The European Union is stepping up its efforts to negotiate an
association agreement with Armenia that will bring the latter "much
closer" to the EU, Spanish Foreign Minister Miguel Angel Moratinos
said during a visit to Yerevan on Tuesday.

Armenia has been entitled to such an agreement since its inclusion
in the EU’s Eastern Partnership program. The scheme offers six former
Soviet republics deeper integration with the 27-nation bloc in return
for political and economic reforms.

Senior officials from the EU’s executive European Commission said
last September that the Armenian authorities will have to commit
themselves to specific "institutional reforms" before the formal
start of association and free trade talks with the bloc. They said the
Brussels-based commission will provide Yerevan with 33 million euros
($44.6 million) in technical assistance for that purpose in 2011-2013.

The commission subsequently sent a team of experts advising various
Armenian state agencies on the planned reforms. They were due to come
up with a relevant plan of actions by this June.

Moratinos, whose country currently holds the EU’s rotating presidency,
discussed the matter with President Serzh Sarkisian and Foreign
Minister Edward Nalbandian. "During the Spanish presidency, we will
speed up the mandate for starting negotiations on the association
agreement between Armenia and the European Union, and I hope that the
[EU] Council will announce this good news already in March," he told
a joint news conference with Nalbandian.

"A new chapter is opening between Armenia and the European Union,"
said Moratinos. He did not specify when the negotiations will get
underway and how long they should last.

"Armenia’s relations with the European Union have reached a turning
point," Nalbandian said, for his part. He described the EU as his
country’s "reliable political and economic partner."

"Moving closer to the European family is one of main directions of
Armenia’s foreign policy priorities, and we are committed to that
course," he added.

Easier access to the EU’s vast and affluent market would be one of the
most important tangible benefits of Armenia’s involvement in Eastern
Partnership. Trade and Economic Development Minister Nerses Yeritsian
said in September that the Armenian government thinks its forthcoming
free trade talks with the bloc can be completed within three years.

But he acknowledged that EU officials are less optimistic on that
score.

Armenia’s EU-backed rapprochement with Turkey and the Nagorno-Karabakh
conflict were also high on the agenda of Moratinos’s talks in Yerevan.

The Spanish minister called for the ratification of the
Turkish-Armenian protocols "without preconditions and in a reasonable
time frame." He also told Sarkisian that the Karabakh conflict can
be settled "only by peaceful diplomatic means."

Moratinos also held separate meetings with top representatives of
the opposition Armenian National Congress (HAK) and the Zharangutyun
party. A Zharangutyun statement said two senior members of the
party discussed with him the political situation in Armenia and,
in particular, the lingering fallout from the March 2008 violence
in Yerevan.

An HAK spokesman told RFE/RL that the top leader of the opposition
alliance, Levon Ter-Petrosian, spoke with Moratinos only by phone,
leaving it to four other HAK figures to meet the visiting EU leader
in person.

Nalbandian met with the European Union delegation led by Miguel Angel
Moratinos, the Minister of Foreign Affairs and Cooperation of Spain,
country presiding in EU.

E. Nalbandian characterizing the Armenia-EU interrelations said: "The
Armenia-EU relations are at a turning stage at present. The European
Union is a reliable political and economic partner for Armenia.

Eastern Partnership launched last year opens wide opportunities for
expanding cooperation in a number of spheres."

E. Nalbandian speaking about Armenia’s priorities in the relations
with EU attached importance to the further expansion of the political
dialogue between Armenia and the European Union, signing of the
free trade agreement, facilitation of the entrance visa regime,
and launching negotiations on signing an association agreement.

Miguel Angel Moratinos presented the processes taking place in
EU after Lisbon Agreement’s coming into force and prospects of
integration processes.

According to the RA Foreign Ministry Press and Information Department,
during the meeting the interlocutors also discussed issues related
to the Armenia-EU relations, ways of strengthening and expanding the
cooperation and joint measures to be undertaken in that direction. The
sides expressed satisfaction that efficient cooperation by a number
of formats proceeds between Armenia and EU.

