Ombudsman: Azerbaijan soldiers threaten shepherds, with weapons, while unlawfully in sovereign territory of Armenia

The Republic of Armenia (RA) Human Rights Defender’s fact-finding work in Gegharkunik and Syunik Provinces have confirmed that on May 12 and 13, the Azerbaijani armed forces, being illegally in the RA sovereign territory, have threatened shepherds, the RA border residents, with weapons. Armenia’s Human Rights Defender (Ombudsman) Arman Tatoyan wrote about this on Facebook.

“In the early morning of May 12, in Syunik, in the area from the RA Sev Lake region to the village of Verishen in the Goris community, the Azerbaijani armed forces approached the village shepherd grazing animals, threatened him, and demanded—with a showing of weapon—to leave his cattle barn and pasture.

The fact-finding work of the Human Rights Defender showed that the barn of the shepherd of Verishen is located in the area of pasture constantly used by the residents of Akner, Verishen, and a number of other villages, at a depth from Sev Lake to Verishen civil settlement, and Sev Lake itself is in the RA territory.

In Gegharkunik, on the pastures—at the areas of the hills (cattle barns)—near the village of Verin Shorzha in the RA Vardenis community, on May 12, about 10 Azerbaijani armed servicemen approached the shepherd of the village of Verin Shorzha and threatened him—with showing a weapon—speaking to him in Armenian, too.

On the same day, when 6 shepherds from Vardenis and Ayrk villages were grazing their large and small cattle near the water basin near the same pasture in the RA territory, several dozen Azerbaijani armed servicemen approached them, threatened them with weapons, and gave them 5 minutes to leave; otherwise, they threatened to capture him.

On May 13, about 50 Azerbaijani servicemen similarly threatened—with weapon—the shepherd of Verin Shorzha village, and demanded that he leave; otherwise, threatening to kill or capture him.

In addition to the noted, on May 12, a shepherd from the village of Kut in Geghamasar went to a cattle barn on his hillside near the village and found armed Azerbaijani servicemen—about 50.

During the visit of the Human Rights Defender, it was found out that the pastures are provided to people on a lease with the documents of the local authorities; that is, it is about illegal deprivation of rights on a legal basis.

According to the shepherds, they can longer use the pastures. Moreover, in the village of Kut, for example, residents said they were forced to stop sending animals to the mountains.

The issue is that the Azerbaijani military is physically present in the pastures that are legally owned by the people present, and in some cases it is impossible to use them because they are under Azerbaijani target.

At the same time, the shepherds have informed that they could not even approach the pastures, as in the event of such an attempt, the Azerbaijani military open fire; this also applies to grass.

These circumstances mentioned by the pastors were confirmed by other evidence obtained by the Human Rights Defender, such as pasture use documents, local studies, relevant photographs, etc.

The RA Human Rights Defender’s fact-finding activities on May 12 and 13, 2021 prove that the Azerbaijani military, being armed, have committed criminal acts against the border residents—threatening to kill them or capture unarmed civilians, illegally demanding to leave the pastures and the cattle barns of the hills of the shepherds belonging to them by legal documents provided by the RA competent authorities.

The Azerbaijani armed forces have violated the internationally recognized rights of the RA border residents and enshrined in the RA Constitution—to life, physical and mental inviolability, property, and other vital rights. Moreover, they were wearing masks when communicating with civilians.

It is obvious that in order to protect the RA border residents from such illegal actions, a security zone should be established around Gegharkunik and Syunik along all sections of the border with Azerbaijan.

The issue is that such actions are not single. The fact-finding work of the Human Rights Defender in recent months has registered other cases of the Azerbaijani military’s violation of the rights of the shepherds who are RA border residents.

Armenia needs adjustment of borders as much as Azerbaijan does – Pashinyan

YEREVAN, MAY 20, ARMENPRESS. Caretaker Prime Minister Nikol Pashinyan addressed the possibility of delimitation and demarcation between Armenia and Azerbaijan.

“Much is talked about demarcation, delimitation, adjustment of borders. And now they are trying to scare and terrorize the Armenian society also with this fact. I want to say with utmost responsibility, and this is my position, that Armenia needs the border adjustment as much as Azerbaijan does, because adjustment of borders and eventually at some phase the demarcation and delimitation are important security guarantees,” Pashinyan said at the Cabinet meeting.

