On January 10, RA President Serzh Sargsyan held a working consultation
at the RA Defence Ministry with the participation of Ministry’s
leading staff, during which Ministry’s main tasks of 2009 and tasks
proceeding from them were discussed.

S. Sargsyan said that army building is a long-lasting, hard work
and requires everyday painstaking work. He considered primary the
consistent steps in the direction of strengthening country’s defensive
ability considering constant perfection and development of armed
forces as a guarantee of having a strong and efficient army.

According to the report provided to Noyan Tapan by the RA President’s
Press Office, then S. Sargsyan took part in the presentation of the
film dedicated to twice hero of USSR Nelson Stepanian, which has been
shot on the basis of publicist Zori Balayan’s documentary novelette
under the title "Wings."

Tigran Sargsyan: Armenian government will ensure transparency of its
anti-crisis actions

YEREVA N, JANUARY 9, NOYAN TAPAN. "The Armenian government intends to
confront the expected economic crisis in two major ways: by giving
impetus to construction of infrastructures and assisting the
enterprises in difficult conditions," the RA Prime Minister Tigran
Sargsyan said during a talk with NT correspondent.

In his words, Armenia has good opportunities to launch new
infrastructure-related programs. The government envisages spending 300
million dollars in the energy sector, another 300 million dollars in
the irrigation and water supply sectors, and 250 million dollars on
restoration of the earthquake zone within the next 1-2 years. T.
Sargsyan said that the World Bank and the Asian Development Bank have
shown interest in allocation of respective funds to Armenia.
Negotiations are underway for receiving funds from Russia and other
partners.

Armenia has asked the World Bank to provide, in addition to 420 million
dollars – a sum already approved for the country – for the next 3
years, another 250 million dollars for crediting small and medium
enterprises and construction of infrastructures. The prime minister
noted that Armenia’s Action Plan was approved by the International
Monetary Fund (IMF), and the agreement envisages the possibility of
providing a credit line urgently to Armenia by the IMF.

As regards the assistance of enterprises, Tigran Sargsyan said that
with this aim a wide range of instruments will be used, including
credit guarantees, loans (especially to small and medium enterprises),
the government’s participation in the capital of companies, and
government subsidies. The government is sure that it will have enough
resources for all this, even if the revenues of the 2009 budget are not
sufficient. For this purpose the government may spend its reserve
resources in the Central Bank of Armenia (more than 300 million
dollars). Besides, thanks to the strict budgetary policy conducted in
the previous years, Armenia has a low level of foreign debt (17% of its
GDP) and quite high credit rating which is favorable for receiving
loans. Finally, an extremely low level of budgetary deficit (0.95% of
GDP) is planned for 2009. This will allow the government to increase
several fold the deficit of the budget in case of necessity and to
obtain additional funds in this way. The government has already
provided 52 million dollars for crediting small and medium enterprises.

Tigran Sargsyan underlined that the Armenian government will have to
fulfill an unprecedented function soon: to assess the state of
enterprises and the business plans submitted by them in order to make
decisions on provision of financial assistance to them. With this aim
an operative headquarters was established. It is headed by the prime
minister and composed of state officials and independent experts. The
prime minister stated that the government intends to ensure
transparency of the headquarters’ activity so that the public will be
informed and can control the decision making on the government’s
contribution, as well as the allocation and spending of financial
resources.

The government is also going to ease the tax burden of enterprises in
2009. According to Tigran Sargsyan, this will be done not through
reduction of tax rates (although tax reduction is also possible in some
cases), but first of all by simplifying the order of paying taxes,
thanks to which entrepreneurs will spend less time on their contacts
with tax bodies.

According to estimates of the World Bank, in 2008 businessmen spent
1,120 hours on tax payment annually in Armenia, which is one of the
worst ten indices in the world. Azerbaijan where businessmen spend 952
hours on tax payment annually is also among the worst ten. However, the
prime minister did not indicate the amount of time, by which they
envisage reducing the time spent by businessmen on contacts with tax
bodies in Armenia.

— Staff and Activists Reconnect with Old Friends and Reach Out to
Congressional Freshmen at Swearing-In Ceremony

WASHINGTON, DC – As Armenians around the world celebrated Christmas
today, Armenian National Committee of America (ANCA) staff and
activists spread good cheer on Capitol Hill, participating in the
Congressional swearing-in ceremony kicking off the 111th Congress.

