Glendale Fire Chief Announces Retirement to take Leadership Position in Private Sector

GLENDALEGlendale Fire Chief Silvio Lanzas has officially announced his retirement after a 30-year career in public service, with 26 years as a career Firefighter.

Chief Lanzas started his career in the fire service 30 years ago as a Fire Explorer at the Grand Terrace Fire Station. He was hired as Firefighter two days before graduating high school. He has served in all ranks from firefighter to Fire Chief. 

“Chief Lanzas is an exemplary public servant who saw us through the global Coronavirus pandemic and worked tirelessly to keep our community safe during the most critical time in our recent history,” said Glendale Mayor Ardy Kassakhian. “Time and again he went above and beyond making sure that our residents were well informed about various health measures while making sure that our city’s fire services were fully engaged in handling the pandemic.”

“I’m grateful for all the work he has done for our city and wish him and his family nothing but the best in retirement.  Obviously, the Chief’s departure will leave a major gap in our organization but one that I am confident we will be able to fill by working together with my colleagues on City Council, our City Manager Mr. Golanian and the Chief himself,” added Kassakhian.

Chief Lanzas has been with the City of Glendale for four and a half years. He was hired by the City in 2017 as a Deputy Fire Chief, and promoted to Fire Chief in 2018.

Throughout his time in Glendale, Chief Lanzas has been a dedicated public servant and exhibited extraordinary leadership during extremely challenging times. He has helped to improve the fire departments response times, diversity, and overall community impact. He has worked to build relationships with Glendale Firefighters Local 776 as well as worked with Glendale Community College to make improvements at the Department’s training center which supports not only the GFD but also is the main training site for the Verdugo Fire Academy. In addition to his role as Fire Chief, Chief Lanzas serves as the Region 1, Area C Coordinator, the LA Area Fire Chief’s Association Vice President, the Foothill Fire Chief’s President and the CALCHIEFS Southern Division Director.

Throughout the pandemic he has been instrumental in keeping the community safe and healthy, having led several efforts in support of vaccination availability and access for residents. Chief Lanzas also serves on several community boards including the YMCA and Dignity Health, Glendale Memorial Hospital Board. Prior to coming to Glendale, Chief Lanzas worked for CALFIRE for over 2 decades having risen through the ranks from Firefighter I to Division Chief. “Throughout my career, I have had the good fortune of working with some of the very best firefighters and fire professionals on the planet. Having served in the City of Glendale as the Fire Chief for almost 4 years and in an expanded role as the Deputy City Manager has been the highest honor of my career and an experience of which I will forever be proud”, said Chief Lanzas.

Chief Lanzas has been offered and accepted a leadership position in the private sector at M-FIRE Technologies as its Chief of Operations.

“Chief Lanzas has provided tremendous leadership of our Fire Department and displayed extraordinary care and concern for our community during an unprecedented pandemic and during our State’s most destructive wildfire years,” said Glendale City Manager Roubik Golanian.

“Time and time again, Silvio has demonstrated his dedication to public service by helping the most vulnerable members of the community. He is an excellent team member who’s “can do” spirit has forged partnerships with other service providers and agencies across the region. He will be truly missed. We will begin a nationwide recruitment for Fire Chief immediately and have asked that Silvio fully participate in the process and remain in his role until a replacement is found,” added Golanian.

Ruling Party Slams Opposition Push For Regime Change

Armenia - Opposition supporters participate in an "awareness march" in Yerevan, 



Representatives of the ruling Civil Contract party on Thursday denounced 
opposition efforts to bring down Armenia’s government through street protests 
and said they will end in failure.

Accordingly, they ruled out Prime Minister Nikol Pashinian’s resignation 
demanded by the country’s two leading opposition blocs.

The Hayastan and Pativ Unem blocs began on Monday small-scale protests in 
preparation for mass demonstrations aimed at toppling Pashinian and preventing 
what they say are sweeping concessions to Azerbaijan planned by him.

Pashinian signaled earlier this month his administration’s readiness to 
recognize Azerbaijan’s territorial integrity through a bilateral peace treaty. 
Critics say he is intent on helping Baku regain control of Karabakh. The 
premier’s political allies deny this.

Artur Hovannisian, a parliament deputy from Civil Contract, accused the 
opposition of exploiting the Karabakh issue for political purposes.

“This narrative ended after 2018,” Hovannisian told RFE/RL’s Armenian Service. 
“They are now trying to revive it because they have no legitimate source of 
coming to power -- namely, the people’s support -- because we can see that their 
actions are not accompanied by strong support from citizens.”

Armenia - Members of the former ruling Republican Party hold an anti-government

Hrachya Hakobian, another pro-government lawmaker and Pashinian’s 
brother-in-law, also said that the opposition forces will fail to unseat the 
current government.

