RUSSIA REGISTERS SOME PROGRESS IN RAPPROCHEMENT OF VIEWS OF YEREVAN
AND BAKU ON KARABAKH SETTLEMENT

YEREVAN, January 17. /ARKA/. Russia registers some progress in
rapprochement of views of Yerevan and Baku on Karabakh settlement.
According to RF MFA, after regular round of Prague consultations on
Karabakh settlement, Moscow notes with satisfaction that meetings of
Armenian and Azeri parties at different levels including at the level
of presidents and in the frames of `Prague process’ received regular
character. `Armenian and Azeri representatives consider almost all
aspects of the situation related to the conflict. Among them are
withdrawal of forces, demilitarization of territories, international
guarantees, Nagorno Karabakh status and others’, press release notes.
It also notes that both parties confirm readiness to continue joint
work.
`The agreements of parties to continue realization of earlier passed
decision on direction of OSCE MG mission to occupied territories
around Karabakh and to conduct works on organization of new meeting
of RA and AR president in Warsaw in summer 2005 also included to this
context’, RA MFA notes.
At this press release stresses that Moscow as earlier express
readiness to assist in deepening of mutual understanding between
Armenia and Azerbaijan together with other OSCE MG participants.

FORUM IN THE FRAMEWORK OF ZANG LEGAL SOCIALIZATION PROGRAM TO BE HELD
IN ARMENIA ON JANUARY 24

YEREVAN, January 17. /ARKA/. The forum in the framework of Zang legal
socialization program will be held in Armenia on January 24.
According to the Press Service of Project Harmony, the forum will
summarize the results of the pilot stage of project implementation
and will discuss the further perspectives of its development in
Armenia. In the framework of the forum, the presentation of a
training manual and Zang community reference-book will take place.
Representatives of the US Embassy in Armenia, RA Police, RA Ministry
of Science and Education and representatives of local and
international organizations will participate in the forum..
Zang legal socialization program has been implemented in Armenia by
Project Harmony since September, 2003 and is financed by the
International Bureau for Legal Assistance and Fighting Drugs of the
US Department of State. Program objective is the training of
representatives of law enforcement structures and legal education
tutors of Armenia in legal socialization.
Zang legal socialization program is the second program of Project
Harmony implemented in Armenia. The first Armenia Connectivity
project is implemented by the Bureau of Cultural and Social Contacts
of US Department of State.
Project Harmony was established in March of 1985. It has 17
representations in teh USA, Russia, Armenia, Azerbaijan, Georgia and

FIGHT FOR POWER TO CONTINUE IN ARMENIA IN 2005, BELIEVES THE LEADER
OF THE REPUBLICAN FRACTION

YEREVAN, January 17. /ARKA/. Fight for power will continue in Armenia
in 2005, as stated Galust Sahakyan, the leader of the Republican
fraction of RA Parliament in Azdak discussion club. He noted that
calls for revolution, which had many times been stated by the
oppositional leaders- `are nothing else, but dreams of power
seizure’. `Unfortunately, there is fight for power, and not fight of
ideas in Armenia’, noted Sahakyan. Commenting on the events in the
Ukraine and Georgia in 2004, he said `If a tense situation occurs
somewhere, the opposition tries to repeat it in Armenia. However,
Georgian or Ukrainian events cannot be repeated in Armenia, as we are
not similar to any other country, we do not have premises for such
coups, as Armenia sets completely different public and national

