to Vahan Hovhannisian, the head of ARF Dashnaktsutyun parliamentary
group.

"Optimism is melting in the light of recent statements made by
Azerbaijani President Ilham Aliyev. Furthermore, the document doesn’t
mention the necessity to lift the blockade Azerbaijan imposes on
Armenia," he said.

"Madrid Principles offer Karabakh self-government instead of
self-determination," he added.

"Besides, the document doesn’t envisage expression of popular will
and doesn’t ensure security of Nagorno Karabakh. That is why, it’s
high time NKR joined the talks," Mr. Hovhannisian said

The World’s Longest Rope-Way To Be Constructed In Tatev

YEREVAN, JULY 14, ARMENPRESS: Today an agreement on construction of the
rope-way to Tatev has been signed between the member of the council
of Armenian National Competitiveness fund Artashes Kazakhetsian and
the sales vice-manager of the Swiss rope-way construction "Garaventa"
enterprise Peter Bauman.

Within the frameworks of the agreement within a year’s period a
rope-way will be constructed taking from the Halidzor village of
the Syunik province to Tatev of overall 5.7 km length. The contract
overall costs ~H6.8 million. With its type the rope-way will be the
longest one in the world.

Executive Director of Armenian National Competitiveness Fund Bekor
Papazian told Armenpress that the rope-way is intended to be exploited
all year round taking 25 passengers at a time. The construction works
of the rope-way will start from September this year and finish in
September 2010.

According to the representative of Swiss "Garaventa" company P. Bauman
their company is among the most prominent ones in the world with a
turnover of ~H500-600 million annually. In the whole world "Garaventa"
annually constructs 150-200 rope-ways having constructed overall 17
000 rope-ways in its history.

B. Papazian said that the construction of the rope-way is a part
of the "Rebirth and reconstruction of Tatev" three-year project
of the Armenian National Competitiveness Fund which kicked of in
February this year. The project intends besides the construction
of the rope-way to entirely reconstruct the Tatev Monastic complex,
build a high rated hotel in the Halidzor village and make investments
in the seven villages of the region aimed at their development.

The entire project is assessed ~H25 million. The project will be
finished in three years. "It will have a great importance in this
region in respect of the development of tourism. Only with the
construction of the rope-way the number of tourists in Tatev will
increase three times," B. Papazian said.

Armenian Economy Minister Nerses Yeritsian reminded that the project
has been approved during the latest outgoing session of the Government
in Syunik province.

"This is one of those projects which are of great approval by the
states. This is a good example of state-private sector cooperation
which will have great results. These prominent investments are
not only directed towards the development of tourism but also will
bring complicated engineering solutions to our region," the Economy
Minister noted.

The European Union is touting its deal with Turkey on Monday to realize
the Nabucco natural gas pipeline project as a major coup in the quest
for alternative energy routes that bypass Russia. The project’s major
transit country, Turkey, may have been brought on board, but Ankara’s
other energy interests in the Caucasus may still stand in the way of
securing producer countries, namely Azerbaijan, for the project.

Among other decisions, Ankara’s move to open its border with Armenia
— closed due to the Nagorno-Karabakh conflict — angered its vital
Nabucco partners in Baku. Although Turkish President Abdulla Gul and
Prime Minister Tayyip Erdogan have stepped back from any concrete
process for the moment, the idea of an open border with Armenia
resonates in Turkey. This is because there are significant interests in
the normalization of relations. Not only would underdeveloped eastern
Turkey see a trade boom, but Ankara has its eyes on energy projects
in Armenia that could potentially feed Turkey’s growing consumption.

Much has been made of the EU’s "Southern Corridor," but little
attention has been paid to Russia’s energy interests in the
Caucasus. BP may be a major energy presence in Azerbaijan and Georgia,
but Russian state-backed concerns have a vice grip on Armenia’s energy
sector. Until now, this control was not particularly strategic,
except for making Armenia’s potential future regional integration
difficult. But that picture could be set to change.

Armenia’s Metsamor nuclear power plant is by most authoritative
accounts the least safe reactor in operation worldwide. Both Moscow
and Ankara have their sights set on the construction of a new plant
that could not only guarantee Armenia ample electricity but would
also allow for export to neighboring countries. Most important,
the way in which a new plant would be put in place could virtually
ensure Russian control of those exports — and thus greater leverage
over Turkey and potentially Iran and Georgia.

In return for Moscow’s cancellation of $40 million in debt, Armenia
granted Moscow control of the Metsamor plant, which provides about
40 percent of Armenia’s electricity. The government has holdings in
three other power stations as well: the Sevan-Hrazdan hydropower
plant, the Hrazdan thermal power station and the Armenian Nuclear
Electric Plant. These facilities generate about 75 percent of the
country’s electricity, and with the purchase of Midland Resources’
80 percent stake in the country’s distribution network, Russia can
directly control or leverage the entire Armenian power sector.

