INTERNATIONAL CONFERENCE "FRANCHISING IN ARMENIA" TO BE HELD IN YEREVAN

YEREVAN, November 14. /ARKA/. The international conference "Franchising
in Armenia" is to be held in Yerevan on November 18.

The press service of the American Chamber of Commerce of Armenia
(AmCham) reported that the conference is aimed to present the idea
of franchising and real experience of franchisors and franchisees
working in the South Caucasus, prospective investors and businessmen.

At present, foreign companies making investments on the franchising
principle are interested in the Armenian market, while Armenian
businesses are interested in developing well-tried businesses, the
report says.

Representatives of the RA Government and of the US Embassy in Armenia
are to speak at the conference. Also, Armenian and American companies,
including Baskin-Robins and Armani, will present their experience.

The conference has been organized by the AmCham, Ameria group, US
Embassy in Armenia, US Chamber of Commerce, Ra Chamber of Commerce and
Industry, Union of Manufacturers and Businessmen of Armenia (UMBA).

OTTO Nakapunda will captain a team of six Namibians to compete at the
38th World Chess Olympiad, which got underway in Germany last night.

Charles Aixeb, Max Nitzborn, Frans Denis, Goodwill Khoa and Leonardo
Muller will represent Namibia, which due to a lack of funds, does
not have a women’s team at the Olympiad.

Namibia only missed the 1996 Olympiad since its debut in 1994, when
it took home a Silver medal. The event has grown bigger since, with
152 countries represented at this year’s tournament, where Namibia
will be aiming to beat its own record of silver in 94 and 98.

Chess is not played at the Olympics although it is an Olympic sport,
mainly because it comprises the largest individual contingent of
participants. No other sport has such a huge gathering of individual
participants.

National blitz champion Nakapunda, will banner a team counting on
his experience, despite Namibia failing to impress at last year’s
African Individual Chess Championship. He and Swiss-based Muller are
the country’s most capped Olympiads.

Armenia topped the men’s event in the last Olympiad in Turin, Italy
in 2006, followed by China and USA, although much is expected from
Southern African countries Zambia and Zimbabwe, besides North Africa,
which has more than six Grandmasters including GM Slim Belkhodja,
Amin Bassem and Ahmed Adly, all veteran campaigners at the WCO.

Grandmasters Zambian Amon Simutowe (24) and Zimbabwean Robert Gwaze
(26) are currently the hottest properties on the continent, and are
tipped to make it into the world’s top ten.

The tournament is being held from November 11 – 27 at the International
Congress Centre in Dreden, the state capital of Saxony.

The Olympiad is open to all Federations affiliated to FIDE, the
world chess mother-body, each of which should have a team of four

A NEW INITIATIVE TO HOLD A MEETING OF ARMENIAN, AZERBAIJANI AND TURKISH PRESIDENTS

Azerbaijani President Ilham Aliyev paid an official two-day visit to
Turkey on November 5. He was re-elected as President of Azerbaijan
on October 15 and signed the Maindorf declaration with his Armenian
counterpart Serzh Sargsian on November 2.

Aliyev’s re-election, as well as the signing of the declaration under
the patronage of the Russian President Dmitri Medvedev could attach
importance to the visit. But the impressive victory of Barack Obama
in the US presidential elections focused the attention of the Armenian
press, and Aliyev’s visit remained in the shadow.

It is characteristic that the Turkish press didn’t display a particular
interest in the visit as well. It only underlined that it was the
first official visit of the Azerbaijani President to Turkey after
the latter’s re-election trying to belittle the importance of the
Azerbaijani President’s working visit to Moscow. Contrary to it,
the Azerbaijani opposition taking into account the signing of the
Maindorf declaration conditioned Aliyev’s visit to Turkey by official
Baku’s attempts to win Ankara over.

