AGREEMENT ON COOPERATION BETWEEN ARMENIA AND ROSTOV REGION TO BE SIGNED IN AUTUMN

ROSTOV-ON-DON, APRIL 18, NOYAN TAPAN. The current state and prospects
of development of the Armenian-Russian inter-regional cooperation
were discussed during a meeting of the RA Minister of Territorial
Administration Hovik Abrahamian and the Governor of Rostov region
(Russia) Vladimir Chub on April 17. The sides pointed out the necessity
to use the existing potential for inter-regional cooperation to
the full. H. Abrahamian attached importance to further extension
of direct cooperation with Rostov region, underlining that Rostov
region is a highly attractive partner for Armenia in terms of its
geographical location, production and scientific potential. Noting
that commodity turnover between Armenia and Rostov region made 6 mln
dollars in 2005 and is continuing to grow each year, V. Chub stressed
the need for further increase in the bilateral trade turnover. Issues
of mutual interrest such as the necessity to attract more investments
of the Russian business circles in Armenia’s economy, to set up joint
ventures and establish economically efficient transport communication
between the two countries, etc. were discussed at the meeting. The
sides reached an agreement, in accordance with which the governor of
Rostov region will visit Armenia this autumn with the aim of signing
an agreement on trade, economic, scientific, technical and cultural
cooperation between Armenia and Rostov region. According to the RA
MFA Press and Information Department, the Armenian delegation headed
by H. Abrahamian is in Rostov region in order to participate in Days
of Armenia held on April 16-19.

gender equality is on a visit to Yerevan.

The delegation includes Reporter Vera Oskina and Jeanique Devout,
staff member, PACE Secretariat.

On April 16, the delegation held meetings with NGO representatives.

On April 17, Oskina and Devout held a meeting with RA Minister of
Health Norair Davisyan, RA Minister of Labor and Social Security
Aghvan Hovsepyan, RA Minister of Urban Development Aram Harutyunyan,
as well as with RA Ombudsman Armen Harutyunyan.

The same day, the PACE delegation held meetings with Head of the
Armenian delegation to PACE, Vice-Speaker of the RA Parliament Tigran
Torosyan, Chairman of the Commission for Social Affairs, Health and
Ecology Gagik Mkheyan and Parliament members Hermine Nahdalyan and
Armenuhi Hovhannisyan.

Oskina and Devout are also to visit the Research Center of Obstetrics
and Perinatology and the correctional institution in Abovyan.

LETTER FROM BAKU: Azerbaijan is a place most of us would have
difficulty finding on a map. Yet we have a good deal in common. Like
the Irish, the Azeris are experiencing a boom. The difference is that
their success is based on the country’s vast oil and gas reserves.

The Bush administration likes Azerbaijan and, when you arrive in the
capital, Baku, it is easy to see why. The smell of oil hangs heavily
in the air. It has to compete with an even stronger odour of gas
that’s almost overpowering when you turn on the tap in your hotel
room. Waking up in the middle of the night, you wonder if it’s all
over and whether you’ll ever breathe fresh air again.

There are massive oil rigs in the bay and the landscape is dotted with
those awkward-looking, angular drilling appliances that are shaped like
a horse’s head, busily drinking the black liqueur from the earth. The
surrounding countryside stretches for miles, with a mountain range in
the distance. “Just like Texas,” says Rizvan, my Azeri guide, laughing.

But there’s a lot to like about Baku. Pollution notwithstanding, there
is a raw energy and excitement about being in an oil town. This is what
it must have been like in the Gold Rush days in America during the
late 19th century. It takes five hours to get there from London and
everyone on the plane except me seemed to be a Scottish oil rigger,
reminiscing about the last time they went drinking in Finnegan’s or
O’Malley’s – two pubs with Irish names in Baku.

You feel safe walking the streets of the Azeri capital. Unlike other
cities, such as a certain place by the Liffey, nobody pesters you as
you pass along. But you quickly begin to notice that the prosperity,
as in Ireland, is somewhat unevenly distributed. Mercs and SUVs
jostle with clapped-out Ladas and Samaras on the roadway and many of
the people look as though they haven’t had a change of clothing or
certainly a change of fashion since Soviet times. Figures from 2002
showed 49 per cent of the population below the poverty line.