The sides also touched upon issues related to expansion of the
interrelations between Armenia and Spain. The RA Foreign Minister said
that a decision had been made to open RA Embassy this year in Madrid.

Regional issues were also on meeting’s agenda. Miguel Angel Moratinos
confirmed EU’s unreserved assistance to steps undertaken to normalize
the Armenia-Turkey relations and expressed the hope that the sides will
ratify the signed protocols without preconditions and in reasonable
time constraints and will move forward.

Thoughts over the Nagorno Karabakh problem negotiations process were
exchanged. The RA Foreign Minister presented the latest developments
in the problem settlement.

A joint press conference of Edward Nalbandian and Miguel Angel
Moratinos took place after the meeting.

An evening reception to honor the four young athletes who represented
Armenia in the Vancouver 2010 Winter Olympics took place at St.

Vardan’s Armenian Church in Vancouver, Canada.

Two hundred people showed up to congratulate the athletes – Kristineh
Khachatryan, Ani-Matilda Seribrakyan, Sergei Mikayelyan and Arsen
Nersisyan. Arman Hakobyan, Armenia’s Acting Ambassador to Canda, was
on hand to officiate at the ceremony and he thanked the four young
athletes for displaying a truly competitive spirit and performing
to the best of their abilities. Ambassador Hakobyan awarded each a
letter of commendation in the name of the RoA Embassy.

News chief of Gunluk newspaper Ramazan Pekgoz was threatened by a
person on the street who said, "We finished Hrant Dink off. We will
do the same to you". After Pekgoz complained at the police station
in Taksim/Istanbul, the person who threatened him was arrested.

Journalist Ramazan Pekgoz, news chief of the Turkish Gunluk newspaper,
received a death threat while he was walking to his office in the
morning of 28 February.

A person with the initials A.S. had followed Pekgoz on the side
walk before he stopped him and said, "We finished Hrant Dink off. We
will do the same to you". Turkish-Armenian journalist Hrant Dink was
assassinated in front of his workplace Agos newspaper in January 2007.

Pekgoz complained about the person who threatened him at the
Taksim Police Station in central Istanbul. The suspect was arrested
subsequently.

‘We will kill you like Hrant Dink’

Journalist Pekgoz said that this person had followed him starting
from Galatasaray High School close to the southern end of the popular
Istiklal Avenue in Taksim (Istanbul). Apparently, the suspect was
cursing on the way. Pekgoz said that he asked the suspect why he was
following him once he got close to him and he replied, "This is a
street, I am just walking".

The person known as A.S. followed the journalist for another while
and then approached him directly by threatening Pekgoz: "We finished
Hrant Dink off. We will do the same to you". Pekgoz instantly went
to the close-by Taksim Police Station and complained about the person.

Police officers of the Anti-Terror Branch, the Security Branch and
the Intelligence Branch started an investigation into the matter
upon Pekgoz’s complaint. It turned out that suspect A.S. has got
a criminal record for theft. He was apparently born in Canakkale
(south of the Dardanelles) in 1977.

ArmInfo. Real effective currency rate in Armenia raised by 5,4%
to 121,7 in December 2009, as compared to November 2009, monthly
reference guide of Armenia’s Central Bank says.

Fall of the real effective currency rate in December 2009, as compared
to December 2008 made up 18%. To recall, fall of this indicator during
2008 was fixed in February, March, April, June, July and December,
and in Jan-Dec 2009, growth was fixed only in February.

Along with it, the nominal effective rate in December 2009, as
compared to November 2009, raised by 3,7% to 211.7, and as compared
to December 2008 – by 20%. Fall of the nominal effective currency
rate in 2008 was fixed in February, March, April, June and December,
and in Jan-Dec 2009, growth was fixed in February and July.

To recognize the massacres of Sumgayit as genocide

22 years ago, on these days the Armenians of Sumgayit were slaughtered
in Azerbaijan.

"We don’t speak of our truth, but on the contrary, Azerbaijan spreads
its falsehood all over the world playing the role of the victim. The
fairy-tale of Khojali recently created by the Azerbaijani propaganda
machine pursue an aim to mask its crime committed in Sumgayit and
distract the attention of the international community", Grigory
Ayvazyan, Chairman of the Assembly of the Azerbaijani Armenians, said
yesterday at a press conference in Duplex Club.