ARMENIAN PEACEMAKERS TO LEAVE FOR IRAQ TOMORROW

YEREVAN, January 17. /ARKA/. Armenian peacemakers will leave for Iraq
on January 18, according to the Information and Propaganda Department
of the RA Ministry of Defense.
Note, on September 6, 2004, Armenian and Polish Presidents signed a
security cooperation agreement, in the framework of which 46 Armenian
servicemen are to be sent to Iraq as a part of Polish battalion.
Earlier, RA Government approved the suggestion to join Memorandum of
Understanding `Command Arrangements and Related Matters for the
Multinational Division (Central South) (MND C-S) within the
Stabilization Force in Iraq, which was ratified by the RA President
on August 9, 2004.
On December 8, 2004, the RA Constitutional Court declared the
memorandum corresponding to the Constitution of RA. On December 24,
2004 the RA Parliament ratified the Memorandum which provided for the
dispatch of Armenian peacemakers to Iraq. The decision was made after
seven-hour closed discussions, which were attended by two
oppositional fractions boycotting the Parliament – Justice Bloc and
National Unity. Dashnaktsutyn Party of the ruling coalition and
Justice Opposition bloc opposed the decision to send Armenian
peacemakers to Iraq.
As Serge Sargsian, the RA Defence Minister told the reporters after
the ratification of the memorandum, Armenia will send a contingent of
46 peacemakers, including a General Commander, Signal Officer at the
staff of Polish division, Platoon Commander, 3 doctors (a
cardiologist, a therapist and a psychiatrist), 10 field engineers and
30 drivers. According to him, the RA Parliament gave consent to
twelve month’s stay of Armenian contingent in Iraq. The Minister
added that rotation of the main staff will take place in 6 months.
According to Sargsyan, the expenses of Armenia will not exceed $600

Internationally Known Armenian Juggler Dies in Moscow

INTERNATIONALLY KNOWN ARMENIAN JUGGLER DIES IN MOSCOW

MOSCOW, JANUARY 15. ARMINFO. One of the most renowned jugglers of the
Soviet times Harutyun Hakopyan, 86, died in Moscow Friday.

In the early 60s Hakopyan began overshadowing all the other conjurers
using mostly sophisticated accessories rather than their own deft
hands. By the end of his career he was reputed as almost the only
worthy manipulator in the world for the Soviet audience.

“To try to perceive whatever when looking at Hakopyan’s hands is like
to try to perceive Tchaikovky’s music when looking at Van Cliburn’s
hands. The only feeling you have is that you are a total ignoramus and
all you know is not worth a penny,” says Hakopyan’s colleague
Alexander Vasilevsky.

Hakopyan started as illusionist in circus but he got bored to use
machines. “I wanted to take them off the scene and to give my art
some more nobility. Gradually I learned to use my own hands only,”
says Hakopyan in his book “Variety Tricks.” Published in 1961 this
book is one of the few available guides to juggling secrets. Later
many resented Hakopyan for exposing his magic.

There were over 1,000 tricks in Hakopyan’s arsenal. Hundreds of them
are used by other jugglers today among them his son Hamayak Hakopyan.

For a life-centered spirituality

(a dialogue with the youth)

We lived the last days of 2004 confronting an unprecedented disaster caused
by nature. This tragedy comes to add to the burden human beings and
particularly youth are facing as a result of man-made tragedies, like wars,
violence, poverty, unemployment, and a sense of meaninglessness and
uncertainty. These are times when people question, pray and yearn for
spirituality.

Indeed, spirituality is frequently and widely used word today, a word
employed in different contexts and with different connotations. In Christian
life spirituality means being with God.

Being with God. Is this not the very meaning and purpose of Christian life?
Is this not the way a Christian should live his or her life? God became man
in Jesus of Nazareth in order to be with us. The evangelist describes Jesus
Christ as Emmanuel, which means God with us. In fact, in Christ God became a
man with us, like us and for us in order to restore His fallen image in
human beings. Through the incarnation, by becoming man, God recovered the
authentic humanity in the human beings. In Christ God became the true life
of the world.

Christian spirituality invites us to acknowledge Christ in word and deed as
the center of our life. Christian spirituality challenges us to follow Jesus
Christ as the only way of our life.

Christian spirituality is life-centered. It is rooted in Christ. The
Christ-event is the recreation of life. Hence, whoever is in Christ, he or
she is endowned with a new quality of life, with the “abundant life”, the
“eternal life” (John 1: 16).

What are the significant features of a life-centered spirituality?