Rosatom is set to build Metsamor’s replacement with a projected
capacity of 1,000 to 1,200 megawatts, which is twice that of the
current plant. Armenian officials have said the new reactor could
allow for the export of 6 billion kilowatt hours annually, roughly
equivalent to Armenia’s entire consumption last year.

In a Gazprom-brokered deal, Armenia is already set to supply Iran
with electricity in exchange for the gas supplied by Iran in the
Iran-Armenia Natural Gas Pipeline. During an April phone conversation,
Gul and Armenian President Serzh Sargsyan reportedly agreed to
electricity exports to eastern Turkey of 1.5 billion kilowatt hours
annually. The process is stalled at the moment reportedly due to
"technical difficulties" on the Turkish side of the border. Armenia’s
energy relationships with either of its major neighbors, however,
cannot be expanded without Russia giving the green light and
support. The vast majority of the income generated from Armenian
electricity exports would go directly to Russian government coffers.

The control is set to expand. Rosatom is particularly interested in
developing Armenia’s uranium fields in its southern Sunik region,
estimated at between 25,000 and 100,000 metric tons. Rosatom’s
Atompredmedzoloto, the world’s second-largest uranium mining company,
and Armenia’s Environment Ministry have set up the Armenian-Russian
Mining Company to begin development as part of a 50-50 joint
enterprise. Production could begin as early as next year and any
uranium exports would be handled by Russian firms.

In comparison to Russia’s uranium fields in Eastern Siberia, Armenia’s
deposits are easily extracted and could form part of Moscow’s
plans to corner the nuclear fuel market now that nuclear power plant
construction is once again popular. One cubic centimeter of uranium is
equivalent to 60,000 cubic meters of natural gas. Unlike natural gas,
the nuclear fuel is also easy and inexpensive to transport because
it is highly compressed.

While Brussels and Washington have sought to emulate the famed
Baku-Tbilisi-Ceyhan pipeline project in linking Nabucco — and thus
Western countries and companies — to the energy infrastructure and
economies of Azerbaijan and Georgia, they have almost completely
ignored Moscow’s increasing control over Armenia. Conventional
wisdom holds that the key energy country in the Caucasus is
Azerbaijan, considering its rich Caspian oil and gas resources,
and that Georgia is just as strategically important as the needle’s
eye through which those resources can reach world markets without
Russian or Iranian interference. Partly due to the Nagorno-Karabakh
conflict, Armenia never entered the Western-oriented energy export
picture. Paradoxically, the main EU and U.S. role in Armenia’s energy
sector has been aid for financing and technical support to ensure the
safety of the ailing Metsamor reactor and a $2 million feasibility
study for the new plant.

But Russian plans for the replacement facility and electricity export
to Turkey, Iran and potentially Georgia put Western assumptions
into question. In negotiations over Nabucco, Turkey proved to be an
uncertain actor, particularly as Ankara’s relationship with Moscow
blossomed in contrast to fading hopes of EU membership. Russian control
over electricity exports to underdeveloped and electorally important
eastern Turkey will only add to the uncertainty about Turkey’s Western
orientation. With the Iran-Armenia Natural Gas Pipeline and Russia’s
gas export pipeline to Yerevan, Moscow has already carved out a
North-South energy corridor perpendicular to its Western-oriented
East-West counterpart. This link is set to broaden should Armenia
begin to export electricity to Iran with Russian support.

Conventional wisdom in Brussels and Washington also holds that
Armenia’s international isolation is in no small part due to its
allowing Russian government-run concerns to take over its energy
sector. This may mean that Armenia is isolated from Western-oriented
projects, but it does not necessarily mean that Yerevan will not
become a regional electricity hub or not extend Moscow’s influence
in the greater Black Sea-Caspian area. This could be coupled with a
Russian-dominated role as an international nuclear fuel source. It
is important to note that realistic estimates point to the Nabucco
project being completed at around the same time Metsamor’s replacement
will come online. Western energy gains in the Caucasus may well be
accompanied by a Russian energy coup.

"KARABAGH AND ARMENIAN-TURKISH RELATIONS"

10-12 July 2009, His Grace Bishop Nareg represented His Holiness Aram I at
the pan-Armenian conference on the topic of "Karabagh and Armenian-Turkish
Relations". The conference was held in Stepanakert the capital of the
Republic of Karabagh, under the auspices of President Pako Sahakian.

The Central Council of Armenian Question (Hay Tad) of the Armenian
Revolutionary Federation, and the ‘Punik’ Humanitarian Foundation were the
organizers of this Pan-Armenian Conference.

At the end of the conference, Bishop Nareg transmitted the blessings of His

concluding remarks.

An Azeri delegation led by Azeri Ambassador to Russia Polad Bulbuloglu
met with Armenian President Serzh Sargsian in Yerevan on Friday.

