The top diplomats also touched upon topical issues regarding bilateral relations, regional and international agendas

MOSCOW, June 23. / TASS /. Russian Foreign Minister Sergey Lavrov discussed on Wednesday over the phone with his Azerbaijani counterpart Jeyhun Bayramov the implementation of the agreements reached by the leaders of Russia, Azerbaijan, and Armenia, including on ironing out Nagorno-Karabakh’s humanitarian problems.

The top diplomats touched upon topical issues regarding bilateral relations, regional and international agendas. "A number of topics were discussed amid the implementation of the agreements between the Russian, Azerbaijani and Armenian leaders, concluded on November 9, 2020, and January 11, 2021, in particular, on solving Nagorno-Karabakh’s humanitarian problems. The sides emphasized an important contribution made by the Trilateral Working Group under the joint chairmanship of the Russian, Azerbaijani, and Armenian deputy prime ministers to the region’s post-conflict development," the Russian Foreign Ministry stated.

Lavrov and Bayramov were glad to note that despite the negative impact of the COVID-19 pandemic, multifaceted Russian-Azerbaijani relations were successfully developing while trade and economic interaction was growing. "This is largely facilitated by the implementation of decisions made during the 19th meeting of the Russian-Azerbaijani intergovernmental commission on economic cooperation as well as the agreements reached during Azerbaijani Prime Minister Ali Asadov’s official visit to Russia," the Foreign Ministry stated.

The sides also agreed on further contacts between the foreign ministries.

Reproduction of Armenian authorities perceived in Artsakh as step towards its final surrender – Tigran Abrahamyan

The reelection of the ruling party in Armenia is perceived in Artsakh as a step towards its final surrender to Azerbaijan, security expert Tigran Abrahamyan, the head of the analytical center Henaket, said on Wednesday.

Addressing the recent protests in Artsakh, Abrahamyan said they were triggered by Artsakh President Arayik Harutyunyan’s visit to the office of the ruling Civil Contract Party on the election day and his support to Nikol Pashinyan’s team, adding, however, the reasons for the protests are different.

“No matter how hard the Artsakh president tried to “proofread” his visit to the office of Armenia’s ruling force yesterday, noting that it was misinterpreted, in fact everything is crystal clear,” the expert wrote on Facebook.

“The overwhelming majority of the Artsakh people linked the solution to their problems to a change of government in Armenia.

“This concerned both internal problems and the situation around Artsakh, and the reelection of the current authorities dashed their hopes for the future.

“The reproduction of the Armenian authorities is directly perceived in Artsakh as a step towards its final surrender and the final collapse of the security system of the Artsakh people.

“This is one of the main reasons why any gesture, any support expressed to the Armenian authorities by the president of Artsakh causes such a backlash in the country,” Abrahamyan said, promising to analyze the other aspects of the situation in Artsakh later.

View from Moscow: In anticipation of Moscow`s support, Yerevan is negotiating with Baku behind the scenes

Arminfo, Armenia

ArmInfo. The current situation on the Armenian-Azerbaijani border seems to be a logical consequence of the Karabakh war lost by Armenia. An expert on the South Caucasus,  Andrei Areshev, expressed a similar opinion to ArmInfo.

"It is clear that the events on the eastern borders of Armenia in the  period after May 12 are a rather serious problem, including for  Russia. Taking into account the responsibility for the protection of  the Armenian borders. However, the same order to the Armenian  military not to shoot at border violators raises certain questions in  Moscow to those people who are addressing Russia and the CSTO with  calls for intervention.  Security for Yerevan is a key priority  issue, which it cannot solve without trusting interaction with  Moscow. In this light, the restoration of trusting ties that existed  in the 2000s between Armenia and Russia, primarily in the security  sector, seems to have no alternative, "he stressed.

Against this background, Russian priorities in the region, according  to Areshev, are by no means limited to Armenia. As an ally of Armenia  in the CSTO, Russia is the co-chair of the OSCE Minsk Group. And it  is quite a serious partner for Azerbaijan. Noting the significant  decline in Russian influence in Azerbaijan as a fact, the expert  attributed this fact to the constant deepening of the agenda of  relations between Baku and Ankara. And the "Shusha Declaration"  signed by Erdogan and Aliyev is the latest evidence of this.

According to the expert, the Caucasian policy and the Armenian agenda  are undoubtedly important in the foreign policy of Russia, but not  the main one. And for the Armenian agenda to come to the fore on the  agenda of Moscow, Armenia, in his opinion, needs to acquire  subjectivity. "We understand very well that, in anticipation of  Russian intervention in the situation on the Armenian side, Yerevan  is holding behind the scenes certain negotiations with Baku. In this  light, for obvious reasons, Moscow cannot have sufficient reasons for  active intervention in the situation," he stressed.

"I think that the issue can and should be resolved through the  restoration of mutually beneficial trusting relations. The  institutions of the Armenian statehood have lost a lot since 2018,  however, there is certainly a chance of restoring both these  institutions and relations with Russia. It is also possible to return  to negotiations within the framework of the OSCE Minsk Group, of  course, in worse positions for Armenia than those that existed before  September 27, 2020. There are also chances for the return of Hadrut  and the solution of the Shushi issue. All this is due to the prospect  of a change in the leadership of Armenia following the results of the  upcoming elections. Because the current leadership has left the  solution of the Karabakh issue to the mercy of fate. It simply  stepped back, leaving Karabakh at the disposal of Russia, Turkey and  Azerbaijan, "the Russian expert summed up.

Armenia opposition MP sounds alarm about Baku fabricating criminal cases against Armenian prisoners

News.am, Armenia
June 3 2021

Baku is fabricating criminal cases against Armenian prisoners of war and has launched a trial. This is what secretary of the opposition Prosperous Armenia faction of the National Assembly of Armenia Arman Abovyan said during today’s special session of the National Assembly.

Abovyan added that, in reality, Azerbaijan is currently legitimizing its policy, declaring citizens of Armenia as “terrorists”.

“The Azerbaijanis are somehow trying to justify their failure to return Armenian prisoners of war. There has to be a response to this. If Armenia doesn’t respond, it will mean that the Armenian government agrees with this. The National Assembly, government and the opposition must properly respond to all the actions that Azerbaijan takes. This is the most important issue, and we must not forget that Armenian prisoners are still being kept in Azerbaijan,” Abovyan said.

Armenia 2nd President Kocharyan on incumbent authorities: Wherever they flee, we will bring them by the feet

News.am, Armenia
June 3 2021

YEREVAN. – Wherever they go, we will find and bring them; in that sense, rest assured. Second President Robert Kocharyan, the leader of the "Armenia" bloc that will run in the snap parliamentary elections on June 20, stated this at a meeting with the residents and the representatives of the “Armenia” bloc election offices in two districts of Yerevan, and when asked: "What are you going to do so that the traitors’ [i.e., the incumbent authorities] exit from the country be prohibited?"

"People must answer for what happened, and that answer must be through justice—in the very Republic of Armenia. Whoever flees, we will bring [back] by the feet. When you hold the highest office in the country for a long time, you must always balance your emotions and feelings with the rule of law. In such cases, there is always a struggle between politics and legality. We must not behave like these authorities, and the rule of law shall prevail in this fight between politics and the rule of law; both the state and the people will benefit from it," Kocharyan said.
