During an interview with Republic of Nagorno-Karabakh public
television, Armenian President Serzh Sargsyan referred to Azerbaijan
President Ilham Aliyev’s latest announcements.

Asked by the interviewer for his comments in response to Aliyev’s
statement that agreements have been reached upon to return the
territories adjacent to Karabakh, Sargsyan said:

"I have referred to that issue and I have nothing to add at this time.

However, I would like to stress once more that we approach the
entire negotiating process quite seriously and responsibly. There
is not a more concerned party than Nagorno-Karakh or the people of
Nagorno-Karabakh. And it is Nagorno-Karabakh itself that wishes for
that conflict to be solved."

He noted, "We are searching for long-term solutions; solutions that
will actually bring about peace and that will be long-lasting."

"Of course, in any negotiation, each side wishes to derive the
maximum possible benefit, but what I don’t understand is when during
the negotiating process, one side wishes to receive everything,
and is guided by the slogan ‘everything will come to me.’ In such
circumstances, negotiations for that side can be unpleasant and
results from the negotiations may not be satisfactory, but that’s
not our fault.

"When our colleagues in the negotiating process reach the conclusion
that there must be a logical solution, then those solutions can be
found easily. When they approach the issue realistically, and apart
from making declarations, truly wish to solve the issue, then the issue
will be resolved. Threatening or announcing disappointments after
negotiations doesn’t bring the final resolution any closer. On the
contrary, that disrupts the negotiating process; it increases distrust.

"When they say that not everything has been negotiated, if we
haven’t reached an agreement on all points, everything is said with
[these statements]. I believe it would be right that we, as well as
Azerbaijan, focus our efforts on the current phase of negotiations,
and not attempt to cut out sections from prior negotiations and present
[those] to our own audience," announced Sargsyan.

visitors on the first day of international exhibition due in Yerevan,
Head of RA Chamber of Commerce and Industry Martin Sargsyan said at
October 24 business forum.

"PanArmenian Expo 2009 is another step towards overcoming crisis
consequences, making it possible for manufacturers to find new market
outlets," Martin Sargsyan noted.

PanArmenian Expo 2009 International Exhibition, due on October 23-
25 at Demirchyan Sports Complex in Yerevan, will host more than 100
entrepreneurs, including businessmen from Diaspora.

PanArmenian Expo 2009, held in Armenia third time, is organized by
RA Chamber of Commerce.

principle of exploitation still works in the republic, RA Ombudsman
Armen Harutyunyan said.

A large number of employers are viewing citizens as a means to gain
profit. As result of an inspection, it was found out that public
transport drivers are forced to work from 6.30 am to 11.30 am. Some
AMD114 million were not paid for overtime work," he said.

He also said that one of public transport organizations functions
without a license and only 4 of its 24 drivers possess essential
documents.

The 17th European Team Chess Championship 2009 starts in Novi Sad,
Serbia, October 22-30. Armenian Grandmasters Levon Aronian, Vladimir
Hakobyan, Gabriel Sargsyan, Arman Pashikyan and Tigran L. Petrosyan
represent men’s national team. They will compete with Danish national
team in the first round of the championship.

Women’ s national team represented by Elina Danielyan, Lilit
Lazarian, Lilit Galoyan, Nelli Aginyan and Siranush Andriasyan will
face Italians.

Turkey was shocked by Goldstone’s report on the Gaza conflict, but
Israel is seeking other explanations for deteriorating ties

The apparent inability of Israeli leaders to see their actions as
others see them – that is to say, to put themselves in other people’s
shoes – may partly explain the depth of the outrage with which they
greeted the Goldstone report on last January’s Gaza conflict. Prime
minister Binyamin Netanyahu seems to have been genuinely taken
aback by the UN inquiry’s hard-hitting conclusions, in particular
its recommendations about the investigation of individual Israeli
responsibility for possible war crimes.

What Netanyahu, former prime minister Ehud Olmert, opposition leader
Tzipi Livni, defence minister Ehud Barak and rightwingers such as
foreign minister Avigdor Lieberman viewed as a fully justified act
of self-defence in the face of relentless Palestinian rocket attacks
was seen by much of the world, despite Israel’s ban on media access,
as an appalling, disproportionate assault on a defenceless civilian
population. Gaza did enormous damage to Israel’s reputation and
interests – but it is unclear, even now, whether this is fully
understood in Jerusalem and Tel Aviv.

Radically differing perceptions, running exclusively in parallel
lines, also exacerbate touchy issues such as Israel’s undeclared
nuclear weapons arsenal and the apparent contradiction of denying
Iran its nuclear "rights". But sometimes, worlds collide.

An unexpected move by Turkey last week to postpone military exercises
with Israel suddenly channelled conflicting versions of reality into
a direct, head-on crash. Ankara’s decision was its way of expressing
its continuing displeasure over Gaza. Prime minister Tayyip Erdogan
fell out publicly with Shimon Peres, Israel’s president, over the
issue at Davos in January. The row has been simmering ever since. But
by dramatically wrecking the flagship exercises, which also involved
the US and other Nato members, Turkey effectively forced Israel’s
leadership to look at things from the other side’s perspective.

The picture thus produced is both instructive and discouraging.

