I hereby want to clearly state two things:

1) In my capacity of Congresswoman I am NOT participating in any
campaign to collect signatures to stop or prohibit the admission of
Turkey to the European Union.

2) The campaign which we are carrying out with enormous receptivity
by the Uruguayan people has as an only objective that, previous to
the admission of Turkey to the European Union, Turkey will be
requested to recognize the Armenian genocide.

3) ALL the social, cultural and political organizations of the
community in Uruguay are participating in the campaign to collect
signatures.

– Klaviermusik aus Armenien (Oehms Classics) Armenien auf der
Klassikweltkarte? Da fällt einem eigentlich nur der ewig
säbeltanzende Aram Katchaturian ein, der es mit seinem Balletten
“Spartakus” und “Gayaneh” immerhin zu Wunschkonzertberühmtheit
gebracht hat. Komitas, Babadschanyan, Arutiunyan? Weitgehend
Fehlanzeige. Doch dem hilft jetzt auf nicht nur
bewußtseinserweiternde, sondern auch auf bestechend virtuose wie
einfühlsam sensible Weise die Pianistin Sona Shaboyan ab. Statt eines
der üblichen gemischten Debütalben vorzulegen, konzentriert sich die
in Armenien geborene, dort in Freiburg und der Schweiz ausgebildete
Homero-Francesch-Schülerin ganz auf die hörenswerte Musik ihrer
Landsleute. Zwischen westlichen Komponiertraditionen und
orientalischen Klangeinflüssen lassen sich da lohnende Entdeckungen
nicht nur für Spezialisten machen. In einer ausgewogenen Balance aus
Folklore und Akademismus bewegen sich diese meist kurzen, zum Teil
auch als Bearbeitungen von Liedern vorgelegten Werke von Ruben
Sargasyan und Eduard Mirsoyan. Keine ganz große Musik, aber eine
lohnenswerte Erweiterung der Hörplatte. Und Sona Shaboyan möchte man
durchaus mal im Vergleich mit ihren Kolleginnen im Standardrepertoire
hören. Sie dürfte sich ziemlich gut behaupten können. bru

NATO DISCUSSED ARMENIA IPAP

/PanARMENIAN.Net/ A joint session of the NATO Military and Political
Planning Committee and the NATO and Armenia Political Committee was
held in the NATO Headquarters July 12. The session initiated b the
Alliance aimed at additional discussion of the Individual Partnership
Action Plan (IPAP) of Armenia with the NATO. The document was
discussed at the Euro-Atlantic Partnership Council sitting June 16
with participation of Armenian FM V. Oskanian, who presented the
document. The sitting was chaired by NATO Deputy Assistant Secretary
General for Political Affairs and Security Policy, NATO Secretary
General’s Special Representative for the South Caucasus Robert
Simmons. Deputy FM of Armenia Arman Kirakosyan, Deputy Defense
Minister Artur Aghabekyan, Armenia’s Envoy to the NATO Samvel
Lazarian and Military Representative David Tonoyan participated in
the meeting as part of the Armenian delegation. A. Kirakosyan and A.
Aghabekyan IPAP explained the political aims, matters of defense
reforms. Representatives of the NATO member states has appreciated
the IPAP Presentation Document drawn up by Armenia.

On July 13, 2005 U.S. Ambassador to Armenia John Evans and Armenian
Prosecutor General Aghvan Hovsepyan will sign the Protocol on
Amendment to the Letter of Agreement on Narcotics Control and Law
Enforcement between the Government of the United States of America and
the Government of Armenia. Under this amendment, the U.S. Government
will provide $2,411,000.00 to the Government of Armenia for six
projects.

These projects will include regional law enforcement computer network
development, law enforcement academy development, counter-trafficking
in persons assistance, Border Guard and Customs regional training
facilities development, criminal law reform program, and legal
socialization program.

Since the signing of the original Letter of Agreement on June 11,
2001, the Government of the United States has provided over $5 million
for law enforcement assistance in Armenia. Some of the projects
completed or nearing completion include installing computer classrooms
and other classroom equipment in the Police Academy, Police Training
Center and the Procuracy Training Center; providing computer equipment
to the Anti-Trafficking offices at the Ministry of Foreign Affairs,
the Procuracy, and the Forensic Lab; and providing evidence collection
equipment to the police, the Police Academy and the Forensic Lab. The
U.S. Embassy remains committed to working with the Government of
Armenia to help modernize the criminal justice system in Armenia.

POPULATION GROWTH AMOUNTS TO 341 PEOPLE MONTHLY IN NKR

In 2005 the number of permanent residents of NKR amounted to 145,6
thousand people. The NKR National Statistic Service informed Mediamax
that the growth of the population totaled to 341 people in
January-June, 2005. This data exceeds the indicator of the same period
in 2004 by 13,3 percent.

The mechanical growth in the same period amounted to 41 people,
lessening by 316 people compared with the indicator of the last year.