Azerbaijan crept out from under Moscow’s boot heel in 1991 and it
has many problems today. Neighbouring Armenia occupies 16 per cent
of the country’s landmass, as a result of an ethnic and territorial
dispute over the region of Nagorno-Karabakh. This heightens the sense
of fragility about the place, as though it could be whittled away by
the exigencies of power politics.

There is also, by all accounts, corruption on a grand scale. Local
journalists readily testify that virtually everyone in a position to
do so is feathering his or her nest and that the political class is
lacking in patriotism and a sense of civic duty. There is corroborating
testimony from no less a source than the CIA World Factbook on the
internet which states: “Corruption is ubiquitous and the promise of
widespread wealth from Azerbaijan’s undeveloped petroleum resources
remains largely unfulfilled.”

Yet there is a sense of hope in the air. Despite the obvious cult
of personality surrounding President Ilham Aliyev, whose portrait is
everywhere, there is also a feeling of freedom about the place or, as
Michael Collins said in another context, “freedom to achieve freedom”.

Ukraine is free, Belarus is on the path to freedom; perhaps Azerbaijan
also is about to enter a new era.

Azerbaijan does not have the trappings of a police state and men in
uniform are relatively few in number. Visiting the Ministry of Foreign
Affairs, I was impressed by the lack of elaborate security precautions
as well as the frankness of the press spokesman, Tahir Taghizadeh,
who freely acknowledged there were problems while insisting, as he
is employed to do, that the country is headed in the right direction.

For all its faults, including the decidedly dodgy aspects of last
November’s parliamentary elections and human rights concerns about
the current trial of three opposition youth leaders, there is one
feature of Azerbaijan that makes it a shining example today. Although
the people are overwhelmingly Muslim, they cherish their small but
significant proportion of Jewish citizens.

There are Jewish villages in the north of the country, I was told,
and relations between Muslims and Jews are excellent. If John F
Kennedy were alive today, he might well come to Azerbaijan instead of
Berlin and say to those who believe Islam and Judaism cannot co-exist:
“Lass’sie nach Baku kommen.” Let them come to Baku.

YEREVAN (YERKIR) – Today marks the 13th anniversary of the death
of Artsakh Liberation war hero Shahen Meghrian and Nikol Aghbalian
Student Union member Grigor Grigorian.

An inauguration ceremony for 11 new ARF members was held by the
NASU to mark that date. The ceremony was attended by Maghrian’s
relatives, officials and students who were visiting the hero’s grave
tomb. Speaking to the present, Naitonal Assembly Vice speaker and
ARF Bureau member Vahan Hovannisian, who was the godfather of the
ceremony, said the new members were taking oath at the grave of one
of the loved heroes of the ARF who, if alive, could held a top post
at the Defense Ministry. Eleven students took their inauguration
oaths with their hands on the ARF charter, program and a weapon.

Hovannisian gave this explanation, “We swear on the charter since it
unites us for our work, we swear on the program because it unites us
for our ideas, and we swear on weapon which symbolizes not only war
but also struggle, freedom and with the help of weapons we defend
our country.”

Minister of Foreign Affairs of the Azerbaijan Republic Elmar
Mammadyarov on 17 April met with the ambassador of the State of Vatican
Apostolic Nuncio Claudio Gujerotti also accredited in Azerbaijan.

Ambassador Gujerotti said he is pleased from the visit to Azerbaijan,
expressing his deep impressions on the country’s development, the
accomplishments reached in numerous fields.

Speaking of the negotiations carried out for settlement of the
Armenia-Azerbaijan, Nagorno Karabakh conflict, Minister Mammadyarov
said solution of the problem is possible only in the frame of
territorial integrity of Azerbaijan, international legal principles
and norms, and according to the Constitution of the Republic.

Ambassador Gujerotti emphasized necessity of establishment of closer
ties between the two countries, development of mutual exchange in
the field of education and culture.

Minister Mammadyarov informed about the Academy of Diplomacy to be
established in Azerbaijan and expressed wish to cooperate in the
said area.

The sides exchanged views on a range of issues of mutual interest.

Australia’s the Australian newspaper has carried a report which said
that the American Armenians determined the US policy towards
Armenia. This provides answers to many questions. In particular, it
explains why the American authorities are so kind to the incumbent
government of Armenia which is authoritarian by nature.

