Deputy Michel Murr’s withdrawal from the Change and Reform Bloc is not
another October 13 for General Michel Aoun. At least not yet. Still, it
is a decision that sets the stage for huge consequences for the Rabieh
leader and his movement that stands in the way of electing General
Michel Suleiman as president of the republic outside the "basket of
solutions," the expression coined by Hezbollah and adopted by Aoun
among everything else that he endorsed in his famous "understanding"
with Hezbollah.

The first consequence lies in the impact of Murr’s step on the
Christian street whose sole leadership Aoun had long claimed despite
his claim to be non-sectarian. He has even had no qualms about
describing himself as the political patriarch of the Maronites. It is
no easy matter for an Orthodox leader to stand up and defend the top
Maronite position in the state, while Maronite MPs under Aoun’s banner
fail to fulfill their electoral duty and at the same time demand the
return of "wasted" Christian rights, as their repeated statements say.

The wider impact of Murr’s call is now represented by the active
popular movement in various areas where Aoun once bragged about his
mass support, areas such as Keserwan, Jbeil, Zahleh, and all the way
to Metn. While each region has its own electoral calculations, they
all flow into one channel, as they exert popular pressure on their
political representatives who have abused their political will and
interests and associated them with irrelevant foreign parties.

All this leads to a much more significant implication in Murr’s "coup"
inside the area of Metn itself where his family enjoys deeply rooted
influence. The former minister is commendable for expressing his
"regrets" for supporting Aoun’s candidate in the by-election against
President Amine Gemayel to fill the parliamentary seat left vacant
following the assassination of Gemayel’s young son, Minister Pierre
Gemayel. It may be early to talk about the potential extent reachable
by Murr’s stance or its implications on the alliances in Metn. But
one can safely claim that this change will not be in Aoun’s favor,
an outsider in the area, especially that it was Murr’s base and the
Armenian voices that tipped the balance to ensure his victory in the
last elections.

In addition, Deputy Michel Murr’s stance represents a pressuring
factor that supports General Michel Suleiman, as it helps rally a
significant Christian base behind him, a base that any president
must earn as a prerequisite to bigger national support. In doing so,
Murr puts himself as the primary engine driving Suleiman’s wheels to
Baabda Palace, which in turn allows him to be the "godfather" of the
new era if the election takes place. This will enable him to snap an
important card out of Aoun’s hands since the latter had occasionally
said that the army commander remains his true candidate if he himself
could not become president.

In addition to all these implications, the Aoun-Murr divorce
has also revealed Aoun’s fragility and lightweight insofar as
his "understanding" with Hezbollah is concerned. Forget about
the "interest" which this alliance could not provide for Aoun’s
assumed base, whether on the pure sectarian level or on the national
level. More importantly, at the time when Hezbollah was able to take
its popular base to this "understanding," since it is capable of
taking its base to any understanding it wants anyway, Aoun’s position
vis-a-vis this understanding has continuously demanded repeated
justification on a daily basis, mainly because the understanding was
alien to Aoun’s base and its background and equally alien to Aoun’s
famous "precedents" in defending sovereignty and independence,
"precedents" that once flirted with the dreams of many who truly
believed that he was the "hero" of both slogans.

American people that Armenian allegations regarding 1915 incidents
were not true.

The demonstration will be carried out near Times Square under the
auspices of Federation of Turkish-American Associations.

Armenian diaspora in the United States is expected to convene at
Times Square on April 27th.

YEREVAN, APRIL 21, NOYAN TAPAN. The judicial system of Armenia
does not enjoy sufficient confidence by society. David Avetisian,
the Vice-Chairman of the RA Union of Judges, the Chairman of the RA
Cassation Court’s Criminal Chamber, said at the April 19 general
meeting of the RA Union of Judges. He also said that there is no
sufficient predictability to activity carried out by courts, in
particular, to judicial acts. The evidence of it is the fact that
nearly 22 precent of judicial acts on civil cases is annulled by the
higher judicial instances and 39 percent on criminal cases. Therefore,
raising the quality of judicial acts is an important problem for
Armenia.

D. Avetisian also considers that "if we wish to have a really
fully-fledged judicial power, we should give proper payment to those
administering that power."

The report on the work done by the RA Union of Judges in 2006-2008,
as well as the report of the Union’s Control Commission was heard
during the Union’s general meeting.

JERUSALEM (AFP) — Israeli police rushed into Jerusalem’s Church of
the Holy Sepulchre to break up fist fights between dozens of Greek
and Armenian worshippers on Orthodox Palm Sunday, witnesses said.

Some 20 officers intervened after Armenian worshippers threw a Greek
Orthodox priest out of the church, sparking a free-for-all, they said.

Several worshippers then started beating the police officers with palm
fronds they were holding for the Palm Sunday celebrations that mark
the return of Jesus to the Holy City a week before he was crucified.

After the incident, dozens of members of Jerusalem’s Armenian community
marched from the church to the Old City’s police headquarters in
protest at the detention of two Armenians.

Brawls are not uncommon at the church, which is shared by various
branches of Christianity, each of which controls and jealously guards
part of site — considered one of the holiest in Christianity.

Precisely in order to prevent such disturbances, two Muslim families
have been entrusted for the past 800 years with opening and closing
the gates of the church, a cavernous labyrinth of chapels and crypts
built on the site where many Christians believe Jesus was crucified
and buried.

Orthodox Christians celebrate Palm Sunday according to a different
calendar from Catholics and other Christians in the west, who marked
the day on March 16.

Tens of thousands of Orthodox worshippers from across the world packed
the streets of the Old City for the celebration.

