Artsakh MPs: Charles Michel’s statement is cause for bewilderment

Charles Michel's statement on the results of the trilateral meeting held recently in Brussels is a reason for bewilderment from the point of view of distorting the essence of the settlement of the Karabakh problem and heritage, 4 factions of the Artsakh Parliament said in a statement.

The statement says, in part:

The unified position of the people and authorities of Artsakh was presented in the statement of the National Assembly dated April 14 of this year, thereby confirming that the agendas of discussions and negotiations held in international instances are acceptable to us only if they are comparable with the provisions set out in the above statement.

Charles Michel's statement on the results of the recent trilateral meeting in Brussels is a reason for bewilderment from the point of view of distorting the essence of the settlement of the Karabakh problem and the legacy accumulated over 30 years of the negotiation process.

For the first time in the negotiation discourse, an attempt is made to abandon the political and geographical concept of "Nagorno-Karabakh" and the phrase "ethnic Armenian population of Karabakh" is introduced into circulation. All this is completely in tune with the theses spread by the leadership of Azerbaijan before the Brussels meeting and recently in general and testifies to the retreat of the current authorities of Armenia from the foreign policy vector.

The active role of the Council of Europe in the issue of opening the “epoch of peace” between Armenia and Azerbaijan at an accelerated pace could be understood if the response to the aggression provoked by Azerbaijan against the people of the Republic of Artsakh in September 2020 would be heard with the same consistency. The emphasis on security and protection of rights during the 44-day war would be acceptable to some extent for the people of Artsakh, who are defending their sovereignty.

In the current circumstances, the authorities of Armenia are obliged to act solely from the standpoint of promoting and protecting the right of the Artsakh people to self-determination in international instances, based on the decision of the Supreme Council of the Republic of Armenia on July 8, 1992, according to which “any domestic or international document is unacceptable for Armenia, in which Nagorno-Karabakh is celebrated as part of Azerbaijan.”

For the authorities acting both in Artsakh and Armenia, the priority should be declarations on the proclamation of two Armenian republics, the values enshrined in the decision of September 2, 1991, and the independence referendum of December 10, 1991. Not a single official, not a single political force is authorized to independently decide the future of the Motherland, for the formation of which thousands of the sons of our people did not spare their lives.

We are faced with the imperative of making historic decisions, and no one can evade responsibility to generations.

YEREVAN, MAY 18, ARMENPRESS. This summer, the 13th BarCamp Yerevan (un)Conference will bring together programmers, startups, media specialists, marketing experts and many others for the highly anticipated tech and media event.

Like previously, the event will be held at the American University of Armenia.

Arthur Papian, one of the co-founders of BarCamp Yerevan, says they’ve made efforts to involve foreign guests and speakers at the event.

One of the innovations this year will be the Russian-language content.

“This year we have a concrete direction. Due to the situation in Ukraine, there are many foreigner now in Armenia. I assume there will be topics for this community specifically as well. And this year, in addition to English-language, we will try to import Russian-language content to be able to attract this community also,” Papian explained.

The 13th BarCamp Yerevan (un)Conference (#BarCampEVN22) will take place June 18-19.

Azerbaijani press: Vicious circle: Armenian revanchist forces asking for another war

Armenia's revenge-seeking opposition forces, made up mainly of the Karabakh clan that are on the streets nowadays, are doing everything possible to derail a possible peace deal with Azerbaijan, thus pushing it into a potential third war.

Since mid-April, Yerevan's streets have been overwhelmed by protesters, accusing Prime Minister Nikol Pashinyan of plotting to "surrender Karabakh" after he called for the signing of a peace treaty with Baku.

The blood-thirsty opposition is completely rejecting Azerbaijan’s attempts to normalize relations and sign a peace treaty that would pave the way for a new chapter in the region.

Another act of Armenian provocation designed to undermine any effort toward normalization of the ties was the recent discourse of the ex-head of the Main Directorate of Training of the Armed Forces of Armenia, Maj-Gen Valerik Kocharyan. He claimed that Azerbaijan had suffered heavy losses during the second Karabakh war, and therefore, there was no need to hurry for the signing of a peace deal.

As no victory is possible without victims, Azerbaijan's losses during the 44-day war were inevitable. However, Armenia's official losses were several times more and the aggressor country cannot yet explain to its own people why seas of blood were shed for the war that was and will always be described as aggressive and go down in history as the war of occupation.

“Why is Azerbaijan in a hurry to sign a peace deal now? They know very well that when Armenians unite, they cannot fight with us. Today we unite around the idea of defending our country and people," Kocharyan alleged.

