The Armenian opposition urges the police not to intervene with the
demonstrators and refrain from inciting provocation and clashes on
March 1.

Senior representative of the Armenian National Congress (HAK), Levon
Zurabyan, says the HAK has taken up all measures to keep public order
on March 1 Namely, they have spread several thousands of leaflets
with instructions and recommendations to ralliers. They will help
avoid provocations, keep public order and disclose provocateurs with
joint efforts.

On February 26, the OSCE mission scheduled to conduct a regular
monitoring of the line of contact of Nagorno Karabakh and Azerbaijani
Armed Forces near Horadiz settlement of Fizouli region.

However, from the very beginning of the monitoring a single-round
firing was opened in the direction of coordinator of the OSCE
office Imre Palatinus (Hungary), Field Assistant of the Personal
Representative of the OSCE Chairman-in-Office Irji Aberle (Czech
Republic), who conducted the monitoring from the positions of the NKR
Defense Army, and the representatives of the NKR Ministries of Defense
and Foreign Affairs, accompanying them. Then, burst of machine-gun
fire was opened from the Azerbaijani positions that passed to the
left from the monitoring group.

Afterwards, another single shot was made in the direction of the
mission.

Personal Representative of the OSCE Chairman-in-Office Andrzej
Kasprzyk, who headed the monitoring group from the Azerbaijani
territory ordered to stop the monitoring.

Besides, the Azerbaijani party did not lead the OSCE mission to the
arranged point of its front-lines once again.

YEREVAN, FEBRUARY 20, NOYAN TAPAN. The irrefutable proof of the Public
Committee on Study of the 2008 March 1 events is evidence that in order
to suppress the people complaining against the electoral falsifications
the authorities illegally used the army. Levon Zurabian, the Armenian
National Congress (ANC) Coordinator, stated at the February 18 press
conference. He said that the opposition is going to apply to the RA
Ombudsman demanding that the latter challenge at the Constitutional
Court (CC) correspondence to the Constitution of the orders to use
the army and armed forces on March 1.

Video recordings were shown during the press conference of how on
March 1 at about 14:00 the BTR internal troops armoured car appeared
in the territory near the monument to A. Miasnikian, in the rally
place. According to Vladimir Karapetian, a member of the Public
Committee, ANC Foreign Contacts Coordinator, bringing that car against
the peaceful demonstrants caused the natural and legal response of the
latters envisaged by Article 42, RA Criminal Code, necessary defence.

"In consideration of the circumstance that after the midday there were
more than 50 units of military materiel with the RA Defence Ministry
state registration numbers in Yerevan, one can assert that several
dozens of Defence Ministry armed representatives were involved in the
law enforcers’ actions," V. Karapetian said. He added that there was
a BRDM armoured car near the government building on that day, which
is at the Military Police disposal. It was also mentioned that the
BMP car arriving in Yerevan at 20:00 from its dislocation place, Lori
or Tavush region, started off at least 8 hours ago, that is, before
announcing the state of emergency. V. Karapetian reported that the
Committee asks the fact-finding group to study all mentioned materials.

Process Of Cartography Discussed

On February 17, a working conference dedicated to the cartography
works implemented by the State Committee of Real Estate Cadastre
adjunct to the NKR Government and to the problems of the National
Statistic Service’s statistic calculations improvement, took place
at the NKR President Bako Sahakyan.

Reports were made by the corresponding department heads.

Appropriate instructions, aimed at raising efficiency of work in the
mentioned spheres, were issued by the President.

The NKR Prime Minister Ara Haroutyunyan, other officials, as well as
the heads of regional administrations were present at the conference,-
the Central Information Department of the NKR President’s Staff
informs.

Armenian Government Prepared To Cooperate Closely With European Comm

ARMENIAN GOVERNMENT PREPARED TO COOPERATE CLOSELY WITH EUROPEAN COMMISSION

YEREVAN, FEBRUARY 18, NOYAN TAPAN. During the December 18 meeting
of Armenian Prime Minister Tigran Sargsyan and the delegation led
by Director of the European Commission’s Directorate General for
Trade Eva Synowiec, the sides discussed issues related to Armenia’s
cooperation with the EU within the framework of the free trade regime,
the process of the work on signing a free trade agreement, as well
as issues of extending the cooperation by the Eastern Partnership
concept to be implemented under the European Neighborhood Policy.

According to the press service of the government, both sides attached
special importance to signing a EU-Armenia free trade agreement (FTA).

E. Synowiec said that thanks to Eastern Partnership, a long and
extensive cooperation with Armenia and the other countries involved
in the Partnership is envisaged. In her words, the aim of their
fact-finding mission is to become acquainted with the current situation
in Armenia and map out a preparatory process for negotiaions of a FTA.