"With a new Congress beginning its legislative session, it was a
great day to be on Capitol Hill, to reconnect with seasoned
supporters and to meet with Members of the freshman class," said
ANCA Executive Director Aram Hamparian. "In the upcoming weeks, we
look forward to expanding on these meetings here in Washington, DC
and around the country as we pursue a proactive agenda in 2009."

ANCA Legislative Affairs Director Raffi Karakashian, Legislative
Team Member Garo Manjikian and activists from California, Rhode
Island, Michigan, Nevada and New Jersey spoke with a range of
Senators and Representatives on the upcoming legislative agenda –
focusing on Armenian Genocide reaffirmation efforts, self-
determination for Nagorno Karabagh and efforts to strengthen the
U.S.-Armenia relationship.

In all, the ANCA team met with elected officials and staff from
over 25 Congressional offices including Assistant Senate Majority
Leader Dick Durbin (D-IL), Sen. Susan Collins (R-ME), Sen. Jim Webb
(D-VA), Sen. Jeanne Shaheen (D-NH), and Sen. Jack Reed (D-RI), as
well as House Majority Leader Steny Hoyer (D-MD), Democratic
Congressional Campaign Committee Chairman Chris Van Hollen (D-MD),
Congressional Armenian Caucus Co-Chairs Frank Pallone (D-NJ) and
Mark Kirk (R-IL) and a range of freshman Representatives including
Duncan Hunter (R-CA), Jared Polis (D-CO), Gary Peters (D-MI), and
Paul Tonko (D-NY).

In total, 94% of ANCA endorsed candidates were elected to the 111th
Congress, with 201 of 211 securing decisive wins in the November
2008 elections. Among those winning in tight House races, with
Armenian American support, were Armenian Genocide Resolution
supporters Mike McCaul (R-TX), Mark Kirk (R-IL), Gabrielle Giffords
(D-AZ), Tim Walz (D-MD) and Florida Representatives Lincoln Diaz
Balart (R-FL), Mario Diaz Balart (R-FL) and Ron Klein (D-FL).
Armenian American Congresswomen Anna Eshoo (D-CA) and Jackie Speier
(D-CA) won their reelection bids overwhelming with 70% and 75%
respectively. ANC OH chairman Dave Krikorian (OH-2) garnered an
impressive 18% in his independent Congressional bid, laying a solid
foundation for future electoral campaigns.

In the Senate, 12 of 15 ANCA endorsed candidates won their election
bids, including Armenian Genocide Resolution lead sponsor Richard
Durbin (D-IL), John Kerry (D-MA), Jack Reed (D-RI), Frank
Lautenberg (D-NJ), Carl Levin (D-MI) as well as Mark Udall (D-CO)
and Tom Udall (D-NM), who moved from the House to the Senate.

HIS HOLINESS ARAM I PAYS NEW YEAR VISITS TO THE BIRDS’ NEST, OLD PEOPLE’S
HOME, THE ARMENIAN SANATORIUM IN AZOUNIEH AND THE YOUTH ASSOCIATION CENTER

As always, His Holiness Aram I did not forget to spend time with the
elderly, the sick, orphans and the youth during the holiday season. In the
spirit of remembering the needy people particularly at Christmas, the
Pontiff visited the "Birds’ Nest", which shelters 50 deprived kids.

The Pontiff also paid a visit to the national sanatorium in Azounieh, home
to over 150 patients and old people. He also visited the National Home of
the Elderly in Bourdj Hammoud and the home of the blind people, where over
100 cases receive care and treatment. His Holiness also attended the
Christmas event organized by the Armenian Church University Students’
Association (ACUSA).

His Holiness distributed gifts during his visits, wishing everyone a long
life filled with joy and health in the years to come. The Pontiff reminded
everyone that "the church should open up to our nation through service; it
should become an important presence in the life of our people and in the
footsteps of its founder Jesus Christ, it should be with the poor, the
elderly, the sick and the deprived. Today more than ever our people need the
caring of the church, they need the life-giving words of the Gospel so they
can live their lives on the basis of enlightening spiritual values."