We would not touch upon Aliyev’s visit, if not Turkish President
Abdullah Gul’s new initiative to hold a trilateral meeting as an
alternative to Moscow meeting. Turkish "Zaman" informed about it
quoting from diplomatic sources, "Ankara is taking recurrent step
towards settlement of the Caucasian issues. We are reaping the fruits
of the diplomatic relations starting up after President Gul’s visit
to Yerevan. Gul will meet the Presidents of Azerbaijan and Armenia
in the nearest future. The first step of the initiative was taken in
Ankara during the President Gul’s meeting with Aliyev. According to
the diplomatic sources, the Azerbaijani President answered positively
to Abdullah Gul’s proposal for holding a trilateral meeting in
Turkey. Ankara will present the proposal to the Armenian side, and then
the place and the date of the meeting will be fixed. According to the
received information, the appropriate place for the trilateral meeting
is Istanbul. Answering to the questions of "Zaman", Azerbaijani Foreign
Minister Elmar Mammadyarov said that Turkey as a hosting country will
decide the agenda and the place of the trilateral meeting. And the
agenda will not be limited to Karabakh issue".

"Zaman" reminds Abdullah Gul’s invitation to Serzh Sargsian to
the football match on October 14, 2009 and then quotes from RA
President’s interview in Brussels, "The exchange visit will depend
on the development of relations between the two countries".

Recently the Turkish press has been publishing materials on Armenia’s
policy on the process of international recognition of the Armenian
Genocide.

Asked by "Novosti-Armenia" agency to comment on those publications,
the Foreign Minister of Armenia, Mr. Edward Nalbandian stated:

"The recent publications in the Turkish press on the process of
international recognition of the Armenian Genocide ascribed to Armenian
officials are distorted and presented upside down.

I have said many times and I would like to repeat that Armenian
officials have never spoken and will never speak for the suspension
of the process of international recognition of the Armenian
Genocide. Furthermore, Armenia cannot tolerate any expression of
denying the Armenian Genocide."

and Chicago, the state capital, has a large Greek and Armenian
population, said Sabri Sayari, a professor of political science at
Sabanci University.

"For electoral reasons, Obama has been pushing for this for years
now. Joe Biden was elected from Delaware, which also has a small but
influential Greek-American population. Greek and Armenian Americans
work together on this issue. When you have both the president and
the vice president strongly pushing for this, the Armenian Genocide
resolution will pass in Congress this time in April. Both Biden and
Obama have been tremendously committed to the issue," he said.

If Turkey and Armenia open their mutual border as the next step of the
recent rapprochement between them, it could change the equilibrium in
Turkey’s relations with Armenia, but it would not affect the diaspora,
according to him.

"We have seen what happened in the Greek-Turkish situation. Turkey
reached a rapprochement with Greece in 1999 and the relations are
quite warm, but the Greek-American diaspora is still critical of
Turkey. Just two weeks ago, the founding of the Turkish Republic was
being celebrated in Los Angeles by Turkish-Americans and 200 young
Armenians demonstrated there. What happens between Turkey and Armenia
does not seem to be affecting the diaspora community," Sayari said,

Since the independence of the Azerbaijan Republic in 1991 the first
official visit of Azerbaijan President has always been to the Turkish
Republic. This tradition has not changed and President Ilham Aliyev
also made his first visit to Turkey by the official invitation of the
Turkish Republic President Abdullah Gul after presidential elections
in October 2008 in Azerbaijan. On November 5 an official party for the
honor of Azerbaijan President Ilham Aliyev was held in the official
Palace of Turkish Republic.

The Turkish President congratulated Ilham Aliyev for the reelection
to the Presidential Post. He noted that after gaining independence
Azerbaijan won respect in the world for its stable and attentive
policy. "He showed the best direction for Azerbaijan and featured
the relations between the two countries by the phrase ‘one nation,
two states’, said. President Gul noting that under Ilham Aliyev’s
leadership the country attained even a greater progress.

President of Turkey also said that after the recent events in the
Caucasus, Azerbaijan and Turkey are making great efforts to establish
peace and stability in the region.

On November 6, President of Azerbaijan Ilham Aliyev met with Prime
Minister of Turkey Recep Tayyip Erdogan in his official Palace
in Ankara. The parties stress that the first official visit of the
Ilham Aliyev to Turkey after the presidential election in Azerbaijan
will contribute the further development of friendly, brotherly and
strategic relations between these two countries.

