Azerbaijan hinders the negotiation process by refusing to negotiate
with Nagorno Karabakh, Armenian Deputy Foreign Minister Shavarsh
Kocharyan said.

"By refusing to negotiate with Nagorno Karabakh, Azerbaijan hinders the
progress in talks, but still it won’t be able to avoid responsibility
for the consequences of its aggression," Shavarsh Kocharyan said,
commenting on statements made by Azerbaijani Foreign Minister Elmar
Mammadyarov.

"Mr. Mammadyarov presented to journalists the results he can achieve
if he negotiates with himself, and if a peace agreement is designed
only by Azerbaijan, and if this country signs it with itself,"
Kocharyan said.

"Obviously, the recent statement by the foreign minister of Azerbaijan,
is another unlucky attempt to justify the aggression against the
self-determined Nagorno-Karabakh Republic, in flagrant defiance of
the UN charter, in the Azerbaijani Constitution," the deputy FM added.

Mammadyarov declared yesterday that before the status of
Nagorno-Karabakh could be decided, the Azerbaijani community had to
return home. Azerbaijan’s foreign minister stated also that according
to Constitution, the referendum on the status of Karabakh would have
to be held all over the territory of Azerbaijan.

According to Shavarsh Kocharyan, the Constitution was adopted after
the signing of a ceasefire agreement with Karabakh and is in no
way connected with the Nagorno Karabakh Republic, which has its own
Constitution.

ArmInfo. Turkey may sue the 21 countries that have recognized the
Armenian Genocide, reports Hurriyet newspaper.

Such an initiative has been advanced by a group of members of the
opposition Republican People’s and Nationalist Movement parties. The
final decision is to be made by the Turkish Government, which has
not responded yet.

Hurriyet says that, in any case, Turkey is facing a dilemma: either
to appeal to an international court against over 20 states or to offer
Armenia to apply the Hague court for assessing the events of 1915.

Ahmet Davutoglu Turkey remembers diplomatic mission martyrs.

Diplomats who lost their lives in the line of duty were remembered
at the Cebeci Cemetery in Ankara.

Speaking at the ceremony, Foreign Minister Davutoglu first remembered
Chanakkale martyrs.

Reminding that 39 Foreign Ministry officials lost their lives in 28
separate terrorist acts, Davutoglu added: "No other Foreign Ministry
official of any country has suffered so many terrorist acts. We as
the nation, showed our determination against all terrorist acts,
primarily the Armenian ASALA terror, and will continue to do so."

political scientist.

The Armenian FM has again stated the impossibility to attain progress
in the resolution of the Karabakh conflict without Nagorno Karabakh’s
participation in the negotiations on settlement. What is behind this
striving, considering the fact that Armenia has once joined these
negotiations as a guarantor of "NKR" interests?

Armenia has always insisted on Nagorno Karabakh’s being the main party
to this conflict, saying it is just representing Karabakh’s interests
because it is not recognized as a direct party to negotiations or the
conflict. And in this case by trying to raise Karabakh to the level of
the conflict party, Armenia attempts to gain its recognition at least
de-facto as the subject of international law. Currently there are the
subjects of international law that has a definite legal status. Among
such states are unrecognized Turkish Republic of Northern Cyprus,
recently Kosovo and South Ossetia. That is this is an intermediate
period that presents these formations at least as the subjects of
international law. Considering this it is possible to say that the
negotiations will discuss at least granting independence to Nagorno
Karabakh and then return 7 regions around Nagorno Karabakh as a
compromise to Azerbaijan. That is here not the status of Nagorno
Karabakh within Azerbaijan will be at issue.

Is Karabakh’s participation in the current stage of the negotiation
process substantiated?

It is not substantiated. Certainly, it is possible to find a preamble
for this. For example, the negotiations will be held between the
Armenian and Azerbaijani communities of this region. We call it
people’s diplomacy. That is, the work will be conducted not on the
level of interstate or intergovernmental contacts but on the level
of communities. Such dialogue is possible. But it will not lead
to any legal or binding implications. On the other hand, under the
international law, there are no grounds to involve Nagorno Karabakh
into the negotiation process, if only Azerbaijan will not agree
to this.