“The [average] guy sitting at home and following their actions hears only 
negative messages and will not participate in those actions,” he said.

Both lawmakers rejected any parallels between the ongoing opposition campaign 
and the 2018 mass protests that brought Pashinian to power.

Meanwhile, large groups of opposition members and supporters staged “awareness 
marches,” blocked streets and entered university campuses in Yerevan for the 
fourth consecutive day. Riot police stepped up arrests of protesters as they 
unblocked traffic through those streets.

A spokesman for the Armenian police said that about 40 persons were detained by 
late afternoon. They were expected to be set free a few hours later.

“We must achieve the final result,” Hayastan’s Gegham Manukian told RFE/RL’s 
Armenian Service as he led a group of supporters that began marching to Yerevan 
from Armavir province in the morning.

“We must defend Artsakh,” he said. “We must defend Armenia and restore our 
security by ousting these authorities because these authorities are not capable 
of doing anything anymore.”

The opposition is scheduled its first major rally in Yerevan on Sunday.



Armenian Publisher Attacked By Opposition Protesters

An Armenian book publisher known for his conciliatory views on Azerbaijan and 
Turkey was assaulted late on Wednesday by opposition supporters holding an 
anti-government demonstration in Yerevan.

Armen Martirosian, the owner of the Antares publishing house, ran into the 
protesters on his way to a business meeting. Videos of the incident showed some 
of them hitting, shoving and verbally abusing him.

“Some people in the crowd probably recognized me,” Martirosian told RFE/RL’s 
Armenian Service. “They started shouting Antares, calling me a Turk, swearing.”

The Armenian police said on Thursday that they are investigating the incident. 
It was not clear whether anyone was questioned or detained by investigators.

Martirosian said that riot police officers escorting the crowd did not protect 
him against the violence. He said that the police had also failed to act on 
threats received by him in the past.

The publisher suggested that the main reason for the assault was one of his 
social media posts made shortly after Armenia’s defeat in the 2020 war with 
Azerbaijan. He criticized at the time Armenian occupation of districts around 
Nagorno-Karabakh retaken by Baku as a result of the six-week war. He stood by 
the criticism on Thursday.

“Being in the territory of Kubatli (one of those districts) is not the same 
thing as being in the territory of Artsakh (Karabakh),” Martirosian said. “There 
is a big difference between them.”

The Yerevan rally marred by the attack on Martirosian was part of the Armenian 
opposition’s preparations for mass protests against the government. Opposition 
leaders say they want to topple Prime Minister Nikol Pashinian in order to 
prevent further concessions to Azerbaijan planned by him.



Pashinian Faces More Opposition Calls To Resign After Fatal Accident

Armenian opposition leaders have blamed Prime Minister Nikol Pashinian for the 
death of a pregnant woman hit by a police car that led his motorcade in Yerevan.

They said this is another reason why Pashinian must resign four years after 
coming to power in a popular uprising.

Security camera footage publicized by Armenian media showed that the 28-year-old 
woman, Sona Mnatsakanian, was struck by a police SUV while crossing a street in 
downtown Yerevan on Tuesday. The vehicle drove on after throwing the pedestrian 
several meters away. Its driver was arrested later on Tuesday.

Nor did any of the seven other cars carrying Pashinian, his bodyguards and other 
security personnel stop to try to help Mnatsakanian.

Pashinian has still not publicly commented on the unprecedented accident. He did 
not mention it during a weekly session of his cabinet held on Thursday.

The deputy chief of Pashinian’s staff, Taron Chakhoyan, said late on Wednesday, 
that the prime minister noticed a “fallen woman” when his limousine drove past 
her. Pashinian “gave appropriate orders to the health minister and 
law-enforcement officials” after finding out that she was hit by the police 
vehicle escorting him, Chakhoyan wrote on Facebook.

The government official claimed that the motorcade would have caused a traffic 
jam and made it harder for an ambulance to reach the victim had it stopped right 
after the deadly collision.

Opposition figures and other critics of the Armenian government dismissed such 
explanations.

“Would the [arrested] police major have stopped right after the collision had he 
not escorted Nikol Pashinian?” said Artur Ghazinian, a parliament deputy from 
the main opposition Hayastan alliance. “He would have definitely stopped … and 
quickly taken [the victim] to the hospital located 300 meters away.”

“Now who is more to blame, the car driver or Nikol Pashinian?” Ghazinian asked, 
clearly putting the blame on the prime minister.

The accident came as Hayastan and other opposition groups geared up for mass 
protests aimed at toppling Pashinian over what they see as sweeping concessions 
to Azerbaijan planned by him.

“What else should [Pashinian] do to get people to take to the streets?” Ishkhan 
Saghatelian, a senior Hayastan figure, said, commenting on the young woman’s 
death.