1. It values life as God’s gift. The existence of life on this planet is not
a sheer accident. For centuries the human mind has failed to understand the
origin of life. The Bible clearly affirms that God is the creator of life in
all its forms and expressions.

2. It perceives life as God centered. Being the gift of God, life must be
lived as a God-centered reality. A human-centered life is the rejection of
God; and a life without God is a source of evil.

3. It considers the values and principles revealed through Christ as the
purpose of human life. The human being is called to live his life for the
promotion of love, justice, peace, unity, reconciliation and other values
of the Kingdom of God.

4. It upholds life as a sacred reality. The sacredness of life pertains to
its very nature since life comes from God and is owned by God. Therefore,
any attempt aimed at corrupting the sacredness of life and undermining its
integrity and dignity is a sin against God.

As Christians, a life-centered spirituality must undergird our reflection
and action. Life-centered spirituality must guide our life in a world full
of life-destroying forces. In this context I want to draw your attention to
the following:

a) Globalization, in all its aspects, manifestations and implications, has
become integral to our daily life. Our individual and community life are
strongly impacted by the values and forces of globalization. This means that
we must discern those values that enhance life, and challenge those forces
of globalization that destroy identity, morality and community.

b) Violence, in different forms and ways, has become omnipresent in our
societies. It touches all aspects and areas of our life. Violence is the
negation of God’s gift of life. The Christian way is active nonviolence.
Life-centered spirituality rejects any way of life or form of action that
generates violence.

c) Pluralism has become an important feature of modern societies. People of
different religions, races and cultures are living together. I consider this
living together both as a gift of God and a task. In this small globe we are
bound to live together, and therefore, must learn to respect our differences
and accept and trust each other. We must live as one community, preserving
at the same time our own religious, cultural and human values and
traditions.

Life-centered spirituality challenges the Christian to turn to God whoever,
whatever or wherever he or she is. The world in which we live is full of
life destroying forces. Some of these forces are due to ecological disorder,
and others to moral and spiritual disorder, namely to human sin.

Millions of people lose their life each year because of AIDS pandemic;
millions of children die because of poverty; millions of people are killed
each year due to natural disasters. We are all shocked watching on our TV
screens the horrible images of people, men and women, children and elderly,
dying in Africa because of genocide, AIDS and mal-nutrition; or in Sri
Lanka, India, Indonesia and Bangkok because of the Tsunami disaster.

The human beings, who are endowed by God’s gift of life, are destroying
everyday and everywhere, the life itself in its human and ecological
manifestations. Life as a supreme gift of God, must be respected, preserved
and enhanced. This is basic in our Christian faith.

It is my expectation, that our youth will sustain and enrich their lives by
the spirituality that is rooted in the Bible, and experienced and witnessed
for centuries by the church. The world of today offers many kinds of
“spiritualities” with attractive names. Our youth are called to neglect the
kind of false “spiritualities” that cause moral decay, endanger identity and
destroy community. Our youth must reject the kinds of “spiritualities” that
abuse religious principles and promote violence and death.

The Armenian Church, with its rich spiritual heritage and moral teachings
can offer a life-centered spirituality to our youth, as they prepare
themselves to become the future leaders of our church and people.

On the eve of the New Year and Christmas, I wanted to share these few
reflections with our youth. This is not a formal message but the beginning
of a frank dialogue with our youth. I consider dialoging with the youth of
crucial importance for the future of our church and nation. Therefore, I
would like to continue this dialogue with our youth by addressing, from time
to time, issues, challenges and concerns pertaining to the present day
societies in general, and the Armenian church and community, in particular.

[Presenter] The Iranian ambassador to Azerbaijan, Afshar Soleymani,
has accused Armenia of distorting history after the Armenian newspaper
Metsamor carried a map depicting Iran as part of greater Armenia.

[Correspondent over video of a map] Although it is not said where the
newspaper was printed, an Azerbaijani, who resides in Moscow and who
has given us the newspaper, has said that it is widely circulated in
Moscow. Each edition of the newspaper, which has a circulation of
5,000, carries this map. This can be considered an Armenian-style
gratitude to Iran, although Iran continues comprehensive cooperation
with Armenia – which runs counter to Azerbaijan’s interests – and is
bending over backwards to make Armenia prosperous.