Secular Muslim Turkey is (or was) Israel’s best friend in the
Middle East. Bilateral trade between the two countries is worth
about $3bn a year; military co-operation, including Israeli arms
sales, is long-established. Before Gaza, Turkey acted as mediator
in talks between Israel and its old foe, Syria. Ankara also offered
a link to sympathetic Arab states of the Gulf. Turkey’s economy is
growing overall, as is its importance as an energy and commercial
hub. In short, it was clear that Turkey was a uniquely important and
influential ally.

Recognising the value of the link, some Israeli politicians tried to
play down the rift, apparently hoping to patch things up. But others,
including commentator Amir Oren, looked for different reasons to
explain Turkey’s behaviour, refusing to believe Gaza could be the
cause. "Erdogan is aiming for a large-scale reconciliation with old
enemies: the Armenians, the Syrians, the Greek Cypriots and the Kurds.

Israel is a burden for him, not an asset," Oren said.

Other explanations included the assertion that Erdogan had imposed
his will on Turkey’s weakened military, which in the past would have
resisted his order to cancel the exercises. Meanwhile, Ofra Bangio,
a Turkey expert at Tel Aviv University, told the Christian Science
Monitor that Turkey’s domestic and foreign policy calculations were
shifting as it strengthened its ties with Iraq, Syria and other leading
Arab world countries and turned away from an unwelcoming European
Union. "In Turkish foreign minister Ahmet Davutoglu’s ideological
framework, Israel doesn’t play a central role," Bengio said.

A senior Israeli foreign ministry official, speaking to the Haaretz
newspaper after an emergency meeting to discuss the crisis with Turkey,
was even more pessimistic. "It may be that the reality has changed
and that the strategic ties we thought existed have simply ended,"
the official said. "Maybe we need to be the ones who initiate renewed
thinking regarding our ties and must adopt response measures."

On this analysis, Israel’s relationship with Turkey, valuable for so
many reasons, may soon be a thing of the past – an avoidable outcome
since the analysis looks fundamentally flawed. They’re not pretending;
Turks really are upset about Gaza, as indicated by a much-watched
Turkish television drama series depicting clashes between Israeli
soldiers and Palestinians that has further inflamed relations. The
Turkish public was scandalised by January’s events and Turkey’s
politicians have reacted accordingly, as politicians do.

But among Israeli leaders, the perception is different. Gaza, a
justifiable action, cannot be accepted as the real reason for the row;
so ulterior motives and complicated explanations are sought.

Inhabiting a parallel world, they just don’t get it.

for fair trial.

On September 5, the Council made French lawyer Raffi-Philippe
Kalfayan eligible to monitor legal proceedings over Vahagn Chakhalyan
in Tbilisi.

Akhaltskhe district court found United Javakhk Democratic Alliance
leader Vahagn Chakhalyan guilty at all points and sentenced him to
10 years in prison in compliance with article 236.1 (purchase and
possession of arms), article 225.2 (participation in disorders),
article 226 (organization of public disorders), article 353.2
(resistance to police officer or public agent) and article 239.2b
(hooliganism). Vahagn Chakhalyan pleaded innocent in charges pressed.

Azerbaijan reaffirmed that Turkey gave a note to Azerbaijani Foreign
Ministry.

Turkey on Wednesday gave a diplomatic note to Azerbaijan over removal
of the Turkish flags in front of the Council for Religious Affairs
of the Turkish Embassy in Azerbaijan.

Azerbaijani Foreign Ministry Spokesman Elhan Polhov reaffirmed that
Turkey gave a note to Azerbaijani Foreign Ministry.

Workers of municipality removed the Turkish flag in front of the
Council for Religious Affairs without making any statement.

Turkish flags in front of Turkish Martyrdom, Turkish schools and
various Turkish buildings were removed after Azerbaijani flags were not
allowed in the football match between Turkey and Armenia on October
14 played in western province of Bursa, following a FIFA decision
not to allow flags of third countries in the stadium.

Turkish PM Recep Tayyip Erdogan warned Azerbaijan on Tuesday against
provocation in bilateral relations.

"The Martyrdom Mosque in the Azerbaijani martyrdom is what really hurts
us. I believe that our Azerbaijani brothers will very well assess what
hauling down of the Turkish flag in the martyrdom meant," Erdogan said.

reported. According to memorandum signed in May 2009, CBA will receive

Besides, the company offers IT audit services for banks, assisting in

EU To Provide Armenia With 100 Million Euro Assistance

EU TO PROVIDE ARMENIA WITH 100 MILLION EURO ASSISTANCE

YEREVAN, October 19, /ARKA/. The European Union said last Friday
it plans to provide Armenia with 100 million euros and Georgia with
46 million in assistance designed to alleviate their worst economic
downturns since the early 1990s, RIA Novosti reported citing a European
Commission’s press release.

The European Commission will ask the bloc’s member governments to
approve a loan of 65 million euros and a grant of 35 million euros
for Armenia, the press release said.

`The assistance would be provided in two installments, tentatively
in the first and fourth quarter of 2010,’ read the statement.

`The assistance supports, and is conditional on the respect of the
adjustment program agreed between Armenia and the International
Monetary Fund. It complements the latter’s financial assistance to
the country.’

`The proposed financing will complement the financial resources
provided by the EU, in the form of budget support programs financed
under the European Neighborhood and Partnership Instrument,’ said
the EU statement.
