Les Turcs redécouvrent la part arménienne de leur identité;
Une avant-garde se mobilise aujourd’hui pour commémorer le génocide de 1915.

TURQUIE Sur la rive asiatique d’Istanbul, les voyageurs qui descendent
du train à Haydarpacha risquent d’avoir un choc, ce samedi : Ã
l’occasion du 95e anniversaire des massacres d’Arméniens par l’Empire
ottoman pendant la Première Guerre mondiale, l’Association des droits
de l’homme réclamera devant la gare que l’Ã?tat turc reconnaisse le
génocide.

C’est de là que partit le premier convoi de déportés arméniens. Sur la
place de Taksim, le coeur névralgique de la mégapole, les badauds
auront également droit à une leçon d’histoire qui ne figure pas dans
les manuels scolaires. Durde, un collectif d’associations turques, a
appelé à un rassemblement pour rendre « hommage à la mémoire des
victimes de 1915, silencieusement et vêtu de noir ». « Environ 1,5
million d’Arméniens, 15 % de la population de l’époque, ont été tués
ou déportés et ils n’ont même pas de tombe, explique Cengiz Algan, un
des initiateurs du rassemblement. Notre démarche n’est pas une
révolution, mais une contribution pour que les Turcs se confrontent
enfin à leur histoire. »

C’est en tout cas une étape supplémentaire dans le long travail de
reconnaissance du génocide engagé par une partie de la société civile
turque. Près d’un siècle après les massacres de centaines de milliers
d’Arméniens, c’est la première fois que des manifestations défient sur
la voie publique le « négationnisme » de l’Ã?tat.

Restaurer les églises

En 2005, le lancement des négociations d’adhésion à l’Union européenne
avait fait souffler un vent de liberté en Turquie et les
universitaires turcs avaient brisé le tabou du génocide en organisant
une conférence sur ce non-dit de l’histoire. Deux ans plus tard,
l’assassinat du journaliste arménien Hrant Dink a réveillé les
consciences d’une avant-garde démocratique.

Le mois dernier, les votes d’une résolution sur le génocide arménien
par une commission de la Chambre des représentants aux �tats-Unis et
par le Parlement de Suède ont déclenché des crises diplomatiques avec
la Turquie. Pour Ankara, gardienne de la thèse officielle, le danger
vient désormais aussi de l’intérieur.

Travaux d’historiens, documentaires, débats télévisés et ouvrages se
multiplient. Film après livre, un passé occulté rattrape le présent
et, avec lui, la part arménienne cachée de l’identité de la Turquie.
Même les municipalités d’Anatolie se mettent à restaurer les églises
arméniennes, alors que depuis sa création en 1923, la République
turque avait tenté d’effacer toute trace de la présence arménienne, au
mieux en laissant s’écrouler ce patrimoine, au pire en le rasant.

Transmission orale

Paru à l’automne dernier, Les Petits-Enfants fait témoigner des
descendants d’Arméniens qui ont échappé aux massacres et qui ont été
en partie assimilés au fil des décennies. Ce recueil lève le voile sur
le sort caché de ces milliers d’enfants, des filles le plus souvent,
adoptés ou enlevés par des voisins musulmans. à l’exception d’un seul,
tous les petits-enfants y racontent leur secret de famille
anonymement. « Ce livre est un défi envers ce dont on a peur, la peur
est centrale dans toutes les histoires racontées, déclare Aysegül
Altinay, une des coauteurs. Mais en partageant leur vie avec les
lecteurs, ils disent basta ! »

Selon Cengiz Aktar (*), un des auteurs d’une campagne de pardon pour
la « Grande Catastrophe » – l’appellation désignant le génocide chez
les Arméniens -, qui a recueilli plus de 30 000 signatures sur
Internet, la seule façon de contourner le négationnisme est désormais
de « mener des actions pour développer une politique de mémoire,
conduire un travail pédagogique auprès de la population ». Afin de
faire émerger une conscience commune, un projet turco-arménien s’est
ainsi attaché à collecter dans les familles des histoires relatives au
génocide. L’étude montre qu’une transmission orale a lieu en dépit du
silence imposé dans la sphère publique.

