Israel’s parliament agreed on Wednesday to again consider a draft
resolution recognizing the World War One-era mass killings and
deportations of Armenians in Ottoman Turkey as genocide.

The Knesset decided by 12 votes to 8, with one abstention, that one
of its standing committees will discuss the resolution and determine
whether it should be put to a full parliament vote.

Speaker Reuven Rivlin was among those who voted for the decision.

Significantly, a representative of Israeli Prime Minister Benjamin
Netanyahu also backed a parliament debate on the bill drafted by Haim
Oron, the leader of the left-wing opposition Meretz party.

Oron wants the committee to approve the draft resolution, arguing that
similar bills have been passed by committees in the French parliament
and US Congress."It is appropriate that the Israeli Knesset, which
represents the Jewish people, recognize the Armenian genocide,"
said Oron. "It is unacceptable that the Jewish people is not making
itself heard."

Most of the lawmakers voting against its inclusion on the parliament
agenda were from the Yisrael Beiteinu party, a junior partner in
Netanyahu’s coalition government that mainly represents Jewish
immigrants from Soviet republics and Azerbaijan in particular. One
of them, the Baku-born Yosef Shagal, said Israel should not pass
judgment on what he described as a Turkish-Armenian dispute.

It is not yet clear which Knesset committee will pick up the measure.

Oron wants it to be debated by the Education Committee, having failed
to push similar bills through the Foreign Affairs and Defense Committee
in 2009 and 2008. But both Rivlin and Netanyahu’s representative said
that the latter panel should again deal with the matter.

The Defense Committee did not even vote on the Armenian genocide
resolutions in the past, despite clearance from the Knesset. It thus
highlighted successive Israeli governments’ reluctance to antagonize
Turkey, a rare Muslim partner of the Jewish state.

The Netanyahu government did not back a parliament debate on Armenian
genocide recognition on the previous occasion, in May 2009.

Commentators might link the apparent shift in its position on the
highly sensitive issue to recent months’ worsening of Turkish-Israeli
relations.

I first learned about the Armenian Genocide nearly three years ago from
an Armenian professor at my university. I mostly felt disturbed–not
only by the tragedy, but by the fact that I was 20 years old at the
time and was just now learning about it. How could such an event be
omitted from my primary education? How could we study the Holocaust
so much, yet neglect the Armenian Genocide?

In my awakening of world horrors, I had to accept that it was
impossible to study all the injustices from the last century. But the
Armenian Genocide is still relevant, 95 years later. Its memory still
serves as a wedge between two countries, involving the mediation
and attention of world powers. It’s the subject of many debates,
many controversies.

But for people like me, people who have no familial ties with Armenia
and have no influence or power in the world, the only thing we can do
is reach out a hand and say, I’ll cry with you, today. I’ll remember
with you. I’ll reflect with you. Politics aside, I’ll honor the legacy
of your fallen. To me, Remembrance Day is not just for Armenians; it’s
for all of us who wish for the world to be rid of inexplicable evil.

On Saturday, I had the privilege to attend the memorial service in
Yerevan. This was my experience, and these were my thoughts.

YEREVAN, April 27 (Itar-Tass) — Armenia is ready to advance in
the improvement of relations with Turkey, if Ankara observes the
agreements reached between the countries, Armenian Foreign Minister
Edward Nalbandian said on the republican public television. "We are
ready to move forward, if Turkey turns in our partner again ready to
advance without preconditions, improve relations and to fulfill the
agreements," the minister noted. "It is Turkey to decide whether we
will be new or old partners," Nalbandian noted.

"We passed a certain way for improving the relations without
preconditions. From our point of view and from that of the
international community, this way is the only right one," the minister
recalled. "If Turkey makes again statements worthy of trust, undertakes
the deeds worthy of trust, there will be adequate steps on our side,"
Nalbandian reaffirmed.