There was no immediate comment from Israeli police.

YEREVAN, 18.04.08. DE FACTO. The Nagorno-Karabakh Republic’s territory
has never been and will not be a transit zone for the dissemination
of drugs, the Nagorno-Karabakh Procurator General Arshavir Garamian
stated on Thursday at a press conference held in Stepanakert.

Garamian stated it while commenting on the gossips periodically
exaggerated by the Azeri party concerning the fact that the Karabakh
territory and the territories controlled by the Republic authorities
were allegedly used for transit and production of drugs.

"It is excluded and runs counter to the Karabakh society’s interests",
Garamian noted. The NKR Procurator-General noted that the Azerbaijani
party spread misinformation; its accusations are groundless,
Novosti-Armenia Agency reports.

YEREVAN, APRIL 17, NOYAN TAPAN. The law establishes two principles
on preliminary arrest: either the act done by the arrested person,
of which he was accused, should be proved or he should be released at
the end of the preliminary arrest term. The prolongation of the term
of arrest of Aram Karapetian, the Chairman of the Nor Zhamanakner
(New Times) party, as his lawyer Haroutiun Baghdasarian said at the
April 17 press conference, is illegal, as it does not correspond
either to the first or the second principle.

The NZ leader was accused by the signs of Article 333, RA Criminal
Code, "false denunciation." And according to the lawyer, the
disk, which A. Karapetian sent to the National Security Service
with a written question about its content, became a basis for the
accusation. "The act, which he is accused of, does not contain corpus
delicti: asking a question cannot be considered a phenomenon that
can be punished by the law," H. Baghdasarian said.

He added that the bill of indictment mentions as the motive of the
false denunciation the following: "A. Karapetian with his action
contributed to the rise of rating of presidential candidate Levon
Ter-Petrosian and failed the success of another candidate, Serge
Sargsian, in the elections." For that purpose, as it was mentioned in
the bill of indictment, A. Karapetian accused S. Sargsian and former
President Robert Kocharian of "betrayal and organizing a terrorist
act." The lawyer reminded to journalists that A. Karapetian just
made an attempt to find out whether the information published in
press, according to which R. Kocharian and S. Sargsian are inclined
to exchange some liberated territories of Artsakh with Meghri,
corresponds to reality.

civilization genocide, a political scientist said.

"The story starts from 1950-60-ies, when a group of so-called Turkish
historians took up to prove that Armenian State had never existed in
Asia Minor.

According to them, people who call themselves Armenians are Armenized
Turks. However, they failed to answer who assimilated Turks into
Armenians and the effort proved useless," Levon Melik-Shahnazaryan
told a news conference in Hayatsk press club.

"Later, the wave of lies burst out in Azerbaijan. 10 years ago
Heydar Aliyev signed a decree proclaiming March 31 the day of ‘Azeri
genocide.’ This decree mentions Yerevan as an "Azeri-inhabited
city." Today there are people in Baku who accuse the authorities of
the Azerbaijani Republic of "gifting ancient Azeri city Irevan to
Armenians in 1918-1920," he said.

"Azeris have already laid claims on Yerevan, Garni, Sevan and other
towns. Unfortunately, we treat this with irony. We erroneously think
that the world knows when and how Turkic nomadic tribes came to
our region."

"A whole generation confident that Armenians seized their lands is
growing in Azerbaijan. Once, an avenue in Baku will be named Irevan
avenue; a village will be named Yeni Irevan. Azeri authorities
not only fill the population with historical nonsense but also
propagandize their lies throughout he globe. Numerous books with
Azeri interpretation of history are published and circulated,"
Melik-Shahnazaryan said.

"Azeris take every chance to dispute originality of Armenian songs,
dances, tunes, etc. They are successful because we keep silent,"
he remarked.

Asked about possible countermeasures, the political scientist said,
"Armenia should first of all bring a suit against Azerbaijan. Besides,
we should organize scientific conferences, workshops and exhibitions
to present our culture abroad."

Yerevan, 15 April: Deputy Defence Minister Yuriy Khachaturov today
was appointed chief of the Armenian General Staff and first deputy
defence minister under a decree of President Serzh Sargsyan.

Under another decree of the Armenian president, Yuriy Khachaturov
was awarded the military rank of colonel-general, the presidential
press service reported.

The new chief of the Armenian General Staff is 56, he is a career
serviceman, he has been serving in the Armenian army since 1992 and
participated in the Karabakh war. Yuriy Khachaturov was a deputy
Armenian defence minister since 2000.

Aram Isabekian Reelected Rector Of Fine Arts Academy

rector of Yerevan Fine Arts Academy. Svetlana Grigorian, pro-rector of
the Academy, told Armenpress that out of 24 members of its governing
board 21 participated in the election who voted unanimously to
reelect Isabekian.

By the way, Aram Isabekian, was reelected unopposed as he was the
only candidate.

As we know, beginning April 17, the Congress will hold hearings
devoted to the internal political situation of Armenia.

According to HAMLET HAROUTYUNYAN, "The discussion of any country’s
problem by the legislative body of another country is considered as
a gross intervention in the domestic affairs of that country. The
only trouble of all the international structures and the states
‘interested’ in the internal situation of our country consists
in seeking ways towards the solution of the Artsakh issue to the
detriment of the Armenians.

Unfortunately, not only separate politicians but also parties yield
to such efforts. And lying behind all these superficial hearings is
the Artsakh issue which is no longer concealed; it is being openly
discussed. The hearings to be organized by the Congress pursue the
same goal."
