Swiss ambassador to Azerbaijan: "Forced way of the Karabakh conflict
resolution will not lead to protracted peace"

Day.Az interview with Swiss ambassador to Azerbaijan Alan Guidetti.

– What do you expect from the further development of Azerbaijani-Swiss
relations following the first, I would say, historical visit of Swiss
President to Azerbaijan?

– Yes, this was the first visit of the Swiss President to Azerbaijan
and he laid foundation for the further, more active development of the
bilateral relations. As you know, the Swiss embassy has recently
opened in Baku and Azerbaijan opened its embassy in Bern a little bit
earlier. This fact promotes development of our relations in various
spheres, from communications to energy and culture. The list of
spheres, in which mutual cooperation is mutually profitable, is and
extremely wide.

Switzerland participates in the economic sector of Azerbaijan, there
are opportunities for expanding cooperation in energy sector, Swiss
companies are especially interests in purchasing of Azerbaijani gas.

– You have once said that Azerbaijan may use its economic potential
for the resolution of the Karabakh conflict.

– For sure Azerbaijan can develop comprehensively by using its oil
strategy, which may be attractive for all partners and in a wider
sense used for the resolution of the Nagorno Karabakh conflict.

– How will the world society, especially Switzerland, react in case
Azerbaijan uses forced way of the conflict resolution?

– In this case I can only speak for my country. Switzerland has always
spoken for the peaceful resolution of Nagorno Karabakh conflict. My
country considers that the forced resolution of any conflicts in the
world, including Nagorno Karabakh, may never lead to conclusive
peace. It is true that the Armenian-Azerbaijani conflict, which
started over 15 years ago, has not been settled yet. The military
phase of the conflict has evidenced that the peaceful resolution has
no alternatives. This is the main principle of the external political
course of Switzerland on such problems.

Moreover, we see that the potential of the problem resolution by way
of talks has not been exhausted yet and there are chances for
attaining positive result.

– Some experts state that without Nagorno Karabakh Azerbaijan could
have been the second Switzerland in its region in the sense of
economic and political stability. What would you say to it?

– I agree that Azerbaijan experiences fantastic economic growrth rates
and has brilliant prospects for further development. But we can not
judge whether Azerbaijan could have been the second Switzerland,
though some common features are observed in this comparison. Anyway,
Azerbaijan has strongest potential for strengthening of its economic
development and these prospects could have been wider in case of the
resolution of the Nagorno Karabakh problem.

ArmInfo. The parliamentary group of the opposition Heritage party has
not received proposals to chair any of the standing commissions of the
Armenian parliament, says the member of the group Larisa Alaverdyan.

This rumor is being spread by the mass media and is aimed at spoiling
the rating of Heritage. "We refuse pointblank to chair any of the
commissions," says Alaverdyan. She says that there are other ways to
enhance the role of the opposition in the parliament. "First of all,
we should reach agreement on the adoption of political decisions. The
parliamentary majority has never followed principles or legal criteria
in solving problems. They always vote "pro" on the basis of preliminary
agreement. One should not take the proposals of the opposition as
the order of some other country, this is elementary culture. I think
that we should set up an interim parliamentary commission on moral
and ethical problems," says Alaverdyan.

To remind, today the Armenian Parliament adopted a law on
parliamentary regulations saying that the parliament will have 12
standing commissions.

Ukraine Drilling Update – Karlavskoye 101 well

Vancouver, Canada: – Transeuro Energy Corp. ("Transeuro" or the
"Company") provides an update of operations at the Karlavskoye 101
("Karl 101") well in Ukraine. The well has been drilled to a depth of
3,480m with continued gas shows, and has intersected the C15 reservoir
interval. As per Ukraine regulations a downhole surge test is
currently being performed to confirm fluid type. Thus far gas has been
produced to surface from the well. Photo’s are on

The C15 is the fifth reservoir interval intersected by the Karl 101
well with up to three more reservoir intervals still to be
drilled. The top interval, the Turonian was found at 2,940m, the C12
at 3,100m, C13 at 3,216m, C14 at 3,380m and C15 at 3,435m. The first
downhole surge test with the well at 3,314m produced gas to surface
from the Turonian, C12 and C13 intervals. Gas shows have been seen in
each reservoir, and logs obtained over each interval indicate a gross
gas bearing interval to date of 540m.