The minister considers it unnecessary to enter again into the
negotiations with Turkey. "Armenia will never participate in the
process (of normalization with Turkey – Itar-Tass) for the sake of
the process and in the negotiations for the sake of negotiations,"
Nalbandian noted. "We launched this process, entered into the
negotiations, initialed and then signed the protocols, which are
pending ratification," the minister believes. But then "the process of
improving Armenian-Turkish relations was deadlocked, but the deadlock
was broken at the initiative of Armenian President Serzh Sargsyan,"
the Armenian foreign minister pointed out.

Un second policier a ete arrete dans le cadre de l’enquete penale en
cours sur la mort suspecte d’un homme en garde a vue.

L’officier Ashot Harutiunian est le chef de l’unite des enquetes
criminelles au service de police de Tcharentsavan, une petite ville
a environ 40 kilomètres au nord d’Erevan.

Le Service special d’investigation (SSI), charge de l’enquete, a
indique qu’Harutiunian est soupconne d’avoir abuse de ses pouvoirs et
aurait pousse au suicide Vahan Khalafian, un jeune homme de 24 ans
alors en garde a vue au poste de police de Tcharentsavan pour vol,
le 13 avril.

Un autre policier, Moris Hayrapetian, a ete arrete pour les memes
raisons il y a une semaine. Il a ete formellement inculpe deux jours
plus tard.

La police avait affirme que le jeune homme s’etait lui-meme poignarde
a mort lors de sa garde a vue. Les proches de Khalafian ont quant a
eux accuse les policiers d’avoir torture a mort le jeune homme.

Un examen medico-legal de son corps aurait revele de nombreuses traces
de mauvais traitements. Le SSI suit la piste du meurtre comme l’une
des " hypothèses " possibles.

La Federation internationale des droits de l’homme (FIDH) et trois
organisations armeniennes de defense des droits de l’homme ont
exprime, mardi, " leur profonde preoccupation " concernant la mort de
Khalafian et ont exhorte les autorites armeniennes a mener une enquete
" transparente et efficace ", dans une declaration commune.

" Ce n’est pas le premier cas de decès en [garde a vue] ", ont ajoute
les signataires. Ils ont ainsi cite la mort, en mai 2007, de Levon
Gulian, un homme de 31 ans interroge par la Direction des enquetes
criminelles de la police generale en tant que temoin.

La police a affirme que Gulian est mort en tentant de s’echapper d’une
salle d’interrogatoire. Ses parents soutiennent qu’il est mort suite
a des actes de torture.

ArmInfo. Micheline Calmy-Rey, Foreign Minister of Switzerland chairing
the Committee of Ministers of the Council of Europe addressed the
plenary meeting of the spring session of the Parliamentary Assembly
of the Council of Europe.

APA’s Europe bureau reports that following her speech, Micheline
Calmy-Rey answered the questions of the parliamentarians.

In response to the question about refugees, Micheline Calmy-Rey said
the following: "Of course, the solution of the problem of refugees
first of all depends on the resolution of Nagorno Karabakh conflict,
OSCE Minsk Group is making efforts to solve the conflict. The Council
of Europe expects peaceful solution to the conflict and has great
hopes for this. After that, though the problem of refugees and IDPs
will not be solved completely – thus, it requires time – the solution
to the problem may be included into the context of the resolution of
the conflict generally."

ArmInfo. Actually, Serzh Sargsyan’s decision to "suspend the procedure"
of ratification of the Armenian-Turkish Protocols does not change the
status of the process of their ratification in Armenian parliament,
says the statement of the oppositional Armenian National Congress
(ANC).

The Armenian opposition thinks that it will be more correct to consider
it not a decision on "suspension", but a decision on "the speech"
through which Serzh Sargsyan expresses his state of frustration
concerning the results of the so-called Armenian-Turkish football
diplomacy, for which, ANC supposes, the Armenian presidents has
all grounds.

Firstly, the main failure of his policy is that despite the published
intentions and promises, he failed to disconnect the process of the
Armenian-Turkish normalization from the Karabakh peace process.

