/PanARMENIAN.Net/ The recognition of the Nagorno Karabakh Republic by
the international community can become a guarantee for human rights
protection and prevention of Azerbaijan’s aggressive intentions,
NKR Prime Minister Anushavan Danielyan said in Stepanakert at the
international conference titled "Nagorno Karabakh Republic: Past,
Present, Future. In the words of the NKR Premier, the war levied by
Azerbaijan on Artsakh demanded strong will, firmness and losses from
the Armenian people. With the assistance of whole Armenianhood the
people of Artsakh managed not only to defend the homeland but also
to recover from the consequences of the war. "During nearly 20 years
of existence the republic passed through all the stages of state
building. It ensured the security of the population and protected
the state interests," Danielyan remarked.

He underscored that the efforts of the NKR leadership are targeted at
settlement of the conflicts on the basis of principles that reflect
the will of the Karabakh people. "Unfortunately no considerable
progress has been fixed in the negotiation process yet. This is
Azerbaijan’s fault, since being not ready for any compromise this
country denies the right of nation to self-determination and insists
on the principle of "inviolability" of its territorial integrity. This
circumstance doesn’t allow conveying a new impulse to the negotiations
and developing the positive tendencies achieved during recent 10
years with the assistance of international mediators," the NKR Prime
Minister considers. In his words, the non-constructive position of the
Azeri leadership and irresponsible calls to solve the problem by force
jeopardize the security of the whole region. The leadership of Nagorno
Karabakh have many times state of their firm intention to solve the
problem peacefully and today we are ready to support the activities
of the OSCE Co-chairs’, whose potential has not been exhausted yet,"
Danielyan said.

He also said that despite the unsettlement of the conflict and
non-recognition of the NKR by the international community, the
authority of Nagorno Karabakh as de facto independent state keeps on
growing. "The NKR is interesting in developing cooperation with all
the states of the region including Azerbaijan," the Prime Minister
of the Nagorno Karabakh Republic said, reported De Facto news agency.

leader of United Labor Party (ULP) of Armenia Gurgen Arsenyan finds
ruling coalition does not exist in Armenia.

"Coalition stopped existing after "Orinats Yerkir" party left it,
and it means that Armenia does not have political majority any more",
he emphasized.

Arsenyan finds today in Armenia only "parliamentary majority" exists.

At the same time he emphasized that his party did not join the
collation, but just undertook political responsibility for the line
pursued by the authorities.

Constituent meeting of the United Labor Party took place on September
21, 2002. At present the party has 35 territorial departments.

YEREVAN, JUNE 19, NOYAN TAPAN. The presentation of Diasporan Armenian
writer Torgom Postajian’s "Criticism and Document," "Prominent Armenian
Literary Figures" and "Shelterless Exiles" books took place on June
16 at the Writers’ Union of Armenia.

The author presented in the first book analysis of modern Armenian
prose-writers’ and poets’ works, and in the "Prominent Armenian
Literary Figures", he presented articles dedicated to Eastern and
Western Armenian writers’ life and literary activity. T.Postajian’s 15
stories are involved in the "Shelterless Exiles" book, in which the
author touched upon emigration, an phenomenon pursuing the Armenian
people continuously for centuries.

According to WUA Chairman Levon Ananian, the Diasporan Armenian writer
speaks in his stories about the emigration which has for centuries
been an inseparable part of the Armenians’ history. That phenomenon,
according to him, was fixed in the 70s of the 20th century as well,
reaching its apogee during the first years of newly independent
Armenia. "The struggle for physical existence made many people take
walking stick of emigration. This book appeals for soberness to
all those who attempts like mad to migrate America and a number of
European countries," L.Ananian mentioned.

According to the WUA Chairman, T.Postajian had an important
contribution in the education system of Diaspora as well: particularly,
he founded in 1990s in the U.S. the Mesropian National College which
had a great role in the issue of keeping the Armenian identity.

On the same day T.Postajian was awarded with the WUA medal, with the
memory medal of the RA Ministry of Education and Science and diploma
of the Ararat Governor.

NATO and European Union is useful for Armenia, RA Foreign Minister
Vartan Oskanian stated at a joint news conference with his Ukrainian
counterpart Boris Tarasyuk. "Ukraine has accumulated good experience
in implementation of individual projects with the NATO and EU and we
think it will be very useful for us," the RA FM said. For his part
Boris Tarasyuk stated that Ukraine is ready to host the Armenian
and Azerbaijani Presidents for holding talks on the Nagorno Karabakh
conflict settlement. The Armenian Minister remarked that Karabakh’s
main problem is the self-determination of the people living on the
territory.

of Great Britain Elizabeth II, the Embassy of the United Kingdom of
Great Britain and Northern Ireland to Armenia is preparing an original
festivity. As Deputy Ambassador of Great Britain Richard Hyde informed
the journalists, on June 16 an open-air event will be held in the
territory adjoining the Zvartnots temple. Representatives of the
Armenian government, parliament, local self-government bodies, NGOs
and media are among the 500 invitees. The British culture and cuisine
will be presented at the event. For this purpose traditional British
dishes, apple wine and Scottish whisky will be brought to Armenia. The
Orchestra of Wind and Percussion Instruments of Royal Air Forces
will take part in the event. According to Deputy Ambassador Hyde,
this year queen Elizabeth II marks her 80th birth anniversary. Indeed
the queen was born on April 21 but officially her birthday is marked
on June 17, the day of her accession to the throne. This year the 54th
anniversary of the British queen’s accession to the throne is marked.

