Armenia moves to restrict internet

Armenia’s General Prosecutor has proposed a law allowing the state to block certain internet content, citing Russia as a positive example of how such a practice might work.

In a July 4 letter addressed to the government, General Prosecutor Artur Davtyan suggested that the country should adopt legal regulations allowing the government to block material on the internet it deems harmful.

Davtyan framed the proposal as means of protecting Armenians from content like instructions on how to commit suicide or using and selling drugs.

He cited the example of Russia’s Federal Service for Supervision of Communications, Information Technology, and Mass Media, Roskomnadzor, as a particular inspiration.

“Once Russia’s prosecutor general sends Roskomnadzor a notice regarding such ‘banned’ information, the agency then immediately requests that the author(s) immediately remove it and not spread it via the internet,” Davtyan wrote in the letter. “If the owner of the Internet resource does not remove the information within one day from the moment of receiving the information by the competent body, the internet resource will be blocked.”

Roskomnadzor has been the primary instrument with which the Russian government has censored the internet; immediately following the launch of the war in Ukraine it began targeting news sites that called the war something other than a “special military operation,” the Kremlin’s preferred term. It also implements Russia’s broadening “foreign agent” law for media.

Media advocates in Armenia have expressed alarm at the proposal, noting that the power it envisages is not subject to judicial oversight. They suggested it would open the door to more political information being censored.

Carrying out the internet restrictions Davtyan proposed “entails the creation of a certain set of tools,” Artur Papayan, a journalist and information security analyst, told the news site Hetq. “In order to implement this initiative, monitoring tools and platforms must be created that will monitor what kind of content is distributed. After creating all this, punishment and prosecution will just be a technical issue.”

Another analyst, Samvel Martirosyan, wrote an article on news site media.am headlined, “The Prosecutor's Office discovered the Internet and wants to create a ministry of censorship.” It concluded: “If we follow the path of Russia, it will start with a war against drugs and suicide. And then one beautiful day we will discover that the state is engaged in blocking mainly political content.”

The proposal comes following a series of efforts to monitor, censor, and punish speech that the government doesn’t like.

In 2020, the government banned media from covering COVID other than with official information; police visited Facebook users and asked them to remove COVID-related posts.

Later that year during the war with Azerbaijan, the government adopted martial law, one provision of which forbade anyone from presenting information about the war other than what the government was announcing.

In 2021, the government criminalized defamation; defamation had been decriminalized in 2010. A few months later, that October, Armenia introduced significantly stiffer penalties for “insults” aimed at individuals for their “public activities.” The law has notably been used in cases of social media criticism of Prime Minister Nikol Pashinyan.

“Internet freedom in Armenia declined significantly” in 2021, Freedom House wrote in its most recent Freedom on the Net report.

The government has not yet commented on Davtyan’s proposal, which has not yet been publicly discussed on the e-draft platform where proposed legislation is presented and where the public can weigh in.

On April 19 Pashinyan signed an agreement with Russian President Vladimir Putin “to expand the coordination of information security between their two governments.”

But the proposal is not connected to the Russian agreement, said Gor Abrahamyan, an adviser to Davtyan. Abrahamyan told Hetq that the proposal was made based on an analysis of criminal case data and research on media and social media posts, and that the government would ensure that the new regulations would not be used to restrict freedom of speech.

COVID-19: Armenia reports 139 new cases, 1 death within a week

YEREVAN, JUNE 27, ARMENPRESS. 139 new cases of COVID-19 have been confirmed in Armenia in the past one week, the ministry of health said.

The total number of confirmed cases has reached 423,243.

4780 tests were conducted within a week.

1 death case has been registered. The death toll has risen to 8626.

The number of recoveries rose by 62, bringing the total to 412,755.

The number of active cases is 178.

Catholicos of All Armenians receives newly appointed Ambassador of Syria to Armenia

The Mother See of Holy Etchmiadzin informed ARMENPRESS that His Holiness, congratulating the Ambassador on the occasion of her appointment, wished an effective mission for the benefit of the continuous strengthening of the centuries-old friendly relations and cooperation between the two peoples. His Holiness spoke with satisfaction about the Armenian-Syrian historical ties, emphasizing the important role of the Armenian community in Syria in strengthening them.

