"All participants of the negotiation process genuinely want the situation to be regulated, but no one is interested in this more than Russia," the Russian leader stressed during a session of the Valdai Discussion Club on Thursday.

"I would very much like for a compromise to be found. As you know, I’m in close contact with President [of Azerbaijan Ilham] Aliyev and [Armenian] Prime Minister [Nikol] Pashinyan. I speak to them over the phone several times a day. Our foreign minister, defense minister, heads of special services are in constant contact," Putin said.


NATO urges Turkey to use its influence for de-escalating situation in NK conflict zone

‘’Turkey is a valuable NATO member, but I also expect from Turkey to use its significant influence in the region (Nagorno Karabakh conflict zone – edit.) for de-escalating the situation’’, NATO Secretary General Jens Stoltenberg said.

Azerbaijan, sponsored by Turkey, unleashed full-fledged war against Artsakh on September 27, using its entire arsenal and targeting civilians both in Artsakh and Armenia. There are confirmed facts that Turkey has sent Syrian mercenaries to fight against the Armenians from the Azerbaijani side.

‘’It will raise Armenia-Diaspora relations to a new level just in this period. It will foster the consolidation of pan-Armenian resources constantly flowing to Armenia and Artsakh’’, Arshamyan said.

He added that the movement started in Diaspora communities, when Armenians wanted to provide not only one-time assistance, but by signing in in the website of the Fund, they can make monthly donations.

Paris Mayor, Anne Hidalgo, Also Supports Artsakh Recognition

A French lawmaker and the mayor of Paris—two powerful female politicians in France—separately said they would support the recognition of Artsakh as an independence republic.

Long-time Armenian issues supporter Valérie Boyer said Monday that she would introduce a resolution in the French Senate for the recognition of Artsakh. A similar measure was introduced in the France’s Lower House of Parliament last week.

“This week I will submit to the Senate a proposal to recognize Nagorno-Karabakh and condemn the actions of Turkey and Azerbaijan,” Boyer wrote on social media Monday.

On Tuesday, Boyer took to social media again calling all parties represented in the French Senate to support her proposal to recognize Artsakh and condemn Turkey and Azerbaijan for their joint aggression and attacks against Artsakh and Armenia.

“I have asked all the groups of the Senate to join my proposal of recognizing the independence of the Republic of Artsakh and condemning the actions of Azerbaijan and Turkey. Lives are endangered, genocide is taking place in front of us. It’s time to act,’’ Boyer wrote on her Facebook page on Tuesday.

“If the only solution to the current conflict is the recognition of Nagorno Karabakh, we should not hesitate,” said Paris Mayor Anne Hidalgo in an interview with Nouvelles d’Armenie, excerpts of which were published by Armenpress. She was commenting on the bill introduced by 22 members of parliament in France’s lower house.

Saying she personally supports people’s right to self-determination, Hidalgo explained the her government is opting to advance a settlement to the Karabakh conflict through the Minsk Group co-chairs. France being one of the co-chairing countries, Hidalgo believes, that its foreign ministry is working effectively and in a pragmatic way to stop the conflict.

“The goal is for Armenians to be able to live securely and safely in Nagorno Karabakh and Armenia. I share the priorities of the French government, which, together with the other Co-Chairs of the Minsk Group, is seeking to end the clashes and return to negotiations,” said Hidalgo. “We must support Armenia in this ordeal and fight.”

Hidalgo said that it is obvious that the Turkish-supported Azerbaijan is the aggressor.

“Therefore the Baku regime bears a lot of responsibility. The future of Karabakh and its people must be decided with the support of the OSCE Minsk Group co-chairs – France, USA and Russia. I hope they’ll be able to stop the conflict as soon as possible and start negotiations for achieving lasting and just peace in the region. I hope the humanitarian ceasefire that was reached over the weekend will hold unlike the previous one that was violated numerous times. War is never a solution,” she said.

Hidalgo also singled out Turkish President Recep Tayyip Erdogan, whose regime she said is inciting nationalism, is denying the fact of the Armenian Genocide and is encouraging the attempts of ethnic cleansing of the people of Nagorno Karabakh

“Every time I visit Yerevan, I pay tribute to the memory of millions of victims,” said Hidalgo who added that it still amazes her how people can plan and commit such heinous crimes.

Unfortunately, Hidalgo said, Turkey’s involvement in the conflict against Armenians evokes the memory of the genocide both in Armenia and the Diaspora.

TURKISH press: Russia disagrees with Turkey over Nagorno-Karabakh, Lavrov says

 Russian Foreign Minister Sergey Lavrov said his country disagrees with Turkey over the ongoing conflict in the Armenian-occupied Nagorno-Karabakh.

"We do not agree with the position voiced by Turkey, that was also expressed several times by (Azerbaijani) President (Ilham) Aliyev," Lavrov said in an interview with local radio stations.

Turkey fully supports Azerbaijan and its goal to liberate territory occupied by Armenia but Ankara has said it has not been directly involved in fighting as Baku has not requested such involvement.