GRANTS FOR INDEPENDENT CURATORS

The American Center Foundation has announced the recipients of its
$5,000 “Fund for Arts Research” grants, which go to young curators
and other arts professionals to underwrite research around the world.
The nine recipients are Ruben Arevshatyan (independent curator,
Yerevan, Armenia), Katrina Brown (curator and deputy director, Dundee
Contemporary Arts, Scotland), Matthew Distel (associate curator of
exhibitions, Contemporary Arts Center, Cincinnati), Rita Gonzalez

County Museum of Art), Kay Pallister (director, Artist Pension Trust,

MEETING DEDICATED TO YEAR OF ARMENIA IN FRANCE HELD IN MARSEILLES

/PanARMENIAN.Net/ On the occasion of the Year of Armenia in France a meeting
with the participation of about 50 heads and representatives of the
Armenian-French organizations was held in Marseilles, RA MFA press center
reported. During the meeting Armenian Ambassador to France Edward Nalbandian
familiarized the participants with the draft program of events scheduled
within the frames of the Year. The ideas and proposals advanced during the
meeting will be submitted to the special governmental commission. The
interlocutors noted that the decision by the Presidents of the two states is
the evidence of the high level of the Armenian-French relations. They also
stressed that the Year of Armenia in France will render a brilliant
opportunity to present the Armenian cultural values to France and the whole
Europe. To remind, the year of 2006 was declared the Year of Armenia in
France.

OSCE Parliamentarians Meet In Washington

1 July 2005 (RFE/RL) — Parliamentarians from the 55-member countries
of the Organization for Security and Cooperation in Europe, or OSCE,
start five days of talks in Washington today.

Chairman Dimitrij Rupel, who is also Slovenia’s foreign minister, is
scheduled to address the 14th annual opening session, expected to be
attended by some 300 representatives from North America, the
Caucasus, and Central Asia.

Discussions are expected to focus on piracy, human and arms
trafficking, and combating terrorism. The situations in
Nagorno-Karabakh, Abkhazia, and Moldova are also on the agenda.

At today’s session, Ukraine’s Television Channel Five is due to be
awarded the 10th OSCE Prize for Journalism and Democracy.

The OSCE, based in Vienna, was founded in 1995. Its predecessor, the
Conference on Security and Cooperation in Europe, was created in 1973
to provide a forum for Cold War opponents to communicate.

Yerevan School Of Politics To Be Opened On June 29 In Armenia

YEREVAN SCHOOL OF POLITICS TO BE OPENED ON JUNE 29 IN ARMENIA

YEREVAN, June 28. /ARKA/. Yerevan school of politics will be opened
on June 29 in Armenia. According to the Council of Europe Information
Office in Armenia, the school will be opened with the support of
the CE and will become the 12th analytical structure of the Council
of Europe. The school is called to foster adoption of the European
values in the sphere of political culture, human rights, democracy
and supremacy of law, as well as to train young leaders. During the
official ceremony of opening the school, the Director of the Main
Department of Political Affairs of the Secretariat of the Council
of Europe Clause Shuman and Head of RA Constitutional Court Gagik

WB: Upmost Attention to Judicial Legal Reforms in Europe, CenAsia

UPMOST ATTENTION IS NECESSARY FOR JUDICIAL LEGAL REFORMS IN EUROPE AND
CENTRAL ASIA, WORLD BANK MENTIONS

YEREVAN, JUNE 21, NOYAN TAPAN. There is much to do in the direction of
creating stable stimula for increasing the effecience of the judicial
system, improving the usage and judges’ being account in the most part
of the Central and Eastern Europe, Central Asia states. This is
mentioned in the report “Judicial Legal Systems of Transitional
Economies: Estimating Past, Facing Future.” It will be presented by
the World Bank and the National Bank of Poland during a seminar on the
theme “Usage of Agreements and Judicial Legal Systems of Central and
Eastern Europe” to be organized in Warsaw on June 21-22. The process
of reforms of legal institutions of transitional states since 1990 is
presented in the report, and the present state of those institutions
is estimated. The data fixed in the report are based on the results of
surveys held among citizens, lawyers and heads of enteprises in the
whole region. According to the report, only the one fourth part of
questioned heads finds that courts are objective or honest. In
countries like Albania, Kyrghyzstan, Moldova and Russia, a less part
of questioned expressed such an opinion. It is mentioned that In
Azerbaijan, Georgia, Moldova and the Ukraine, among other reforms,
market reforms came to the fore but judicial legal systems are not
completed yet. According to the report, as a step aimed to increase of
transparity, Armenia and Georgia take steps in the direction of
improvement of leakage of legal information. Besides, Albania,
Armenia, Khorvatia and Macedonia are classified among those states
which contribute corresponding systems for improvement of judicial
control and effecience in courts and supporting judgies with
information technologies.