Secondly, as a consequence of this failure, the international community
is currently considering the Armenian-Turkish and Karabakh process
as a single problem, which should be settled by means of a package
variant. Thirdly, Turkey has managed to make the international
community, and first and foremost, OSCE Minsk Group co- chair
countries direct their efforts to exerting pressure on Armenia
to settle the Karabakh conflict as soon as possible. Fourthly,
Serzh Sargsyan’s concession to Turkey in the matter of creating
a commission of historians stipulated by the Protocols is hereby
becoming irrelevant and unilateral. There was no need in such morally
inadmissible concession, as in case of the Karabakh conflict settlement
Turkey would all the same open the bilateral border.

Fifthly, under the guise of the commission of historians Turkey
has been provided with an opportunity to act without ratifying the
Protocols, having allowed the USA to evade recognizing the fact of
the Armenian Genocide and complicated the process of recognition
of the given crime in general. Sixthly, even in case of satisfying
Turkey;s requirements concerning Karabakh, Serzh Sargsyan already
cannot refuse this commission. Seventhly, having gained denial of
the Genocide and compensated nothing for this, Turkey is currently
developing its success by demanding returning Aghdam and Fizouli to
Azerbaijan against opening of the border, and according to some data,
it has already received the OSCE Minsk Group co-chair countries’
support in this matter.

ANC believes that Serzh Sargsyan feels deceived by Turkey and the
international community; however, the circumstance that he has deceived
Armenian people is even harder. "The key reason of this failure is
that Serzh Sargsyan was forced to get involved in such a diplomatic
process, which would allow him to gain the support of the international
community and consolidate his vulnerable and illegitimate ruling in
Armenia",- says the Armenian opposition and adds that the only way
to suppress this destructive process is to initiate processes on
achievement of solidarity and national consolidation that will lead
to formation of democracy and legitimate power in Armenia.

OSCE fails to hold the monitoring of the Armenian and Azerbaijani
troops contact line scheduled for today nearby the Farahli village
in the Gazakh region of Azerbaijan.

OSCE was not able to hold the monitoring under a mandate of the OSCE
chairman special envoy due to worsening weather conditions and heavy
rains, the Azerbaijani Defense Ministry reported. The OSCE’s cars
could not manage to move upwards, the ministry reported.

The monitoring was to be held on the Azerbaijani side by OSCE
Chairman-in-Office Personal Representative field assistants Peter Key,
William Pryor and Antal Herdich.

The monitoring was to be held on the opposite side, which the
international community recognizes as Azerbaijani territory, by OSCE
Chairman-in-Office Personal Representative Andrzej Kasprzyk’s field
assistants Imre Palatinus and Vladimir Chountulov.

Within the Open Doors policy of the National Assembly on April 28
the schoolchildren of the senior classes of different schools of
Gegharkunik Marz were hosted in the parliament.

The schoolchildren walked around in the building of the National
building, followed the work of the four-day sittings. Later they took
part in the open lesson, which became a tradition, and was held by
RA NA Speaker Hovik Abrahamyan. The Parliament Speaker welcomed the
schoolchildren and the teachers, emphasized their entrance into the
parliament, where they have opportunity to get familiarized with
the activity of the legislative body. Mr. Abrahamyan informed the
schoolchildren about the authorities, election legislation stipulated
by Constitution. Hovik Abrahamyan noticed that the work of the
parliamentary 12 standing committees was activated, issues concerning
the population were raised, during the parliamentary hearings being
organized regularly in the recent period, visits are carried out to
the marzes and rural settlements for getting familiarized with the
problems on the spot.

NA Speaker Hovik Abrahamyan also touched upon the Armenian-Turkish
relations and the settlement of Nagorno Karabakh problem.

The Head of the Parliament answered the schoolchildren’s various
questions, which referred to the international recognition of the
Armenian Genocide, the recovery of the global financial-economic
crisis, the emigration, the development of general education, the
ecological problems of the Lake Sevan.

