126.9 MILLION DRAMS EXTRA CREDIT DISPOSED TO NKR

According to official data 8.7 billion drams were
spent to recover state debts from January to November
this year. Particularly 5.9 billion drams were
disposed to recover inner debts, and 2.8 billion drams
– foreign debts. Compared with 2006 this mark rose for
12.6% or 973.5 million drams.

According to the same official source 18.1 billion
drams credit was disposed to NKR. According to the
Ministry of Finance and Economic in the last years
682.6 million drams from the disposed credits returned
back to the state budget.

Millions of Christians around the world are marking Christmas Day –
the traditional day of Christ’s birth.

In the West Bank town of Bethlehem, the Biblical site of Jesus’ birth,
thousands of worshippers gathered to celebrate midnight Mass.

Local officials in Bethlehem say double the number of pilgrims have
visited this year compared to last.

In Rome, Pope Benedict XVI celebrated a special Mass in St Peter’s
Basilica, watched by thousands of pilgrims.

Those who were unable to join the congregation filling the church
watched the Mass on giant video screens in the square instead.

Nazareth Nativity

A new floodlit Nativity scene was officially unveiled in the square
in front of the basilica.

This year the larger-than-life-size statues of the baby Jesus and his
family have been placed in a Nativity scene set not in a Bethlehem
stable, but in a room in Joseph’s house in Nazareth.

Vatican officials say the change was made to illustrate the notion
that Jesus was born everywhere, not just in Bethlehem.

In his sermon Pope Benedict urged people to find time and space for
God, the needy and the suffering.

On Tuesday at noon (1100 GMT) the Pope will deliver his traditional
"Urbi et Orbi" Christmas message to the world from a balcony
overlooking St Peter’s Square.

Tourist revival

In Bethlehem fears about security and Israel’s West Bank barrier –
an imposing eight-metre (24-foot) concrete wall separating the town
from Jerusalem – have discouraged potential visitors in recent years.

During the second Palestinian uprising, which started in September
2000, tourism collapsed.

But with the relative stability of the last two years, tourists and
pilgrims are returning to the town in larger numbers.

"Between 25 to 35,000 pilgrims and tourists are going to be around
today and tomorrow – twice as much as last year… Today we have
about 60 to 70% of the normal tourism and pilgrimage to the city,"
Victor Batarseh, the mayor of Bethlehem said.

"This year is much better than the last seven years for tourism,"
local shopkeeper Jacques Aman told Associated Press. "The atmosphere
is better in general. There is relative calm, from the security
standpoint," he added.

But the BBC’s Bethany Bell says there are still far fewer tourists
than there used to be before the uprising and that many of those
celebrating outside the Church of the Nativity were local people.

There was still a heavy police presence, and before worshippers
arrived bomb squads swept cars and buildings for explosives.

Message of peace

Christmas carols played to a crowded Manger Square, in front of the
Church of the Nativity – built on the site of the stable where Jesus
is said to have been born.

Palestinian President Mahmoud Abbas, a Muslim, joined the midnight Mass
in Bethlehem and emphasised that not only Christians were celebrating
the festival.

"The new year, God willing, will be a year of security and economic
stability," he said.

"We pray next year will be the year of independence for the Palestinian
people," he added.

Latin Patriarch Michel Sabbah, the Catholic leader in the Holy Land,
called for peace in the Middle East as he led the Mass.

"This land belongs to God. It must not be for some a land of life and
for others a land of occupation and a political prison," he said in
a sermon delivered in his native Arabic.

Yerevan /Mediamax/. Candidate for the position of the President,
member of the Bureau of "Dashnaktsutiun" party Vahan Hovhannissian
will participate in the upcoming presidential elections of February
19 of 2008 with the motto "Your old friend".

Mediamax reports that, speaking at a news conference in Yerevan today,
he stated that he "commits himself to securing the realization of
social reforms in conditions of political stability".

Vahan Hovhannissian stated that he is going to present to his allies
an agreement on cooperation. According to him, "their number in the
country may reach 400 thousands, and each of them will receive a
cooperation card". The candidate for the position of the President
reminded that 200 thousand citizens of Armenia participated in the
primary, organized by "Dashnaktsutiun".

Vahan Hovhannissian expressed belief that the results of the
presidential elections are not predetermined. "Sociological polls
in the present conditions in Armenia may not present the real moods
of the electorate, since many respondents do not reveal their real
preferences", Hovhannissian stated.

"The results of the polls, held on the order of our party for
administrative use, show that I have great chances to occupy the
second place in the first round of elections and enter the second
round", he noted, not mentioning at that the name of his main rival.

St. Echmiadzin Publishes A New Book

moral and advisory book, titled "Hayeli Varuts" under the blessings
of Garegin B, Catholicos of All Armenians.

It is a collection of mediaeval moral and advisory conversations. The
collection had its unique impact on the mediaeval literature of late
ages. It is assigned for wide public interest. The book is published
under the sponsorship of Mr. and Mrs. Armen and Nune Sargsyans.

