Chinese tractors are currently assembled
at the plant. Production of Chinese TV sets at the plant was stopped
in 2007.

At a press conference held today, political commentator Sergei
Shakaryants touched on the recent comments of Minsk Group Co-chair
Matthew Bryza in Tzaghkadzor

"What does he have in mind when he speaks about the territorial
integrity of Azerbaijan? For the past four years I have been asking
them to specify the seven regions they keep mentioning. What regions
are they referring to?" asked Mr. Shakaryants.

"Do they have Shushi in mind as well? They’ve always answered in
riddles. But based on the fact that they’ve argued that the demographic
situation in Karabakh must be restored according to the last Soviet
census, we can only infer that they argue that Armenians must return
Shushi as well," Mr. Shakaryants argued.

He also mentioned that the interim status being discussed for Karabakh
is fraught with uncertainty and danger given that such a status
doesn’t always lead to complete independence. The analyst stated that
oftentimes it has come to mean the decimation of the local populace.

Mr. Shakaryants also commented that the only positive result of the
revised Madrid Principles is that the final status of Karabakh has
been fixed outside the state framework of Azerbaijan.

"We can assert this quite forcefully. The only positive development is
that the will of the Artsakh people will be respected. All the other
points are totally negative for Armenia and Artsakh because they
always contain threats. The biggest threat is the demographic one;
if we sign any document allowing for the return of just 1,000 Turks
to Karabakh," Mr. Shakaryants said.