In his speech in the Parliament of Turkish Republic, President Ilham
Aliyev said regarding the resolution of the Karabakh conflict that
Azerbaijanis, who were forced to flee their homes during war, must
return to Nagorno Karabakh before discussing the future status
of this occupied land. Azeri President Ilham Aliyev described
the Turkish-Azerbaijan union as a solution for solving Karabakh
problem and called for further Turkish political intervention to the
region. This union is an important factor in the region, because he
said in his speech that Azerbaijanis believe the peace and stability
will be established with Turkey initiative and the good will of the
regional countries.

The first official visit of Azerbaijan President Ilham Aliyev after
the 2008 Presidential election was ended on November 6.

Immediately after his visit to Turkey, Ilham Aliyev received the
delegation of the Turkish General Staff headed by Ilker Basbug
on November 7. In the meeting President talked about friendly
and brotherly relationship between two countries and successful
development over the all areas, especially over the military
spheres. Head of the state stressed that after being elected as the
Chief of the Turkish General Staff Ilker Basbug made his first visit
to Azerbaijan. Moreover, President Aliyev believed this visit will
expand the relations in military sphere.

President noted that his first official visit after the presidential
election was held to Turkey and all meeting was held in the high
level. In this visit the future bilateral relations and plans were
discussed with the Turkish high authority.

Today, Turkey plays an important role in the foreign policy and also in
the solving of Nagorno Karabakh problem as strategic partner. According
to Turkish media there will be trilateral negotiation between
presidents of Azerbaijan, Armenia, and Turkey over the Karabagh issue,
as it was discussed during the visit of Azerbaijan President Ilham
Aliyev to Ankara. These negotiations will strengthen further relations
and political dialogue between the two countries at the highest level.

`General Scowcroft, thank you very much for those most philanthric
words. I do not have a speech; this is my prepared speech.’ [holds up
small sheet. laughter. `All-right’ from crowd] `Well don’t say
all-right. This could last for about two hours.’ [laughter]

`I must thank you, on my own behalf and also on behalf of my team for
this generous hospitality, which we are used to whenever we visit
Washington. The hospitality of ATC, friends of Turkey in this country,
and what they’ve done in promoting Turkey and being the voice of the
Turkish people in this country, is beyond recognition and beyond
appreciation. So we are grateful for what you are doing and what you
have been doing and we know that it will continue.

We also appreciate very much your contributions to the relations between
two countries. We know that the relations between our two states, Turkey
and the United States, wouldn’t be where it is today without your
support. President Gul during his recent visit to Washington, delivered
a speech, at an ATC event and highlighted your contributions to the
economic and commercial development of Turkey and the United States. We
know of this contribution because although there are some obstacles, we
know that this relationship is growing day by day.’

`We are here with my team for the just-concluded HLDG meetings. I am
pleased that we have again found that we don’t have big problems as far
as policies, our relationship, and understanding each other with our
American counterparts is concerned, that is good and most encouraging.’

`The HLDG, as you know, deals with military cooperation. That includes
training exercises, procurements in defense industries. In all of those
areas, we haven’t reached a complete agreement, but we reached to an
agreement to make sure that work on this issues will continue and we’ll
do our best to settle any outstanding issues. There is a committee for
this on both sides, Assistant Secretary Long and I have set deadlines
for these issues that includes FMS export licenses. I also had the
chance to meet senior military and civilian officials including General
Cartwright, who is in the loop on all these activities together with
others. We also discussed the operations we are doing in Northern Iraq
with General Cartwright and General Petreous.’

`I also met with Nicholas Burns and various other people. We have
similar approaches to similar problems. We have in front of us big
issues such as Kosovo, which will declare its independence next month.
It will bring a new era for the Balkans but also carries the possibility
of bringing with it some problems associated with the regional and
external countries. So we need to do more in Kosova and make sure that
whatever the outcome it is long-lived. We also need to do a little bit
better in Afghanistan, to which the United States is contributing
another thirty-two hundred marines to secure the southern gap. The US,
of course, is expecting other allies to follow suit. At least to
contribute large and small capabilities.’

