YEREVAN, MAY 12, NOYAN TAPAN. 20 documents will be signed within the
framework of RF President Dmitry Medvedev’s visit to Turkey, 12 out
of which are agreements. Turkologist Hakob Chakrian saying this at
May 12 press conference stated that though there are manifestations
of Russian-Turkish partnership, Turkey cannot "move away from the
West and establish close relations with Russia."

Head of YSU political science chair Garik Kerian said that we
clearly see that both sides want to establish close contacts and to
collaborate. However, in his words, we should take into consideration
the historic-political implication when speaking of Russian-Turkish
relations. It is a unique moment in Russian-Turkish relations now.

"These countries were traditionally conflicting states. Now it is an
exclusive moment in the mutual relations. Certainly, it is difficult
to predict its outcome," G. Kerian stressed.

According to him, Turkey has understood that it will be difficult to
enter the South Caucasus if it has a conflict with Russia. Speaking
about Russian-Turkish rapprochement’s consequences for Armenia G.

Kerian said that it will give Armenia additional security guarantees
as Russia, the strategic ally of Armenia, which has the status of
"neither war nor peace" moves to certain collaboration with the state
violating Armenia’s interests, Turkey, and here we can hope that the
Russians will restrain the anti-Armenian steps of the Turks.

H. Chakrian said that Russia’s only support in the South Caucasus is
Armenia and losing the latter Russia will also lose the South Caucasus.

Branch of International Law Association will host a seminar entitled,
Genocide in the Ottoman Empire 1915: Living History, Legal Issues,
Prescription or Responsibility.

Sweden; Professor Kaj Hober, Uppsala University and Mannheimer

Turkish Embassy has declined participation, Association of Armenian
Organisations in Sweden reported.

Le diagnostic des conflits au Sud Caucase est a un niveau très bas
a declare le directeur de l’institut du Sud Caucase pour la Securite
Regionale de Georgie Alexandre Rusetsky lors d’une conference de presse
analysant les questions de resolution de conflit et d’etablissement
de la paix dans la region. Il voit un danger de reprise d’action
militaire dans le Karabakh.

L’insitut du Sud Caucase pour la Securite Regionale a publie un livre,
qui note que les parties en conflit ne doiventt pas souffrir a cause
des ambitions de la communaute internationale.

" Des structures internationales ont en realite laisse tomber
beaucoup de processus visant au maintient de la paix. L’efficacite
de leur activite donne l’occasion de penser que les organisations
internationales ont de serieux problèmes avec les tentatives de
maintenir la paix " a dit Alexandre Rusetsky.

Le directeur de l’Institut a souligne l’importance du processus
armeno-turc. " Bien que la ratification des protocoles soit suspendue,
le processus continuera dans le cas où on fournira des conditions
appropriees " a-t-il dit.

L’extremisme geopolitique pose un danger serieux a dit Alexandre
Rusetsky. Selon lui, d’autres formats que le Groupe de Minsk de l’OSCE
peuventt exister pour le règlement de la question du Karabakh. Il a
dit que d’autres joueurs pourraient etre inclus dans ces structures,
ajoutant que tout d’abord le peuple du Karabakh doit participer a la
determination de son avenir.

about the situation around the settlement of Armenian-Azerbaijani
Nagorno-Karabakh conflict, the ongoing processes in the region, an
energy policy of the country, the economic development of Azerbaijan.

Armenian diplomatic posts abroad held events dedicated to the 65th
anniversary of the victory in the Great Patriotic War.

Officials of the Armenian Embassy in Berlin laid wreaths at the
Unknown Soldier monument.

The Russian Embassy in Argentina hosted a reception with participation
of Ambassadors of Armenia, Ukraine and Belarus as well as journalists
and public figures. RA Ambassador Vladimir Karmirshalyan made opening
remarks.

Yesterday the Armenian PM Tigran Sargsyan visited the Victory Park
and put a wreath on the grave of the unknown solider.

The head of the government has watched the solemn marching of the
soldiers in front of the Mother Armenia. T. Sargsyan welcomed the
heroes of the day, the veterans, spoke and then has had a dinner with
them in a canteen.

Afterwards the PM has answered the questions of the journalists. As
the Press and Public Relations department of the Government the PM
has mentioned in particular, "The victory for the Armenians in the
Great Patriotic War has a special meaning. We have given birth to
hundreds of heroes of Soviet Union. The Armenian warrior has proved
that can fight and win. I am sure that it is those elements that our
parents have taught to our soldiers during the Karabakh War. Due
to this today we have serious victories. It encourages all of us,
to have new victioeis in the future. I congratulate all of you."