A year through the window of a newspaper’s front page

ISTANBUL – If for humans, the eyes are the window on the soul, for
newspapers that window is the front page.

The year 2008 was a year of great expansion and change at the Daily
News. A new "South" section for our growing number of readers along
the Aegean and Mediterranean. A new and expanded business section, the
"Economic Review." And in November, the consolidation of all this in a
rechristening as the "Hürriyet Daily News & Economic Review."

As it was a dramatic year for the newspaper, so it was for Turkey and
all the topics we covered. Just as in the lives of those who produce
them, newspaper’s front pages are sometimes energetic, sometimes
weary, sometimes funny and sometimes emotional.

And so as part of our year-end edition, we continue a minor tradition:
a look back at the year in front pages. When were we at our best? As
in all situations involving print, space is sovereign. The staff
decided the "Top 10" format; to me falls the task of picking the 10
"best" front pages of 2008, those where I think we came closest to the
unreachable goals we set for ourselves.

By that criteria, I think we began the year on Jan. 23. This was the
front page whose main headline we produced in Greek. Translation: "The
first visit in half a century." The occasion was the official visit to
Turkey of Prime Minister Costas Karamanlis. But for us it was the
first road test of a fledging "knowledge partnership" with the
venerable Athens daily Kathimerini. We traded news and photos and
analysis and our front page that day was a veritable bouquet of
Turkish and Greek bylines.

If that front page showed the Daily News at our universalist best, our
irreverent side came out on Feb. 5. Amid the ceaseless debate about
the appropriateness of the Islamic headscarf in universities, we went
to a wig shop worried that an end to the headscarf ban would be bad
for business. "Headscarfonomics: Wig shops wig out" was the result.

Solemnity was the theme that dominated on March 1, as Turkish soldiers
began returning home from a large incursion into northern Iraq that
had begun the month before. "Homeward bound" said the headline across
the back of a soldier. So much said in so few words.

On April 17, we were clever. As court rulings clamped down on the
ability of foreigners to buy property in Turkey, we led the front page
with a "For Sale" sign with red lines X’d across it. That made the
point.

Another brief headline topped the page on May 3: "Outrage." This
expressed the mood of many in Turkey in the wake of official violence
and brutality against peaceful May Day demonstrators at Taksim
Square. It also captured the mood of a newsroom that saw two of its
staffers gassed and beaten on that sorry day for Turkish democracy and
free expression.

"Islam 2.0 project draws skeptical set of reviews" was our headline on
June 6. This reflected a bit of intellectual daring. The story was on
an enormous and encompassing review of Islamic liturgy to bring
certain elements up to date with contemporary reality and
standards. To borrow from software jargon for a story on the faith was
a test. After counseling with several religious authorities who
assured us this would not be taken as offensive, we proceeded.

Our front page on July 29 was perhaps not dramatic, but the headline
captured a horrific tragedy. "A family buries Å?eyma." It was
the story of 12-year-old Å?eyma, killed on her birthday when a
terrorist’s bomb exploded just beneath the balcony of her parents’
home where she was standing in the Güngoren district of
Istanbul.

Another front page topping my list was Sept. 5: "The ‘Yes’ echoing
beyond Ararat." Set against the summit of the symbolic mountain at the
border of Armenia and Turkey, our story was on the acceptance by
President Abdullah of an invitation to a football match in Yerevan. It
was a "yes" that continues to echo.

There were many admirable headlines and front pages about the economic
crisis that continues to deepen and tighten around us. So many
headlines, in fact, that I choose not to pick the "best."

Which moves me to Nov. 4 and the headline of the year around the
world. "Globama" we wrote. Soon we will see if the world’s many hopes
and dreams of a new American leader will match Barack Obama’s ability
to deliver.

And the best front page in my book as the year wound to a close was on
the weekend of Dec. 20. "A Venus wish to politicos on Mars" covered a
story on a women’s organization sponsoring spoof posters around the
country of top political leaders committing themselves to more women
candidates in the upcoming local elections in March.

We will see how successful that wish is in 2009, along with so many
others.

Lagendijk: Gul Seems Insulted By Claims That He Could Have Armenian

Committee, Joost Lagendijk said the CHP should be embarrassed about
the remarks by Cinan Aritman.

