BAKU, October 6 (RIA Novosti) – The presidents of Azerbaijan and
Armenia will meet on October 8 in the Moldovan capital Chisinau
to discuss the Nagorny Karabakh conflict, a Russian mediator said
on Tuesday.

The co-chairmen of the Minsk Group, Yury Merzlyakov of Russia,
Bernard Fassier of France and Robert Bradtke of the United States, are
currently on a visit to the South Caucasus to prepare for the meeting.

"We arrived in Baku from Yerevan with approval for the proposal meeting
in Chisinau. The Azerbaijani president also gave his endorsement,"
Merzlyakov said.

Armenia’s Serzh Sargsyan and Ilham Aliyev of Azerbaijan have met
several times over the past year since Russian President Dmitry
Medvedev pushed to restart efforts to resolve the conflict last fall.

Nagorny Karabakh, an enclave inside Azerbaijan with a predominantly
ethnic Armenian population, has been a source of conflict between
the former Soviet republics since the late 1980s. The province has
its own government and is de facto independent.

The war between Azerbaijan and Armenia over the mountainous enclave
in 1988-1994 left an estimated 35,000 people dead. Sporadic violence
on the border has continued ever since. The conflict is mediated by
the Minsk Group of the Organization for Security and Cooperation in
Europe, comprising the United States, Russia and France.

A two-week extensive training programme aimed at strengthening the
skills of the Armenian National Assembly’s expert staff began today
with the support of the OSCE Office in Yerevan.

"We consider expert staff crucial for the work of the parliament. The
quality of their work largely determines the legislative process and
the overall role of the legislature," said Ambassador Sergey Kapinos,
Head of the OSCE Office in Yerevan, launching the training.

The 25 course participants work in Standing Committees on European
Integration, Human Rights, Social Issues, Territorial Administration,
Economic Issues and other, as well as, in political factions and
the administration.

Gegham Gharibjanyan, Head of the Staff of the National Assembly
added: "The course is the fourth such programme that the OSCE
Office organizes as part of our co-operation, and I am sure that
the programmes have had a positive impact. I hope that the knowledge
gained during this training course will help deepen the professional
skills and capacities of our staff, as well as to the effectiveness
of the National Assembly’s administration in general."

The course focuses on law-drafting techniques, social protection and
environmental legislation and anti-corruption and judicial reform, as
well as other topics. The international expe rts teaching the course
also will focus on experiences relating to parliamentary democracies,
freedom of assembly and information.

A later stage of the programme comprises a study trip to a parliament
of an OSCE participating State and a donation of literature to the
library of the National Assembly.

The project is carried out within the framework of the Memorandum
on Co-operation signed between the Office and the National Assembly
this year that envisages a multi-dimensional co-operation and, among
other activities, provision of professional capacity building.

Kenneth V. Hachikian, Chairman of Armenian National Committee of
America (ANCA), addressed RA President Serzh Sargsyan. The letter
reads:

"The ANCA stands with the Armenian American community in working to
stop the intense pressure by Turkey and its allies to force Armenia
into accepting a flawed and dangerous set of Protocols that threaten
the security of Armenia, surrender the rights of the Armenian nation,
and insult the dignity of the Armenian people.

Armenia, blockaded by Turkey and under intense economic and diplomatic
pressure, is being forced into accepting terms that threaten her
interests, rights, safety, and future – very notably in the form of
a proposed ‘historical commission.’

This provision, a tactic long pursued by Ankara to cast doubt on
the historical record of the Armenian Genocide, is intended to
serve Turkey’s drive to roll back the growing tide of international
recognition of this crime against humanity.

There can, as a matter of basic morality and political reality, be no
enduring relationship between Armenia and Turkey that is not built upon
the foundation of Turkey’s acceptance of a true and just resolution
of the Armenian Genocide. These protocols also undermine the right
to freedom and self-determination of the Nagorno Karabagh Republic."

allegedly from "Serzh Sargsyan" youth wing of Republican Party of
Armenia, "interference of third countries and erroneous activities
of traditional Armenian parties – ARF Dashnaktsutyun, Hnchak Social
Democratic Party and Ramkavar Azatakan Party – has originated hostility
between two fraternal nations, Armenians and Turks, what resulted in
death of thousands of Armenians, Turks and Kurds."

The statement also says that "Diaspora has no right to meddle with
Armenia’s internal affairs."

Asked by PanARMENIAN.Net for a comment, RPA spokesman Eduard
Sharmazanov said that the statement is nothing but misinformation
and nonsense.

"Republican Party of Armenia and its youth wing can’t be the author
of such statement," he said.

Credo Theatre’s ‘The Overcoat’ Opens High Fest in Yerevan

The 7th Annual High Fest International Performing Arts Festival began
in Yerevan yesterday with the opening of `The Overcoat,’ Bulgarian
Credo Theatre’s interpretation of Gogol’s novel.

Prior to the performance, High Fest President Artur Ghukasyan
presented the festival program in a few words.

The festival program highlights 33 theatrical companies from 22
countries. According to Ghukasyan, the leading performances this year
is Bulgaria’s Credo Theatre and France’s Philippe Genty’s `Zigmund
Follies’ puppet show.

In his speech Ghukasyan said Credo Theatre is rather a chamber theatre
and the actors are excited because they will act on a big stage- at
the Yerevan Stanislavski Russian Drama Theatre.