Dans les familles, des récits se murmurent de génération en
génération. « En privé, même si les témoins ne sont plus en vie, ce
qui s’est passé est un secret de Polichinelle, explique Leyla Neyzi,
anthropologue turque qui a supervisé le recueil des récits. Cela peut
s’exprimer de façon inconsciente, mais même les anecdotes disent la
culpabilité. » Comme ce vieillard qui s’est mis à raconter, quand il
est devenu sénile, qu’il avait jeté des enfants arméniens dans la
rivière. Les fantômes hantent toujours les mémoires. « Résultat,
ajoute cette enseignante à l’université Sabanci d’Istanbul, les Turcs
sont totalement schizophréniques. » Pour eux, être en paix passera par
l’acceptation de leur responsabilité dans l’extermination d’un peuple
qui vivait en Anatolie, sur la même terre que la leur.

The Heritage Party will convene extraordinary party congress shortly
and furnish answers to all matters of public concern on Armenia’s
foreign policy, Leader of "Heritage" faction Raffi Hovannisian said
at the press conference.

"Establishing ‘Heritage’ party I tried to design a horizontal
management system, not putting emphasis on individuals, but
unfortunately, ‘Armenian feature’ did not come by us. Some people
could not resist the temptation of cultivating the &’self’. This
situation will be analyzed at the next party congress and the best
approaches will be found," Hovannisiyan pledged, stressing that
"Heritage"-is the party of the future.

Several months ago, due to the conflict between the party members,
staff changes took place in "Heritage" having some board members
quitting.

"Upper Lars" border checkpoint according to the initial information
will launch from May 1, Secretary General of the "Association of
International Transporters of Armenia" Herbert Hambardzumyan told
Armenpress, adding that because of unfavorable weather condition
large volume trucks do not operate yet. He said according to the
initial information the transportations will be implemented from May
1 but did not exclude that in case the weather condition is bad the
transportation again be suspended.

The "Upper Lars" border check-point was closed in 2006 for
reconstruction and reopened in March this year.

Canadian Armenians March from Montreal to Ottawa

What: 95 Canadian Armenians will be marching into Ottawa on the last leg
of their 4 day walk from Montreal, in commemoration of the 95th anniversary
of the Armenian Genocide.

When: Saturday, April 24, 2010 between 11:00am and 11:30pm.

Where: East on St. Patrick Street between Alexandra Bridge and MacKenzie
Avenue, South on MacKenzie Avenue between St. Patrick Street and Rideau
Street, West on Rideau/Wellington Street between MacKenzie Avenue and
Parliament Hill.

Details: Starting on April 21 at Phillips Square in Montreal, a group of
95 Canadian-Armenians have been marching on their way to the Parliament
building in Ottawa on the occasion of the 95th commemoration of the Armenian
Genocide. They will be arriving in Ottawa on Saturday, April 24, at 11:00am.

Over 1.5 million Armenians perished in a systematic effort by the Turkish
government of the Ottoman Empire to eliminate the indigenous Armenian
population living peacefully on its historic homelands. It was the Armenian
Genocide, which introduced the spectre of holocaust to the 20th Century; a
crime that has since been duplicated in various forms in Nazi Germany,
Rwanda and Darfur.

ArmInfo. President of France Nicolas Sarkozy has commented on April 22
statement by President of Armenia Serzh Sargsyan regarding suspension
of the process of ratification of the Armenian-Turkish Protocols,
Armenian Foreign Ministry press service reported.

"President of France got acquainted with the statement by Armenian
President Serzh Sargsyan regarding Armenia-Turkey rapprochement and
the border opening. N. Sarkozy welcomes the confirmation of readiness

ANC AND AYF PARTICIPATE IN SOCIAL JUSTICE SUMMIT AT CSU FULLERTON

FULLERTON, CA—The Armenian National Committee (ANC) and Armenian Youth
Federation (AYF) partnered up on Saturday, April 17th to present a workshop
on the Armenian Genocide and its denial during the 2010 Social Justice
Summit on the California State University, Fullerton campus.