Perhaps the newspaper could have been neglected were it published by
an ordinary journalist. However, we must say that the editor-in-chief
of the newspaper is an academic who is well-known in Armenia. Still,
Iran’s ambassador to Azerbaijan described the incident as ridiculous
and said that it posed no threat to Iran’s territorial integrity.

[Soleymani, captioned, in his office, speaking Azeri] The person who
drew the map probably is poorly acquainted with both geography and
history. If he knew [the subjects], he might not have drawn it. There
are so many lies in this map and it is so groundless that in Iran this
newspaper would be used for wrapping dates.

[Correspondent] In order to damage the recent improvement in
Iran-Azerbaijan relations, the newspaper resorts to some dirty
tricks. For instance, the latest edition of the newspaper quoted the
late Imam Khomeyni as saying that he does not know such a nation as
Azerbaijanis. However, Soleymani said that these reports are wide of
the mark and Khomeyni always respected the Azerbaijanis.

[Soleymani] Imam Khomeyni, may God bestow His blessings upon him, has
never made such remarks. On the contrary, he always enjoyed good
relations with the Azerbaijanis and valued them. He always remembered
the role of the Azerbaijanis in Iran’s history. This can be proved
from original sources.

[Correspondent] The ambassador advised us not to pay attention to this
drivel. However, Azerbaijan once did not take seriously the Armenian
claims on Nagornyy Karabakh.

Chess: China’s national team won 1st int’l chess internet-tournament

CHINA’S NATIONAL TEAM WON FIRST INTERNATIONAL CHESS INTERNET-TOURNAMENT

YEREVAN, December 24 (RIA Novosti) – The national team of China won
the world’s first international chess Internet-tournament devoted to
the 75th birthday anniversary of ninth world chess champion Tigran
Petrosian (1929-1984).

The national teams of Russia, Armenia and France participated in the
tournament along with the host team.

China’s squad took first place with 14 points and received $20,000
for the victory.

The team of France consisting of Joel Lautier, Laurent Fressinet,
Christian Bauer and Alexander Nataf scored 13 points and took second
place, receiving $15,000 of prize money.

The team of Russia which included Pyotr Svidler, Alexei Dreyev,

Alexander Khalifman and Vadim Zvyagintsev also scored 13 points
but ceded to the French according to the additional indicators. The
Russians’ prize money is $12,000.

Armenia’s squad, composed of Levon Aronian, Smbat Lputian, Gabriel
Sarkisian and Artashes Minasian, failed to achieve a success, scored
only 8 points, and took the last place. The Armenians received $8,000.

The tournament was held in two rounds – every entrant played with
one opponent with White and Black. Every participating country
was represented by one arbiter picked by the Armenian side as the
organizer.

On the tournament’s web site chess lovers all over the world could
watch the matches online. The contents of the web site are in five
languages – Armenian, Russian, French, Chinese and English. Around
$80,000 was spent on holding the tournament which was organized by
Armenia’s chess academy and the Chess Federation of Armenia.

Tigran Petrosian, having emerged victorious in the challengers’
tournament in 1962, won the right to play a match for the world
title against Mikhail Botvinnik, defeated him 12.5 – 9.5 in 1963,
and won the world title. “The practical benefit of Petrosian’s style,
based on the original and refined comprehension of the position,
lies in the fact that, as he gained experience, hebecame increasingly
dangerous to his partners, and his supremacy in understanding the
position – a permanently operating but not fortuitous factor – had to
manifest itself some day,” defeated Botvinnik commented on Petrosian’s
performance. In 1966 Petrosian defended his champion title winning
the championship match against Boris Spassky 12.5 – 11.5. Petrosian’s
play was distinguished not only by profound positional ideas but also
by high tactical skill.