The Prosperous Armenian party [PAP] announced today it will endorse
the candidacy of [Prime Minister] Serzh Sargsyan in the [19 February
2008] presidential election. The decision was passed at the party’s
political council meeting.

[Correspondent] The Prosperous Armenia party, being faithful to
the coalition agreement signed with the Republican Party of Armenia
[RPA] after the parliamentary election [in May], will endorse Serzh
Sargsyan’s candidacy. This was the only issue included on the agenda
of the PAP political council meeting. The party said it will use its
entire potential for Sargsyan’s victory.

I have disagreements with Geghamyan over many issues.

Often, his criticism towards me and the authorities are not
constructive. But you cannot say that Geghamyan is not a patriotic
politician. I think that Geghamyan could be an ideological and
political rival. Neither Geghamyan, nor me have made secrets out
of that meeting [refers to a meeting between them slammed by the
opposition media]. There is no secrecy; neither he, nor me deny such
a meeting took place. I am ready to meet, dispute and discuss issues
with all those politicians – opposition or pro-government – if they
are constructive.

[Correspondent] Several media outlets have alleged that Sargsyan
had acted under the dictate of the moment [as said] when he told The
Financial Times that Turkey’s admission in the European Union would
contribute to the normalization of the Armenian-Turkish relations.

Sargsyan reiterated that his position on this issue has not been
changed for years.

[Sargsyan] I never change my opinion on a principal issue; I never
change my opinion under a dictate of a moment. I have not said anything
new. I have just used the opportunity to reiterate our country’s
position that is included in our national security strategy and other
significant documents. I have said it a year ago, five years ago,
seven years ago. Those who had no intention to hear, did not hear it;
those who tend to comment those statements in a different way, are free
to do so. What I am saying is that Armenia and Turkey are neighbours,
and neighbours should have normal relations. I am sure that sooner or
later, people in Ankara will have this understanding. But it is very
important that the majority in Armenia have this understanding too.

[Correspondent] Sargsyan thinks that the forthcoming presidential
election is very important for Armenia’s further development. His
wish is for the presidential election to result in a situation free of
political confrontation and tension to ensure an effective cooperation
of the legislative and executive branches of the government.

Gasification In Russia And Armenia

GASIFICATION IN RUSSIA AND ARMENIA

During a discussion at the "Gazprom" head office, First Vice-President
of the Russian Federation Dmitry Medvediev demanded the administration
to stop charging the population with fees for gasification. He stressed
that the gasification of the regions of Russia is a program of federal
social importance and it is the Government, not the citizens to take
care of it.

In Armenia, according to ArmRosGazprom’s 2003-2007 gasification plan,
the exploitation of 12148 kilometer-long gas-distribution network has
been started this year. In 2002 the gas distribution network had the
length of only 9168 kilometers. As of December 1, 2007 the number of
the gas network subscribers reached 505 thousand citizens, which is 5%
more than in the Soviet era.

Due to high rates of gasification in Armenia, 250-300 million dollars
are yearly saved due to reduction of electricity usage and 180-200
million dollars are saved in transportation sphere.

Before demanding clear-cut assessments

In response to our questions, ARMEN ROUSTAMYAN, Head of the NA
Committee on Foreign Relations, gives details on the goals and motives
of convening yesterday’s parliamentary hearings devoted to the theme
"Armenian-Turkish Relations: Problems and Perspectives", as well as
touches upon the possible "dividends" expected from those discussions

"It is necessary for us to have conceptual approach towards this
issue. This is our principal goal and expectation: to finally
elaborate a clear-cut attitude towards all the problems regarding
the Armenian-Turkish relations. With regard to the fact that these
relations are extensive and are related not only to interstate but also
regional problems, I don’t think any divergence of opinions is possible
here. All this must be summed up and coordinated, and that can be
achieved only by way of organizing hearings and interested discussions.

Let’s recall the precedent of the parliamentary hearings devoted
to Karabakh. Before that, we, as a state, appeared in different
international tribunals and particularly in parliamentary assemblies in
quite a different status. There were certain contradictory approaches,
so to say.

When the results were summed up and enshrined in a relevant fundamental
document, our delegations began to appear in international tribunals
with much more coordinated approaches.

If we don’t try to elaborate a united, coordinated attitude with
regard to this issue as well, we’ll be vulnerable and weaker in terms
of solving our problems and pursuing our interests."

"Isn’t it strange that the initiative of discussing the ‘entangled
strips’ and prospects of the Armenian-Turkish relations was made by
Armenia again, considering that Turkey has not absolutely waived the
‘fundamental’ policy of advancing preconditions and ultimatums to
Armenia. Moreover, it accuses us of destructivism, saying that Armenia,
which makes ‘declarative’ statements, actually lays obstacles to the
Armenian- Turkish dialogue".

"It is, certainly, true. But we are facing no problem in terms of
being dissatisfied with the others. First, we must try to understand
what we failed to do; what it is that we haven’t done in harmony with
our state and national interests.