“This citizen must be our last victim,” Saghatelian told RFE/RL’s Armenian 
Service. “He [Pashinian] must simply resign.”

Gevorg Papoyan, a parliament deputy from the ruling Civil Contract party, 
responded by accusing the opposition of dishonestly exploiting the accident for 
political purposes. Papoyan also said Pashinian “did not know that an accident 
occurred” when his motorcade raced through Yerevan.

Armenian investigators probed 10,000 more cases in 2021 compared to previous year

YEREVAN, APRIL 22, ARMENPRESS. 44,751 criminal cases were investigated in 2021 by all investigative agencies, 10,000 more than in the previous year, the Prosecutor-General Artur Davtyan told lawmakers at a parliamentary committee hearing on the prosecution’s report.

In 2021, 1698 people were investigated for corruption crimes, which is 300 more than in 2020. “Nearly 600 of these 1698 people were officials,” Davtyan said.

During the year 433 people were handed over to courts for corruption crimes.

“As of yearend, the damages to the state discovered under the corruption-related ongoing criminal cases stood at 443 billion drams. Only in 2021, 7 billion drams in damages were recovered during investigations,” he said.

“…In the first quarter of this year alone we have recovered 19 billion drams in damages to the state. This proves that criminal cases that were instituted long ago are reaching resolution,” Davtyan said, noting that corruption-related probes require a lengthy process.

What’s behind Harry Potter success, according to Armenian translator

YEREVAN, APRIL 20, ARMENPRESS. Armenian readers have the chance to dive into the Harry Potter world thanks to Alvard Jivanyan, the translator who has translated the immensely popular series of the fantasy novels by J.K. Rowling.

Speaking to ARMENPRESS about the art of translation, the peculiarity of the Harry Potter novels and children’s literature, Jivanyan emphasized that nowadays there is big demand for children’s literature.

According to Jivanyan, both children and parents prefer the fantasy genre, the “escape from reality”, something that is dictated by the social-political context.

However, the translator says that the Harry Potter novels aren’t at all solely for children.

“Even the volume of the book is telling us that it’s not just the children who are going to read it. Any serious children’s book has its adult readers as well. Let’s not forget that today the adult readers of Harry Potter are from the generation when the Harry Potter books were first being published during their youth,” she said.

Asked to present her opinion on what made the Harry Potter novels so popular and what feelings and emotions the book caused during translations, Jivanyan said: “I’m translating already the fifth volume which has numerous themes on war. The author, Joanne Rowling, is speaking with irony about the human tribe through the centaur, saying that they must learn to live in the brief period of peace between two wars. It is a surprising book with all its relations, and Rowling’s success is explained by the fact that she was able to bring back the young readers with her exclusive talent and skills of telling rich stories, something many contemporary authors lack.”

Armenia, China FMs attach importance to unblocking of transport and economic infrastructure

 Foreign Minister of the Republic of Armenia Ararat Mirzoyan held a phone conversation with the Foreign Minister of People’s Republic of China Wang Yi.

The interlocutors referred to the 30th anniversary of the establishment of diplomatic relations between Armenia and China, emphasizing the tangible world carried out through that period for the establishment and development of bilateral relations in political, trade and economic, humanitarian and other directions. The sides expressed their readiness to resolutely strengthen and deepen the Armenian-Chinese relations.

The utilization of the potential in the field of economic cooperation, the promotion of investments, development of infrastructures and addressing of logistic challenges was underlined. In this regard. The need for the process of unblocking transport and economic infrastructures was highlighted.

Presenting Armenia’s position on the establishment of peace and stability in the region, Ararat Mirzoyan stressed the importance of negotiations between Armenia and Azerbaijan in different directions, as well as the role of the OSCE Minsk Group Co-Chairmanship in the settlement of Nagorno-Karabakh conflict. N.Korea says it will strike with nuclear weapons if South attacks

YEREVAN, APRIL 5, ARMENPRESS. North Korea opposes war but would use nuclear weapons if South Korea attacked, Kim Yo Jong, the sister of leader Kim Jong Un, said on Tuesday, Reuters reported.

Analysts said the statement is probably aimed at the South's incoming conservative president.

Kim Yo Jong, a senior official in the government and ruling party, said it was a "very big mistake" for South Korea's minister of defence to make recent remarks discussing attacks on the North, Reuters reported citing North Korean state news agency KCNA reported.

South Korean Defence Minister Suh Wook had said on Friday that his country's military has a variety of missiles with significantly improved range, accuracy and power, with "the ability to accurately and quickly hit any target in North Korea."

Kim and another North Korean official issued earlier statements on Sunday condemning Suh's remarks, and warned that Pyongyang would destroy major targets in Seoul if the South takes any "dangerous military action" such as a preemptive strike.
