French companies are pressuring lawmakers to vote against a bill they
fear will cause major commercial losses from future embargoes imposed
by Turkey.

The bill, if passed, will criminalize denial of the Armenian
genocide. It will carry a five year jail term and fine of $57,000.

Turkey denies killing 1.5 million Armenians between 1915-1917 during
the Ottoman Empire.

Instead, Turkish officials blame inter-ethnic strife and hardships
following World War One.

Helicopter manufacturer, EuroCopter, sent a strong warning to the
French government.

The company fears losing a contract to supply attack helicopters to
the Turkish military, according to the journal, Turkish Weekly.

Turkey recently recalled its ambassadors to France and Canada for
“consultations” over references to the issue.

Canadian Prime Minister, Stephen Harper, referred to the massacres as
“genocide,” further troubling Turkish officials.

Turkey has entered accession talks with the European Union. However,
continued denial of Armenian-genocide claims has generated much
criticism. This may become an obstacle during the talks and in
obtaining future EU membership.

Turkish Prime Minister Recep Tayyip Erdogan has threatened France
with trade sanctions should it adopt the bill, according to Turkish
newspaper Hurriyet.

The Turkish premier warned French members of parliament to be
“particularly sensitive” to possible sanctions, since France is
Turkey’s primary investor.

SOCHI, May 15 (Itar-Tass) – Preparations for the final stage of
the search operation in the zone of the catastrophe of the Armenian
airliner A-320 are underway in Sochi, the response headquarters for
the technical support of the operation told Itar-Tass.

“The final stage is a complex of work to lift two flight recorders
of the A-320 airliner of the Armenian company Armavia. Two deep-sea
automatic devices – Tiger and TR-1000 have been brought to Sochi for
this purpose,” a source in the headquarters told Itar-Tass. According
to the source, “If the weather and equipment do not fail us then it
will be possible to start the operation to lift the black boxes from
the sea bottom on Tuesday morning.”

Yerevan deputy mayor Arman SAHAKAYAN confessed in a press conference
today that city authorities have no intention to eliminate underground
trade. “On the contrary, Yerevan as many other cities, must have trade
centers at such places,” he said. Perhaps the reason is that both
municipality and local administration are interested in such trade
as they bring profits. Another question is in what sanitary-hygienic
conditions those trade centers are.

According to the deputy mayor, studies are conducted on
sanitary-hygienic conditions of underground trade shops with respective
reports submitted.

The deputy mayor also said that food is prohibited in underground
places. Most probably he has never been to the underground pass of
Barekamution metro station where all kinds of smells of food trade
can be felt.

Garbage is collected right near those shops. All other underground
passes are in similar conditions.

Armenia late Friday inaugurated a plant that will recycle toxic
components of the fuel used by Soviet-era missiles that remain on
the territory of this Caucasus republic.

The 1.2-million-euro (1.55-million-dollar) plant, located some 80
kilometers from the capital Yerevan, is funded by the Organization
for Security and Cooperation on Europe (OSCE), the United States,
Finland, Canada and Germany.

“This plant is extremely important for the country’s environment. We
inherited the fuel’s toxic elements from the Soviet Union, and
they are dangerous not only for the environment, but also for the
population,” said Armenian defense minister Serj Sargsian, who attended
the inauguration.

The fuel “has become more dangerous now, as the tanks in which it is
stored have aged,” he said.

The plant will recycle 872 tons of toxic substances, mostly nitrogen
acid and nitrogen oxide, by August of next year, said its head, major
Viktor Vukhrer. The fuel’s components will be recycled into fertilizer.

“If 100 cubic meters of the substance leaked into the environment, all
life forms would die in a radius of two kilometers, and there would
be long-term soil and water pollution in a radius of 20 kilometers,”
Vukhrer said.

OSCE general secretary Marc Perrin de Brichambaut said international
experts would monitor the plant, the recycling process and the
environmental impact.

He said the plant was an example of cooperation between the
organization and Armenia, which could inspire other projects in
the future.

“This project will serve as an example for similar projects,” Perrin
de Brichambaut said at the inauguration ceremony.

The plant was built following an agreement signed in 2005 between
Armenia and the OSCE.

Krasnodar governor hopes for retrieval of A-320 flight recorders

Krasnodar Governor Alexander Tkachyov hopes that flight recorders of
the A-320 jet of the Armenian airline Armavia, which crashed near
Sochi on May 3 and killed 113 people onboard, will be eventually
retrieved from the sea.

“Certainly, it is problematic to lift [the flight recorders] from
the depth of 600 meters, but we hope that will be done,” he said in
reply to an Itar-Tass question.