Pashinyan underscored that people should realize that this is a simple process. “In our region, there isn’t a single post-Soviet country which has finalized the delimitation and demarcation process,” he said.

There were no large-scale incidents on the Armenian-Azerbaijani border; but the conflict is acutely perceived in Armenia due to the unstable political situation, Igor Korotchenko, a political analyst, believes.

The "Caucasian Knot" has reported that on May 12-13, according to Yerevan, Azerbaijani militaries invaded the Syunik and Gegarkunik Regions of Armenia. Nikol Pashinyan, the Acting Prime Minister, stated on May 20 that some 500-600 Azerbaijani were still present in the Armenian territory. On the same day, a brawl broke out among soldiers near the Armenian village of Khoznavar, in which 11 Armenian soldiers and Azerbaijani soldiers suffered.

The issue of defining the border of Azerbaijan with the southern regions of Armenia arose after the autumn aggravation of the Karabakh conflict in 2020. When Azerbaijani border posts appeared on the eastern border of the Syunik Region of Armenia, some of residents of Armenia were forced to leave their homes.

So far, the conflict has not been accompanied by large-scale incidents, Igor Korotchenko has noted.

Now, Armenia and Azerbaijan are engaged in "preliminary marking their negotiating positions," said Alexander Karavaev, an employee of the Centre for Post-Soviet Studies at the Institute of Economics of the Russian Academy of Sciences (RAS).

At the border demarcation, Armenia and Azerbaijan will pursue their own goals; and the involvement of a third party can lead to a "two against one" format, some political analysts believe.

Head of the EU Delegation to Armenia, Ambassador Andrea Wiktorin talked about her goals and impressions after visiting the Armenian-Azerbaijani border, the area of the Blake Lake (Sev Lich). ARMENPRESS reports the EU Ambassador said that together with the Ambassadors of the EU member states they aimed to carry out a fact-finding mission and get acquainted with the developments on the Armenian-Azerbaijani border on site.

''I am grateful to Deputy Foreign Minister Avet Adonts, the Foreign Ministry and the Defense Ministry for organizing the visit'', she said.

Before visiting the area of the Black Lake, Armenian Armed Forces corps commander Samvel Minasyan presented to the Ambassadors the map of the Armenian SSR of 1969 ratified by documents, signatures and stamps. A journalist asked EU Ambassador Andrea Wiktorin about her opinion of that map.

Andrea Wiktorin answered, ''I have heard about a few maps. Today we were shown the map of 1969. I am not an expert and cannot express a concrete opinion, but it was obvious from today's map that greater part of the Black Lake is located in the territory of the Republic of Armenia''.

The EU Ambassador assured that the EU uses all the levers for contributing to the solution of the situation and that the EU is the supporter of the territorial integrity.

The envoys included the EU ambassador to Armenia Andrea Wiktorin, EU representative Jan Plešinger, EU representative Silvia Zehe and the ambassadors of the Czech Republic, France, Germany, Italy, Lithuania, the Netherlands, Poland, Romania, Slovakia, Sweden and Greece.




Turkish press: ‘Timeless’: In the middle of past and future in historical Karaköy

Galeri 77 invites culture enthusiasts to experience the joy of art once again with a new solo exhibition by artist Kirkor Sahakoğlu. “Timeless” will be launched on May 25 and can be visited until June 11 at the gallery's space in Istanbul's Karaköy district.

Sahakoğlu is an Armenian-Turkish artist who attended the Getronagan High School and then laid the foundations for his career in arts with the education he received from the State School of Applied Fine Arts' advertising and graphics department. After receiving his master’s degree at the Istituto Europeo Di Design in Milan, he started to teach in the graphic design department at the Marmara University Faculty of Fine Arts in 2000.

The Istanbul-based artist’s first solo exhibition “Absent” was opened at the Depo gallery in the Tophane quarter, in a former tobacco warehouse known as Tütün Deposu, in 2015. The exhibition, comprising of 39 paintings and one video, was followed by many solo and group shows, like “Utopia,” which was a work of 79 paintings presented at the historical Galata Greek High School, and “A4” at Republic Museum and Art Gallery in Sultanahmet square in Istanbul, which showcased works from fellow faculty members of the Marmara University Faculty of Fine Arts in May 2017.

