Land Rover supporting development of major hiking trail in Armenia

PanArmenian, Armenia
Aug 30 2018

PanARMENIAN.Net – British 4×4 manufacturer, Land Rover, has recently announced that it will continue to provide support to the development of a hiking trail dubbed the Transcaucasian Trail – a 750 km prototype hiking route stretches the length of Armenia – the British Embassy in Armenia said in a Facebook post.

In 2017, with the help of local and international support, the first portion of the trail in Dilijan National Park was opened to hikers. With the help of Land Rover the Transcaucasian Trail Armenia team plan, over the next two years, to develop the remaining sections of the trail connecting the other provinces of Armenia from the Iranian to the Georgian border allowing people to walk the length of Armenia on hiking trails.

The aim of the Transcaucasian Trail is to contribute to improved access to the region’s diverse cultural and natural heritage and encourage its preservation, benefiting local communities and trail users through the development of sustainable tourism.

A specially modified Land Rover Defender, one of the most adaptable and versatile 4x4s in the world, will be provided to the Transcaucasian Trail team to survey the route and to transport the equipment, materials and crew members needed to complete the work. The Defender, named "Georgina," has been specially modified to provide living facilities, GPS and communications technology, and enhanced off-road and recovery capabilities.

Kocharyan: the new Armenian government simply does not understand what
the mechanism of state administration means

Yerevan August 29

Naira Badalian. What is happening in Armenia is simply unrestrained
populism, the consequences of which for a long time will restrain the
development of the country. This opinion was expressed by the
ex-President of Armenia Robert Kocharyan, accused of overthrowing the
constitutional order in an exclusive interview with NTV.

According to him, the new government of Armenia simply does not
understand what the mechanism of state administration means. "It is
interesting, but the prices for electricity, utilities, pensions,
salaries, tax code, can also be discussed in this area? This is not
only a matter of lack of experience: it is a matter of total
misunderstanding, what is a state management mechanism, that such a
separation of powers, "he said. According to Kocharyan, there is a
revolutionary euphoria that cannot last long. "Do you know at least
one example of at least one revolution, after which people's lives
have become better? Maybe it's Egypt, maybe it's Tunisia, maybe it's
Syria, maybe it's Libya?" The life of people has deteriorated a lot.
Maybe it's Ukraine? In addition to the loss of territory, the quality
of life of people has dropped markedly, maybe this is Georgia, it is
the loss of territory, give me one example, I see no reason why we
should be better, "R. Kocharyan said.

In response to a question about whether he has new premier ambitions,
Kocharian noted that he does not want to say about it: "I do not want
to talk about the future. Why did I decide to return to politics,
because right now I expressed a lot of anxiety, and I cannot stay away
from all this. I would not have done this if this anxiety had not
pushed me into politics. "

In case of considering the issue of Azerbaijan’s membership to the Collective Security Treaty Organization (CSTO) and the Eurasian Economic Union (EAEU), Armenia will use its right to veto, Armenian foreign ministry’s acting spokesperson Anna Naghdalyan said during today’s press briefing, commenting on rumors about Azerbaijan’s possible membership to the CSTO and EAEU.

“Such discussions really are taking place within analytical circles, but these discussions in such circles are being held based on alleged information. I will express the official position of Armenia’s foreign ministry. If such issue is considered, Armenia will use its right to veto”, she said.

The acting spokesperson clarified that the decisions in the CSTO and EAEU are being made based on consensus. “We have expressed our stance on this matter, and that stance doesn’t give rise to double comments. That stance has been clearly raised by foreign minister Zohrab Mnatsakanyan”, she said.

Asbarez: Dr. Jeannine Topalian Appointed to Calif. Special Education Advisory Commission

Dr. Jeannine Topalian

Dr. Jeannine Topalian was recently appointed to the California State Board of Education’s Advisory Commission on Special Education. The commission provides recommendations and advice to the State Board of Education, the State Superintendent of Public Instruction, the legislature, and the governor in new or continuing areas of research, program development and evaluation in California special education.

“I am honored to have been appointed by the Speaker of the Assembly Anthony Rendon to the Advisory Commission on Special Education on April 30. I’m excited to take on this role and very appreciative to have been given this opportunity. It’s an honor to take on this challenge especially during a time when special education is evolving,” said Topalian who is the secretary and treasurer of that California Association of School Psychologists.

“The dedication and passion of the commissioners advocating for the rights of students with special needs was very evident during my first meeting. Moreover, the decisions and recommendations that the Commission makes can have long lasting impact on all students, their families, and school districts throughout the state. Therefore, these suggestions may also impact our field as well.”

Dr. Topalian’s experience includes over 15 years as a practicing school psychologist in PreK-12 schools and three years as a part-time adjunct university trainer of school psychologists at the master’s and doctoral level. She has extensive knowledge of and works specifically with students with special needs and is certified to evaluate, asses, and service students with specific learning disabilities, neurological disorders, intellectual delays, autism, emotional disturbances and other health impairments.