The Navigator vessel went to the flight recorders’ search zone for
telemetric analysis on Friday, a source at the Sochi seaport told
Itar-Tass.

“The visibility is normal on the A-320 crash scene, and we hope to
receive a telemetric picture of the seabed, where the flight
recorders are situated,” head of the Transport Ministry’s Federal
Sea and River Transport Agency Alexander Davydenko told Itar-Tass.

According to the operation headquarters, the flight recorders are
located at the distance of five meters from one another, and the
depth of 496 meters. “We are making the research to prevent any
mistakes in the choice of a deep-water apparatus that can raise the
two flight recorders from the seabed,” a source at the operation
headquarters said.

Meeting with Stanford University professor Hrant Khachatrian at a
concert in Geghard became the beginning of an interesting and important
project for “Hover” chamber choir. Soon after the acquaintance the
professor suggests to release the recording of Komitas’ “Holy Liturgy”
with an aim of further promotion.

Yesterday, the choir represented its new, 8th, album that was recorded
in Armenia by VEM Studio and release in German city of Cologne. Arman
Padarian, head of the chamber choir, says that the CD was released in
3.000 copies, 1.000 of which will be distributed all over the world,
1.000 will be put for sale at and and
1.000 will be brought to Armenia.

Choir’s editor, Vahe Begoyan, said that their recording is complete
and includes parts of the priest and deacon in the liturgy as well
as the Gospel readings.

The repertoire of “Hover” chamber choir, founded in 1992, includes
more than 170 works of Armenian, Western European and American
composers. The choir took part in a number of famous contests and
festivals such as International Chorus Polyphonic Contest in Italy
(1997, laureate), International Chorus Contest in France (1999,
laureate) and First Choir Olympiad in Austria (2000, gold medal).

Armenian President Press Secretary Confirms Report On Meeting OfSpea

Yerevan, May 12. ArmInfo. Press Secretary of Armenian President,
Victor Soghomonyan, confirms the report on the meeting of Armenian
Parliametnary Speaker,Leader of “Orinats Yerkir” party, Arthur
Baghdasaryan and President Robert Kocharyan late in the evening
on Thursday.

After the meeting, Arthur Baghdasaryan convened an extraordinary
session of “OY” party Board. In fact, the party adopted decision on
withdrawal from the ruling political coalition and on resignation
of the speaker. the most probable nominees to the post of the
parliamentary speaker are considered Karen Karapetyan, the head of
deputy group “People’s Deputy,” Vahan Hovhannissyan, Vice Speaker a
member of ARFD Bureau, Tigran Torosyan, Vice Speaker, Vice Chairman
of RPA.

In addition, the party resolved to recall its ministers from the
government: Sergo Yeritsyan, Minister of Education and Science, Aram
Haroutunyan, Town Planning Minister, Gevorg Gevorgyan, Minister of
Culture and Youth Affairs.

To recap, 10 big businessman-members of the “OY” parliamentary
faction have recently left the party. The party representatives
connect the developments around the party with a certain pressure
by the ruling circles that are dissatisfied with the recent harsh
statements by Arthur Baghdasaryan as well as with his criticism of
the state property privatization program 2001-2003.

Before crash of the A-320 airbus belonging to Armavia Armenian airlines
on May 3 off Sochi coast, air traffic controller of the Adler Airport
ordered to stop descent and commence climb because of unfavorable
weather conditions. While performing the command, the plane crashed,
head of the Department for Flight Incidents Investigation Alexei
Morozov has told the press. According to him, now recordings of Air
Traffic Control (ATC) are being decoded.

Its final communication with the ATC was registered at 02:12 a.m.

Moscow time on May 3. The final radar blip from the aircraft was
recorded on the radar screens at 02:13 a.m. Moscow time.

Search for flight data and communication recorders has continued at the
crash site. French experts with special equipment joined the operation.

113 people were killed in the catastrophe; bodies of 51 victims are
drawn out from the sea.

[Presenter Vitaliy Buzuyev] Russia declares freedom for all
nationalities, but in reality it is turning back to the past
and, to some extent, it recalls the USA in the 1960s. A private
rule is implemented in many night clubs in Moscow to allow only
European-looking people in. Yelena Karpukhina reports on discrimination
Russian style.

[Correspondent] Metal detectors, document checks and handbag searches
are a common occurrence for night club visitors. Even a body search
does not embarrass anyone. But a visitor finds it is offending all the
same to be turned away because of their face, but not their passport.

Although there is a face control sign at the entrance, in some cases
this sign can be translated more precisely: Whites only.

