The IDF responded to GOC Ground Forces Command Maj.-Gen. Avi Mizrahi’s
comments on Turkey and stated that "this is not the army’s position".

Mizrahi had responded to Turkish Prime Minister Recep Tayyip Erdogan’s
condemnation of Israel’s offensive in Gaza and called on him to look
into his country’s history regarding the Armenians and the Kurdish

ArmInfo. There’s no smoke without fire, representatives of the Jewish
community of Armenia said when commenting upon the controversial
information from Sumgait, Azerbaijan.

"Feb 10 night the editor of Gorskie.ru web-site got in touch with
one of the former natives of Baku, currently living in Israel. Some
time later he was told that Sumgait received a call from Israel
and the information about the attacks on the Jews of the town is
confirmed. They also said that such information is transmitted by
Israeli television. We think that this information would have unlikely
been disseminated in Israel so widely if it were only a rumor", –
the Jewish community of Armenia said.

According to the Jewish community representatives, the denial of
this information by the Azerbaijani Jewish community, particularly,
by the rabbi of Sumgait, is the result of pressure exerted on them
by the Azeri authorities, as well as by President Aliyev himself.

"It is not a secret that a similar scenario was carried out with
respect to Armenians in the same notorious town of Sumgait in 1988,
the authorities did their best to conceal the pogroms of Armenians,
however, the truth rose to the surface all the same",- the Jewish
community of Armenia said.

To note, on February 10 the Gorskie.ru web-site gave information
that Jewish families’ flats in a number of districts of Sumgait were
attacked for several times. About 12 people suffered, they were taken
to emergency hospital with various injury severity levels, including
knife injuries.

According to the information, several Jews with knife injuries were
taken to hospital of Baku.

To recall, the negative attitude to the Jews living in Azerbaijan
has been displayed since 2006 when the Jewish community of Azerbaijan
openly supported Israel’s actions in Lebanon. Imam of "Juma" Mosque
Ilgar Ibragimoglu made quite rough statements and even threatened
to the Jews with acts of revenge: "I promise that we’ll show our
solidarity with Palestinians and the Lebanese".

"This is a recognition of one’s unprofessionalism and inobjectiveness
which is concealed under some external factors, that is called
conspiraphobia", said editor-in-chief of Day.Az news agency Elnur
Baimov commenting on the statement of the director of news programs of
Yerkir-Media television company Gegam Manukyan who said the situation
today is that the region has two fronts with Armenia on the one
hand and a coalition of mass medias of Georgia and Azerbaijan on the
other hand.

He said activity of Day.Az is the bright proof of the falseness of
Manukyan’s statement.

"I would remind to those experts who suffer from amnesia and inadequate
assessment of the reality that Day.Az interviewed such representatives
of the powers of Armenia that occupied 20% of Azerbaijani lands,
as Armenian Prime Minister Tigran Sargsyan and speaker of Armenian
National Assembly Tigran Torosyan. We also interviewed ambassador
extraordinary and plenipotentiary of Armenia to Russia Armen Smbatyan
as well as the president of the union of Russian Armenians Ara
Abramyan, who has repeatedly organized visits of Russian "stars"
to the occupied lands of Azerbaijan, Nagorno Karabakh.

the South Caucasus region is provided by Georgian mass medias. It
means that violation of the rights of Armenian side in the field of
formation of a common information area is out of the question.

Another question is that Armenian side has great problems in
disinforming world community about the situation in the South
Caycasus. In particular, Armenian mass medias have problems of
spreading lie about situation in the Armenian-settlement region
of Georgia Samtskhe-Javakheti, the process of the resolution of the
Karabakh conflict and the real political and economic situation in our
region, where Armenia is the most backward state due to conduction of
the occupational policy and permanent territorial claims of its powers.

The fresh proof of the "work" of Armenian mass medias is the recent
lie of Panarmenian agency about the alleged pogrom of Jews in Sumgayit.

In this sense, I understand the "efforts" of the Armenian "experts. But
the problem of the spread of Armenian disinformation has nothing
to do with the formation of a common Armenian-Georgian-Azerbaijani
information field.

And the last. We are proud that Day.Az is the most popular and quoted
news agency in the South Caucasus and Middle Asia. But neither we nor
Georgian mass medias are responsible for the backwardness of Armenian
mass medias. This true should be accepted by all those Armenian
"experts" who shift the blame for their lack of professionalism on

YEREVAN, FEBRUARY 10, NOYAN TAPAN. The 2008 measures and programs of
the RA ministry of finance were mostly formulated in 4 documents on
measures of the Armenian government: the program of measures of the
government, the priority tasks, the list of measures envisaged for
2008-2012, and "Doing Business" program of measures.

