The Ministry of Nature Protection of Armenia confirms that Deno Gold
Mining Company doesn’t have any passport and classification for waste
accumulation. In its reply to Kapan-based "For Ensuring Ecological
Safety and Developing Democracy" NGO inquiry sent to the Minister of
Nature Protection of RA Aram Harutyunyan, the Ministry particularly
says that the passport submitted by the company was not confirmed
as it had some drawbacks. "The Ministry has warned the company for
several times the passport for slime waste formed as a result of ore
dressing is lacking in the documentation submitted," says letter
5/08/50661 signed by Samvel Amirkhanyan, Head of Ministry Staff,
the Ministry reported.

of the Great Patriotic War. In the section which is dedicated to the
veterans one can find the memories of the participants of the Great
Patriotic War.

"Soldier of Victory" section presents photos which refer to the
monuments in the participant countries which are dedicated to
the victory. In the photo album provided to Armenia "Armenpress"
news agency presents the archive photos of the Armenian division
and servicemen.

Fresh news are placed in site every day by CIS state
news agencies on the events implemented within the frameworks of the

YEREVAN, MAY 6, NOYAN TAPAN. The working group on elaboration of
the energy security conception envisaged by the Armenian National
Security Strategy convened its first meeting on May 6, conducted by
National Security Council Secretary Artur Baghdasarian.

A. Baghdasarian rating as important energy security as one of Armenian
national security components said that national security conception’s
main goal should be ensuring Armenia’s energy self-sufficience in
short-term and long-term prospect.

"The energy development problems are in a reliable condition today
in our country, and Armenia has not only all grounds to ensure our
energy self-sufficience but also to export electricity, which is very
important for our country’s economy. The study of European countries’
experience shows that today that sector develops in two directions,
through energy development strategic programs and electricity
generation economy efficient regimes. We should be able to introduce
energy security modern system by studying the best international
experience," A. Baghdasarian said.

According to the NSC Secretary press service, at the meeting, it
was decided to complete the elaboration of document’s conceptional
provisions and to submit the document for approval by October.

Ankara, Baku and Yerevan will keep "silent diplomacy" few months and
then certain steps will be taken in the Turkish-Armenian protocols and
stability in the Caucasus, Turkish Foreign Minister Ahmet Davutoglu
was quoted as saying by the Hurriyet newspaper.

Davutoglu positively evaluated development of the Turkish-Armenian
relations, noting the high level of the Turkey-Azerbaijan relations.

The Turkish-Azerbaijani relations are now much more developed than
they were before, Davutoglu told the Turkish journalists.

An her interview with RFE/RL, U.S. Ambassador to Armenia Marie
Yovanovitch sounded an optimistic note about the future of
Turkish-Armenian relations, pointing to contacts between Turkish
and Armenian civil societies and ordinary people that have increased
dramatically in recent years.

According to her, the people in Turkey and Armenia understand that
this is a historical anomaly that in the 21st century there is a
closed border in Europe.

She pointed out that she has seen many Turks wishing to open up
businesses in Armenia.

As regards the Armenian Genocide, Ambassador Yovanovitch praised the
hundreds of Turks who took to the streets of Istanbul on April 24 for
the first-ever public remembrance of the up to 1.5 million Armenians
massacred in the Ottoman Empire during World War I.

"It’s an extremely important development that needs to continue to be
encouraged because sometimes it is the government that leads people
and sometimes it’s people that lead the government," she said.

Speaking of the Nagorno-Karabakh problems, the diplomat stressed
its resolution will peace and stability to the region. As regards
international pressure, Ambassador Yovanovitch does not think any
state demands unilateral concessions from the sides at the expense of
their national security. According to her, whatever agreements the
side may reach within the OSCE Minsk Group or in any other format,
they must take their national interests into account. On the other
hand, she stressed the need for mutual concessions.

Ambassador Yovanovitch stressed the U.S. continues focusing its
attention on democratic reforms in Armenia. The issues were discussed
at the Sargsyan-Obama meeting in Washington. The diplomat also pointed
out the U.S. expressed concern over the problems in this field in
Armenia in the U.S. Department of State’s report. Referring to the
recent amnesty, she said that the Armenian authorities made some
progress, but the fact that some oppositionists remain in jail was
"an issue of concern to us."

By appointing Ahmet Davutoglu as Foreign Minister, Turkish diplomacy
has attained considerable results at the international arena, but
the normalization process with Armenia appeared as the only blunder
of the Foreign Minister, according to Turkish journalist Amberin Zaman.

Commenting on Armenia-Turkey Protocols, she said that the documents
contained no stipulations on Azerbaijan or Karabakh. "If Protocols
aimed to force Armenia into ceding its position on Karabakh, the
results suggest the aim was not accomplished: Armenia froze the
Protocols," the Turkish journalist stated.

As she noted, Yerevan will not yield until Karabakh status is
determined.

"Armenia will not leave Karabakh, similarly to Turkey not withdrawing
troops from Cyprus," Amberin Zaman concluded in her article published
by Haber Turk.

C’etait l’evenement du salon Livres & musiques. Une rencontre avec le
venere Charles Aznavour. Pas de musique mais une heure de discussion
libre avec un artiste qui l’est tout autant. Reportage

Monique avait prevenu sa soeur Colette. " Quand il arrive, je me lève,
je lui donne mon truc et hop, le bisou ! " Charles Aznavour entre sur
le côte du salon des Ambassadeurs du casino de Deauville. Bras leve,
il salue la foule. Standing ovation. Il est a peine assis que cette
fan venue du Bessin est plantee devant lui. " Je connais le monsieur
mais pas la dame ", plaisante Philippe Meyer, journaliste, au micro.