At the end of the meeting RA NA Speaker Hovik Abrahamyan had his
picture taken with the schoolchildren, who took part in the open
lesson.

Providence ARF, ANC-RI Remember Our Martyrs

Ninety-five years have passed, and while it’s true that the remaining
survivors are few and far between, it hasn’t stopped our community from
pursuing its just cause. Below is a chronological order of the events
that took place in Rhode Island during the month of April. Most were
organized by the Providence Armenian Revolutionary Federation (ARF)
"Kristapor" Gomideh and the Armenian National Committee (ANC) of Rhode
Island. The Armenian Martyrs Memorial Committee (AMMC) also held a
series of successful events, listed below. The Providence Gomideh
played a major role in the establishment of the AMMC 35 years ago,
and remains active in that organization.

Flag sponsorship program

As part of the 5th Annual ANC-RI "Flags over RI" Program, 54
individuals, families, and businesses-a new record-sponsored city
and town halls, along with the Rhode Island State House, in memory of
loved ones. For the 10th consecutive year, every city and town hall
in Rhode Island, along with the State House, flew the Armenian flag
on April 24 in memory of our martyrs.

Sponsors of the program chose the city or town hall of their choice,
and requested that an Armenian flag be flown in memory of a loved one.

In the fall, at the annual ANC-RI "Meet the Candidates" picnic, each
sponsor will receive a 3×5-foot flag and a citation detailing their
choice of city or town and the name of their loved one. The program
will continue with the hope of reaching 100 flag sponsors by the year
2015, the 100th anniversary of the genocide.

Thanks to a very generous gift from Aram Garabedian, the Rhode Island
community was given the opportunity to witness the Two Cats Production
of "The Armenian Genocide" on Wed., April 21 on the local PBS station,
which was presented under the name of the ANC-RI.

Flag raising ceremony

On Fri., April 23, the 11th annual ANC-RI flag raising ceremony took
place at the town hall in North Providence. This event began over
a decade ago under the leadership of then-Mayor A. Ralph Mollis,
and continues to this day under Mayor Charles Lombardi.

Each year, a resident (or residents) from the North Providence Armenian
community receives the citation from the mayor on behalf of the ANC-RI
and the Armenians living in the town. This year, Elizabeth and Edward
Kopoian were so honored.

Elected officials at the ceremony included Lt. Gov. Elizabeth Roberts,
Secretary of State A. Ralph Mollis, Providence Mayor David Cicilline,
Cranston Mayor Allan Fung, and Warwick Mayor Scott Avedisian.

State Treasurer Frank Caprio and U.S. Senator Sheldon Whitehouse sent
representatives. There were many local officials present, including
the heads of the fire and police departments, public works, town
councilmen, and the school department superintendent. State Senator
Frank Ciccone was also present.

All three Armenian churches were represented by their clergy,
who offered opening and closing prayers. They were Badveli Hagop
Mangelikian of the Armenian Euphrates Evangelical Church, Hayr Soorp
Simeon Odabashian of St. Sahag and St. Mesrob Armenian Apostolic
Church, and Rev. Gomidas Baghsarian of Sts. Vartanantz Armenian
Apostolic Church.

The crowd of close to 100 were informed of historical and current
matters of interest by Stephanie Mesrobian of the ANC-RI, who served
as the mistress of ceremonies.

Allison Ambrose, who was recently awarded the Genocide Educator of
the Year Award by the ANC-RI and AMMC, and is a teacher at North
Providence High School, was also present and recognized.

Buddy Cianci Radio Show

On Fri., April 23, two ANC-RI members, George Mangalo and Steve
Mesrobian, were guests of the Buddy Cianci Radio Show. They were on the
show for about 12 minutes and their message was clear: We will remain
steadfast until the Armenian Genocide receives its proper recognition.

The show, hosted by former Mayor Vincent Buddy Cianci, is the most
listened to talk radio show in Rhode Island. Cianci, who is well
aware of the genocide, has championed the cause for decades, first
as mayor of the city of Providence and now as a radio host. This
marked the third consecutive year the Armenian Genocide received
radio time in Rhode Island, successfully getting the message out to
the non-Armenian public.