"The conversation with Serzh Sargsian passed in a constructive
atmosphere. It was a pleasure to feel that he treats our proposals
and initiative with great attention, understanding, and approval,"
Bulbuloglu told journalists in Yerevan on Friday.

Russian special presidential representative for international cultural
cooperation Mikhail Shvydkoi said the mission was aimed at showing
the people that "the two nations do not have an alternative other than
live side by side and if not like then at least respect each other."

"Despite all the tensions that are felt in relations between the two
societies, people can change," Shvydkoi said.

Armenian Ambassador to Russia Armen Smbatian said, "Nobody has canceled
the notion of neighborliness. We may like or dislike each other,
but we must normalize relations. People of culture and authoritative
members of the two societies can play a great role in creating an
atmosphere of confidence."

Bulbuloglu, Smbatian, and Shdyvkoi also pointed out that their mission
was exclusively cultural in nature and had no relation to political
negotiations that the leaders of their countries are holding.

The delegation, which also included Azeri parliamentarians Asim
Mollazade and Rovsan Rzayev and composer Siyavush Kerimalso, met with
Nagorno-Karabakh President Bako Saakian in Stepanakert on Friday.

The 7th international conference on the "Turkic world, the Caucasus and
Iran" will kick of in Tsakhkadzor on July 10. "The previous conference
practically did not come up to the expectations. The topics of the
current conference will become guidelines, since they fall in line
with Armenia’s current policy," Head of the Legal Studies Chair of the
Yerevan state University Garnik Asatryan told a press conference today.

"New vector is observed in the foreign policy of Armenia today, which
is both interesting and daring. It’s a very complex step targeted at
breaking the traditional approaches and prejudices. I see certain steps
today, which are positive and can yield good results. The prejudices
should be eliminated. Pragmatism should prevail in Armenia’s foreign
policy and the outlook of the Armenian people. Armenia has that
opportunity," Garnik Asatryan said.

"We should prepare a new atmosphere for political solutions. It’s
scholars that must do this. They can make objective analyses and
predict the future," sociologist Aharon Adibekyan said, adding that
the conference will provide an opportunity to analyze the quality
of relations.

On July 7 the Armenian ambassador to Ukraine Armen Khachatrian met
the First Assistant to the Ukrainian Home Affairs Minister M. Kluev
in the Ministry.

Ukrainian Embassy to Armenian told Armenpress that the meeting was
dedicated to the incident taken place June 28 in the Marganets Town
of Dnepropetrovsk province which resulted in the murder of the 22
year old sergeant of police S. Bondarenko, as well as the hooliganism
following it.

According to the official website of the Ukrainian Internal Affairs
Ministry M. Klyue stressed that the event is regarded as an everyday
conflict. "At present criminal case is evoked on the murder as well
as on the hooliganism. I want to underscore that all the damaged cars
belong to the participants of the beating," M. Klyuev said.

He informed that in the regions of the Armenian communities the
situation is controlled by the police divisions and the trial of the
mentioned criminal case is under the direct control of the Minister.

The Deputy Minister assured the Armenian Ambassador that after the
end of the trial all the blameful will carry punishment in accordance
with the existing law.

In an ongoing effort to assist in the infrastructure and community
development of Aknaghbyur, an outlying village in Armenia’s Tavush
Region, the Hayastan All-Armenian Fund has completely renovated the
sports grounds of the local School. The project, which includes the
construction of football, basketball, and other sport facilities,
was sponsored by Vartkes Mahdessian, the Armenian-Cypriot community’s
representative in the Parliament of Cyprus.

"We’re so pleased that the students of Aknaghbyur have been provided
with such a wonderful outlet for exercise and fun," said Ara Vardanyan,
executive director of the Hayastan All-Armenian Fund. "Thanks to Mr.

Mahdessian’s sponsorship, the quality of physical education in the
village will grow by leaps and bounds."

On his part, Aknaghbyur mayor Karen Dolmazyan, who was the first
to score a goal during a friendly football game on the new grounds,
expressed his community’s gratitude for the renovated facilities and
stressed the importance of making quality leisure activities available
to children and teenagers.

Aknaghbyur is the site of several development projects financed by
the Hayastan All-Armenian Fund. Recently the village was provided
with natural-gas service and an irrigation network. Both projects
were underwritten by the fund’s U.S. East Coast20affiliate.

In addition, the construction of a 3.5-kilometer drinking-water
pipeline is underway, financed by the ARF Central Committee of Canada.

Regional Director of World Bank for the South Caucasus, Asad Alam,
press office of the RA Government reports.

The meeting was attended by the head of the Armenian office of the
World Bank Aristomene Varoudakis.

The sides discussed issues related to programs, funded by the World
Bank in Armenia, financial flows of the budget, poverty reduction
and social spending. The importance of consistent implementation
of anti-crisis activities and improvement the effectiveness of
international cooperation programs, reforms in tax administration
were stressed.