`We fully share these concerns. Our American friends understand us, that
we have and we believe we are doing our share as far as Afghanistan is
concerned. We lead ISAF twice, the Kabul International Airport twice.
Bilaterally, we are providing huge amounts of training and rebuilding,
refurbishing, also providing instructors. You name it, because we know
NATO has to succeed in Afghanistan and has no other choice.’

`Iraq, of course, is another area. We, are working very close,
militarily, with, our American colleagues and also initiated first
contact with the Iraqis. We have made quite clear that we intend to
increase our relations with the Iraqi army, in the long run, which we
believe will be to the benefit of the two countries. There are other
issues like energy security, central Asia, and various other things.

If I can come back to the Armenian resolution that General Scowcroft
mentioned. I have raised this issue with everyone I have talked with so
far. There are small things which shadow our relations. The priests
school or ecumenical statutes of the patriarch, the Armenian border or
relations with Cyprus. These things are so small compared to what we can
do together, the huge issues like Central Asia, like the Caucuses, the
Black Sea region, and energy security. I find it exceedingly difficult
to understand why we let these small things overshadow our bigger
interests. I agree with all of the things I have heard during this
visit, that defense industry cooperation would be better. I have been
hearing different stories, different opinions and I make a commitment to
go after them and find out exactly what the problem is.’

`We have some US companies entering in Turkey but the majority still
aren’t, and there are different reasons for it. I am determined to dig
out what the real reasons are. You might say `Well, this is not
something new this has been going on for some time. Well, its always
time to start. I will have to look into this.’

`Another issue that I wish to bring to your attention is what Turkish
defense industry can provide to the United States. When you look at Iraq
or Afghanistan, when you look at your maintenance repair requirements,
especially on some of the equipment which all militaries use, we have
excellent maintenance and repair facilities. So instead of shipping all
of these all the way down to the United States, you can bring them down
to Turkey, and we will provide the necessary logistical support. This is
an issue which I think is being worked on and NAMSA (NATO Maintenance
and Supply Agency) has visited Turkey, making an inspection of the
facilities.’

`We, of course, appreciate very much America’s efforts in fighting
terrorism. We also appreciate very much that the United States from the
very onset, declared the PKK a terrorist organization. That was a big
support for us, and I do hope that other allies will see this reality
and will start supporting us rather than supporting the PKK. What we are
doing with the United Sates is exactly in line with what NATO has said
when it declared Article 5 of the Agreement after 9/11. It says, please
exchange intelligence and please cooperate against this menace, the
menace of terrorism. What we are doing in Northern Iraq, of course, we
know we are very cautious, first about collateral damage. We have done
everything possible to make sure no civilians are hurt. So far we know
that no civilians are hurt. Please do not believe the misinformation
that has been provided, stating that Turkish military forces are hitting
villages and are killing civilians. We have not hit a village, we have
not hit any schools or hospitals. Nothing. We can verify with the BDA,
the Bomb Damage Assessment after each mission, and with the UAVs that
are provided by the US authorities.

So we are after the PKK, but we have no intention of fighting other
people unless they intend to fight with us. We have no intention of
occupying any part of Iraq. If we go in, we will come out when we are
finished. Its as simple as that. We know that the security of Iraq and
the security of North Iraq is directly related to the security and
stability of Turkey. Therefore we will refrain from any action that will
distance the security of the state. These are the basic points and
principles of our operations, and what we are doing is, in our view, in
line with what Prime Minister Maliki and Prime Minister Erdogan agreed,
when Maliki visited Turkey.’

`Again the commitment of the United States at the highest level, the
Presidential level, to this endeavor is very much appreciated. We will
not misuse it, and we will do our best to make sure that the commitments
we have made will be kept.