Lavrov said a military solution for the Nagorno-Karabakh conflict was "unacceptable," while he said Turkey needs to be "transparent" in its actions.

The Russian foreign minister also said it would be right to deploy Russian military observers on the Karabakh line of contact, but it was up to Azerbaijan and Armenia to decide.

The clashes began on Sept. 27 when Armenian forces targeted civilian Azerbaijani settlements and military positions in the region, leading to casualties.

Relations between the two former Soviet republics have been tense since 1991 when the Armenian military occupied Nagorno-Karabakh.

Around 20% of Azerbaijan's territory has remained under illegal Armenian occupation for around three decades.

Following meetings in Moscow on Oct. 10, Azerbaijan and Armenia agreed on a humanitarian cease-fire so that the conflicting sides could retrieve bodies left on the battlefield in Nagorno-Karabakh and hold a prisoners' exchange.

However, Armenian forces launched a missile strike on Azerbaijan's second-largest city, Ganja – despite the region being outside the frontline zone – leaving at least 10 people dead and 35 others wounded, including women and children.

Multiple U.N. resolutions, as well as many international organizations, have demanded the withdrawal of the occupying forces.

There has been no phone call from my brother since yesterday. Dad was trying to reach him every 10 minutes. "Did he call? No? He did not call me either.  I thought, maybe he called you? Ah.. okay. Let me know when he does.” Every 10 minutes! We were terrified to think of possible reasons for his silence. He knows, life stops in this part of the world, when there is no call.

Mom, dad and I went to our home today, for an hour. Mom started cooking french fries, dad was watching the statements of Harutyunyan and Pashinyan on TV and I went to my room. I looked around and thought – is there anything in this room I won't be able to live without? If my home disappears tomorrow what I will miss the most? Maybe "Fahrenheit 451,” my favorite book? Or acrylic dye? Or maybe a photo album? Oh, this one- my favorite dress! No, wait.. maybe earrings I bought in Würzburg, my favorite city… or mom's scarf.. or maybe my sister's favorite jacket? I could not make up my mind…

Eventually, I decided not to take anything. Because it would have meant that there is a chance (which, in fact is real) that my house might not exist. 

We have been building our house all our lives, have been changing it, improving, adding more and more to make it special. And to lose it within seconds, to end up without your own hearth, without our little corner in a big and strange world -  such thoughts break our hearts. And I am not ready to put up with it! So, I did not take anything from my home. If there is a choice- my choice is to keep it all. 

And you know what? The phone rang. it was him, my brother! Filled with emotions and excitement, I could not help crying, I was talking and laughing and crying. "All is okay"- this is what they usually say to us. A few months ago, I lent some money to him for his education. We are very close to each other. And today I told him " You know what – I remove your debt. You just come back safe as soon as possible. And he said " Oh, realy? If I only knew, I would have taken more!" We laughed for 7 minutes.

Then I asked my dad to give me a lift to my office. On September 22, it was my cameraman's birthday. My cameraman, my best friend, my boyfriend. I made a present for him- fish. I wanted these fish to share our space. When the war broke out, we still were going there, to feed them, under shellfire. But when my friend had been drafted, there was no chance to go by, ( the city had been bombed heavily and I was alone) and I thought our fish had gone. That though hurt a lot. So, I went into the office, to the aquarium. The fish were there, but they didn’t move. I kept saying in my mind "Be alive, please, be alive!"

They did not move. And I thought- this is it, so many days, without food. How will I live with such a sin in my heart? I mean, they only recently became members of our office, our second home. I sat next to them, almost crying and suddenly, I saw them move. One fish moved, then another… I jumped up, hugged the aquarium and started crying. I hurried to give them their food and was begging them to see the food and eat it. They saw, they ate. I decided not to leave them alone any more and took them. They are in my shelter now, until their owner returns.

I changed the water, added more feed and have been checking on them every five minutes.

This fish story is a true sign for me today, that we should not lose hope. Even when it seems there is no one, life can reward us a surprise and give us strength to live. 

Turkey bans delivery of 100 tons of US humanitarian aid to Armenia through its airspace

YEREVAN, OCTOBER 14, ARMENPRESS. Turkey has banned the delivery of 100 tons of US humanitarian aid to Armenia through its airspace, ARMENPRESS reports High Commissioner for Diaspora Affairs Zareh Sinanyan said in a press conference.

‘’During these days nearly 700 tons of humanitarian aid have been delivered to Armenia from different counties – Russia, the USA, France, Ukraine, European countries, Javakhk, Tbilisi and this assistance is ongoing.  There is another 100 tons of humanitarian aid, ready to be delivered from the USA, but Turkey has banned delivery of even humanitarian aid through its airspace, as a result of which that flight is being delayed’’, Sinanyan said.

In addition to political support to Azerbaijan, Turkey also supports it in the battlefield, by using its air force and sending thousands of terrorists to fight against Armenians.