`The Overcoat’ has been presented in over 150 international festivals
in Bulgaria and abroad in 9 different languages including English,
French, German, Japanese, Serbian, and Greek. In Yerevan, the
performance was in Russian.

On the 3rd of October, 2009 a ceremony took place in the RA MoD
administrative complex, during which `Tashir’ charitable foundation
presented to the RA Ministry of Defence 10 vehicles of `Uaz’ model. The
first deputy chief of the RA AF GS, Lieutenant-General E. Apriamov,
deputy chief of the AF GS, Lieutenant-General A. Paytyan and the AF
high ranked officer staff were present at the event. In the opening
speech the Chief of the RA MoD Department of Information and Public
Affairs, Major-General V. Avetisyan stated that this donation by
`Tashir’ charitable foundation is not the first one, and that the staff
of the Armed Forces always highly praises such enterprises. On his
turn, the president of `Tashir’ charitable foundation V. Karapetyan was
sure that the foundation’s cooperation with the Ministry of Defence
will be continuous.

Turkey to Re-establish Ties with Armenia

Turkey’s prime minister says an agreement to re-establish diplomatic
ties with Armenia will be signed by the two countries on October
10. Turkey severed ties and closed its border in 1993 after Armenia
fought a war with Azerbaijan over the disputed Nargono Karbakh
enclave. The announcement is the latest development in the thawing of
bilateral relations.

It was last year’s football match between Turkey and Armenia in the
Armenian capital Yerevan that was the catalyst for the rapprochement
between the two countries.

Under Swiss mediation, the Turkey and Armenia have conducted talks to
re-establish diplomatic relations, with both sides agreeing on a
protocol to normalize relations.

Turkish Prime Minister Recep Tayyip Erdogan has now said that the
protocol will be signed on October 10. International Relations expert
of Istanbul’s Bilgi University says its an important step forward to
restoring relations, but it’s just a step..

"I think its pretty significant but then the protocols are going to be
sent to the respective parliaments for ratification and that’s when
the deal gets a bit more complicated, there is strong opposition both
in Armenia and Turkey," he said.

Already the main opposition parties in Turkey have condemned the
announcement accusing the government of betraying its ally
Azerbaijan. Ankara severed its ties with Yerevan and closed its border
in 1993 after Armenia fought a war with Azerbaijan over the disputed
Nargono Karbakh enclave.

Armenian forces continue to occupy a large part of Azeri
territory. The government has been quick to dispel accusations of
betrayal saying they remain committed to Azerbaijan.

Earlier this month, Suat Kiniklioglu, spokesman of the Turkish
parliament’s foreign affairs committee, insisted that resolving Azeri
grievances remains key to restoring Armenian- Turkish relations.

"Without movement on the Karabahk issue that the normalization process
would be difficult to sustain. The trick here is how do you manage to
have movement on this side, and at the same time sustain the
normalization process without domestically each countries having major
problems. Again another expression I like in the English language, all
the stars are lined up in the right place," he said.

According to international relations expert Soli Ozel, the region’s
main powers may for the first time have common interests in bringing
stability to the region.

"My understanding is there is almost near agreement on a frame work
between Azerbaijan and Armenia. The Americans, of course, are behind
these developments," said Ozel. "But the Russian part is more
important because the Russians can block it anytime they want. But i
think it serves their purpose too because Russian and American
relations seem to be on a better track now than they been for quite
some time now. The Russians may wish to be on the right side of
things. Plus give that Turkish-Russian relations are pretty good and
the Russians would like to send their gas and petrol through Turkey to
where ever, that is something that suits them," Ozel added.

Washington has also being using its diplomatic muscle to pressure and
encourage both Ankara and Yerevan to normalize relations.

Still, there is a historical controversy between Armenia and Turkey,
which could yet undermine those attempts.

Yerevan along with much of the international community accuses
Turkey’s then Ottoman rulers in 1915 of committing genocide against
its Armenian minority. Ankara strongly denies the charge. The
controversy continues to sour relations and according to political
scientist and newspaper columnist, Nuray Mert, says there is deep
suspicion within the country over the rapprochement.

"This talk of accepting genocide, these are traps or steps in the way
of accepting genocide, or this discourse of genocide is being imposed
in us by great powers, western powers. That’s why this opening the
border debate is not a simple question, for anybody. And the political
opposition is using , knowing that it is a very sensitive issue, is
using it against the government so the matter is getting even more
complicated," said Mert.

The coming weeks are now already being described by analysts as
crucial in helping to bring stability to one of the most unstable
regions in the world.

Republic of Armenia Prime Minister Tigran Sargsyan attended the special
sitting of "Security of Information in Armenia: current status and
challenges" symposium in Yerevan.

Addressing those present, the Prime Minister noted that the government
of Armenia prioritizes the expansion of information technologies
which calls for serious action aimed at building an IT-friendly
environment, inclusive of infrastructure development. "First of all,
infrastructure deficiencies affect the velocity at which information
is conveyed, and we have developed a number of investment programs
to that effect." Access to the GEANT2 network and introduction of
CSIRT system will open up exceptional opportunities before Armenian
scientists. Stressing the importance of the symposium, Tigran Sargsyan
expressed hope that new ideas will be put forward during the forum and
bridges will be erected between Armenian and foreign researchers. The
educational and training-related problems were given a special emphasis
in the Prime Minister’s speech.

In conclusion, Tigran Sargsyan wished the forum successful activities.