Following completion of the surge test the Company plans to continue
drilling to the base of the next reservoir target interval, the C16 at
approximately 3,550m, and plans to conduct an openhole flow test in
order to further evaluate the reservoirs and the commerciality of the
well. Test equipment is being mobilized to site for this purpose.

The ‘discovered resources’ attributed to the Karlavskoye field by
Fekete Associates Inc. under the Canadian 51-101 reserves reporting
standards has increased to a mean estimate of 474 billion cubic feet
of gas (85 million barrels of oil equivalent). Under the terms of the
Joint Activity Agreement with the local government partner
‘Crymgeologiya’, Transeuro has 72% of the profits derived from the
development of the Karlavskoye field. Upon closing of the JVA with RAG
() of Austria, Transeuro will hold 36% and RAG 36% of the
profits.

Discovered resources are defined in the Canadian Oil and Gas
Evaluation Handbook, "Discovered resources are those quantities of oil
and gas estimated on a given date to be remaining in, plus those
quantities already produced from, known accumulations. Discovered
resources are divided into economic and uneconomic categories, with
the estimated future recoverable portion classified as reserves and
contingent resources, respectively. There is no certainty that it will
be commercially viable to produce any portion of the resources."

Yerevan supports a peaceful solution to the Nagorno-Karabakh conflict
on the basis of a compromise, Armenian President Serzh Sargsyan said
at a meeting with EU ambassadors, the Armenian president’s press
service told Interfax-AVN.

"I hold that the possibilities for solution of the conflict still
exist, if the talks based on fundamental principles continue," he said.

Armenian Foreign Minister Eduard Nalbandian said he hoped that
the upcoming meeting between the Armenian and Azeri presidents in
St. Petersburg would bring forth good results.

"I hope for a positive meeting between the presidents that will
make it possible for us to continue the negotiating process on the
settlement of the Nagorno-Karabakh conflicts," Nalbandian told the
2nd Armenian TV channel.

The Presbyterian CHurch of Scotland Recognises the Armenian Genocide

A major step forward in the recognition of the Armenian Genocide in
the UK took place this week when the General Assembly of the
Presbyterian Church of Scotland passed a motion calling on the UK on
the government to recognise the Genocide. This is one of the major
Churches of the UK. The Prime Minister. Gordon Brown belongs to this
Church, was present in the General Assembly, and claims to derive his
moral values from the Church. The Church follows the example of the
Presbyterian Church of Wales which called on the UK government to
recognise the Genocide in 2006

An appeal for help on the Genocide issue was made by Armenia Solidarity
and their affiliated lobbying groups to the Church last july.
A positive response was received by us from the Church in november
and this was made public at the inaugaration of the Genocide Monument in
Cardiff on the 3rd november, explaining that the request would be
discussed in the General assembly. We believe that the letters by
lobbyists Ara Krikorian and Edgar Danielyan (below) were instrumental in
persuading the Church to come to this desicion, and that the Prime
Minister will find it hard to resist this pronouncment by his Church,
The Early Day Motion 357 referesd to in the letters has expired, and
been replaced by three new Genocide motions ( one of which is 797) in
the House of Commons
We urgently call on Armenians to contact the prime minister

believe that the chance of recognition will expire in the UK in two
years time, if as it seems likely, the even more pro-Turkish government
Conservative Party are returned to power

Reply from the Church of Scotland to Armenia Solidarity (1st november
2007)

Dear Mr Williams,

I am replying to your earlier correspondence with Dr Graham Blount
concerning the Church of Scotland and Armenia.

I was in Armenia myself earlier this year and was impressed by the warm
hospitality and the optimism of those I met – as well as by the warmth
of the weather! We visited the Genocide Memorial, where we prayed, and
we were given a guided tour of the adjoining museum by its curator. I
was very moved by the exhibits and accounts held there. An account of
this visit will be a small part of the report to our General Assembly in
May, when the issue of the continuing issue of the recognition of the
genocide will be raised. It may be that the Assembly will wish at that
point to say something about this.

