CENTRAL BANK OF ARMENIA REDUCE RATINGS OF 5 COMPANIES

Central Bank of Armenia revise the ratings of 11 companies. As CB press
service told ArmInfo, the ratings of 5 companies have been reduced,
those of 5 companies remained at the same level and the rating of 1
company has been stopped.

According to the source, CB did not change the ratings of 5
companies. So, the rating of "ArmRusgazprom" CJSC remained at "B" level
(the 2nd letter of the Armenian alphabet), which was assigned to the
Company in August, 2007. The rating of "Carcomauto" Ltd remained at
"G+" level (assigned in August, 2007), the rating of "Artsakhcement"
CJSC was preserved at "G+" level (assigned in March, 2008). The rating
of "Onix" CJSC remained at "G-" level (the 3rd letter of the alphabet),
which was assigned in December, 2007.

Along with it, the Central Bank revised the ratings of 5 companies
towards decrease. In particular, the rating of "Electric Networks of
Armenia" CJSC has been reduced from "B- " to "G+" (the 3rd letter of
the alphabet), "Yerevan Poultry Farm" OJSC – reduced from "G+" to "D-"
(the 4th letter of the alphabet), "Zovk Plant" OJSC – from "G-" to
"D+", "Royal Armenia" Ltd – from "G-" to "D+", "Armenian Molybdenum
Production" Ltd – from "B+" to "B".

Moreover, the Central Bank stopped the rating of "Mill AG" CJSC,
which was at "G-" level assigned in March, 2008, for the reason
of non-fulfillment of the term on assurance of circulation at the
minimum required level of 100 mln drams. On the initiative of the
Central Bank, the ratings of the companies, which do not publish the
ratings assigned to them, have been stopped.

Canadian Politicians Reaffirm Their Commitment to Justice and to
Historic Truth

Ottawa – Two Ministers, four Parliamentary Secretaries, thirty-nine
members of the House of Commons and seven Senators attended the
reception, on April 28, celebrating the 5th anniversary of the House
of Commons’ recognition of the Armenian Genocide. The momentous event,
which took place in the West Block of the House of Commons, was
organized by the Armenian National Committee of Canada (ANCC).

A large number of other Canadian politicians also attended the event
to reaffirm their commitment to justice and to express their
unwavering solidarity with the Armenian people in their struggle to
fend off Armenian Genocide denial. The high stature of the attendees
was particularly heartening since they were there despite the Turkish
Government’s recent recall of the Turkish Ambassador from Canada.

In addition to Parliamentarians, Ambassadors and other members of the
diplomatic corps, NGO representatives, leading lights from Canadian
journalism, academia and education, representatives of the Canadian
Jewish Congress, Rwandan, Greek, Cypriot, and Kurdish community
leaders also attended the celebration.

After the welcoming remarks of master of ceremonies Tina Soulahian,
Dr. Girair Basmadjian, president, ANCC, thanked the Parliamentarians
for their political courage and moral strength in upholding their
principles and voting in support of Armenian Genocide recognition.

Harold Albrecht, Chairman of Canada-Armenia Parliamentary Friendship
Group, emphasized the importance of keeping the memory of the Armenian
Genocide alive so as to prevent future genocides.

Bloc Quebecois leader, Gilles Duceppe observed that because
perpetrators of the Armenian Genocide went unpunished, the
international community witnessed the repetition of this heinous crime
in Germany, in Cambodia, in Rwanda and in Sudan. In the opinion of
Mr. Duceppe reconciliation cannot take place without the recognition.

Arman Akopian, The Charge d’affaires of the Republic of Armenia in
Canada, thanked Canadian Parliamentarians and the Right Hon. Stephen
Harper, Prime Minister of Canada, for their chivalrous recognition of
the Armenian Genocide.

Thomas Muclair, addressed the celebrants on behalf of the New
Democratic Party. He emphasized that whoever dares to deny the
Armenian Genocide in Canada, will have to face the National Democratic
Party.