Film and lecture

On Sat., April 24, the Providence ARF was the host to a packed house
following services at Sts. Vartanantz Church. The event began with
the showing of "The River Ran Red" by Michael Hagopian, followed by
a brief lecture from Prof. Catherine Sama, the head of the Italian
program at the University of Rhode Island. Sama spoke about her efforts
in getting her students more aware of what happened to Armenians at
the turn of the last century.

Mangalo, Mesrobian and Steve Elmasian brought messages from the
ANC-RI to the community. The program began and ended with blessings
from the pastor of Sts. Vartanantz Church, Father Gomidas Baghsarian.

ARF to show ‘Voices from Community’

On Sun., May 2 following church services, the Providence ARF will show
"Voices from the Community," a video of two survivors who have since
passed away. The video was made by Providence AYF-YOARF Juniors who
interviewed Persape Bedrosian and Sarah Leylegian, asking them to
share the stories of the genocide. Following the video, there will be
a panel discussion with George Aghjayan and Levon Attarian regarding
land reparations.

The entire month of April had one successful event after another in
Rhode Island, commemorating the 95th anniversary of the genocide. They
were organized by ARF- and ANC-affiliated organizations, or
non-affiliated organizations in which the ARF and ANC plays an
active role.

On Sat., April 10, two cars carrying Providence "Varantian" AYF members
headed to New York City for a demonstration with other members from
the region. That same day, there was a fundraiser dinner at St.

Sahag and St. Mesrob Armenian Apostolic Church organized by the AMMC.

The following day, on April 11, the Providence ARS "Ani" Chapter
hosted a blood drive for the Rhode Island Food Bank. This year, 23
people gave of their time and blood in memory of the martyrs to help
those in need. That same afternoon, the Providence Hamazkayin Chapter
and the Armenian Cultural Association of Rhode Island sponsored a
spectacular performance of "The Georgetown Boys" by the New Jersey
Hamazkayin to a crowd of 250 people. (Special thanks to Martha Aramian
who sponsored the event.)

April 17 saw the grand opening of an art display in the Feinstein
Center at the University of Rhode Island, located in downtown
Providence. The curator of the event, Berge Zobian, displayed the
artwork of artists from all over the world. The event included a
moving message from Levon Attarian while a slideshow played in the
background. "Shame on any Armenian that feels this is too political
an issue to get involved in as we move beyond recognizing the genocide
to the next step of demanding reparations from Turkey," Attarian said.

Pauline Getzoyan of the ANC and Esther Kalajian of the AMMC-who
have worked tirelessly with the Rhode Island Board of Education
to get an Armenian Genocide curriculum to all levels of secondary
school-presented the annual Genocide Educator of the Year Award to
Allison Ambrose of North Providence High. Armen Garo, an actor and
lieutenant in the East Providence Police Department, performed an
awe-inspiring one-act play. He played the part of a Jewish man who
wondered why the Armenian story never got its just due. The art
exhibit is open and available to the public throughout the entire
month of April.

On, Tues., April 20, the annual Youth Day organized by the Armenian
Martyrs Memorial Committee took place at St. Sahag and St. Mesrob
Armenian Church. This event was brought back after a short hiatus and
hopefully is here to stay. Youth from all three Armenian churches
are taught about a wide range of subjects and get to interact with
each other for a day.

On Saturday morning, April 24, the Martyrs Monument, located at the
entrance of North Burial Ground in Providence, was cleaned up by
25 volunteers. One hundred red and white geraniums were planted in
preparation of the event, which was to take place following church
services the following day.

On Sun., April 25 at 12:30 p.m., the annual event at the Martyrs
Monument was moved indoors to Egavian Auditorium at St. Sahag and St.