When presenting the annual report to the prime minister Tigran Sargsyan
on February 10, the minister of finance Tigran Davtian said that
out of the 6 measures envisaged by last year’s government program,
only one was not fully implemented so it was proposed changing the
terms. "In the formal sense, there was not any undone work, but there
were some reservations regarding the implementation of some programs
which were mainly conditioned by the procedures of international
expert examination," the minister explained.

According to him, "Doing Business" measures can be considered
as implemented but there are some problems which are now being
discussed at the RA ministry of economy. These problems are related
to simplification of export procedures and the systems of licences
and permissions and to reduction in the number of the necessary
customs documents.

In the opinion of the prime minister, a problem exists in this sector.

"International comparisons shows that red tape has formed in
Armenia because of the legislation, normative acts and the existing
practice. This is the reason why Armenia’s rating has declined,"
he noted, adding that these actions are reduced and the unnecessary
stages are removed in other countries, which is not done in Armenia. "I
agree that there is an internal resistance, that is, many departments
and officials are not interested in this simplification because they
will be deprived of their leverage and influence, because the change
presupposes that their behavior must change, whereas people are not
inclined to change their behavior easily," T. Sargsyan said.

Baku – APA. Armenia continues provocation against
Azerbaijan. Attempting to tense the situation, Armenians wanted to
take advantage of Israel-Palestine conflict.

Armenian posted an article "What happens in Sumgayit" on
azertopnews.3dn.ru website. The article writes that the Jews living
there underwent attacks.

"According to unchecked reports, some incidents occurred in some
districts of Sumgayit on the night of February 8-9. The houses of
Jewish families were attacked. According to initial reports, about
12 people were injured and hospitalized. It is supposedly connected
with the recent developments in Gaza. Negative attitude towards the
Jews living in Azerbaijan arose in 2006 – after the Jewish community
in Azerbaijan supported Israel’s operations in Lebanon. Imam of Juma
mosque Ilgar Ibrahimoglu made a sereve speech and even threatened the
Jews: "I promise Ikhilov that we will demonstrate our solidarity with
Lebanese and Palestinians".

AzerTopNews learned that head of Sumgayit executive power Vagif Aliyev
held an urgent meeting of the law-enforcement bodies in the morning on
February 9 and demanded to find all the perpetrators of the incidents.

APA carried out investigations and found out that the article was
groundless and aimed to stir up a discord between the Azerbaijanis
and Jews. The Armenians chose Sumgayit again. It is clear why they
chose this variant again on the eve of the attacks organized by them
in Sumgayit in 1988. Failing to reach their goals 21 years ago the
enemies again showed Sumgayit as a "savage city" using Jews. It
is not accidental that Armenian websites spreading false news of
AzerTopNews mention "Armenian slaughters" in Sumgayit in 1988 and
show false statistics. But it is obvious that the false news article
has ended in a fiasco. Statements of official bodies of Azerbaijan
and Israeli embassy in Azerbaijan proved this once more.

Deputy Chief of the Sumgayit City Police Office Agakishi Allahverdiyev
told APA that no Jewish family in Sumgayit suffered from the
pressure on it. He denied the information and said it had a sabotage
character. "Even lowest pressure on any Jewish family in Sumgayit is
out of question".

Adviser to the Sumgayit City Executive Authority Teymour Veliyev told
APA that the Jewish people living in the city had no problems. "It is
calm in the city. Reports about the attacks against Jews in Sumgayit
are completely groundless".

Chief of the press service of Interior Ministry Sadig Gozalov also
denied reports about the attacks against Jewish people in Sumgayit. He
said there were no attacks and pressure on Jewish people not only in
Sumgayit, but throughout the country. "No one faces with pressure for
his religious faith in Azerbaijan. Azerbaijanis and Jews are living in
friendly condition for many centuries. Our country is an example for
its tolerance in the world. It seems our enemies concern about this
fact and they think that they can damage relations between Azerbaijani
and Jewish people with their false information. The history confirms
for many times that such attempts are vain and relations between
Azerbaijani and Jewish people living in Azerbaijan are always in a
high level".

Israeli embassy in Azerbaijan told APA that it didn’t receive any
information about pressure on the Jews in Sumgayit.