Hon. Stephane Dion spoke on behalf of the Liberal Party and its leader
Michael Ignatieff. Mr. Dion said that the brutal killing of innocent
Armenians during the genocide will be forever imprinted in the memory
of the Canadian people.

Hon. Gary Goodyear read Mr. Harper’s message to the gathering. He also
said that he was proud to be a member of Prime Minister Harper’s
cabinet which recognized the Armenian Genocide and adopted it as
government policy.

Senator Marcel Prud’Homme recalled his commitment and work in the last
45 years for the recognition of the Armenian Genocide in Canada.

Madam Madeleine Dalphond-Guiral, former Member of Parliament and
sponsor of Motion M-380, said she was confident that truth will
prevail and the Armenian people will get the justice which they have
been denied for so long.

Finally, Hon. Jason Kenney, Minister of Immigration and
Multiculturalism, concluded the list of the speakers by stating that
he is proud that he has `followed the dictates of his conscious by
co-sponsoring Motion M-380 to recognize the Armenian Genocide. He
praised the Canadian-Armenian community for its active participation
and contribution to the Canadian mosaic and civil society.

At the conclusion of the reception, Parliamentarians who voted in
favour of the passage of Motion M-380 were presented citations of
appreciation from the ANCC President.

A large contingent of Canadian-Armenians from Montreal, Laval, Ottawa,
Toronto, Hamilton, Cambridge, St. Catharines, and Vancouver joined in
the celebrations.

Aris Babikian, executive director of ANCC, said: `It was quite a proud
evening to see so many Parliamentarians attend this important
evening. For so many politicians to defy Turkish Government threats
and blackmail is very telling. Canadian legislators once again sent an
unequivocal message to the Turkish Government that it will not get
away with its denial campaign and it will be much more beneficial for
the Turkish Government to halt its falsification of history and to
engage the Armenian people in a genuine and sincere reconciliation
process and start healing the wounds perpetrated by its predecessor’s
action.’

Coordination Council of Armenian Organizations in France (CCAOF)
will again organize a protest rally on April 28 in front of the
Georgian Embassy in France in protest against doing violence to Vahagn
Chakhalian in the Georgian prison.

CCAOF demands from the Georgian authorities "immediately release
Vahagn Chakhalian, to respect his personal inviolability", and to
respect the rights of the Armenian minority. In this connection
CCAOF disseminated a statement, saying particularly, that Georgian
authorities after sentencing to 10-year imprisonment the leader of
the "United Javakhk" democratic alliance on charges of the trumped-up
case and forged documents, now intend to reply by physical violence
to the wave raised against that unfair verdict.

"Such processes are unacceptable in any country declared supremacy
of law, these developments are part of continuous victimization of
Armenians of Javakhk and reflect a new display of a hostile attitude of
Georgian central authorities towards the Armenian community of Georgia.

In Javakhk this is reflected in attempts of changing the demographic
situation, in systematic falsifications of local elections outcomes,
in neglecting democratic demands of the population and in applying
oppression methods instead of dialog", says the statement of CCAOF.

This atrocious act committed on April 16 by servants of Tbilisi’s
prison number 8 against Chakhalian was also condemned by his attorneys
who called upon relevant human rights international organizations to
respond to this act of violence.

To remind, in protection of Vahagn Chakhalian a protest rally was
organized in front of the Georgian Embassy in Paris on April 14.

list of 300 major taxpayers

In January-March 2009, taxes paid by Armrosgazprom, which comes
second in the list, totaled AMD3,395,528,8 thousand, the company’s
press office reported.

On April 25, Armenian President Serzh Sargsyan briefed members of
the Security Council on the agreements achieved during his visits to
Islamic Republic of Iran and Russian Federation.

The President also instructed the appropriate state agencies to
implement these agreements.

Information Security Concept of RA was also discussed and approved
during the meeting. The president attached importance to the document,
which contains systematic implementation and development of certain
action plans.