According to the Assembly, the crime committed by Azerbaijan should
not go unpunished. The whole world should know about it, but first of
all, the Republic of Armenia should recognize the massacres of
Sumgayit as genocide. The Assembly of the Azerbaijani Armenians has
submitted a draft law on Sumgayit genocide to the National Assembly of
RA.

Grigory Ayvazyan also spoke of the resettlement of the liberated
territories adjacent to NKR.

"I don’t think that resettlement of the liberated territories by the
Azerbaijani Armenians is the best way to the solution of the problem.
Those territories should be populated by the Armenian villagers, based
on the principles of colonization", he said.

Choir, which is affiliated with the state-owned Turkish Radio
and Television, or TRT, has performed a work in Armenian under the
direction of Istanbul-based Armenian conductor Hagop Mamigonyan. The
choir will perform the work again at an Armenian church in Istanbul.

Led by Istanbul-based conductor Hagop Mamigonyan, the choir performed
"Gali Yerk" (Harvest Wind), a work by Armenian polyphonic music expert
and ethnomusicologist Komitas Vardapet.

Founded in 1970, the TRT decided last year to celebrate its 40th
anniversary with 40 different conductors, both Turkish and foreign.

One of those it invited was the young Hagop Mamigonyan of the Surp
Lusavoric Armenian Choir, which has been performing in Istanbul for
80 years.

February 25, RA President Serzh Sargsyan signed a decree on the
resignation of Chairman of the RA Commission for Protection of Economic
Competition David Harutyunyan, RA Presidential Press Service informed
NEWS.am.

As NEWS.am reported previously, Chairman of the RA Commission for
Protection of Economic Competition handed in his resignation to the
RA President.

Commission Press Secretary Armine Udumyan confirmed the information.

She pointed out that Harutyunyan continues performing his duties,
as the President did not accept his resignation.

David Harutyunyan replaced Ashot Shahnazaryan as Commission Chairman.

He was appointed for five years, but has held the post for a few
months.

For the first time in Turkey’s history, the Ankara Radio Polyphonic
Choir, which is affiliated with the state-owned Turkish Radio and
Television Corporation, or TRT, has performed a work by a leading
Armenian composer, the Hurriyet Daily News reports.

Led by Istanbul-based conductor Hagop Mamigonyan, the choir performed
the "Harvest Wind," a work by Armenian polyphonic music expert and
ethnomusicologist Komitas, the choir will perform the work again at
an Armenian church in Istanbul

Founded in 1970, the TRT decided last year to celebrate its 40th
anniversary with 40 different conductors, both Turkish and foreign.

One of those it invited was the young Hagop Mamigonyan of the Surp
Lusavoric Armenian Choir, which has been performing in Istanbul for
80 years. Each conductor was free to select the music that would be
performed. Mamigonyan told the TRT that he wanted to lead the choir
in an Armenian piece.

"When I told them on the phone that I wanted to perform an Armenian
work, there was silence for a few seconds on the other end of the line,
but my request was accepted," Mamigonyan told the Hurriyet Daily News &
Economic Review.

Still, Mamigonyan said, he had doubts until he started working with
the choir and was worried that the TRT administration would retreat
at the last minute, but this did not happen. Recordings of the concert
will be available in the coming months. In another historic first, the
Ankara Radio Polyphonic Choir will also perform the same composition
in the Surp Yerortutyun Armenian Church in Istanbul’s Beyoglu district.

In previous years, performing Armenian songs was banned on TRT
television channels and radio stations. By making his proposal,
Mamigonyan achieved a first in Turkey, a historic responsibility for
someone of his young age.

"I express my gratitude to the TRT administration that supported
my idea," he said. "Turkish and Armenian composers created common
works during the Ottoman era. Why don’t we do it today? Yes, it may
be difficult, but it is time to say ‘full speed ahead’ for dialogue
and a peaceful future."