The day-long event featured workshops on a range of social justice-related
issues from the environment and labor issues to community quality of life
issues and crimes against humanity. The event was organized by Students
ACT-Students Advocating Civic Transformation and hosted by the Volunteer &
Service Center.

"This was a great opportunity to raise awareness about the Armenian Genocide
and its current consequences with individuals who are already passionate
about social justice and how to effect positive change in their
communities," said AYF Western USA Executive Director, Serouj Aprahamian.

Aprahamian and ANC-Western Region Community Relations Director, Haig
Hovsepian, partnered up to present an overview of the history of the
Armenian Genocide and how the issue has been addressed on the international
as well as the political stage in the United States over the past 95 years.
They also discussed the evolution of Armenian Genocide denial and its impact
on subsequent genocides including the current, ongoing genocide in Darfur,
Sudan.

The Armenian National Committee-Western Region is the largest Armenian
American grassroots community organization in the Western United States.
Working in coordination with a network of offices, chapters, and supporters
throughout the Western United States and affiliated organizations around the
country, the ANC-WR works to promote understanding regarding issues of
concern to the Armenian American community.

Day.Az interview with co-rapporteur of the Parliamentary Assembly
of the Council of Europe (PACE) on Azerbaijan, MP from Malta Joseph
Debono Grech.

Last week you attended international conference "Parliamentary
elections in Azerbaijan in 2010: More democratic, more transparent."

What are your expectations from the upcoming elections in Azerbaijan?

I think that these elections should be better. It was very gratifying
to see most of the leaders of political parties at this conference.

They talked openly about what they want. Now everything depends on
international organizations how to help these parties to reach what
they ask. In my opinion, this conference has become a very good start.

The Council of Europe and the OSCE can provide every assistance to
advance this process.

However, in my view, the problem is that Azerbaijan have a lot of
political parties. This leads to a lot of opinions. I do not mean
that there should be two or three parties. A variety of political
palette is good for democracy. But too many parties are not very good
in terms of elections.

Azerbaijan accuses the Council of Europe of notorious policy of double
standards in assessing the human rights situation in the republic
while PACE criticizes neighboring Armenia less despite the fact that,
for example, the last presidential elections saw mass violence and
loss of a few people. What is the reason for such an approach?

I agree with you. As you know, I was appointed to the PACE rapporteur
post just recently. I do not agree that each report should be so
negative. There are both negative and positive aspects in every
country.

I can say that my native country Malta passed a similar path in
1970s and 1980s, a period when the Council of Europe was against us,
and all because of the speakers who were giving negative information
about my country. Our countries also have similar history. Malta,
like Azerbaijan, once was part of empire. Therefore, I can understand
your problem more other members of the Council of Europe.

Baku argues that the Council of Europe, pointing to a need to improve
human rights in Azerbaijan, should first think about rights of 1
million Azerbaijani refugees and internally displaced persons that
have been breached for over 20 years and take efforts to resolve the
Karabakh conflict…

Yes, this problem must be solved. These are double standards, because
there are UN Security Council resolutions, the resolutions of the
Council of Europe, but nobody is concerned about it. I am concerned
about this issue. The Council of Europe is also concerned.

I hope that international community will help you solve this problem.

I can give you my personal support. I am a new co-rapporteur, but I
think that Azerbaijan has succeeded. There are problems in any country,
but in general the situation is encouraging. No one can talk about
the elections in Azerbaijan … This is an internal matter. In this
respect, we can help Azerbaijan, which is still a very young democracy,
since it is only 20 years of age. This is not so much. But for this
short path you have done a great job. I can promise you my support.

Yuri Oganessian, academician of the Russian Academy of Science,
Scientific Leader of the Flerov Laboratory of Nuclear Reactions at the
Joint Institute for Nuclear Research (in Dubna) will arrive be on a
visit in Armenia on April 17-24. Team headed by Oganessian discovered
new elements of Mendeleev’s table (112-118) in 2010.

