DEFENSE MINISTER-LED DELEGATION ARRIVES IN BRATISLAVA

/PanARMENIAN.Net/ On October 23, RA Defense Minister Seryan Ohanyan
and his delegation left for Bratislava, Slovakia, to participate in
Defense Ministers’ meeting in IDAF format.

Meeting will be attended by Afghanistan’s Defense Minister, Special
Representative of UN Secretary Genreal and CoE High Commissioner for
Security and Defense.

During his visit, Mr. Ohanyan will meet with NATO Secretary General,
as well as his colleagues from different states, RA Defense Ministry’s
press service reports.

/PanARMENIAN.Net/ This year Italian restorers completed restoration
works of "Birth of Toros Roslin", the famous fresco of Minas Avetisyan
. Meanwhile the ministry of culture of Armenia and the Italian side
have reached an agreement over the restoration of another fresco,
most likely, "Hayastan".

" An agreement was reached over restoration of Minas’ fresco "Hayastan"
("Armenia"), but there are no funds for restoration work," Sona
Harutyunyan, Adviser to the Minister of Culture of Armenia told a
PanARMENIAN.Net reporter.

"Hayastan" fresco is created on the single wall of the House of Culture
survived after the 1988 earthquake in Vahramaberd village in Shirak
marz. Fresco was closed with sarcophagus for safe preservation.

According to the adviser to the culture minister, the restoration
of the fresco, created in 1973, will require a lot more money than
the restoration of "The Birth of Toros Roslin" because it is larger,
and it preserved worse than the previous one.

"If necessary funds are provided, the restoration of "Hayastan "
will be held in 3 stages, 10 to 12 days each," Sona Harutyunyan said.

Armenia perserved 11 frescos of Minas, some of them are in the
building of the former electrical plant of Gyumri and villages of
Shirak: Vahramaberd, Azatan. All of them are significantly damaged
during the 1988 earthquake and need restoration.

On October 21 Speaker of the National Assembly Mr. Hovik Abrahamyan
received U.S. Deputy Assistant Secretary for European and Eurasian
Affairs Mrs. Tina S. Kaidanow.

Welcoming Mrs. Kaidanow Mr. Abrahamyan highlighted the friendly
relations between the Republic of Armenia and the USA and the
cooperation in the political, trade-economic, military, cultural,
educational fields. Assessing the U.S. positive involvement in
the South Caucasus region, the Speaker of the Armenian Parliament
expressed hope that the cooperation between the two countries will
continue to strengthen and develop.

During the meeting the interlocutors discussed the issue of
normalization of relations with Turkey without preconditions and
touched upon the process of strengthening democracy in Armenia.

Creating peace and stability in the South Caucasus has been an elusive
project, but a major breakthrough was achieved between Turkey and
Armenia on Oct. 10.

The foreign ministers of the two countries met in Switzerland, and
in the presence of the U.S. secretary of state and other European
foreign ministers, signed an agreement to open their border and
restore diplomatic relations. The deal still has to be approved by the
parliaments of both countries, but the act of signing the protocols
has sent shockwaves through the region.

The decision-makers in Baku, for one, have taken note of it.

Azerbaijan is the most energy-rich country in the South Caucasus.

Armenian troops, however, occupy more than 20 percent of the country’s
territory – the result of the 1993-94 war, in which Armenia and
Azerbaijan fought for control of the Nagorno-Karabakh province of
Azerbaijan. Today, Armenian troops not only occupy Nagorno-Karabakh,
but also the seven provinces surrounding it.

Supported by the U.S. and Turkey and focused on the energy developments
on its territory, Baku has preferred a diplomatic solution to a
military one. But the new Turkish-Armenian agreement has turned the
tables and now Azerbaijan finds itself under pressure. Any military
solution would clearly be a disaster for regional peace and stability,
but, feeling isolated, Baku may go for the jackpot.

International law is on Azerbaijan’s side – the principle of
territorial integrity guarantees state sovereignty – so the pretext
for going to war exists.

Having secured an opening with Turkey, thanks to the help of
the international community, it is now Yerevan’s turn to push for
peace and begin a phased-out withdrawal of its troops from the seven
occupied territories around Nagorno-Karabakh. Baku has already made
it clear that it is willing to open up the border with Armenia and
begin full cooperation in all areas, including energy and the economy,
if Yerevan puts into motion a policy of withdrawal.

By pulling its troops out of Azerbaijan, Armenia could finally
integrate itself into the South Caucasus infrastructure projects aimed
at connecting Europe to Central Asia through major energy, transport
and telecommunication lines. Yerevan should see an inherent interest
in being an equal partner in the east-west corridor and not just a
crossing point for trade moving between Turkey and Russia.

If Yerevan agrees to withdraw its troops, Europe should agree to take
on the security and administrative oversight of the Nagorno-Karabakh
region, supplemented by Russian and U.S. assistance. The area could
also receive European financial aid in addition to European know-how.

Having restored its relations with Armenia, Turkey is now the ideal
third-party mediator to move the Nagorno-Karabakh peace process
forward. This should be done in parallel to the already existing
Minsk Process, a format that keeps the U.S., Russia and Europe engaged
directly in shaping the security parameters of the South Caucasus.

This means the Ankara initiative should have a narrow focus with a
clear goal in mind: the withdrawal of Armenian troops from Azerbaijan
as a precondition for peace.

year 12,868 cars have been imported to Armenia against 30,641 of the
same span of the past year. State Revenue Committee’s press department
told Armenpress that the 1656 of the imported cars are of Russian
production against 2008’s 6229.

The customs fee of the imported cars reached 15,384 million AMD.

The positions of the political forces that are against the protocols
regulating the Armenian – Turkish relations are week enough, and the
process is being supported with stronger forces. This point of view
today expressed Arman Melikyan the NKR ex-foreign minister.

According to the speaker though the ANC and Dashnaktsutyun get their
adherents all together who actually are against the foreign policy of
the RA authorities. But he also thinks that these two parties will
not be able to join their forces for confrontation as they will not
be able to come up to a common point in many strategic issues.

"ARF tries to solve the question of Genocide and ANC the question of
democratization", – he explained and mentioned that none of them can
reach the goals that are in front of them alone.

WASHINGTON, OCTOBER 19, NOYAN TAPAN – ARMENIANS TODAY. Roger Smith,
Professor Emeritus of government at the College of William and Mary in
Williamsburg, Virginia, and a Co-Founder and former President of the
International Association of Genocide Scholars (IAGS) has donated his
personal library of books on the suject of genocide to the Armenian
Genocide Museum of America (AGMA), panarmenian.net reported.

"I had given talks about the Genocide to many Armenian community groups
and I had also been deeply committed to educating a new generation of
scholars. I offered my collection of books to the Armenian Genocide
Museum of America to provide materials that could help educate scholars
and policy makers about the Genocide," R. Smith said.

Trustee of the museum Van Krikorian welcomed the gift as a valuable
addition to the resources being assembled to create a museum in
Washington.

of Armenian Turkish relations. Resolution of the Nagorno Karabakh
conflict is Russia’s priority, according to director of analytical
research center, political scientist Ruben Hakobyan.

"To all appearance, Turkish parliament will ratify the Protocols.

Then, Karabakh talks will be intensified under Russia’s aegis," he
said. "Nagorno Karabakh is the price Russia will pay for 500 million
cu m of gas it bought from Azerbaijan."