ARMENIAN FOREIGN MINISTER DOESN’T RULE OUT POSSIBILITY OF ANOTHER
MEETING BETWEEN ARMENIAN, AZERBAIJANI PRESIDENTS IN 2006

YEREVAN, June 9. /ARKA/. Armenian Foreign Minister Vardan Oskanyan
doesn’t rule out the possibility of another meeting between Armenian
and Azerbaijani Presidents in 2006.
`Talks at foreign ministerial level will continue for certain’,
Oskanyan said Thursday in an interview with Kentron TV channel.
In his words, one of the meetings between ministers may be held very
soon. He said OSCE Minsk Group Co-Chairs have already got in touch
with the sides to set a date for the meeting.
Oskanyan said he and his Azerbaijani counterpart will tray to drive
the stances taken by the sides closer to each other. If they
accomplish in doing it, then this meeting will be followed by
another.
The minister also stressed that the subjects of the negotiations,
such as Nagorno Karabakh status, territory, refugees and security
problem, remained unchanged. `These are key issues, over which the
sides’ accord is needed’, Oskanyan said in his televised interview
adding that the parties of talks have already reached accord on
60%-70% of the issues under negotiation. `Remaining 30% of
controversies remain unsettled yet, but the two countries’ presidents
are trying to reach accord also on this issues’, the minister said.
Oskanyan also said that between presidential meetings in Rambouillet
and Bucharest, Minsk Group Co-Chairs came up with a new proposal but
none of the negotiating parties found them advantageous. He thinks if
good will is displayed, then, perhaps, this proposals can become

“Vnukovo” airport in Moscow to the town of Gyumri had to land in the
town of Mineralniye- Vodi, Armavia press-service told ArmInfo.

The source reports the airbus had to land because of the birth pangs
of a pregnant woman. After the airbus landed, the woman was taken to
the local hospital.

To note, the company announces Yerevan-Frankfurt flights each Wednesday
from June 17 to September 7. In addition, the airline offers new summer
tariffs for the tickets to Amsterdam, Paris, Athens and Frankfurt.

THE STATEMENT OF THE ARMENIAN COMMUNITY REGARDING THE RECENT MURDERS BASED ON RACIAL AND ETHNIC HATRED

In the course of recent years cases of violence based on racial and
ethnic hatred acquired a frequency in Russia. Along with this, there
have been evident attempts of the Russian law-enforcement agencies
and judiciary to cover up the racially motivated crimes or even
justify the criminals, thus encouraging the recurrence of aggressive
xenophobia and extremism.

According to a number of experts’ evaluations, today more than a
half of the neo-Nazi organizations of the world are registered in
Russia. The case in point is not the isolated marginal groups, but
a mass phenomenon; a considerable part of the contemporary Russian
society is contaminated by racist and xenophobic pathologies. Moreover,
there are grounds to assume that the neo-Nazi organizations are
backed by a whole system, including the Russian mass media, business
structures, law enforcement agencies and courts, as well as other
state institutions of Russia.

In connection with the above-mentioned facts, the Armenian public
organizations and the virtual community consider it a duty to condemn
any manifestation of ethnic and racial hatred, and express their
deep concern about the growth and scale of xenophobia, racism and
neo-Nazism in Russia. Both the Russian society and the authorities
carry a direct responsibility for the deterioration of the situation.

With regard to the racially motivated attacks against Armenians, one
should also mention the political dimension of these incidents. The
official statements from both sides about the “age-old friendship and
brotherhood” sound false in light of such events. The Armenians do
not intend to remain silent while our compatriots are being killed in
Russia. The political leadership and the elite of Russia are causing
a rift between the two nations by their inertia regarding this issue.

We are aware of the low level of legal and civil culture in Russia,
when both the constitution and laws of the country are being widely
violated. However, the current situation is not only about the
violation of the Russian legislation, but rather about the gross
breach of international norms and obligations Russia signed on
to. The Armenian community will continue monitoring numerous facts of
aggressive xenophobia and crimes based on racism in Russia, and will
inform the corresponding international bodies in a timely fashion
about the unwillingness and inability of the Russian Federation to
carry out its international commitments.

Thus, the present statement will be disseminated throughout the
international community, including international organizations.