“This is a great opportunity to give back at a state level and be a liaison to share information about the role school psychologists play in schools and helping students with special needs. I know this will also be a great learning opportunity,” she said. “All in all, my first meeting in June was exhilarating. I’m looking forward to the next one in August.”

The ACSE addresses numerous issues related to California Special Education as defined in Education Code Section 56000, including: student outcomes, incarcerated youth, positive behavioral interventions, interagency agreements, teacher credentialing, parity for parents/families, and integrated services.

Members serve on the ACSE for four-year terms (with a maximum of two terms) and commission meetings, open to the public, are held for a minimum of four times per year with additional subcommittee or task force meetings as budget permits.

Opinions of Artsakh political forces regarding the arrest of Robert Kocharyan diverge

Opinions of Artsakh political forces regarding the arrest of Robert Kocharyan diverge

Yerevan July 30

Tatevik Shagunyan. The opinions of the Artsakh political forces regarding the arrest of the second president of Armenia, the first president of Artsakh and the hero of Artsakh Robert Kocharyan within the framework of the case on March 1, 2008 diverge. The head of the largest faction of the Artsakh parliament "Free Homeland" Artur Tovmasyan stated in an interview with ArmInfo correspondent that the investigation will answer all the questions. He expressed hope that the process will proceed in accordance with the norms and the letter of the law. "The party "Free Homeland", trusting in Armenia's justice system, is sure that the process will be purely legal, not political," the parliamentarian said, while refusing to give an assessment of the arrest of Robert Kocharyan. "The legality of this decision must be proved by the investigation," he stressed, again expressing the hope that the process will proceed exclusively transparently so as not to leave room for public rumors. At the same time, the parliamentarian stressed that the Artsakh community and political forces are no less interested in uncovering crimes on March 1 than the public and the authorities of Armenia. Nevertheless, Tovmasyan stressed that the recent processes should not become an occasion for a split between the Armenian and Artsakh societies, the prerequisites of which are already visible in social networks.

The former head of the commission on external issues of Artsakh parliament Vahram Atanesyan, in an interview with ArmInfo correspondent, dismissed the fears that the recent processes in Armenia could become a subject for discord between the Armenian and NKR societies: "I do not think Robert Kocharyan's arrest could become Yes, some political forces have made ambiguous statements, but they do not reflect the mood of the Artsakh public He also stressed that if the investigative bodies of Armenia opened criminal cases against the second president and CSTO secretary general, then they had serious legal grounds and weighed all political risks. "I very much hope that the process will be carried out exclusively in a legal manner, that all this is not a vendetta, but solely a manifestation of the rule of law and justice." I also hope that the defendants will be given the opportunity to acquit themselves before the court, and I would very much like them to prove their innocence " Atanesyan stressed. At the same time, he considered it unlikely that the recent processes could lead to internal political destabilization in Armenia: "Yes, it is obvious that the former ruling party is concerned, makes statements, but I think that this is not a desire to protect Kocharyan, but a manifestation of one's own concern. The RPA is concerned that during the investigation such facts can be revealed that may lead to the inclusion of many party representatives in the investigation process, "the expert said. Referring to the talk that the army's discrediting can lead to the revival of the enemy, Atanesyan considered it unlikely: "Such conversations were also exaggerated when the hero of the Artsakh war, ex-Artsakh defense minister Samvel Babayan was arrested, but as you can see, nothing happened. I think that Azerbaijan causes its actions by arrests of Babayan, Khachaturov or other high- ranking military personnel, and if the army command does not want to discredit it, then it should not involve the Sun in political processes. Harutyunyan should not have signed the famous order 0038, but had to resign, if he did not agree with the actions of the country's leadership, "the former parliamentarian concluded.

Vice Speaker of the Artsakh parliament from ARF Dashnaktsutyun party Vahram Balayan, in his turn, stated that he generally welcomes the struggle of new Armenian authorities for establishing justice and order in the country, however, Robert Kocharyan's arrest causes serious concern in Artsakh. "In this regard, the law enforcement bodies of Armenia should be as vigilant as possible and give very substantiated answers to all questions in order to prevent political speculation and unrest," the vice-speaker summed up.

The head of the "Democracy" faction Vardges Bagrian stated that the arrest of Kocharian can not but cause concern in Artsakh, since he was not only the second president of Armenia, but also the first president of NKR, and also a hero of Artsakh. "Consequently, the processes developing around him," can not leave us indifferent. I do not share the enthusiasm of some political forces over the arrest of Kocharyan, as this can bring discord to the society of the two Armenian republics. At the same time, I do not pursue the goal of protecting him, since Kocharyan does not need it, "he stressed, having seen in the latter processes not so much the legal as the political overtones.