The Armenian side refers to the fact that the ceasefire agreement was
signed with Nagorno Karabakh not Armenia. What can you say about it?

The Bishkek protocol was really trilateral and it was signed by
Azerbaijan, Armenia and Nagorno Karabakh. But it does not mean that
by signing this document Nagorno Karabakh has become the subject of
law and that Azerbaijan has recognized this subject. All of the four
resolutions of the UN Security Council said directly that Armenian
armed forces are the party to the conflict. They do not speak of
any self-defense forces or armed formations of the self-proclaimed
country. They fix Armenia’s direct participation in this conflict
and Armenia has been recognized the party to the conflict by
all international organizations. In this case, the document on
reconciliation was signed by Azerbaijan and Armenia while the signature
of Nagorno Karabakh played a role of confirming the situation,
it strengthened the document but had no legal effect. That is if
the document was signed between Azerbaijan and Nagorno Karabakh, it
would not have the status of the international document and would not
become an international treaty that should be ratified and presented
to the depository of the UN agreements. And in this case the signature
of Nagorno Karabakh was merely the confirming position of the fact
that Armenia’s actions are support by the self-proclaimed Nagorno
Karabakh regime.

Azerbaijani side has accepted the updated Madrid principles of the
conflict settlement. Does this statement contain a compromise from
the Azerbaijani side?

Azerbaijan has made it clear to the world community that the Madrid
principles are clear to us and they meet our requirements. Azerbaijan
is constructive on this issue and it offers Armenia to approach the
issue with the same constructiveness. The phased settlement of the
conflict is at issue here and the first stage envisions for liberation
of the Azerbaijani regions around Nagorno Karabakh which were occupied
by Armenia in period of war of 1992-1994. This is a very constructive
approach. At the same time we see the degree of destructiveness of
the Armenian side and the side that supports it in this conflict in
the relation to the possible settlement of the problem. The adoption
of these principles by Azerbaijan is a very serious compromise. In
this case not Karabakh but just the first stage is implied and Armenia
should take this moment positively.

How do you evaluate the behavior of the OSCE Minsk Group co-chairs,
are they really attaining the fair solution to the Karabakh conflict?

Unfortunately, the positions of the co-chairs are neither clear nor
constructive. If we define the status, positions and interests on
each of the mediating states, in case of Russia it is clear that it
wants the preservation of the status quo, that is the situation of
"neither peace nor war" for the conflict to remain unresolved. In this
case Russia has levers of pressure on both Azerbaijan and Armenia. The
settlement of this conflict in anyone’s favor would mean that both
Azerbaijan and Armenia will immediately start the open search of ways
of integration into the Euro-Atlantic space. Naturally, Russia wants
to prevent such an outcome. As for the United States, its natural
interests require preservation of stability in the Caucasus for the
successful implementation of energy and transport projects. In this
case the necessary stability already exists and any additional steps
even for the forced settlement of the conflict are undesirable for
the United States. Thus, the status quo also meets the US interests.

Meanwhile, France represents not only itself but also the whole
European Union. European Union which is trying to continue successful
integration in the European Continent does not want any conflict
situations in the area. Thus, France is also interested in the conflict
not to pass to the hot phase. EU does not care too much about who will
hold Karabakh, they consider that Karabakh should belong to a party
that will be able to hold control of it. We should not forget that
Armenian Diaspora and lobby have strong positions in all mediating
countries which makes these states apply double standards.

Baku – APA. "The international relations demand to respond to the
countries which threaten your interests and rights and try to damage
your image.

Armenia is a source of activities against Turkey and it needs to
give an unforgettable lesson to them", said Deputy Chairman of the
Republican People’s Party (CHP) of Turkey, member of the parliament
and former ambassador Onur Oymen, APA reports quoting CNN Turk. Oymen
said the decision of Swedish parliament disappointed all Turkish
people. He said this campaign against Turkey began in 1975 when
Turkish Army entered into Cyprus Island.