During the meeting, the Catholicos of All Armenians referred to the tragic losses and devastation caused by terrorist attacks in Syria and the 44-day war in Artsakh, expressing confidence that the two friendly nations will overcome the challenges they face with a spirit of optimism and strong faith.

His Holiness also expressed gratitude to the Syrian authorities for the caring attitude towards the Armenian community.

Ambassador Nora Arisian presented to the Catholicos the difficulties faced by the Armenian community due to the conflict in Syria, confirming that the Syrian authorities are making every effort to improve the situation of the Armenian community. The Ambassador also emphasized the role of the Syrian-Armenian community in overcoming the current challenges in Syria, which has always been highly appreciated in the country.

At the end of the meeting, the Catholicos of All Armenians wished the Ambassador fruitful activity for the strengthening of the Armenian-Syrian relations.

Asbarez: Cavusoglu Says Turkey is Awaiting Opening of ‘Zangezur Corridor’

Despite insistences from Yerevan that a so-called land corridor through Armenia connecting mainland Azerbaijan with Nakhichevan is out of the question, authorities in Baku have insisted that the opening of such a link, known as the ‘Zangezur Corridor’ is imminent.

Adding his voice of support for the scheme, conceived by Azerbaijan’s president Ilham Aliyev, was Turkish Foreign Minister Mevlut Cavusoglu, who said that Turkey was awaiting the opening of the so-called “Zangezur Corridor,” as soon as possible.

He said that the corridor is key to the newly conceived Middle Transport Corridor between the East and West, which was discussed by him and his counterpart from Azerbaijan and Kazakhstan during a meeting on Monday in Baku, the Anadolou news agency reported.

“Cargo deliveries across the Caspian Sea are of great importance. We are ready to continue taking steps to increase the significance of this corridor. The growth of investments in the field of transport and logistics will improve the level of well-being in the entire region,” said Cavusoglu.

Prime Minister Nikol Pashinyan on Monday said that Ankara’s push for the so-called “Zangezur Corridor” is a hinderance to the process of normalizing relations between Armenia and Turkey.

“The constant chants about the ‘Zangezur Corridor’ from Turkey hinder the process and create a negative landscape. Statements are being made that are not very useful for the process,” Pashinyan said during a virtual press conference that was boycotted by the press because of its format.

He vowed, however, that Armenia sees an opportunity to normalize relations—“with sincerity”—and is willing to do everything to that end.

“We work with the logic that there is an opportunity, we must honestly do everything. Otherwise, the dialogue would be senseless. We think there is an opportunity, and we are willing to do everything to use that opportunity,” Pashinyan explained.

Yerevan and Ankara began talks to normalize relations between the countries “without preconditions.” Special envoys appointed to advance those discussion have met twice. Armenia’s foreign minister, Ararat Mirzoyan attended a diplomatic conference in Antalya, Turkey in March hosted by the Turkish foreign ministry.

Despite this, Turkish leaders have not ceased to signal that they are coordinating all facets of the talks with Azerbaijan, and like Cavusoglu’s announcement on Monday, are making public statements that go counter to the logic of negotiations “without preconditions.”

Pashinyan said that time will tell how deep and strong this evidenced coordination between Ankara and Baku will be.

Armenia Police on fatal shootings in Aragatsotn Province: Incident has no political context

The cause of the incident is domestic. The Police of Armenia told Armenian News-NEWS.am this in connection with Sunday evening’s fatal shootings in Aragatsotn Province.

"On June 19, at around 7:45 pm, an incident took place in Nigavan village of Aragatsotn Province, with the participation of a group of people.

During that time, a shot was fired. According to preliminary data, a hunting rifle was used.

The six wounded men were taken to various medical centers. One of them died.

A criminal case has been initiated in connection with the incident (…).

We inform that the incident does not have a political context; moreover, the reason is domestic," the police stated, in particular.

We reported earlier that shots were fired and a murder took place Sunday in Aragatsotn Province.

And according to politik.am website, relatives of two members of the ruling Civil Contract Party had shot at a group of youth because they had cursed at PM Nikol Pashinyan.

Armenia, Greece, Cyprus to cooperate on Diaspora issues

On June 24, a memorandum on trilateral cooperation on diaspora issues was signed between Armenia, Greece and Cyprus in Athens.

The memorandum was signed by RA High Commissioner for Diaspora Affairs Zareh Sinanyan, Greek Deputy Minister for Foreign Affairs Andreas Katsaniotis and the Presidential Commissioner for Humanitarian Issues and Overseas Cypriots, Fotis Fotiou.