The USA is not just kind to the Armenian authorities, but it has
itself become an accessory to their illegal acts and fraud. Many
people do not yet realize the reason for this. And it cannot be ruled
out that there is only one reason – the Armenian lobby of the USA has
persuaded the Washington administration that this is necessary. In
fact, the Armenian lobby advocates committing even more illegal acts
in Armenia to prolong Robert Kocharyan’s stay in office. But why are
American Armenians so much concerned about perpetuating the current
situation in Armenia?

The point is that our compatriots from the Armenian diaspora do not
mean Yerevan, Sevan, Echmiadzin or Dilizhan [towns in Armenia] when
they say Armenia – they mean Mus, Van, Agahan and Adana [towns in
Turkey claimed by Armenia]. They have only one problem connected with
Armenia: the Armenian genocide. That is to say, for the Armenian lobby
in the USA, Armenia is more of an outpost against Turkey, a
springboard towards their country [eastern part of Turkey claimed by
Armenia], rather than a motherland or an independent state.

The problem is that Robert Kocharyan is the perfect president for
turning Armenia into such an outpost and the incumbent Armenian
government is the perfect one to turn our country into a regional
aggressor. They are ready to fulfil all the orders of the diaspora at
any price. And the immoral constitutional referendum on double
citizenship is evidence of this. Thus, the American diaspora and
Robert Kocharyan have a rich potential for cooperation and for
implementing their plans. They will do everything possible in order
not to leave any independently thinking people in Armenia, so that
when our American brothers give a directive to cross the Araz River
[separating Armenia and Turkey] there would be no person in Armenia
who would dare to object at the wisdom of such a move. Representatives
of the diaspora will watch the event on their computers monitors and
will gamble our lives.

This is the reason why American Armenians who have lived there for
many years hate those who emigrated from Armenia to the USA over the
past decade, as they had to stay in Armenia and act as their
pawns. This also explains the uproar among the American Armenians in
the wake of reports about possible recall of the US ambassador to
Armenia, John Evans. Now it becomes clear that Evans is not only a US
ambassador, but also an ambassador of the Armenian lobby of the
USA. We should finally understand and recognize the realities and
challenges because without surmounting these challenges Armenia faces
inevitable destruction.

Parliamentary Union of the Organization of the Islamic
Conference (PUOIC) is being held is Istanbul.
Parliament heads of 48 member states are participating
in the 2-day conference initiated by the Grand Turkish
National Assembly. Turkish Prime Minister Recep Tayyip
Erdogan proposed the member states to join effort for
combating Islamic extremism and rhetorically called
upon the West to `overcome groundless Islamofobia.’

The Conference ended with the final manifesto issued
yesterday. Turkish Parliamentary Speaker Bulent Arinc,
in the statement he made after the closing, announced
that a draft to name Cyprus termed as “Cyprus Muslim
Turkish Society” in PUOIC as the “Cyprus Turkish
State” has been unanimously passed, reported Zaman daily.

ARMENIAN FOREIGN MINISTER, US CONGRESS DELEGATES DISCUSS OPENING OF
`MILLENNIUM CHALLENGE ACCOUNT’ OFFICE IN YEREVAN

YEREVAN, April 13. /ARKA/. Armenian Foreign Minister Vardan Oskanyan
and US Congress delegates discussed opening of a `Millennium
Challenge Account’ office in Yerevan in June 2006.
The Press Service of the RA Foreign Ministry, the US delegation
includes Executive Director of `Millennium Challenge Account’ John
Danilovich, Chairman of the subcommittee for foreign appropriations
of the committee for foreign programs of the House of Representatives
Jim Colby and the member of the budget commission and finance
services of the House of Representatives Scott Harriett.
During the meeting they also discussed issues of implementation of
the regulations of the agreement considering transparency of spending
corporation’s funds and awareness among the population. The parties
also discussed the issues of strengthening democracy and development
of a free economic system in Armenia.
They also touched upon the issues relating to the Armenian-Iranian
and Armenian-Turkish relations.
During the meeting Oskanyan presented in a general way the situation
with the settlement to the Karabakh conflict after the negotiations
in France.
The Armenian Government and the American `Millennium Challenge
Account’ corporation signed the agreement on earmarking $235.65mln
for a 5-year period to Armenia for developing agricultural
infrastructures, particularly restoration of roads and irrigation

James Kolbe, Chairman of the Subcommittee Foreign Operations of US
Congress held a press conformance on the conclusions of his visit to
Baku today (APA).