The former diplomat said Armenia intended to achieve recognition of
so-called "Armenian genocide" in the European Union as well. "We
warn the government. They will try to achieve "genocide" decision
in EU and it will be considered as a crime to say that there was no
genocide. We will bring this issue to the parliament agenda. There
can not be a concession because it is an honor of the country".

Oymen said that they would demand recall of protocols with Armenia.

Turkish Prime Minister Recep Tayyip Erdogan made a timely statement
that meets the current situation, Member of the Azerbaijani Milli
Majlis (Parliament) Arzu Samadbayli said commenting on Turkish PM
Erdogan’s statement on possible expulsion of 100,000 illegal migrants
from Armenia.

"We knew that there are many illegal immigrants from Armenia in Turkey,
but did not know their exact number. These people live, work and earn
their lives in this country. But Armenia, not taking into account
all these factors, holds wrong position towards Turkey promoting
recognition of the far-fetched "genocide," the Azerbaijani MP said.

Erdogan’s statement was a protest against recognition of the resolution
on so-called "Armenian genocide" by the U.S. House Committee and the
Swedish Parliament, he said.

"This was a response to Armenia and the West position not based on
historical facts."

"We are witnessing increasing pressure and unfair approach towards
Turkey. We should lead joint foreign policy against this injustice with
the brotherly country. In my opinion, the current Foreign Minister
of Turkey Ahmet Davutoglu is one of the most powerful ministers of
foreign affairs in the history of the country. I think if the pressure
on Turkey continues, Ankara will take relevant steps expelling illegal
migrants and withdrawing the Armenian-Turkish protocols from Parliament
and will give an adequate response to each action by Yerevan," the
MP added.

"Turkey has no way back, and I think it will take these steps.

Ankara’s actions are assessed adequately. President Barack Obama
has already agreed with the congressmen that the resolution on
so-called "Armenian genocide" will not be discussed in the House of
Representatives. Similarly, the decision of the Swedish Parliament
will remain frozen. The other countries will draw a lesson from this,"

The delegation headed by the RA National Security Council Secretary
Arthur Baghdasaryan continues its visit to the Russian Federation,
informs the NSC office.

Arthur Baghdasaryan and Nicolay Patrushaev have signed a cooperation
agreement between the Armenian and Russian Security councils. After
that on the briefing with the journalists they have highly appreciated
the results of the visit.

Nicolay Patrushaev mentioned that during the usual visit of
his counterpart has been discussed issues concerning bilateral
and multilateral cooperation between Armenia and Russia, a joint
disposition has been worked out as the world is dynamically changing
there occur new chalanges and we have to face them.

"I am sure that the problems occured because of the new challenges we
will solve together", – Nicolay Patrushayev told. He said that Arthur
Baghdasaryan has had important meetings with the Russian officials,
to have the problems between the Armenian and Russian cooperation
solved in a systemized way.

Arthur Baghdasaryan added that he has had very important consultations
with his Russian colleagues. The sides managed to find the solutions
of all the present problems.

"We will carry on our cooperation in concrete directions. There will
be formed working groups which will support the implementation of
the acquired agreements. We are very much pleased with this visit,
with the acquired agreements and with the reception", – Arthur
Baghdasaryan said.

Washington – APA. Barack Obama administration could reach an agreement
with the House of Representatives not to include the draft resolution
on the "Armenian genocide" into the agenda of the Congress.

APA reports Rep. George Radanovich said in his interview to the
Russian service of the Voice of America that there is no ground no
say that H. Res. 252 will be included into the agenda of the Congress.

"As far as I know Obama administration could reach an agreement with
the House of Representatives not to include the draft resolution into
the agenda of the Congress. Anyway, the Armenian community of the US
should continue pressures for the passage of the resolution. Sooner
or later this draft resolution will be discussed in the Congress,"
he said.

Assessing the influence of the passage of the draft resolution on
Turkey-US relations, Radanovich said it will create some crisis in
the relations, but everything will be all right as time passes.

"Turks will feel hurt for three months, but ten everything will be
all right, because the two countries need each other. This is not
the issue to damage the relations," he said.