David is 22 and he likes to have fun. But despite having higher
education, a prestigious job, registration in Moscow and money he
cannot have access to the night life. We went [to a night club]
together with him to prove this.

We have switched a secret camera on. This is a Friday evening. David,
with his girlfriend and a friend, who is also an Armenian, are going
to dance.

[Unidentified male voice, presumably belongs to a security man] Guys,
we will not let you in without a club card today.

[David] Today?

[Male voice] Today, for sure. I don’t know what the administration’s
orders will be next time.

[David] Why? Don’t you like how we look?

[Male voice] No, just because we are having a birthday party today
and there are a lot of people here.

[Correspondent] At the same time, European-looking visitors are getting
in freely and no one is asking for their club cards. The next club
is located 20 metres away from the first one. The story is repeated.

[Security man] We do not explain reasons for a refusal.

[David Davtyan, captioned as economist] When we arrive [at a club]
we are given a fairly logical explanation. This is either a club
card or a birthday party or something of this sort. Of course,
this is explicable, but when this happens each day and each time,
this becomes not a coincidence, but a regularity.

[Correspondent] Pasha Face Control [nickname] knows everything about
such regularities. He is the most famous club security guy in Moscow.

Pasha’s task is to detect unwanted guests at the first glance. The
criterion of unsuitability is determined by the owner. The rejection
formulae are prearranged.

[Pasha Face Control, captioned as club security] Some owners require
us to give less access to people from the Caucasus. They explain that
these people cause many problems. The standard answer is a birthday
or a corporate party.

[Correspondent] The question of nationality is a sensitive topic
for people from the Caucasus, Latin America, Africa and Asia, or
just for dark-skinned citizens. Cuban nationals Enrique, Alfredo and
(?Caridad) are professional dancers. They take part in shows and give
Latino dance classes for beginners.

Regular customers love them, but they are immediately reminded that
they are foreigners when they go out to have fun anywhere else.

[Enrique, captioned as dancer, speaking Spanish with simultaneous
Russian translation] Once we went to a club with my Russian friends.

The friends were allowed in, but I was not. They said that I was a
foreigner. We had to find another place.

[Carlos, captioned as student] When that happened to me the first
time, honestly, I regretted having come to Russia. We like hanging
out and we never intend to do anything terrible at a discotheque.

This is real discrimination.

[Correspondent] While other clubs harshly turn down people having
dark skin and hair, this club always welcomes them. The owners of
this club understand that southerners, with their body language and
temperament, turn on all the people on the dance floor. Many women
come here only for the sake of them.

Most people present here have heard that blacks cause problems. But
there have not been any conflicts on nationalist grounds on this
dance floor, although it is coloured in all senses.

[Armen Grigoryan, captioned as club promoter] You can see people of
all nationalities there: a Hindu, a Jewish person or a Chinese.

Everyone has equal fun when they get drunk.

[Angelina, captioned as student] I have many dark-skinned friends
from various countries. They dance very well, especially the guys
from Latin America.

[Correspondent] Those whom some white people refer to as coloured
are not seeking any additional trouble. They just will not return to
a club where they have once been turned away. But Moscow is losing
its attractiveness for foreigners each year. They say that it would
be fairer to put up real signs on club’s doors. For example: “Whites
only” or “No entry to blacks and dogs”.

Evolution By Oskanian

The RA Foreign Minister Vardan Oskanian has made some unique
observations in the international conference on “General theory of
general neighborhood” theme in Vilnius. It is worth to examine one
of them.

Oskanian had said in the capital of Lithuania; “Democracy isn’t a
problem of current settlement it isn’t established in a night. We know
and we are sure as since we are on the right way and we are sure we go
ahead evolution approach is more effective for democracy”. Certainly
it is difficult to understand at once what the RA Foreign Minister
means. Anyway it is supposed that according to Oskanian that Armenia,
which wasn’t so democratic in past, is on a right direction, that is
goes to democracy. What can this mean?

Only a thing. If the presidential elections were rigged in 2003 then
the parliamentary elections, which were held later, should be rigged
less. As regards the referendum in 2005 those results should be almost
pure in comparison with former elections…

Let’s observe another example. Only a TV company free from the
authority existed in 2002 which wasn’t so democratic but it was on
the right way of democratization”. But that number should be increased
and multiplied under pressure of that evolution…

As we see, we deal with some sort of evolution. It isn’t simply what
the Foreign Minister meant in Vilnius. Just the opposite, it is an
evolution, which develops just in the opposite way, and for performing
it you should have Oskanian’s talent.