T. Sargsyan expressed a hope that this process will be successfully
completed, which may give impetus to reforms in Armenia. At the request
of the quests, he presented the RA government’s anti-crisis strategy,
priorities and programs (by sectors) which are based on identification
and use of Armenia’ relative advantages in these sectors. He stated
that the Armenian government is prepared to cooperate closely with
the European Commission.

In order to contribute to the monitoring of the implementation
of the EU-Armenia Action Plan in the field of human rights, the
International Federation for Human Rights (FIDH), the Civil Society
Institute (CSI), the Foundation Against Violation of Law (FAVL) and
the Helsinki Committee of Armenia (HCA) wish to draw EU attention on
the following assessment and recommendations.

The EU and Armenia held their 9th joint Cooperation Council on 9
December 2008. In its press release the EU "noted Armenia’s progress
in the implementation of the ENP Action Plan", "agreed that there is
still room for further progress" and "underlined the importance of the
respect for the rule of law, democratic and pluralistic principles,
protection of human rights and fundamental freedoms, as well as freedom
of expression and freedom of the media, as essential elements in the
bilateral dialogue."

Our organisations are deeply concerned by the absence of a precise
identification of key human rights concerns in Armenia despite the
preoccupying situation that has prevailed since the February 2008.

On 5 March 2008, the Council of the EU had expressed its "deep concern
about the situation in the Republic of Armenia after the presidential
elections", "condemned the acts of violence committed during the events
of 1 March, which resulted in the loss of life and numerous injuries"
and "called upon the Armenian authorities to release any citizens
detained for exercising their right to peaceful assembly and to lift
the state of emergency, which imposes restrictions on media freedom,
the freedom of assembly, and on political parties."

Our organisations wish to underline that 10 months later, the situation
remains extremely preoccupying. On 18 December 2008, the Monitoring
Committee of the Parliamentary Assembly of the Council of Europe
(PACE) recommended to "suspend the voting rights of the members of
the Armenian parliamentary delegation to the Assembly (…) until
the Armenian authorities clearly demonstrate their political will to
resolve the issue of persons detained in relation to the events of 1
and 2 March 2008, in line with its demands, as expressed in Resolutions
1609 (2008) and 1620 (2008). " In its session of 27 January 2009,
the Assembly decided not to suspend the voting rights of the members
of the Armenian parliamentary delegation to the Assembly, but decided
to remain seized of the matter and invited its Monitoring Committee
to propose any further action to be taken as required by the situation.

FIDH and its member and partner organisations in Armenia remain
preoccupied by the following issues:

The human rights situation following the 2008 Presidential Elections
and March 2008 events;

Political prisoners and 1st-of-March detainees, acts of repression
against representatives of the opposition;

Torture and ill-treatment;

Violations of the independence of the judiciary;

Violations of the right to free assembly;

Violations of freedom of speech and acts of repression against
journalists.

Our organisations urge the EU to ensure that these issues remain
key priorities within the framework of its political dialogue with
Armenia and that concrete steps are taken to implement recommendations
formulated to Armenia by the Council of Europe, the OSCE, the UN and
reach ENP Action Plan priorities. In particular, our organisations
call upon the EU to take into consideration the following assessment
and recommendations in the preparation of the ENP progress report on
Armenia and in view of the upcoming sub-committee meetings.

Armenian authorities should fully respect the principle of freedom
of Assembly, according to PACE rapporteurs

John Prescott and Georges Colombier, co-rapporteurs on Armenia ‘s
monitoring for the Parliamenatry Assembly of the Council of Europe
(PACE), expressed their concern about the refusal of the authorities
to allow the Armenian National Congress (HAK) to organise a peaceful
rally in Central Yerevan on 1 March 2009.

They stressed that the Assembly has on several occasions called
upon the authorities to fully respect the principle of freedom of
assembly in Armenia and not to place undue restrictions, especially
with regard to the requested venues, upon peaceful rallies organised
by the opposition.

In their view , the possibility for all political forces to organise
peaceful rallies is an essential component of democracy and therefore
call upon the authorities to allow such peaceful rallies to take
place unimpeded in the requested venues.

/PanARMENIAN.Net/ The Armenian national futsal team is departing for
Varna, Bulgaria, on February 16 to compete in European Championship
2010 qualifiers after a 3:0 victory over Europa team in a control game.

In a conversation with a PanARMENIAN.Net reporter, coach Ruben
Nazaretyan said his team is ready for the games in Varna.

"Our goal is to break through to the European Championship 2010
finals due in Hungary. Unfortunately, we have failed to find records
to familiarize ourselves with the style our rivals are playing. But
we are optimistic," he said.

Armenia will play against hosting Bulgaria on February 19. Estonia
and Latvia are also included in the same group.

The qualifiers are played according to the following scheme: 16 teams
play in the initial elimination competitions. Four winners in groups
and two best teams from those coming second will join 22 teams in the
basic qualifiers. Seven winners in groups and four best among those
in second position will join the hosting team in Hungary in the finals.