The signing ceremony was preceded by a face-to-face meeting between the two sides and a “2+1” meeting between the delegations.

Armenian Ambassador to Greece Tigran Mkrtchyan was also present at the meetings and the signing ceremony.

The Memorandum sets the directions of cooperation between the three countries in the Diaspora, including the exchange of experience, inter-community cooperation, joint educational and cultural events, youth initiatives and more.

During the press conference that followed the signing, Zareh Sinanyan stressed the importance of historical friendship and common values of the three countries. “I would like to stress that our Diaspora communities in the different countries are cooperating with each other and it is our commitment to encourage them to more actively collaborate and exchange best practices and know-how and finally to take actions toward promoting common values and interests to the greatest extent possible.” said the High Commissioner.

During his working visit, Zareh Sinanyan also met with the Armenian community in Greece and presented the activities, programs and policies of our Office. Then, they discussed the repatriation process, integration programs, the establishment of the first Repatriation and Integration Center in Armenia, and investment policy.

During the meeting, Zareh Sinanyan also touched upon the domestic policy of the Republic of Armenia, external and internal challenges, and the development of the regions of Armenia.

As ARMENPRESS was informed from the National Assembly of Armenia, in a conversation with his colleague, the President of the National Assembly of Armenia noted that in recent years a positive dynamic of the development of bilateral relations has been observed in the political platform between Armenia and Austria: active reciprocal visits, meetings at the level of presidents, prime ministers, foreign ministers have taken place.

He added that it is necessary to establish cooperation between the Armenian parliament and the upper house of the Austrian parliament, as parliamentary diplomacy plays a significant role in the Armenian-Austrian bilateral agenda at both the federal and decentralized levels.

Alen Simonyan reaffirmed Armenia's commitment, together with its European partners, to expand and deepen the process of institutional reform aimed at further strengthening democracy, human rights and the rule of law. In this sense, according to Alen Simonyan, the entry into force of the Armenia-EU Comprehensive and Enhanced Partnership Agreement is a turning point, which will open new perspectives for the deepening of Armenia-EU cooperation.

Touching upon the 44-day war and the numerous problems that arose as a result, Alen Simonyan once again welcomed Austria's efforts aimed at strengthening peace and stability in the region, creating an atmosphere of mutual trust, and developing regional cooperation.

The parties also touched upon the importance of the centuries-old Armenian community in Austria, which is a reliable bridge between the two countries. Christine Schwarz-Fuchs proudly emphasized Armenians' great contribution to their country's cultural, economic and political life.

At the end of the meeting the President of the Federal Council of Austria highlighted the visit of the President of the National Assembly of the Republic of Armenia, noting that it will provide new opportunities for the expansion of inter-parliamentary cooperation between Armenia and Austria. Armenia`s defense minister must be outside "political party teams" – ex-minister of defense

ArmInfo. Armenia's defense minister must be outside "political party teams," believes the ex-minister of defense David Tonoyan, who is in custody now on huge  embezzlement charges. He is charged with embezzling $4.6mln. 

In responding to a statement by Gagik Melkonyan, a member of the  Civil Contract parliamentary faction, he said: 

"As far as I know, Gagik Melkonyan, an MP of the ruling party Civil  Contract, in commenting on the proposed amendments to the Law on  Defense, stated that the minister of defense must be fellow member of  Nikol Pashinyan's team. He said literally that 'one of the major  problems during the war we lost was that they were not his teammates.  We know how they organized escape,'."

"In this context, I would like to emphasize a number of facts. First,  the fact that Gagik Melkonyan once held high posts at the Ministry of  Defense does not at al means he has the necessary professional skills  to draw conclusions. 

"Moreover, I am proud that as a government member I was not a member  of the team with Melkonyan as one of its members," Tonoyan said. 

This April he gave an "exhaustive answer" to the question as to why  he did not consider himself a member of the Pashinyan-led team and  the reasons for his decision to agree to fill the post of minister of  defense. 

"Gagik Melkonyan's statements only corroborate my doubts about the  real objectives of the 'investigative commission' of the Parliament. 

"I am deeply convinced that the minister of defense, as a government  member, assuming political responsibility for implementing the  government defense programmes, must, however, be outside the  'political party team'," Tonoyan stated.