Source of those reports was at the web-site azertopnews.3dn.ru,
which spreads mostly Azerbaijani news. However the essence and
content of the news show that the administrators of the site hate
Azerbaijan. Despite that they use a word of "azer" in the title,
after short visit it becomes clear that Armenian special services
administrate the web-site. It also became clear when the Armenian
press published an article "What happens in Sumgayit?" quoting the
azertopnews.3dn.ru. The Armenian special services created a web-site
on behalf of Azerbaijan and now they are placing there the articles
against Azerbaijan and then are trying to spread the information
quoting that site. Other interesting thing is that they placed their
hyperlinks using the names of Azerbaijani leading news agencies and
portals as their partners. The separatist "Kabal" and "Talisshskoe
agentstvo" were also noted as the azertopnews.3dn.ru partners. It means
that the web-site uses the news of its "partners" at its own wish.

Of course, APA can not be a partner of the Armenian special services’
site together with the separatist agencies. We intended to get contact
phone or address of that site to express our protest, but couldn’t find
it. It was expected, because the false web-site can not have contacts.

Strasbourg-APA. Parliamentary Assembly of the Council of Europe
(PACE) established a new subcommittee to learn the present conflicts
in Europe, including Nagorno Karabakh problem.

Chairman of the subcommittee British parliamentarian David Wilshire
said the subcommittee was established for making the necessary
conclusions on the last year conflict between Russia and Georgia,
members of the Council of Europe, APA reports quoting Arminfo. The
subcommittee aims to organize conferences for the countries in the
conflict or under monitoring. The conferences will focus on the efforts
of UN, OSCE, the Council of Europe, European Union, NATO, CIS and other
organizations toward the settlement of the conflicts. "We can unite
our efforts to prevent wars in Europe in future", said Wilshire. He
said the subcommittee wouldn’t work on the solution to the "frozen"
or developing conflicts. "We have to learn the essence of the previous
and present conflicts. The Nagrono Karabakh conflict will also be in
our focus".

In many cases assassinations of persons from the Caucasus region
in Russia is taking place on domestic altercations or during the
criminal killings. This was announced by Nikolay Pavlov, the Russian
ambassador to Armenia on February, 5, while commenting recently
accelerated assassination cases of persons from the Caucasus region
in Russia. As reports a REGNUM correspondent, high ranking diplomat
expressed regret, that similar cases really took place.

"Unfortunately, there is a problem of xenophobia and russophobia
in Russia. And I am sad commenting the facts of hate crimes", —
stressed he, underlining that law enforcement authorities of Russia
are conducting certain work in this direction. "These cases are
under control and special attention of Prosecutor’s General Office

US House to receive ‘Genocide’ bill again

WASHINGTON – Pro-Armenian lawmakers in the U.S. House of
Representatives, the lower chamber of Congress, are preparing to
introduce later this month a fresh resolution calling on the United
States to formally recognize the 1915incidents in the Ottoman Empire
as "genocide," sources said.

The bill will be introduced by four senior members of the Armenian
Caucus in the House of Representatives, Adam Schiff, a democrat from
California, Frank Pallone, a democrat from New Jersey, George
Radanovich, a republican from California, and Mark Kirk, a republican
from Illinois, the sources said. The pro-Armenian lobby is presently
working to garner the support of a large number of lawmakers as
cosponsors for the resolution.

Parliamentary deputies, Suat Kiniklioglu and Cuneyt Yuksel, from the
ruling Justice and Development Party, currently on a visit to
Washington, confirmed that the U.S.-Armenians were working hard on two
fronts to win U.S. "genocide recognition" this year. "With the Barack
Obama and Joe Biden administration and a new Congress now in place, we
have the best opportunity in years to end Turkey’s gag rule on the
United States’s recognition of the Armenian genocide," The Armenian
National Committee of America, the largest U.S.-Armenian group, said
recently.

Two-pronged effort

On one hand the Armenians are urging President Obama to keep his
promise last year to recognize the "genocide" if elected. And on the
other, they are seeking congressional recognition. When asked if he
thought President Obama would qualify the Armenian killings as
"genocide," Kiniklioglu said he did not know.

With Obama as president and many other pro-Armenian officials in top
positions in the new administration and Congress, Armenians hope that
this time they will win formal U.S. "genocide recognition." Analysts
also agreed that this is highly probable. But the Armenians fear that
this may not be the case, given the fact that some earlier presidents,
including Obama’s predecessor George W. Bush, have promised "genocide
recognition," and then changed their decisions when in power.