It would seem that the 44-day war convinced the opponents of the Pashinyan government about Azerbaijan’s readiness to protect itself and fight for its territorial integrity. However, if that was not persuasive enough to those who want a third war, Azerbaijan is ready for it.

By liberating Jabrayil, Fuzuli, Zangilan, Gubadli, and Shusha, five settlements, about 300 villages, strategic heights, as well as Aghdam, Kalbajar, and Lachin, demonstrating a high-level combat readiness, the Azerbaijani army set an example during the patriotic war.

The mere parallel of the liberated Azerbaijani territories resurrected from the ruins and the ongoing demonstrations of the Armenian opposition demanding revenge, which means new blood and new suffering, convincingly proves that Azerbaijan is after creation, and Armenia is for destruction.

The reality is simple – Azerbaijan is ready for another war but what will the cost of it be for Armenia?

Video chronicles of the 44-day war are documentary evidence of the poor training of the Armenian servicemen. Moreover, any losses suffered by a country during the war must be assessed against the real state of its economy, GDP, and strategic foreign exchange reserves.

In all macroeconomic indicators, Azerbaijan by far outclasses Armenia, whose economy, is on its last leg, having long lost its independence.

Kocharyan is right about one thing: Azerbaijan is really in a hurry to sign a peace deal that opens up the way for achieving a full-fledged peace between the two Caucasus states.

The reason behind this is far different from what the Armenian general implies, the country looks into the future, and wants to work on peaceful construction and ensure further economic development.

Art Alive! project to bring Armenian masterpieces to life with support of U.S. Embassy

YEREVAN, MAY 20, ARMENPRESS. Over the years, the U.S. Embassy has been proud to send a number of artists and art community leaders to the United States on various exchange programs. The alumni of those programs came together to highlight the vibrant art scene in Armenia through a new program sponsored by the Embassy called: Art Alive!, the U.S. Embassy said in a news release.

The Art Alive! project will bring Armenian masterpieces to life through site-specific performance and video art projects. The first-of-its kind event was implemented in 2018 by Vahan Badalyan, CAO of the National Center of Aesthetics (NCA), Artistic Director of NCA Small Theater and alumnus of an International Visitor Leadership Program (IVLP).  He traveled to the United States on a trip focused on exploring ways to use performing arts to empower youth to action. He hopes the Art Alive! effort will help museum visitors see Armenian art in new and exciting ways.

This year with the support from the U.S. Embassy, through the creation of large-scale immersive performance installations, museum visitors will witness the “revival” of the most significant exhibits of Yerevan Modern Art Museum, Parajanov – House Museum, and Dzitoghtsyan House-Museum in Gyumri.

“Referring to the success of the ‘ArtAlive!’ project with the public back in 2018, we have decided to continue the collaboration this year with several museums in Yerevan and Gyumri, with the aim of promoting and increasing appreciation among the public for the rich collections of the museums.  This year again the works, already well-known to the art lovers, will be presented with completely new artistic approaches, presentations, and interpretations,” Badalyan said.

Throughout the Art Alive! Events, three museums will open their doors to a new way of showcasing their art on May 21, 25 and 29.  Each installation will last between 3-7 minutes and will be performed several times over the course of the Art Alive! Experience.

Andrea Wiktorin says law enforcement must refrain from using disproportionate force

US envoy to Armenia Andrea Wiktorin said law enforcement must refrain from using disproportionate force.

"I sent regular letters to international colleagues, ambassadors accredited in Armenia with a request to give an appropriate response. In particular, the head of the EU Delegation to Armenia, Ambassador Andrea Wiktorin, responded to my letter," Taguhi Tovmasyan, head of the parliament standing committee on protection of human rights, wrote on her Facebook.

She, in particular, noted that the violence used by the security forces against citizens protesting through peaceful actions in today's Armenia is of a long-term nature. The policeman allows himself to spit at the demonstrator, pull the deputies.

"EU Ambassador Andrea Victorin, in particular, responded to my letters, emphasizing that she discussed the issues raised with the Minister of Justice of Armenia, who said that some cases were already being considered. Viktorin noted that law enforcement agencies and the police should refrain from using disproportionate force. It is important that people be free to express their opinions and that the media freely perform their professional duties. It is also very important that all parties condemn any form of violence that comes from both sides," Tovmasyan noted.

In particular cases, Wiktorin did not give any assessments, noting that this is a matter for law enforcement agencies and courts. The duty of citizens and civil servants is to comply with the laws and the Constitution of Armenia, which protect human rights, as well as clarify their duties. In her letter, the ambassador says that she is also aware of the incident in Gyumri, where, despite the calls of opposition leaders to hold a peaceful rally, according to information, young oppositionists used violence against four men aged 74-84.