"No political party should be proud of having such deputies. These
remarks are scandalous, and one should be ashamed of making such
statements. I can fully understand the huge reaction shown to
Ms. Aritman. Each political party should be ashamed of such statements
and in particular the CHP, of course. I think the best thing for [CHP
leader Deniz] Baykal would be to clearly state that Aritman’s tone
was not the party line and instead give his reaction to the debate,"
Lagendijk said.

However, Lagendijk also criticized a complaint filed by President Gul
against Aritman. "I am not interested at all in whether Gul’s mother is
of Armenian origin or not. If he would have stated that he is Muslim
and Turkish and has no Armenian blood and added that what if he had
an Armenian mother, it would be nice, but I understand it would be
too strong for him. Having an Armenian mother is not a shame. Taking
her to court would not be my first reaction. I am afraid it could
imply that he felt insulted by the claims that he could have had an
Armenian mother," he said, Today’s Zaman reports.

The dispute between a main opposition deputy and President Abdullah
Gul over the latter’s ethnic origin took Wednesday on another dimension
Wednesday with the request of a DNA test from Gul to prove his ethnic
background.

Canan Aritman, the Izmir deputy of the Republican People’s Party,
or CHP, said Gul had Armenian roots, which is why he has not
openly rejected the apology campaign carried out by a group of
intellectuals. In a counter-statement Gul said his family was 100
percent Muslim and Turk and filed a lawsuit against Aritman.

BTA Bank (Armenia) Announces Results Of "Formula For Success" Deposi

The BTA Bank (Armenia) has announced the results of a raffle on the
Formula for Success deposit held on December 20.

The bank’s press service reports that Karapet Grigoryan won the Grand
Prix, a Nissan Sunny car. A special commission was formed of bank
staffers and two depositors to hold the raffle.

All the depositors that placed money on the Formula for Success
deposit from April 1 to December 19 (except for BTA Bank staffers)
participated in the raffle.

The BTA Investbank CJSC, legal successor of the International
investment Bank founded in 1991, was renamed BTA Bank CJSC on November
7, 2008.

The bank is a strategic partner of one of the largest banks in
Kazakhstan, BTA Bank JSC, which holds 48.8% of the BTA Bank authorized
capital. The other stockholders are ZRL Company (Austria) (31.1%),
and Kazakh-Armenian MOBILEX Company (20%).

As of December 25, 2008, the total capital of the BTA Bank reached
4.3bln AMD, assets 13bln AMD, liabilities 8.7bln AMD.

A CONFERENCE ON THE KARABAKHI ISSUE TOOK PLACE IN BERLIN

Recently, a conference on "The variants of the Nagorno Karabakh
conflict settlement from the Azerbaijani viewpoint" had taken place
at the Conrad Adenauer Foundation’s office in Berlin. Elhan Nuriev,
director of the Center of Strategic Sciences under the Azerbaijani
President and Johannes Rau, member of the International Security
Forum under the German Military Academy were invited to have speeches.

NKR Permanent Representative in Germany Gayane Apinyan and Ambassador
of Azerbaijan in Germany Parviz Shahbazov also partook in the
conference, held by senior officer of the Conrad Adenauer Foundation
Peter Hefele. The Azerbaijani representative developed his speech in
the context of the Azerbaijani territorial integrity and threat of
the Karabakh conflict settlement by force. In response, officer of
the German International Institute on Security Issues Uwe Halbach
and representative of the Union of the Christian-Democratic and
Christian-Social Parties in the Council of Europe Rayner Dornzaifer
noted that they treated the Azerbaijani territorial integrity with
understanding; however the existing new realities and facts should
be taken into account in solving the conflict. Uwe Halbach added that
the demand of territorial integrity is not absolute and sometimes not
realistic, exemplifying Georgia. Rayner Dornzaifer advised Azerbaijan
to learn a lesson from the history of Germany that, according to
him, after The World War II had to accept the existing reality, thus
guaranteeing peace and security in Europe. He expressed confidence
that in case of refusing the territorial integrity, Azerbaijan will
contribute to the peaceful settlement of the conflict and together
with Armenia will be given great assistance from the Council of
Europe for liquidating the consequences of the conflict. In response
to Nuriev’s threatening to solve the Karabakhi issue by use of force,
Gayane Apinyan in her turn reminded how many people from both sides
sacrificed during the previous war and in what unfavorable conditions
the people of Nagorno Karabakh managed to uphold their natural right
to liberty.