Syrians Make Up Turkey’s Proxy Army in Nagorno-Karabakh

After fighting Turkey’s battles in Libya, the Syrian National Army is caught in the conflict between Armenia and Azerbaijan—and dozens are dying.

Early Sunday morning, the bodies of more than 50 Syrians killed in a conflict raging far from their own borders—in a land many had barely heard of a few months ago—were returned home for funeral preparations.
 
They were members of militias that had fought previously in northern Syria, then Libya, and now in the disputed enclave of Nagorno-Karabakh—but always on behalf of Turkey.
 
“No one wants to make money from wars” after almost a decade of civil war, said the father of one Syrian mercenary. But displacement inside Syria, and the inevitable economic troubles that accompany long-term unrest, has left some young men with little choice.
 
According to sources within the Syrian National Army (SNA), the umbrella term for a group of opposition militias backed by Turkey, around 1,500 Syrians have so far been deployed to the disputed Nagorno-Karabakh region in the southern Caucasus. It’s the latest proxy standoff between Turkey and Russia, which are already on opposing sides in Syria and Libya. Ankara has declared strong support for Azerbaijan, while Moscow is traditionally closer to Armenia.
 
The mountainous and landlocked region of Nagorno-Karabakh is recognized internationally as Azerbaijan’s territory but has a mostly Armenian population. The two countries went to war between 1988 and 1994, eventually declaring a cease-fire, but never reached a settlement over the dispute. The border between the two is considered one of the most militarized in the world, and the current fighting, which broke out last month, is the worst seen since the cease-fire, with each of the two former Soviet republics placing the blame on the other.
 
Heavy clashes continued over the weekend, and Armenian forces fired rockets at Ganja, Azerbaijan’s second-largest city, killing at least one civilian and injuring four more. More than 220 people have died since violence flared just over a week ago, many of them from artillery shelling.
 
Shortly after conflict erupted between Armenia and Azerbaijan, Turkey sought to mobilize the SNA, sometimes called Turkey’s proxy army. Thousands of SNA fighters have been hired by Turkey over the last year to fight in Libya on behalf of the U.N.-backed Government of National Accord in Tripoli, which is fighting Russian-backed forces. Some of the SNA fighters have since reportedly returned to Syria for training ahead of dispatch to Nagorno-Karabakh; some were given only five days of training before shipping out, while others had between two weeks and a month of training, according to SNA sources.
 
The first fighters were transferred in late September to southern Turkey and then flown from Gaziantep to Ankara, before being transferred to Azerbaijan on Sept. 25. According to fighter accounts, SNA commanders arrived earlier to explore the region and coordinate with the Azerbaijani army about the distribution of troops.
 
For many young men, displaced by years of civil war at home and bereft of economic opportunities, the lures of a mercenary life are religious propaganda—and money. Fighters are offered four-month contracts for $1,500 a month, paid in Turkish lira.
 
But many are already regretting it, especially now that a reported 55 Syrian mercenaries have been killed after being confronted with a lot more hands-on fighting than they’d been promised.
 
“All fighters are unhappy with the situation here in Azerbaijan,” said one Syrian on the ground in Azerbaijan’s Barda district, who asked to remain anonymous out of fear of reprisal. “The psychological situation is bad after the martyrdom of a number of our friends.”
 
 
 

Israel Is Sending Weapons to Azerbaijan as Fight With Armenia Continues

Israeli arms are fueling Azerbaijan’s fighting with Armenia in the disputed Nagorno-Karabakh region. Hikmet Hajiyev, assistant to the president of Azerbaijan, told Israeli media that the Azeri military has been using Israeli-made attack drones in the recent violence.

Israel and Azerbaijan are major trading partners. The two countries have signed defense agreements together, and it is believed that Israel provides the Azeri military with 60 percent of its weapons. Israel also gets a large amount of its oil and natural gas from Azerbaijan. Azeri cargo planes have been recently spotted at an air force base in southern Israel.

Azeri cargo planes landing at this base is a relatively common occurrence, but the timing and frequency of recent flights indicate Israeli arms are fueling the conflict. According to Haaretz, two Azeri Ilyushin Il-76 freighters landed at the base last Thursday, just days before the fighting broke out. Two more freighters arrived on Tuesday and Wednesday, which means Azeri forces could be replenishing their weapons.

Hajiyev said that the Azeris “very much appreciate the cooperation with Israel, especially the defense cooperation.” So far, Israel has remained silent on the fighting in Nagorno-Karabakh. When asked if this silence bothered the Azeris, Hajiyev said, “No, no, Israel and Azerbaijan understand our situation” and cited multiple agreements between the two countries.

The fighting in Nagorno-Karabakh continued for a fourth day on Wednesday and shows no sign of slowing down. Turkey has been accused of intervening in the battle on behalf of the Azeris, with Armenia claiming Ankara is using F-16s to shoot down Armenian fighter jets. Turkey denies the charge. Reports say Ankara has been helping its ally in another way, by sending mercenaries from northern Syria to the region to support Azerbaijan.