Wiktorin urged the protesters to refrain from insults and provocations.

Armenia service exports grow

YEREVAN, MAY 16, ARMENPRESS. Service exports in Armenia grew in the first 4 months of 2022 due to the “flow of international visitors”, the Vice Governor of the Central Bank Hovhannes Khachatryan said at the parliamentary committee on financial-credit and budgetary affairs.

Speaking about the real exports of services, Khachatryan said: “We have very direct service exports, when a non-resident is consuming our IT or any other service. We have factual exports growth in the first four months.”

According to statistics, very little exports growth and large imports growth was recorded in March. Khachatryan explained this by saying that there is exports that isn’t being registered. “These people are in Armenia, time must pass so that the statistical committee updates its assessment. We are doing this, but in the short-term you can’t go and see what an international visitor, for example, has bought,” he said.

Armenia lifts COVID-19 health pass

YEREVAN, MAY 11, ARMENPRESS. Armenian health authorities announced that the COVID-19 health pass will be lifted from May 12th given the relatively stable epidemiological situation in the country.

The COVID-19 health pass took effect January 22 and required people to produce either a vaccination certificate or a negative recent test result upon entering restaurants, hotels, gyms, libraries, museums, theaters, cinemas and other similar venues.

Karabakh says won’t abandon path of self-determination

PanARMENIAN.Net - The authorities of Nagorno-Karabakh (Artsakh) are not going to deviate from the principle of the right of peoples to self-determination, President Arayik Harutyunyan has said.

Harutyunyan made the remarks at a meeting with the staff of the Audit Chamber of Karabakh on Tuesday, May 3.

The President weighed in on some speculations about the future status of Artsakh in the current geopolitical situation. He stressed that his government is not going to deviate from the principle of the right of peoples to self-determination, and that the peace agenda is acceptable for the Armenians of Artsakh only in that context.

Armenian Prime Minister Nikol Pashinyan said earlier that the number one beneficiary of the settlement of the Nagorno-Karabakh conflict is Artsakh and its people, which means nothing can be negotiated implemented in secret. According to the Prime Minister, the agenda of peace is aimed at overcoming the difficulties that followed the war, to guarantee the security, the rights and the future of the people.

Red Berets provoked peaceful protesters, claims opposition MP

ArmInfo.Police are trying to unblock the roadway in Yerevan's Khanjyan street. Hundreds SWAT police are using force to detain the protesters.

"The Red Berets must be waiting for incentive payment and provoked  peaceful protesters. And the most awful thing is that the first to be  detained was retired police colonel Sayat Shirinyan, who was only  taking part in a peaceful march," the opposition MP Gegham Manukyan  told reporters.  

As regards the "secret" Armenia's Premier Nikol Pashinyan mentioned  in Parliament, Mr Manukyan said:  "Another manipulation! We came to  Parliament to state our demands and leave. A liar is impossible to  talk to. We witnessed that person telling us one thing behind closed  doors and saying entirely different things in public. He is a  habitual liar," Manukyan said. 

Activists of the Resistance Movement have blocked roadways in  different parts of Yerevan since early morning. They are clashing  with law-enforcers, who are trying to unblock the roadways.

The protesters are chanting "Struggle!", "Armenia without Turks!",  "Armenian without Nikol!", "We are masters of our country!". 

Numerous policemen are on duty in the streets. Traffic police are  searching trucks in Yerevan streets, inquiring about the reason for  their going downtown.


Anti-government protests in Armenia

Anti-government protests are expected to continue today in the Armenian capital of Yerevan.

Since protests began on April 25, demonstrators have been calling for the resignation of Prime Minister Nikol Pashinyan. Anger stems from Pashinyan’s consideration of concessions to Azerbaijan over the contested Nagorno-Karabakh region. Many opponents of Pashinyan took issue with his April 13 speech, in which hinted at international pressure to trade territory for peace.

Expect the parliamentary opposition faction Hayastan and Vice President of National Assembly Ishkhan Saghatelyan to be especially vocal in their condemnation. In the short-term, potential for violence between police and demonstrators remains. Many activists have been detained, and several cited the use of force by security forces. Nevertheless, anti-Pashinyan politicians and families of soldiers that lost their lives in the 2020 war will continue to call for his resignation. For his part, Pashinyan will likely insist that his statements were not an indication that Nagorno-Karabakh would be surrendered in any capacity. As more towns and factions plan to participate, the movement’s inevitable escalation is likely.