La pluie venait de remplacer la neige, mercredi en début de soirée,
quand Saint-Chamassy se préparait à remplir son devoir de mémoire
envers l’amiral Louis Dartige du Fournet, sauveur des Arméniens de
Mousa Ler en septembre 1915 alors qu’il commandait la flotte des
forces alliées en Méditerranée. « Un temps de marin », a souligné
Bernard Musset, sous-préfet de Sarlat et officier de marine, qui a
présidé cette cérémonie à l’invitation de Claude Fauret, maire de la
commune.

Dans le petit cimetière du village qui surplombe la vallée et où
repose l’amiral, la délégation arménienne s’est avérée fournie.
Étaient réunis pour l’événement ceux qui ont mené les recherches pour
retrouver la tombe de l’amiral, des représentants officiels de la
communauté, les jeunes musiciens et chanteurs de l’orchestre Naregatsi
et des participants venus spontanément après avoir pris connaissance
de l’aura de cette manifestation.

Oraison funèbre

Une cérémonie pour le moins chargée d’émotion, qui était portée à son
paroxysme avec le long du discours (dans un français parfait) de
Thomas Aintabian, informaticien passionné d’histoire résidant au Liban
et descendant des rescapés de Mousa Ler. « Ma grand-mère me parlait
d’un amiral noble et courageux qui était devenu leur sauveur, a
expliqué celui qui est à l’origine de ce grand retour dans le passé.
Le 24 avril 1915, après la décapitation de l’élite arménienne, nos
aïeux ont été forcés de quitter leur terre ancestrale, […] Refusant
d’être déportés, les Mousalertsi ont gravi les contreforts de la
montagne qui surplombe la Méditerranée et se sont battus pendant plus
de quarante jours, à armes inégales, contre l’armée ottomane. »

Le 5 septembre, le pavillon blanc à croix rouge brandi par les
résistants a été repéré par le croiseur Guichen et les enfants comme
les vieillards ont été évacués vers Port-Saïd, en Égypte. « Les récits
de ma grand-mère et la forte gratitude du peuple de Djebel Mousa (Mont
Moïse) m’ont poussé à faire ces recherches. La tombe d’un proche nous
lie avec l’endroit où elle est creusée et cet endroit devient nôtre.
Désormais, je suis Eumachois et que ce qui a été dit puisse être une
oraison funèbre à titre posthume. »

Un symbole fort

Contraints à nouveau de quitter leur terre en 1939, les Arméniens de
Mousa Ler se sont installés au Liban, dans la ville d’Anjar. Là, ils
ont créé un musée où est conservé tout ce qui les rattache à leur
passé et à leur histoire. Le pavillon blanc à croix rouge – un drap
sur lequel on avait cousu la croix de l’habit d’un enfant de ch`ur – y
est soigneusement plié. Symbole cher au c`ur de chaque Mousalertsi, il
a été sculpté dans le marbre à l’identique, par Aghassi, un artiste
descendant des rescapés.

Trois jours avant la cérémonie, ce drapeau de pierre a été béni et
embrassé par chaque participant à la messe solennelle célébrée en la
mémoire de l’amiral à Anjar. Il est apposé depuis mercredi sur la
tombe de celui dont les Arméniens n’oublieront jamais le nom et qui
pourrait peut-être avoir l’occasion de revenir en Périgord noir. La
communauté arménienne a en effet avancé ce jour l’éventualité d’un
jumelage officiel.

`Unifying the power it has, the Armenian nation was able to do
something that seemed impossible: the Armenian nation liberated
Shushi,’ ARF member Artyush Shahbazyan told Panorama.am.

`The message of the Day is that the Armenian people do not have the
right to concede something they acquired by blood. We should think
that our nation can do even more if it believes in itself and is
united,’ he said.

Any new development pertaining to the region has one important
difference that has emerged recently after the Russo-Georgian war
in 2008. Depending on that a change in power ratio can be noticed,
and it is this factor that will shape further developments in the
region, MP from the Armenian Revolutionary Guard (Dashnaktsutiun,
ARF-D), Armen Rustamyan said at an ARF-D congress today.

In his words that development may bring about a new system of security,
and the nature of this new system will depend on what new equality
of powers it will establish.

Speaking about the probability of the formation of a new security
system in the region Rustamyan said that Armenia’s foreign policy
should from now on take steps to occupy its own place in the system.

"Our foreign policy should refer to that issue as soon as possible,"
said Rustamyan, adding that Armenia has two approaches as far as
regional issues are concerned: development not at the detriment of
national interests or some of national interests should be sacrificed
for the anticipated developments, which, according to Rustamyan is
"destructive."

Speaking about ARF-D’s approach Rustamyan said the party is in favor
of developments not at the detriment of national interests.

"If the [Armenia-Turkey] border should open at the expense of national
interest, it has better not to open," said Rustamyan.
