"It is an outright lie. I do not need to comment on lies," Armenian
Foreign Minister Edward Nalbandyan said at a joint press conference
with his Argentinean counterpart Jorge Taiana when asked to comment on
recent statements by Turkish officials over the Nagorno Karabakh issue.

On May 20 Deputy President of the Turkish ruling Justice and
Development Party Suat Kiniklioglu said that there is a new document
on the table of negotiations between Armenia and Turkey and that
whether or not it will be brought to life depends on Armenia.

Earlier Turkish media reported that Ankara had discussed a new road
map with Washington and Moscow which envisaged the pull-out of the
Armenian troops from Fizuli and Kelbajar – regions adjacent to Nagorno
Karabakh and currently under Armenian control – and Azerbaijan will
open its border with Armenia in return.

In a May 17 issue Turkish Hurriyet wrote that Turkish Prime Minister
Recep Tayyip Erdogan went to Baku to convince the Azerbaijani President
Ilham Aliyev to accept that proposal.

According to a study from Yerevan, Armenia, "The effect of
interdiffusion of Al and Ga atoms on the binding energy of the
hydrogen-like shallow donor impurity in spherically symmetric
GaAs/Ga1-xAlxAs quantum dot is investigated."

"The dependence of the binding energy on the diffusion length, as
well as on dot radius and impurity position are obtained," wrote V.L.A.

Aghchegala and colleagues, Yerevan State University.

The researchers concluded: "It is shown that the dependence of the
binding energy on the diffusion length has non-monotonic behavior in
both the cases of on- and off-center impurity and can be significantly
different for varied values of the dot radius and the distance of
impurity from the dot center."

Aghchegala and colleagues published the results of their research
in Physica E – Low – Dimensional Systems & Nanostructures (Effect
of interdiffusion on impurity states in quantum dots of spherical

The delegation led by Czech Prime Minister Jan Fischer arrived
in Armenia today for a two-day working visit. On the joint press
conference with the RA PM Tigran Sargsayn he welcomed the interest
of the Armenians towards the Czech market and added that the sides
are bilaterally open for each other.

"The business forum is very interesting and important event during
which we will find bilaterally interesting items in order to make
our nations closer," he mentioned adding that the Czech Republic is
interested also in Armenian scientists.

According to him the Czech Republic has a international great
potential and can import goods to Armenia. He stressed that the
Eastern Neighborhood Policy has been worked out during the presidency
of the Czech Republic in the EU and they attach great importance to
the continuation of that program.

Touching upon the Karabakh issue he stated that "it should be solved on
the sidelines of the Minsk Group" and Armenia "should be very balanced
in solving that issue and should be thought over diplomatically,
in order not to have war."

Talks on liberation of occupied Azerbaijani territories have been held
for long, Azerbaijani political expert Rasim Agayev said commenting
on Armenian media report that Russia has submitted Armenia liberation
scheme of Azerbaijan’s occupied lands and possible liberation of
lands in 2010.

"These are more important elements of the Nagorno-Karabakh conflict
settlement. This (liberation of occupied Azerbaijani lands) is
stipulated in both original and updated versions of the Madrid
principles," the expert said.

"The whole issue is about consent of the parties to agree to settle
the conflict on basis of some compromises. The Armenian side has
announced on numerous occasions that it has agreed, but when it
comes to liberation of territories, it say that it agrees to exchange
lands for the independence of the self-proclaimed "Nagorno Karabakh
Republic". Azerbaijan will never agree to this," the expert added.

"It makes one to conclude that the Armenian side does not want to
change the status quo and simply pulls the rubber. But the Azerbaijani
side believes that the territorial integrity can not be a matter of
exchange," Agayev noted.

"I think all three co-chairs of OSCE Minsk Group wants stability in
the region, they want Russian retain its position in relation to both
Armenia and in Azerbaijan and want the U.S. receive the appropriate
space for their geopolitical moves in the South Caucasus and further
in the East. But the U.S. must explain to Armenia that it is high
time to end imitating negotiations," he said.

"So, I think that the news that flashed in the Armenian press is
not groundless. Probably, there is something like this. We have seen
see enhanced diplomatic activity in the Ankara-Moscow-South Caucasus
triangle lately, and all talks are about how to induce the parties
to the settlement," the political expert said.

"But I do not think it can happen tomorrow or the day after tomorrow.

It all requires a great deal of preparatory work. I think that it
will require much time to coordinate the road map," Agayev added.

MOSCOW, May 17 (Itar-Tass) — Azerbaijan’s president has voiced
conditions Armenia should meet so that Azerbaijan resumed relations
with it.

"If Armenia gives a positive response to the OSCE Minsk group’s
proposals and, on this basis, begins to withdraw its armed units from
the occupied Azerbaijani territories, Azerbaijan will open its borders
with Armenia, resume communications and thus large-scale peace and
security measure will be ensured in the region," Ilham Aliyev told
a news conference on the results of his talks with Turkish Prime
Minister Recep Tayyip Erdogan.

According to the Azerbaijani president, his country has accepted
practically all intermediaries’ proposals with minor exceptions (the
Madrid document outlining the basic settlement principles). "We expect
the Armenian side to show a similar approach," he said, adding that
Armenia had yet provided no response to the intermediaries’ proposals
of six months ago.

"We consider it as Armenia’s attempt to temporise, not to
take important steps to settle the problem, and thus to have the
negotiating process last for years. But we will never agree to it,"
the Azerbaijani president said and stressed that "negotiations must
have certain frameworks, including in terms of time limits."

He accused Armenia of taking steps "breaking the peacekeeping process,"
each time a crucial moment comes.

"Regrettably, we see a similar picture now," Aliyev said and
urged Armenia to voice its position. "Either it (Armenia) gives
a positive answer to the proposals of Russia, the United State and
France (co-chairmen of the OSCE Minsk group) and we come closer to the
problem settlement. Or it gives a negative answer and the negotiating
will be broken and the relations between Azerbaijan and Armenia will
enter a new stage," he stressed.

settlement", says the European Parliament’s Report "On the need
for an EU Strategy for the South Caucasus" by Bulgarian MP Evgeni
Kirilov in the chapter about the Nagorno-Karabakh conflict, which
will be presented on May 20 during the plenary session of the European
Parliament.

The document recognises the importance of adequate peacekeeping
arrangements in line with international human rights standards that
involve both military and civilian aspects; calls on the Council to
explore the possibility of supporting the peace process with Common
Security and Defence Policy (CSDP) missions, including sending a
large monitoring mission on the ground that could facilitate the
establishment of an international peacekeeping force, once a political
solution is found. The document also welcomes the dynamic pace of the
negotiations on the Nagorno-Karabakh conflict and fully supports the
mediation efforts of the OSCE Minsk Group.

Astrakhan Vladimir Hakobyan competed with Van Yue with white. Both are
strong chess players and have high techniques. In the first part of
the game they used one of the Russian versions. It should be noticed
that as Hakobyan so as Van Yue are experienced in such kind of game.

At last the representative of China managed to return what he had