He instructed also SC staff to examine comments of all interested
parties and present the document for approval during the current month,
the RA leader’s press office reported.

Our meetings in Baku and Yerevan were substantial and constructive.

We did much and as a result we arranged on the meeting of President
of Armenia Serzh Sargsyan and President of Azerbaijan Ilham Aliyev
on 7 May in Prague, French co-chair of the OSCE MG Bernard Fassier
told journalists in Yerevan today.

‘We have certain hope to suppose that the forthcoming meeting of
Sargsyan and Aliyev will be constructive and fruitful’, – Fassier
said and added that the Madrid principles remain unchanged and the
talks will be continued on their basis.

American co-chair of the OSCE MG Matthew Bryza said that progress is
obvious over the last period of time as well as new impulses and mood
in the Karabakh conflict settlement. Bryza added that as co-chairs
of the OSCE MG they do everything possible to develop this progress.

For his part, Russian co-chair of the OSCE MG Yuri Merzlyakov agreed
to his counterparts and added that at present there are all the
conditions and opportunities to accelerate the current process. ‘Look,
co-chairs often visit the region, Russian Foreign Minister Lavrov
visited Armenia, presidents of Armenia and Azerbaijan have recently
visited Russia. All this is evidence of the fact that at present we
notice opportunities to move forward’, – Merzlyakov concluded.

Marking Armenian genocide, many feel snubbed by Obama

As Southern California Armenian Americans laid wreaths at memorials
and marched in memory of ancestors slaughtered by the Ottoman Empire
nearly a century ago, their enormous hopes that President Obama would
at last give official U.S. recognition to the genocide were bitterly
dashed Friday.

During his campaign last year, Obama called the genocide "a widely
documented fact supported by an overwhelming body of evidence,"
pledged he would officially recognize it and criticized the Bush
administration for not doing so. Such outspoken positions sparked
overwhelming support from Armenian Americans, who expected he would be
the first U.S. president to acknowledge the genocide on the April 24
memorial day.

On Friday, however, news that he had failed to fulfill his pledges
provoked despair, disappointment and some anger that the century-long
Armenian quest for recognition had once more been thwarted.

"Everybody’s upset because he got all of our hopes up that he would
recognize the genocide," said Adreneh Krikorian, a Van Nuys High
School senior who joined thousands of others at a somber service and
memorial ceremony at the Armenian Martyrs Memorial Monument in
Montebello.

Some Armenian American activists said they were as annoyed at Armenia
as they were with Obama over the failure to push the genocide
issue. As Turkey and Armenia announced an agreement this week on a
framework to normalize relations, Armenian President Serzh Sargsyan
told the Wall Street Journal that he did not want the genocide issue
to obstruct the talks and was not pushing for U.S. recognition.

"Almost all Armenians in the world are very passionately concerned
about genocide recognition, and there is despondency targeted at what
appears to be Armenia playing along" with attempts to minimize the
issue, said Andrew Kzirian, executive director of the Armenian
National Committee of America’s western regional office in Glendale.

Obama’s statement Friday pointed only to his previous remarks, while
avoiding the term many Turks find offensive. The Armenian genocide
began in 1915 and claimed more than 1 million Armenian lives under the
Ottoman Empire, which became the modern republic of Turkey. The
Turkish government disputes that a genocide took place.

"I have consistently stated my own view of what occurred in 1915, and
my view of that history has not changed," Obama said in his
statement. "My interest remains the achievement of a full, frank and
just acknowledgment of the facts."

His words provoked a range of emotions at memorial events that
included a Los Angeles City Council commemoration, a march down
Hollywood Boulevard to Little Armenia, the Montebello event, a protest
at the Turkish Consulate on Wilshire Boulevard and a memorial concert
in West Hollywood.

At the Turkish Consulate, thousands of protesters waved signs that
said "Obama Keep the Promise" and "Shame on Turkey," while chanting
"1915, never again!"