Therefore, let’s first of all discuss, sum up and finalize our
approaches and only thereafter express full, solid viewpoints both
in interstate relations and in international tribunals. This is the
problem; otherwise, we can say that we had the regular discussions,
listened to one another and persuaded ourselves into certain
things… Yes, we must clarify everything for ourselves in advance.

After making the clarifications we must submit them to the
relevant tribunals in a relevant manner, i.e. in compliance with the
international standards, rules and laws, and demand clear-cut answers,
clear-cut assessments and attitudes."

"What do you think we failed to do? What have we done to make our
viewpoints more perceivable to the international community?"

"First of all, it is necessary to guide the process in a proper
manner; distinguish the things in between. After all, there is
official diplomacy, parliamentary diplomacy and, why not, people’s
diplomacy. Each of them works in our reality on its own, and there
is no link and coordination among them. This is the greatest failure
that must be corrected. And to achieve that, it is necessary to speak,
to listen to all the viewpoints and synthesize them deciding what to
do, when and with what methods."

"In his speech, Peter Semniby, EU Special Representative in
South Caucasus, expressed satisfaction that Turkey followed its
recommendations and made steps of ‘mutual concession’, meeting Armenia
half-way. And he appealed to the Armenian side to do the same. How to
understand this? Has Turkey really done anything to meet us half-way?"

"Unfortunately, there is some confusion at this point as well. The
European structures follow the logic that it is necessary to create
an artificial balance between the two parties for having the image
of a fair judge.

What does a mutual concession mean? A mutual concession is not
an end in itself. A mutual concession must have a goal to reveal
the truth. And to achieve that, it is first of all necessary to
communicate in a proper manner. If we are speaking about the current
stage of the Armenian-Turkish relations, we must state that there are
absolutely no relations here. They are, in their natture, conflicts
rather than relations. Therefore, it is necessary to find relevan
solutions to them.

That’s to say, the minimum the parties should do is to negotiate, as
it is done in case of conflicts. Whereas the position of the Turkish
side is absolutely unclear; Turley is totally unwilling to accept
Armenia as a party to the negotiations. This is the main obstacle
towards the regulation of the Armenian-Turkish relations.

Since January 1, 2008, U.S. embassy non immigrant entry visa payment
will rise to USD 131 from USD 100.

U.S. Consul to Armenia Robin Bruse told a news conference today
that the higher price will enable the U.S. State Department and the
U.S. embassy in Armenia to cover the expenses on issuing non immigrant
visas and stricter security.

The applicants that have paid USD 100 by January 1 and have arranged
the interview will not pay an additional sum until January 31. The
applicants that have paid 100 USD by January 1 and have arranged the
interviews after January 31, 2008, will pay the difference of USD
31 after the interview. They may pay the difference at the consular
department of the embassy on the day of the interview.

European Court Is Neither A Source Of Finance Nor A Third Instance

"The European Court of Human Rights (ECHR) registers all kinds of
legal violations but it does not fix a material compensation for all,"
the Armenian government representative to the European Court says with
an expectation that citizens realize that the European Court is not a
source of funds. For example a citizen of Armenia has applied to the
ECHR on Nikoghosyan and Melkonyan against Republic of Armenia Case
with a request for compensation in the amount of 13,800 Euro. He did
so without being informed about a hearing at the Review court and was
striped off his right for participation. The European Court considered
that there is a fact of violation but accepting the suggestions
submitted by the government did not define any material compensation.

Deputy justice minister, and the authorized representative of the
Armenian government to the European Court, Gevorg Kostanyan, assured
that the citizens has been variously suggested ways for recovery of
his rights but he after all applied to the European Court. This makes
Kostanyan believe that the main aim is to get money.

ArmInfo. Armenian Prime Minister Serzh Sargsyan received EU Special
Representative in the South Caucasus Peter Semneby who attended
parliamentary hearings on Armenian-Turkish relations, Wednesday.

The special representative gave much importance to the parliamentary
hearings and said he follows the attitude of the Armenian society
to the Armenian-Turkish relations with interest. He emphasized that
EU, as a partner of Armenia and Turkey is ready to stimulate similar
discussions becoming a bridge between the two countries. For his part,
the prime minister also mentioned the importance of the hearings
and added that it would desirable if Turkish representatives were
present at it. S. Sargsyan expressed hope that EU will promote Turkey’s
involvement in such discussions. "Thereby, an opportunity is provided
to express their points of view. I have always been sure that we have
to establish relations with Turkey without preconditions", Serzh
Sargsyan said and added that such a step would be in the interests
of Armenia and Turkey. According to him, Turkey’s joining EU would
promote settlement of Armenian-Turkish relations as, in that way,
Ankara would accept the rules of game common for the whole EU.

P. Semneby referred to the fact that Armenian NA speaker is for
Turkey’s EU membership as an important positive impetus. He said
he thinks they must support people who are for the normalization of
Armenian Turkish relations.