In 1969 Petrosian lost the match for the world champion title to
Boris Spassky 10.5 – 12.5.

PLO Executive Committee Chairman Mahmud Abbas, Abu-Mazin, received
Marc Otte, the European envoy for the Middle East peace process,
at the presidential compound this morning. The meeting dealt with
the efforts being exerted to revive the peace process as well the
forthcoming presidential elections.

Abbas had earlier received a Jerusalem church delegation headed by
Armenian Patriarch Torkom Manoogian and a number of patriarchs and
bishops on the occasion of the advent of Christmas.

On January 25 the OSCE special mission and the Minsk group co-chairs
are going to visit the South Caucasian region, particularly the
territories supervised by Nagorno Karabakh forces, to make sure whether
Armenia really carries out a policy of mastering and inhabiting the
territories administratively belonging to Azerbaijan or not. The
7th meeting of Armenian and Azeri foreign ministers is envisaged in
mid-January in Prague.

Baku claims that Armenia is inhabiting the territories under Karabakh’s
control but Yerevan declines the condemnation telling that there
are only few inhabitants on the territories who were forced out from
Azerbaijan and Nagorno Karabakh. The Azeri foreign minister claimed
at the UN General Assembly on November 23 that 13 thousand Armenians
were moved to the region of Lachin.

At his recent press conference Armenian foreign minister, Vartan
Oskanian, noted that an observers’ mission to the security zone is
not troubling for us. Moreover, it is Azerbaijan that has to worry
because of inhabiting Shahumian and Getashen regions, minister said.

“The group of observers will arrive to collect facts and to assess
the situation. It may be surprising for Azerbaijan that most of
the inhabitants are the refugees from Shahumian, Getashen and North
Martakert”, Oskanian said.

The minister of defense also noted few days ago that he sees no
danger in observers’ mission. “Firstly, our state implements no
policy of inhabitation and secondly, the world knows that there is
a strip of security. I think this will be a good chance for us too
to find out whether, say, the region of Shahumian and other regions
are inhabited with Azeris or not. And whether Azerbaijan is engaged
in the inhabitation process or not”, Serge Sargsian said.

The UN Commission on Economic, Social and Cultural Issues expressed
concern on November 26 over the fact of confiscating the property of
the Armenians and other minorities by the Azeri settlers and advised
Baku to take measures to compensate for “illegal confiscation”
or provide alternative settlements to the Armenians and the other
ethnic minorities.

Azerbaijan carries out state policy of inhabiting occupied Armenian
villages in Shahumian, and in Northern Martakert. In 2002 the late
Azeri president Heydar Aliyev participated in an official ceremony
of inhabiting one thousand Azeri families in the Armenian villages of
Shahumian and Verin Shen regions after which the villages were renamed.

The new French co-chair to the Minsk group, Bernard Fassie, will
visit the region on January 25 after the Minsk group’s mission. The
latter’s appointment, as a chairman did no come as a surprise as the
former chairman, Henry Jacolin has retired. Fassie took part at the
meeting of Oskanian and his Azeri counterpart Elmar Mammediarov in
Sofia on December 5.

Who is Bernard Fassie? Before his assignment as Minsk group
co-chairman, he was the EUâ~@~Ys representative to Bosnia and
Herzegovina in 2002. A specialist of Russian language and international
relations, Fassie served as French ambassador to Byelorussia in
1997-2002, worked at the French embassy of Georgia in 1993-1997 and
at the Swiss embassy in 1990-1993. Fassie is a graduate of the San
Siro Military Academy.

YEREVAN, DECEMBER 22, ARMENPRESS: United Arab Emirates-chaired OPEC
Fund for International Development announced December 21 it approved
loans worth a total of USD 157.4million at a recent board of governors
meeting in the Fund’s Vienna offices.

Jamal Nasser Lutah, the board’s chairman and assistant undersecretary
of Industry at the UAE Ministry of Finance and Industry (MOFI),
unveiled the details of the loans. He said: ‘The board has approved
17 loans totaling $157.4 million to offer credit finance for projects
in Angola, Armenia, Bosnia, Congo, Jordan, Turkey and Turkmenistan.”