Mr.Kolbe said he had talks with Foreign Minister Elmar Mammadyarov,
met members of Milli Majlis (Parliament) as well as representatives
of the Armed Forces. During the talks the US Congressman expressed
his gratitude for Azerbaijan’s role in fighting the international
terrorism.

Mr. Kolbe said that as one of the countries co-chairing OSCE Minsk
Group, the United States supports fair and long-lasting solution of
the Nagorno Garabagh conflict, stressing that long-lasting peace and
economic development in the region depends on solving the Nagorno
Garabagh conflict.

Referring to the Azerbaijani President Ilham Aliyev’s upcoming
official visit to the US, the Congressman assessed this as the proof
of development of relations between the two countries. He expressed
his confidence that the visit will be successful and promote expanding
of strategic relations. According to the US Congressman, Ilham Aliyev
will have talks with representatives of both executive and legislative
bodies in the US.

Responding to the question whether Ilham Aliyev and George Bush are
due to discuss the elimination of Section 907 of the Freedom Support
Act, Kolbe said that the Congress makes final decision on this issue.

“I hope as the solution of the Nagorno Garabagh conflict is not very
far, complete elimination of Section 907 of the Freedom Support Act
can be expected too,” Kolbe emphasized.

Commenting on allocation of grants to Armenia and Georgia in the
framework of the Millennium Development Goals (MDGs) Program but not
to Azerbaijan, the Congressman said he closely took part in preparation
of the MDGs.

“Allocation of grants to Armenia has nothing to do with the Nagorno
Garabagh issue. The quality of governing, level of corruption are
taken into account in the country when grants are allocated.

International organizations decide to what country to grant in the
end. I look forward to granting to Azerbaijan very soon. Azerbaijan has
taken some steps in this field. We’ll continue rendering multisided
aids to Azerbaijan. These spheres include military, healthcare and
development of democracy,” Kolbe said.

The US Congressman said he advocates providing strong military
assistances to Azerbaijan. He also stressed that as Chairman of the
Subcommittee he looks forward to rendering assistances to post-war
Azerbaijan for renovation work.

BAKU: PACE Rapporteur: 5,000 Soldiers Died From Sickness AndMalnutri

PACE RAPPORTEUR SAYS 5,000 SOLDIERS DIED FROM SICKNESS AND MALNUTRITION IN AZERBAIJAN’S ARMY

At the PACE session Bulgarian parliamentarian Alexander Arabadjiev
presented his report on human rights of members of armed forces.

The rapporteur said rights of soldiers are violated in a number
of Council of Europe member states. He stressed the importance of
establishing military Ombudsman institution to watch human rights of
members of armed forces.

The reports reads in Azerbaijan section that 5 000 soldiers are
thought to have died from sickness, malnutrition. However, most of
PACE members were not in favour of applying all human rights enjoyed
in civil life in armed forces as well.

The correspondent of Europe bureau of APA reports from the session
that members of Azerbaijani delegation Aydin Mirzazadeh, Elmira
Akhundova and Ganira Pashayeva made a speech related to the report.

Mr. Mirzazadeh said that soldiers like civilians should also enjoy
fundamental human rights stated in the European Convention. He also
stressed the importance of establishing military Ombudsman institute
to receive complaints made by soldiers in anonymous way.

Ms. Akhundova said she does not agree to the statistics shown in the
report and refuted the information that so far, 5 000 soldiers have
died from sickness, malnutrition in Azerbaijan. She noted that this
statistics was quoted untested reports of NGOs.

She admited that a soldiers dies almost every day in Azerbaijan’s
Army but not from sickness or malnutrition but from bullet shot by
Armenian armed forces.

Ms. Akhundova advised to carefully consider some recommendations
in the report and did not advocate members of armed forces having
right to have party affiliation. She also considered it undesirable
to conscript young women bearing in mind national and historical
traditions of some member countries.

Armenian parliamentarian Hermin Nagdalian said that Azerbaijani Army
officer Ramil Safarov killed Armenian officer with an axe.

Ganira Pashayeva responding to him, explained the cause of this
incident.

She said Ramil Safariov is from internally displaced family, most of
his relatives were killed by Armenians.

“His native land has been occupied by Armenian armed forces. This fact
naturally had psychological impact on Ramil Safarov,” she concluded.