Mesrob Armenian Church due to inclement weather. A crowd of well over
400 gathered to pay their respects. The Homenetmen Scouts presented
the flags and escorted the organizations presenting wreaths to the
front of the room. The following organizations presented wreaths: The
Providence Homenetmen Scouts, the Providence "Varantian" AYF Chapter,
the Armenian Christian Youth Organization of America-Providence
Chapter, the ARS "Arax" Chapter, and the Providence ARF "Kristapor"
Gomideh. Badveli Mgo Mekredjian of the Armenian Euphrates Evangelical
Church provided the opening prayer. Mistress of ceremonies Melanie
Zeitounian welcomed the large crowd and introduced the long list
of elected officials present. The list included Senator Jack Reed;
Senator Sheldon Whitehouse; Congressman James Langevin; Secretary
of State A. Ralph Mollis; Attorney General Patrick Lynch; Treasurer
Frank Caprio; Providence Mayor David Cicilline; Warwick Mayor Scott
Avedisian; State Representatives Peter Kilmartin, Steven Costantino,
and Al Gemma; Providence Councilmen John Lombardi and Nicholas
Narducci; and North Providence Councilman Paul Caranci. Candidate for
governor, Lincoln Chafee; for attorney general, Joe Fernandez; and for
mayor of Providence, Angel Tavares, were also in attendance, along
with Aram Garabedian, a State Senator of Rhode Island from 2000-02,
and Martha Aramian, a recipient of the ANCA’s Vahan Cardashian Award.

Messages were given by Reed, Whitehouse, Langevin, Cicilline, and
Garabedian. All were brief yet very poignant calling on Turkey and
the United States to give the genocide its proper recognition.

Guest speaker Dikran Kaligian gave a speech this community hasn’t
been witness to since the days of Arthur Gregian. He talked of the
need to reform the State Department and the entire Executive Branch of
the U.S. government, which is being held hostage by the government of
Turkey; and of Turkey’s stranglehold on Armenia and their efforts to
get the U.S. to put Karabagh back in the hands of Azerbaijan. With
federal officials present, he reminded them that Turkey should
not be getting away with blackmailing or threatening this country,
and suggested the U.S. consider closing the base in southern Turkey
and moving it to friendlier places like Armenia or Greece. Kaligian
referenced the fact that while the ARF may come across as radicals or
bad guys, they should be commended for their efforts in continuing to
fight for what is right. He also made the crowd aware of the enormous
amounts of funds the Turkish lobby spends on denying the truth. The
crowd interrupted his speech numerous times with loud applause and
gave him a lengthy standing ovation at the end of his talk.

The event concluded with a closing prayer from Hayr Soorp Simeon
Odabashian of St. Sahag and St. Mesrob Armenian Church. Der Hayr
Gomidas Baghsarian of Sts. Vartanantz Armenian Church and Badveli
Hagop Manjelikian of the Armenian Euphrates Evangelical Church were
also present representing their church communities.

Baku, April 26, Interfax – Patriarch Kirill of Moscow and All Russia,
leader of Azeri Muslims Allahshukyur Pasha-zade and Catholicos of
All Armenians Karekin II met on the sidelines of the World Religions
Summit in Baku on Monday to discuss the Karabakh peace process.

"There has been progress in resolving the Karabakh problem in recent

the Azerbaijani and Armenian heads of state to the settlement process
with the mediation of the Russian president.

"We are not political leaders, but we are bound to support this
process and to encourage goodwill and intentions by statesmen,"

Allahshukur Pasha-zade thanked the Russian Orthodox Church and its
leader for mediation and for efforts to prevent the Karabakh conflict
from turning religious.

"I believe that this meeting is just the beginning and I hope for
a peaceful solution of all Caucasian problems, including a fair
settlement of the Karabakh conflict," he said.

Karekin II thanked Pasha-zade for inviting him to Baku and for
discussing the Karabakh problem.

"Being religious leaders, we are destined to seed peace and kindness.

We have been trying to restore peace in Karabakh since the very first
day of the conflict," he said.