The loans are for as long as 20 years. The first five years offer a
grace period and the interest payable varies from 1 per cent to 1.75
per cent.’

The announcement did not say how much Armenia is expected to get.
The Armenian finance and economy ministry said it did not discuss
yet how the loan could be used.

The OPEC Fund for International Development was established in January
1976 by the member countries of the Organization of the Petroleum
Exporting Countries (OPEC). The Fund was established to support
low-income countries in their efforts to make economic and social
progress. It aims to promote cooperation between member countries of
OEPC and other developing nations.

ISKRETZ, Bulgaria, Dec 16 (AFP) – Legendary French singer Sylvie
Vartan took an emotional journey back into her past Thursday, when
she visited her native village of Iskretz in northwest Bulgaria,
which her family fled in 1952.

“Goodness, I have lived up to see a world star,” exclaimed an old
lady from the crowd of about 100 villagers who had gathered to welcome
the singer with a banner reading “Sylvie, we love you.”

Ilya Iliev, a retired miner of 59, was so moved that he started to
sing in Bulgarian, “This evening I will be the most beautiful, the
most beautiful on the dance floor,” one of the most well-known of
Vartan’s songs.

Dressed up in white and adorned with flowers, the ex-wife of French
pop singer Johnny Hallyday, 61, was moved to tears.

Mixing Bulgarian with French, she said: “Life begins where you were
born… I have heard my mother speak a lot about Iskretz. For me
Bulgaria is a country of love and nostalgia, the country of my parents,
to which I feel strongly attached.”

Daughter of a Bulgarian father of Armenian descent, who worked at
the French mission in Sofia, and a Hungarian mother, Sylvie Vartan
was born in August 1944 in Iskretz.

The town held the nearest hospital to the village of Lakatnik, where
the family was evacuated during World War II.

In her autobiography “Between the shadow and the light”, which is
to be published Friday in Bulgarian in Sofia, the 60-year-old singer
wrote about the heartbreak of her departure from Bulgaria at the age
of seven.

“I still miss my grandfather and I hate departures,” she told AFP
in Iskretz.

Already a star in France, Vartan refused to return to Bulgaria until
a year after the fall of the communist regime in 1990, when she had
her first concert in Bulgaria.

“The concert ended with ‘Mila Rodino’ (‘Dear Homeland’), the old
national anthem, banned during communism, and the hall started singing
along with me,” she said.

Almost 15 years later, Sylvie Vartan is optimistic. “I find that
great progress has been made,” she said.

“In only two years Bulgaria will join the European Union,” she said,
adding: “Things cannot change in a day with the movement of a magic
stick.”

Since 1990, with the help of her brother Eddy Vartan, she has also
been making charity donations to hospitals and orphanages through
her organisation “Sylvie Vartan for Bulgaria”.

She received Wednesday an award from Bulgarian President Georgy
Parvanov for this humanitarian work.

On Thursday in Sofia, Vartan gave a concert together with a children’s
choir, to 200 orphaned children.

In 1997, she and her American husband Tony Scotti adopted a Bulgarian
girl, Darina, now seven years old.

She also in 1997 took on Bulgarian citizenship.

“My heart is Bulgarian. I so much wanted to adopt a Bulgarian girl:
I told myself we will share an emotional bond,” she said.

EPM Cohn-Bendit: This is not the Right Place to Discuss Armenian
Issue

Daniel Cohn-Bendit, member of European Parliement, critized France
for bringing the Armenian Issue to the EUP. Cohn-Bandit said the
European Union was not the right place to discuss the Armenian
issue.”

“The right place is Turkey and Armenia. Turks and Armenians should
discuss the problems and they should find a solution.” added EPM
Daniel Cohn-Benditt.

France wants to bring the issue to Turkey’s EU Agenda. Teher is a
strong Armenian Diaspora in France. The Diaspora organizations make
pressure on the Government.