Sahakoğlu’s latest show "Timeless" will host its visitors in Galeri 77, which will soon be renovated. While the exhibition presents works standing in the middle of the past and the future, the gallery space also contributes to the show’s questioning of time and space with its historical background and veteran existence in the present

“Timeless” brings together more than 35 works by Sahakoğlu, including his most recent works in which he questions the relationship between time and space. The exhibition seeks an answer to the question: "Does time have a reality that is independent of the human mind?” It also questions whether space is a fundamental phenomenon that reinforces the concept of human beings' belonging.

Sahakoğlu connects with more than one perception of time and space for his latest show. The artist uses the motto: "The only truth that does not change through generations is that we are the least familiar with our own reflection in all of the surfaces we look at,” to encourage the audience to ask itself different questions.

In the extraordinary exhibition environment, where the history, memories and resonances of the space are blended with the works, Sahakoğlu succeeds in focusing on the life dynamics of the individual within heterotopias. The concept of heterotopia can be explained as the subject's inability to infer the usual meaning from the objects around him and feeling uncomfortable or somehow "other" in the space or place he occupies. Heterotopias are worlds within worlds, mirroring and yet upsetting what is outside.

According to researchers, in the past, there was a wine port in the area of Galeri 77. Greek sailors transported wine from all over the Aegean Peninsula and docked at the port. The building hosting the gallery was used as a store back then and was also home to a Greek family bakery, which filled the structure with the smell of vanilla and violet candy aromas for years.

This rich past brings the 200-year-old abandoned building of the gallery into the discussion and questionings of the show, as it is filled with experiences and memories. It is also significant that the building will be completely renovated following the exhibition. After the work is complete, it will open its doors to art lovers with its new, renovated space.

The opening of "Timeless" can also be simultaneously watched online on May 25 on the Youtube channel of Galeri 77.

A Song For Artsakh: Thessaloniki artists perform Armenian song Bingeol

A symbolic effort was made by 26 artists from Thessaloniki following the loss of large areas of Artsakh to the Turkish-sponsored invasion of Azerbaijan in last year’s war.

With the support of the Armenian Cultural Association Hamazkayin in Thessaloniki, singers and musicians performed the classic Armenian song Bingeolin dedication to Artsakh.

Enmity with Turkey must be managed, says Pashinyan

YEREVAN, MAY 10, ARMENPRESS. Caretaker Prime Minister Nikol Pashinyan says managing the enmity with Turkey is a necessity.

“Turkey is our foe, but also our neighbor,” Pashinyan said in parliament during the debates ahead of the second round of vote which is expected to disband parliament.  “Today, only superpowers have foes outside their regions. We say, after all, the time has come to note that this enmity must be managed because when this enmity gets heated it leads to an explosion at some point,” Pashinyan said in response to MP Sergey Bargratyan’s question.

Armenia has proposal for Novavax and Johnson & Johnson vaccines

YEREVAN, MAY 7, ARMENPRESS. Armenia has a proposal to receive Novavax and Johnson & Johnson vaccines through the COVAX Facility initiative, ARMENPRESS reports acting Healthcare Minister of Armenia said in an on-line discussion.

‘’ We do not know exactly when we will get it, because there is shortage of vaccines in the world, all countries are competing to get more vaccines sooner. This is of primary health importance, but the economic and political components are also important. We are already seeing that in countries that have carried out large-scale vaccinations, the disease is declining very fast’’, Avanesyan said.

Armenia uses the Sputnik V, AstraZeneca and CoronaVac vaccines.


Turkish lawmakers demand ‘correction’ of US recognition of Armenian genocide

Turkey’s parliament on Tuesday issued a statement condemning US President Joe Biden’s recognition of the Armenian genocide, the state-run Anadolu Agency has reported.

“We regretfully and strongly condemn US President Joe Biden’s remarks with a statement dated on April 24, 2021 to adopt the Armenian lobbies’ claims on the events of 1915,” parliament said in a statement signed by all the parties, according to Anadolu.

“We strongly reject these baseless slanders, which have no meaning other than the distortion of history with political motives,” the statement added, calling on the American president to “correct his mistake by changing his remarks on the events of 1915.”

The statement echoes similar remarks made on Monday by Turkish President Recep Tayyip Erdogan.