Monique n’en a cure. Avant de retourner s’asseoir sagement, elle a
donne a " Papa Charles Aznavour " la lettre qu’elle lui avait ecrit.

" Mon pays, c’est la France "

Parce que, comme elle le dira plus tard au micro : " Vous etes tout
pour moi ". L’histoire de Monique, c’est celle d’une petite fille
qui a perdu son père trop tôt. Mais de lui, elle savait qu’il etait
petit et maigre. Un peu a l’image du frele chanteur de varietes
qu’elle regardait avec fascination dans le televiseur en noir et
blanc. Un demi-siècle plus tard, elle a tout ecoute et tout appris
de lui. Elle l’a vu sur scène mais comme ca, jamais. Alors samedi,
elle est venue avec sa jeune soeur. Et rien n’aurait pu l’empecher
d’approcher son grand Charles a elle.

Car Charles Aznavour est la, assis a côte de Philippe Meyer. Chacun
porte la rosette rouge et leur discussion avance doucement au rythme
des questions du chroniqueur. Le chanteur evoque ses debuts, quand la
presse le jugeait " trop petit, trop laid et trop depourvu de voix
pour pouvoir reussir ". Ses venues a Deauville en première partie
d’Edith Piaf : " Partout où je passais avant elle, je faisais un bide.

" La scène : " J’ai invente un style ". La chanson d’aujourd’hui : "
On ne raconte plus d’histoire, il est temps de revenir a des choses
plus legères. " Sa longevite : " J’avais dit que j’arreterais a
120 ans. Je le ferai peut-etre a 110. " Ses racines : " Je suis
d’origine armenienne mais mon pays, c’est la France. " La burqa :
" Les jeunes Francaises n’en veulent pas. " Ses chansons : " Dans ma
vie, j’ai tout chante et je ne sais pas comment font les autres pour
trouver de nouveaux sujets. " La chanson francaise : " Le monde entier
peut nous envier mais ils n’auront jamais Trenet, Ferre ou Brel. "
L’enseignement : " Les professeurs sont très importants. Il faut les
ecouter, pas les gifler ! "

Le public ecoute religieusement. Il applaudit quand le chanteur se
declare " contre les segregations " ou affirme que " deux cultures
apportent enormement ". Il rit quand Charles Aznavour lâche : " Je
suis instruit, j’ai mon certificat d’etudes. " Et il s’emeut de voir
le petit David, garconnet d’origine armenienne, peiner a se souvenir ce
que lui a souffle sa mère. Son frère est la pour lui sauver la mise. "
On vous adore et on veut vous faire la bise. " Les deux garcons montent
sur scène avec leur petite soeur. Charles Aznavour accueille avec
un sourire bienveillant ces representants d’une cinquième generation
d’Aznavourophiles. Et comme dirait Monique hop, le bisou !

Dimanche 2 mai, de 11 h a 13 h, Charles Aznavour dedicace ses livres
dans le salon des Ambassadeurs du casino Barrière de Deauville.

About 80 delegates from 12 countries have arrived in Armenia to
participate in the 23rd European Regional Congress of the Parliamentary
Assembly of the Francophonie.

In his opening remarks Speaker of the National Assembly of Armenia
Hovik Abrahamyan touched upon two important issues: settlement of the
Karabakh conflict and normalization of the Armenian-Turkish relations.

"Armenia is willing to fulfill its international commitments, but
not at the cost of impairment of national interests. Unlike Armenia,
from the very beginning Turkey was avoiding to meet its commitments,
was trying to tie the protocols to the Karabakh issue, thus hindering
the normalization process," Hovik Abrahamyan said.

As for the Karabakh issue, the Speaker said "Azerbaijan is constantly
disseminating false information parallel to the increased cases of
ceasefire violations." "Well aware that it army will not ensure victory
in case military actions break out, Azerbaijan has been infected with
the virus of bellicose statements," he added.

Elkhan Polukhov The Azerbaijani Foreign Ministry has commented on
remarks by the Turkish foreign minister that Ankara is keen to see
all borders open.

‘Azerbaijan is also in favour of opening and unblocking all the borders
in the region,’ Foreign Ministry spokesman Elkhan Polukhov said today.

‘However, for Azerbaijan to open its border with Armenia, the
Armenian armed forces must withdraw from the occupied territories and
Azerbaijani displaced persons must return there. This is the basic
condition for Azerbaijan to open borders with Armenia. In addition,
these steps are consistent with resolving the Armenian-Azerbaijani
conflict over Karabakh and establishing peace and stability in the
region,’ Polukhov said.

On 1 May, Turkish Foreign Minister Ahmet Davutoglu addressed a
conference at Oxford University on ‘Turkey’s foreign policy in a
changing world’. ‘Of course we want to open our border because we want
full integration with our neighbours,’ Davutoglu said in his keynote
speech. ‘However, it would not be enough to open the Turkish-Armenian
border. We also want the Armenian-Azerbaijani border to be opened so
that regional stability can be restored.’

Shevket Shaydullin, Director General of South Caucasus Railways,
the former Armenian Railways which is now a daughter company of
Russian Railways, has stated that in the coming 3-5 years the railway
connections between Armenia and Russia via Georgia and Azerbaijan
might be restored and start functioning. He added that this depends
on political decisions but expressed the hope that this dream will
come true.

South Caucasus Railways was given to Russian Railways for 30 years,
with a possible prolongation of this agreement for 20 more years,
in 2008. Russian Railways undertook a commitment to invest more than
USD 500 million in the development of the company, and even more if
the railway connections to Turkey are restored. Russian Railways will
invest over USD 1.5 billion if the route through Azerbaijan is also
restored, and if the railways run through Georgia and Abkhazia the
investment will be even greater, over USD 2 billion.