"Today, in spite of Azerbaijan’s furious armament, Nagorno Karabakh,
due to its high state orderliness, is incomparably stronger and is
ready to defend its independence", she said. Gayane Apinyan advised
the Azerbaijani representatives to refuse the revanchist aspirations
and respect the right of the people of Nagorno Karabakh to independent
existence.

GALA To File A Lawsuit With European Court

The hearing on the dispute over the TV tower between the Gyumri
municipality and GALA TV resumed yesterday [22 December] at Shirak
Region Court of General Jurisdiction.

The Gyumri mayor, under the instruction of the authorities, had decided
to take the TV station off air by taking away the TV tower that had
no owner. The mayor privatized it hastily and then sued the GALA TV,
demanding to vacate the TV tower. Judge Armen Khachatryan ruled
in favour of the municipality. International bodies got engaged;
as a result, the Armenian Court of Cassations on 31 October had to
satisfy GALA’s appeal and send the case back to the Shirak Region
Court of General Jurisdiction. GALA representative Karen Tumanyan
told us yesterday that the Court of Cassations, considering that the
sides were in unequal positions, had instructed the Shirak Region
Court of General Jurisdiction to satisfy GALA’s moves of conducting
constructional-technical tests. "The test will determine whether GALA’s
coverage would be of the same quality and size if the equipment is
removed from the TV tower and installed at a different place. This
time we managed to bring the court processes to a democratic field. At
the past trial sessions, the court was trying to swiftly disconnect
GALA’s cable, there was no justice."

Besides the TV tower problem, GALA had filed an appeal with the
Court of Cassations against the State Tax Service which had "drawn"
a debt of 26,899,955 drams (about 87,000 dollars) for the TV company
before starting an inspection; it was paid by Gyumri residents with
the help of a telethon. We asked GALA’s representative to explain at
what stage is the appeal. It turned out that the Court of Cassations
has returned the appeal without a clear explanation. "We are planning
to file a lawsuit with the European Court on the basis of articles 10
and 6. The mistakes made by the Court of First Instance are already
substantiated because the individuals who had testified against the
TV company were not interrogated, meaning that we were not given an
opportunity to ask questions to the persons who had testified that
they had paid GALA for commercials. I don’t know if such people exist
at all. This is a breach of Article 6 of the Human Rights Convention:
everybody has the right to ask questions to those who had submitted
accusatory information to law enforcement agencies against him,"
Tumanyan says.

The municipality’s attorney did not appear in court today, and the
court recessed until 14 January 2009.

Armenia, Iran To Build Fuel Pipeline: Minister

Construction will begin next year on a pipeline to deliver petrol
and diesel fuel from Iran to Armenia, Armenian Energy Minister Armen
Movsisian said Monday.

The 300-kilometre (185-mile) pipeline will run from the Iranian city
of Tabriz to the Armenian city of Eraskh, where a terminal is to be
built, Movsisian said at a press conference.

"Armenia will receive petrol and diesel fuel from the oil refinery
located in the Iranian city of Tabriz through the pipeline,
construction of which starts next spring," he said.

Movsisian said the pipeline would take two years to complete and each
country would pay half the 200-240 million dollar (145-170 million
euro) cost.

He said the project was part of efforts by Armenia to diversify its
energy supplies, in particular after the war in neighbouring Georgia
in August disrupted Russian supplies to Armenia.

"In order to guarantee the country’s energy security we are moving
toward the diversification of energy supplies," he said.

Armenia and Iran last year inaugurated a 150-kilometre (95-mile)
pipeline intended to deliver 36 billion cubic metres (1.27 trillion
cubic feet) of gas from Iran to Armenia over 20 years. It has yet to
start operations.

Landlocked Armenia has sought closer links with Iran in recent years.

It suffers from an economic blockade imposed by neighbours Azerbaijan
and Turkey over the disputed Nagorny Karabakh region and its efforts to
gain recognition of Ottoman-era mass killings of Armenians as genocide.