Unfortunately, the General Assembly has not as yet positioned itself in
this debate – and so we have not been in a position to urge Scottish MPs
to sign the Early Day Motion. In fact, even on subjects where we have
established policy, we use that particular way of working quite
sparingly – lest the law of diminishing returns begins to take effect.

Of course, we understand that this is but a part of the wider debate
about Turkey – in relation to Armenia and the genocide, but also to the
Kurds, to religious diversity and minorities in Turkey, to the position
of the Ecumenical Patriarchate, and (of course) to Turkey’s application
to join the European Union. We think there is a long way to go before
Turkey can be ready for that membership. I myself am sure that true and
full reconciliation with Armenia will have to be part of such
preparation – and full reconciliation will inevitably need to cover
these events of the dying days of the Ottoman Empire.

Best wishes for the campaign – and I hope you understand that we were
unable to respond in exactly the way you requested earlier in the year.

Letter from Ara Krikorian

Dear Sir

On behalf of all British Armenians, I would be very grateful if you
would consider giving the help of the Church of Scotland to lobby
Scottish MPs to sign EDM 357, based on what I have written for your
attention.

I am sure that you and your readers (of which I am one) are aware of the
Christian and historical background of Armenians and the country of
Armenia itself. You will recall that there is mention in the Old
Testament of the "mountains of Ararat" with a strong indication that
that was where Noah’s Ark landed. You may also be aware that the
Apostles Thaddeus and Bartholomew travelled through Armenia to preach
the word of God and the message of salvation through his beloved Son,
Jesus Christ. Many people were converted and numerous secret Christian
communities were established ultimately leading to King Tiridates
establishing Christianity in 301 as a sole religion in Armenia.

However, although this side of our history is one that all Armenians are
only too happy to share with all other Christians around the world, it
is the side regarding the Armenian Genocide perpetrated by the Young
Turks during the First World War that brings out the sadness within us.
A sadness that is not only the result of having personally lost loved
ones but more pertinently, a profound sadness that a country like ours,
refuses to officially acknowledge this event as having been a genocide.

It is generally accepted by historians that the Armenian Genocide
started on 24th April 24, 1915. The Armenians commemorate this date year
in year out because on 24th April, 1915 more than 200 Armenian
intellectuals and community leaders were arrested and then murdered in
Constantinople. However, the Turkish plan of uprooting the Armenians
from their ancestral homeland was masterminded far beforehand and the
outbreak of the First World War in 1914 was the perfect opportunity for
the Young Turks to "solve the Armenian question".

Despite both Lloyd George and Winston Churchill recording officially
that what had happened to the Armenians was a "holocaust", many British
politicians have over the years, and continue to do so to this day,
denied this historical fact, one that should be noted as having been
officially recognised as such by the International Association of
Genocide Scholars.

For us Armenians living in the UK, it continues to weigh heavily on our
minds that the UK Government continues to deny the Armenian Genocide
particularly in the knowledge that many other European governments have
passed motions recognising the truth of this atrocity.

As many other Armenians of my age will testify, stories recalled by
their grandparents haunt them to this day. As a young boy, I heard first
hand from my grandmother her story of how she became an orphan through
Ottoman atrocities perpetrated towards the end of the 19th century only
to be repeated with the annihilation of her family later on in her young
life (husband and 2 daughters), this time by the Young Turks in 1915. I
cannot forget the sight of the tears falling down her cheeks as she
recalled such graphic horrors to me on more than one occasion.

As I grew up, I wanted to forgive and forget what had happened
particularly as later in life when I became a devout Christian, I wanted
to uphold the very heart of Jesus’ teachings; "to love thy neighbour as
thyself" and "to forgive those who trespass against us". I have
desperately tried to apply this approach with respect to this topic and
have succeeded in the case of Jesus’ teaching "to love thy neighbour as
thyself". But somehow, even though I have forgiven the Turks, with the
constant denial by our politicians it remains a heavy burden on my
conscience, i.e. should I also forget the promise I made to my
grandmother that I would not stop until the entire world recognised the
Armenian Genocide the way it has the Jewish Holocaust?