His visit aims at discussing details on reconstruction of Yerevan
Physics Institute, including the researches implemented by the
institute, management structure and model of the National Laboratory
as well as possible assistance by Dubna Nuclear Research institute,
RA Economy ministry press service informed NEWS.am.

April 22, the scientist intends to meet with students of Yerevan
State University. Armenian Economy Minister Nerses Yeritsyan will
also attend.

The U.S. took a neutral position on the issue of Nagorno-Karabakh
conflict and highly supports the OSCE Minsk Group’s efforts, U.S.
State Department Acting Deputy Spokesman Mark Toner said in an
interview with the ‘Voice of America’.

There is no cooling in the Azerbaijani-U.S. relations, Tonar said. As
co-chair of the OSCE Minsk Group, the United States for a long period
has made every effort to rapidly resolve the protracted conflict
together with Azerbaijan and Armenia.

"We are not at anyone’s side, we support the Minsk Group and the
peaceful settlement of the conflict," he said.

Toner also touched the issue of the Turkish-Armenian negotiations. "We
stand for the normalization of the Turkish-Armenian relations,
which corresponds to the interests of the region. At the same time,
we highly support the Minsk process. We would like to achieve a
peaceful settlement of the Nagorno-Karabakh conflict, and to work
with Azerbaijan and Armenia for this end," Toner added.

After the Government’s economic policy resulted in an ignominious
failure, Armenian high-ranking officials have "taken heart of grace"
and are now issuing optimistic forecasts one after another. The reason
for their enthusiasm is the GDP growth registered early this year,
which to a great extent was accounted for by a major increase in
industrial output.

Indeed, industrial output showed an increase of as much as 9.4% (!)
this January-February as compared with the corresponding period last
year. The progress is really impressive, with a 7.8% decline in the
Armenian industry in 2009 considered.

The minerals industry, with its share in the total industrial output
being 19.2%, (8.3% last January-February) registered a 45.9% increase.

No doubt, that was the immediate result of the positive changes on the
world ferromolybdenum market. So we would greatly exaggerate if we put
the progress down to the economic policy implemented in the country.

The processing industry is an undisputed leader in the Armenian
industrial sector, with its share being 56.4% this January-February.

The processing industry registered a 9.2% increase in output and seems
to have overcome last year’s stagnation and be making up the leeway.

This is, however, at first blush.

In the processing industry the greatest progress was achieved by the
enterprises that are closely cooperating with the extractive industry.

Specifically, the output of hard nonmetallic minerals showed a 98%
increase (its share in the Armenian industry being 4.2%); the output
of base metals showed a 6.7% increase (16.2%), etc..

As regards the food industry, its figures leave to be desired. This
January-February as compared with last January-February, the food
output showed a 0.1% decrease, output of beverages a 2.7% decrease,
and tobacco output a decrease of as much as 12.9%.

As regards beverages, the output of vodka, the most popular hard drink
in Armenia, showed a 60.5% decrease. This fact could only be welcomed
if the consumption of the "demon drink" reduced as much. But such
significant progress can hardly be achieved in one year. So we can
be sure that Armenian citizens go on drinking and smoking — to an
extent imported drinks and baccy.

If continue, the aforementioned market trends threaten the Armenian
market with import domination and a worse situation in the import
substitution industries. Last year’s USD revaluation against the
AMD was expected to improve the situation in the industries, which,
however, did not happen.

The Armenian light industry is in a similar deplorable state. This
January-February the symbolic textiles output showed a 48.8% decrease,
and the clothing output a 21.7% decrease. So the USD revaluation did
not even stabilize the situation in this industry. So we should not
be euphoric about the industrial production index in Armenia. As we
have mentioned above, a better situation in the raw-materials industry
mainly accounts for the better index.

As regard the processing industry, of interest is the following
fact: this January- February as many metal-cutting machine tools were
produced in Armenia as last January-February – one machine tool in two
months! So what diversification of production, and related export, can
we dream of if the Armenian industry is only based on ferromolybdenum,
copper concentrate, aluminum foil and brandy?