Arek Santikian, 21, a UCLA economics major who helped organize the
protest for the Armenian Youth Federation, said he worked for a year
on Obama’s campaign and was devastated that the president skirted the
genocide issue.

"When we are promised something this meaningful and it doesn’t happen,
it leaves us without hope," Santikian said. "And that was not his
message."

As he leaned against a tree at the consulate, Zorik Mooradian, 52,
held up a large canvas splashed with the Armenian flag colors of red,
orange and blue and the words, "Obama . .. Keep the Promise."

"The founding fathers did not envision that we would compromise truth
for politics," said the disappointed Mooradian, who has been coming to
the protests for three decades.

The scene was more somber in Montebello, where clergy with the
Armenian Apostolic, Catholic and evangelical churches held a service
with incense, hymns and an Armenian-language liturgy. Rows of Armenian
youths in youth-group uniforms lined a path for participants to walk
as they laid roses, carnations, lilies and other flowers at the base
of a genocide monument.

There, several people expressed disappointment at Obama but also
political pragmatism and a renewed effort to work for recognition.

"Obviously we’re disappointed but what can you do?" asked Artak
Arakelian, 22, a USC student who was working at a table selling
remembrance paraphernalia. "It just makes us work harder to make sure
he fulfills his promise the next time."

Arshak Nazarian, a 48-year-old Glendale sculptor, views the issue as a
matter of semantics and said it was far more important that Obama
recognized and lamented the massacres. "If you say everything about
genocide, what difference does it make if you don’t use the word?" he
asked. "As far as I’m concerned he has kept his promises."

Meanwhile, the Turkish Coalition of America applauded Obama for
"deferring to historians" on the question.

"President Obama has sent a clear message to America and the world,"
said Lincoln McCurdy, coalition president. "His administration will
not sacrifice long-term strategic allies for short-term political
gains."

Obama’s administration has a lot riding on U.S. relations with
Turkey. Offending Ankara could put U.S. supply routes to Iraq and
Afghanistan in danger and complicate other critical issues on the
Obama agenda, including Middle East peace and Iran.

In his statement, Obama used the words "meds yeghern," the Armenian
phrase for great calamity.

"Ninety-four years ago, one of the great atrocities of the 20th
century began," the president wrote. "Each year, we pause to remember
the 1.5-million Armenians who were subsequently massacred or marched
to their death in the final days of the Ottoman Empire. The meds
yeghern must live on in our memories, just as it lives on in the
hearts of the Armenian people."

the Armenian Genocide launched in Yerevan today. The exhibition
features 70 posters and 40 caricatures authored by Armenian Diaspora
students, as well as works of Terlemezyan Art Academy students.

The exhibition was organized by Nikol Agbalyan ARF Dashnaktsutyun
Student Council.

"The exhibition is a call on world countries to recognize the Armenian

Turkish FM said they had been exerting intense efforts for the
normalization of relations between Turkey and Armenia as well as
Armenia and Azerbaijan.

Turkish foreign minister said Friday they had been exerting intense
efforts for the normalization of relations between Turkey and Armenia
as well as Armenia and Azerbaijan.

"We have a goal and we believe that it is attainable. We believe that
this is not a mere dream. Our task is not easy but we are moving
forward step by step just as in a chess play," Ali Babacan told an
Istanbul meeting of the Aspen Atlantic Group.

Babacan said solution of the issues between Turkey and Armenia,
and Armenia and Azerbaijan would create a new geopolitical order in
the Caucasus.

The Aspen Atlantic Group is a non-partisan initiative of former
serving North American and European foreign ministers. The group
seeks to develop concrete recommendations to help the two sides of
the Atlantic address common global challenges.

Also participating in the meeting as the coordinator of the group’s
meeting in the Turkish capital, Ankara, former U.S. Secretary of State
Madeleine Albright said the meeting would address great many issues.

"We have specifically wanted to come to Turkey and take up many
fascinating and challenging issues," Albright said.