Located in the middle of the volatile Middle East, the Caucasus and
the Balkans, Turkey warns that formal U.S. recognition of the killings
as genocide would hurt bilateral relations in a major and lasting way.

ISTANBUL – The history of insurance in the Ottoman Empire is on
display for the first time in an exhibition featuring documents
from the collection of David M Kohen, an insurance agent in the
late 1800s. The exhibition can be seen at the Ottoman Bank Museum in
Istanbul’s Karaköy

The history of insurance during the Ottoman Empire has been revealed
for the first time in Turkey. Historic documents and policies on
display show the world how citizens of varied backgrounds subscribed
to a multitude of international insurance companies.

The Kohen family from Thessalonica started working in the field
of insurance in the Ottoman Empire in 1906, during the reign of
Sultan Abdulhamid II. Although the family started the business
in Thessalonica, they moved to the Ottoman capital, Istanbul,
sometime later. After Thessalonica and Istanbul, the Kohens went
to Germany. They worked in the highest positions for the country’s
largest insurance company Victoria from France to North Africa.

This sudden rise of the family in the field of insurance ended when
Adolf Hitler came to power. Speaking to the Hurriyet Daily News and
Economic Review, David M. Kohen, 85, a third generation member of
the family, said: "My family was fired from Victoria when Hitler’s
pressure grew in the country. Sometime later, Victoria was closed. My
grandfather stayed in France, while my father returned to Istanbul
and continued selling insurance."

The Kohen family has decided to gather a collection of the history
of insurance in the Ottoman. The collection has become wider as
they added new pieces that shed light on the history of insurance
in the Ottoman. Some pieces from the collection are on display at an
exhibition titled "What Hurts the Purse, Hurts the Soul – Insurance
in the Ottoman Empire with Documents from the Collection of David
M. Kohen" at the Ottoman Bank Museum in Karaköy. Allianz Insurance
Company sponsors the exhibition.

The exhibition, open through until March 14, displays 33 policies, 15
maps and 21 fire marks, which are metal signs bearing the name of an
insurance company. These signs used to be hung on buildings insured
by the company. A catalogue has also been published in Turkish and
English simultaneously with the exhibition.

150 foreign insurance companies in the empire Kohen said there
were 80 to 150 foreign insurance companies originally from England,
France, Italian and Germany within the borders of the empire until the
declaration of the Republic. He said policies were sold in Anatolia
via marketing people. "They were closed down one by one after the
declaration of the Republic. Among these companies only Union, which
is now Axa, and Ergo-Switzerland, the continuation of Victoria,
and Italy-based Generali and Allianz still survive," he said.

Union shares were sold most in eastern Anatolia Kohen said Greek,
Armenian and Jewish citizens conducting trade in the Ottoman
Empire were most interested in the concept of insurance. He said,
"Many churches, monasteries, schools and business places from the
east of Anatolia to Greek islands and Thrace were insured in this
period. An Armenian family, claiming to hold one of these policies,
filed a suit in California a few years ago. Union, known as Axa today,
sold most of its policies in the East."

Just like the great fire that scorched London in the early 1600s,
Istanbul suffered its own inferno in 1870. The fire started on Feridiye
Avenue in Taksim and swept through TarlabaÅ~_ı and Galatasaray,
burning 6,000 houses in only a few hours.

Kohen said there were Armenians and Greeks in that region. "After
this fire, the Ottoman citizen Greeks and Armenians learned about
insurance from their relatives living abroad, and insured their houses
against fire."

Kohen said the exhibition was a first for Turkey. "Even the managers
of insurance companies do not have information about the history
of insurance in the Ottoman era. This exhibition is very important
because it shows the development of insurance business in this land."

correct. The CSTO should have military units in Caucasus and Central
Asia, a Russian expert said.

"Deployment of CSTO collective force will allow strengthening security
of post-soviet states," Mikhail Alexandrov, head of Caucasus department
at the Institute of CIS Studies, told a PanARMENIAN.Net reporter.

Commenting on the Kyrgyz leadership’s decision on withdrawal of
U.S. troops from the country, he emphasized that the base was
destabilizing the region.

"Kyrgyzstan invited Americans as guests but they wanted to settle
there forever, neglecting all warnings," he said. "Official Bishkek
demonstrated political will and took a tough decision."

On February 6, 2009 Kyrgyzstan announced decision to close Manas
U.S. base in its territory.