Your readers may not be aware that currently there is a call on the
British Government to recognise the Armenia Genocide. Over one hundred
and fifty MPs have signed an early day motion (EDM 357) calling on the
British Government to recognise the Armenian Genocide.

I hope very much that through reading this article, the other Scottish
MPs may join the MPs who have already signed up to EDM 357. By doing
so, they would help ensure that this issue is not only debated in
Parliament but that it will ultimately lead to acceptance by the
Government that their current official line of the event having been a
‘regrettable deed’ in fact was "genocide".

A bill amending the Law on Assemblies, Rallies, Marches and
Demonstrations, was passed in its first reading in the Armenian
parliament on Tuesday.

The bill was approved in a 93 to 6 vote, an Interfax correspondent
reports. The opposition Heritage party faction voted against the bill.

The amendments had been drafted and submitted for debates after
proposals by experts of the Council of Europe’s Venice Commission
were taken into account. The bill details the procedure of providing
information about the events planned, obliging the organizers to
notify the local authorities at least two days in advance.

The bill also has a new provision regarding spontaneous events,
which says that such events must not last longer than six hours.

Amendments to the law on rallies and marches were proposed by President
Robert Kocharian on March 18, after the tragic events in Yerevan on
March 1.

Following the presidential election on February 19, the opposition,
led by ex-President Levon Ter-Petrosian, who was also running, refused
to recognize the election outcome and organized mass protest rallies
which deteriorated into clashes with police on March 1, in which ten
people were killed and over 250 sustained injuries.

Karapetian from the ARF Dashnaktsutiun as Vice Speaker of the National
Assembly by secret ballot on May 20. According to Samvel Nikoyan, the
Chairman of the Ad Hoc Counting Committee, 101 out of 131 MPs took
part in the ballot. There were 100 ballot-papers in the ballot-box,
2 out of which were invalidated. 97 MPs voted for Hrayr Karapetian
and one MP voted against.

The newly-elect Vice Speaker of the National Assembly thanked for the
vote of confidence. "It obliges me more to use all of my capacities
in the interest of the NA proceedings, in favour of our homeland,"
Hrayr Karapetian declared from the NA rostrum.

Today it was announced that well known economist and politician Edward
Aghajanov died in one of Armenian cafes. According to the preliminary
information the reason of the death was heart disease.

Edward Aghajanov was born in 28 October, 1952 in Kirovabad. From
1969-1974 he studied in Yerevan State University in the faculty of
Economy. From 1995-1998 he was the minister of statistics and state
register and analysis. In 2007 Aghajanov was NA deputy.

Vienna, 17 May: Turkish President Abdullah Gul said on Saturday [17
May] that concerns that the EU cake would be lessened after Turkey’s
membership were baseless, "on the contrary, the cake will get bigger,"
he added.

Gul had an interview with daily Kronen published in Vienna.

Referring to decision made in 2005 to launch negotiations between
Turkey and the EU, Gul said Austria also approved this
decision. "There is no need for the Austrians to feel concern over
Turkey’s EU membership as a referendum would be held in the end," he
added.

"We are aware that there are some concerns about Turkey in EU

Gul said views that reform process slowed down were "partially right",
indicating that, "Turkey had two elections last year. The government
was engaged with the elections. However a new period started in
2008. As the president, I am closely following the reform process."

When Kronen newspaper journalist Kurt Seinitz said Turkish Prime
Minister Recep Tayyip Erdogan described assimilation a crime against
humanity and this led to discussions in Austria, Gul said, "such kind
of expressions can be interpreted differently in different
languages. The communities should integrate in the best way with the
societies they have been living in and should share, strengthen and
defend their common values."

Responding to another question, Gul said Armenian claims were not a
"taboo" in Turkey, adding that, "we are sorry over what had occurred
in the past. However, this is not a genocide which the Jews had to
experience in Europe. The incidents erupted after revolt of Armenians
with the affect of some foreign forces. But one thing is important,
all the churches were open even during the incidents and the
Armenians, who were in important posts in the Ottoman administration,
continued to work."

Referring to Turkey’s call to all related parties to open their
archives, Gul said, "Turkey assumed a pioneering role here and
accepted to open its secret military archives."