Speaking of commitments, we know that you cannot fight and finish
terrorism. You can fight a terrorist that’s what we are doing. But in
order to finish terrorism, other measures are required: socially,
economically, diplomatically, whatever, and our government at the
National Security Council level has made sure that Turkey has taken this
commitment in working with these issues. Some of the measures are
already in place and others will be rigorously pursued.’

`So this is all I have to say to give you a sort of update of what is
happening. There are other issues, such as Iran, Syria, Russia
activities, activities in the region, but I don’t want to spoil a nice
and delicious dinner. General Scowcroft, thank you very much again. ATC
thank you very much and of course, Preston, where are you? Thank you.
He’s an old friend. I know him for, God knows how many years; twenty
years? Yes sir, at least that. He’s always around when you need him.
Good characteristics. Thanks again. Thanks a lot for your generous
hospitality. I thank ATC, again for what you have been doing for so
long.

Armenian President Serzh Sarksyan has said he is sure that Democrat
Barack Obama’s victory in the US presidential election will have a
positive impact on bilateral relations between Ankara and Yerevan.

"I’m sure that the choice of the American people will make a
contribution to Turkish-Armenian relations," Sarksyan was quoted as
saying on Wednesday by the Anatolia news agency. His remarks came in
response to a question during a press conference held after talks with
Javier Solana, the European Union’s foreign policy chief, in Brussels.

Noting that Obama called for the improvement of bilateral relations
between Armenia and Turkey during his election campaign, Sarksyan
underlined that the improvement of relations depended upon the two
countries’ will and mutual steps to be taken.

Referring to Turkish President Abdullah Gul’s September visit to
Armenia to watch a World Cup qualifying match between the national
teams of the two countries, Sarksyan said Gul invited him to the
revenge match scheduled to take place in Ä°stanbul next October. His
decision on whether to travel to Ä°stanbul then depends upon
developments that take place in the meantime, he added.

Sarksyan also sent a congratulatory message to Obama in
which he mentioned the Armenian diaspora’s enthusiasm over his
election. "Prominent organizations from the Armenian community in
America have repeatedly conveyed to me their enthusiasm about the
changes you have promised the American people," he said.

BAKU, November 6. (AzerTAj). "Development of relations between
Azerbaijan and the USA is in the interest of both nations. These
relations are on a level of strategic partnership, and our ties
will deepen further no matter who governs the USA," Ali Hasanov,
Head of the Department of Socio-Political Affairs at the Azerbaijan
President’s Administration told AzerTAc.

He said: "A policy based on peoples` choice should be continued,
no matter who governs a country. Of course, the best president is
the president elected by people. Since the people of America have
elected Obama, then it is the people`s wishes and hopes that his
further activities will reflect. At the same time, reflection of the
people`s wishes and hopes in his activities is in favor of Azerbaijan
because national interests of Azerbaijan coincide with the interests
of the American people."

Ali Hasanov said that a policy built under the influence or at the
insistence of any Diaspora does not meet the interests of the American
people, noting that specifically, the Armenian lobby`s efforts to
influence the US Administration or its policy do not meet the people`s
interests. "That`s why we believe that irrespective of who has been
elected the president in the USA, its common interests, national
interests and peoples` interests will always prevail," he said.

Ali Hasanov pointed out that Azerbaijan normally accepts any proposal
or recommendation aimed at developing sincere and real democracy,
adding however that "we unambiguously reject recommendations or claims
with respect to any issue if they are made with the aim to influence
or put pressure on us."

"Azerbaijan demands sincere and open attitude towards sincere and
open policy it pursues. Cooperation between the US democrats and
the Azerbaijani authorities exists and will continue. It is in the
interests of both Azerbaijan and USA that relations between our states
further develop on a level of strategic partnership," he said.

Touching upon the so-called "Armenian genocide", Ali Hasanov said that
passing of what has never occurred will fail, noting "if the "Armenian
genocide" occurred, it should be recognized early or late. "But if
it did not, then someone’s announcing its recognition can change
nothing. History puts everything right in due time. Specifically,
the "Armenian genocide" is a fiction, nonsense, something that has
nothing to do with reality. Its going down in history is impossible."
