Minister of Industry calls for more public-private partnerships to boost UAE industrial development

YEREVAN, SEPTEMBER 7, ARMENPRESS/Emirates News Agency WAM. Dr. Sultan bin Ahmed Al Jaber, the UAE Minister of Industry and Advanced Technology, held his first meeting with the members of the Industrial Coordination Council, ICC, outlining the leadership’s vision to advance the nation’s industrial sector and the critical role the ICC plays in supporting the Ministry’s mandate.

Dr. Al Jaber, who was joined in the virtual meeting by Sarah bint Yousif Al Amiri, Minister of State for Advanced Sciences, made clear his commitment to working with the ICC and directly with the private sector, in particular to increase the UAE’s in country value by nurturing the SME sector and creating sustainable jobs.

For the first time, the ICC meeting also included key members from the UAE private sector, who engaged with the group on their views on how to enhance current regulatory and policy challenges in order to empower industrial sector growth and sustainability in the UAE.

Dr. Sultan Al Jaber said, "We have a formidable opportunity ahead to realise the ambitions of our leadership, play a pivotal role in the future of our national economy and achieve the three national priorities set forth which include empowering national industrial development, ensuring in country value and raising the competitiveness of our industries."

"A key enabler for success will be an active engagement with both the public and private sector to ensure regulatory and legislative frameworks are optimal, relevant and adapt to the realities of today and are flexible enough to provide the right platform for the change and growth our leadership envisages in the decades ahead.

"We must leverage the fundamental building blocks that are already in place, including our world-class logistics infrastructure, unique energy assets and a leading position in technological innovation and AI education, to drive our economy into the fourth industrial age."

Dr. Al Jaber added, "Through our work with the Council and its working groups, we will align on goals and initiatives; identify, consult on and resolve issues at Emirate and federal levels; test and prototype policies before they are rolled out; and engage with the industries, technology leaders and companies as a listening, constructive partner."

Sarah Al Amiri said, "What is critically important is that we align our efforts in adopting 4IR technologies – including the Internet of Things, real time data analytics and robotics – to enable and support current industries. Our objective must be to drive efficiencies, economies and evolutions in their production and fabrication processes, and to position the UAE as a driver of change and development for industry.

"As part of those efforts, we will establish new industrial clusters that both utilise and develop advanced technologies – supporting home-grown enterprises and attracting investors and investment. As a Ministry, we will work with our partners in public and private sectors to concentrate research and development efforts and output on the technological needs of the industrial sector for the benefit of today’s and tomorrow’s economies."

The Ministry aims to implement the vision of the leadership by enhancing the contribution of advanced technology to the sustainability of economic growth, raising the efficiency and competitiveness of the industrial sector in the country and supporting strategic industries that contribute to advancing the national economy and increasing the gross domestic product.

Iran rejects reports of sending Russian arms to Armenia

TEHRAN, Sep. 07 (MNA) – The Embassy of the Islamic Republic of Iran in the Republic of Azerbaijan on Monday strongly rejected some media reports about the transfer of Russian military equipment to Armenia through Iran.

Some media reports about the transfer of Russian weapons and other military equipment through the Norduz border crossing to Armenia are baseless and false, the Iranian embassy said in a statement. 

The release of this news is a sabotage of the hostile forces opposing the closeness of the relations between the two countries of the Islamic Republic of Iran and the Republic of Azerbaijan, it added.

The news aims at undermining the developing cooperation and friendship relation between the two countries, the embassy said.

Senior lawmaker says Prosperous Armenia party is under influence of certain political force

YEREVAN, SEPTEMBER 4, ARMENPRESS. Head of the ruling My Step faction of the Armenian Parliament Lilit Makunts says the opposition Prosperous Armenia party is not acting by its own political agenda and is under the influence of certain political forces.

Asked what is her reaction to Prosperous Armenia party leader Gagik Tsarukyan’s statement according to which he is going to hold a rally, Makunts told reporters: “I think today’s situation is the same like that in 2015 when the Prosperous Armenia party was not guided by its own political agenda and was under the influence of other political forces. And as it happened in 2015, I think that in the context of being under the influence of other political forces the result is quite predictable”.

Asked what reasons she has for making such a claim, Makunts said various.

Azerbaijani press: OSCE PA concerned with illegal resettlement of Lebanese Armenians in occupied Azerbaijani territories

The members of the leadership (Bureau) of the OSCE Parliamentary Assembly (OSCE PA) expressed concern at a meeting held on September 2 about the illegal resettlement of Lebanese Armenians to the Azerbaijani territories occupied by Armenia, Trend reports.

The Bureau's members are also concerned by the intensity of provocations committed by the aggressor country against Azerbaijan in recent months.

A press release published on the results of the online meeting of the Bureau of the assembly on the OSCE PA website said that OSCE PA President, Giorgi Tsereteli touched upon issues related to the ongoing conflicts in the OSCE region, the escalation that has occurred in recent months on the Nagorno-Karabakh conflict, the illegal border process continuing on the territory of Georgia, and the continuation of the illegal occupation of the territories of Ukraine.

The Bureau members also discussed the existing prospects for the OSCE PA to contribute to the settlement of the Armenian-Azerbaijani conflict, the latest situation in the US, and Belarus, the importance of eliminating the consequences created by the COVID-19 pandemic.

The press release said that OSCE PA Vice-President, Azay Guliyev, touching upon the current situation around the Armenian-Azerbaijani conflict, informed the Bureau members about the letters addressed to President Tsereteli and heads of delegations of several countries on the OSCE PA.

The vice president of the OSCE PA noted that these letters contain a call to support a just resolution of the Armenian-Azerbaijani conflict under international law and the principles of the 1975 Helsinki Final Act.

The official information disseminated by the OSCE PA in the press in connection with the Bureau meeting contains the protest of the vice-president of the structure against the policy of Armenia on the illegal settlement of the occupied territories of Azerbaijan.

OSCE PA Vice-President Azay Guliyev raised the issue of resettlement of Lebanese Armenians by Armenia to the occupied Nagorno-Karabakh region of Azerbaijan after the recent explosion in Beirut and expressed concern in this regard.

At this meeting, along with the listed issues, the facts of Armenia's provocation against Azerbaijan in the direction of Azerbaijan’s Tovuz and the arming of Armenia by Russia were also discussed.

The _expression_ of the attitude of the OSCE PA to the provocative activities carried out by Armenia against Azerbaijan is of particular importance for giving a more adequate assessment of the aggressor country by the international community and protecting the fair position of Azerbaijan.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on the withdrawal of its armed forces from Nagorno Karabakh and the surrounding districts.

Boris Johnson Urged to Hold Turkey Accountable

Leaders of the organized Cypriot, Armenian, Kurdish and Egyptian diasporas in the United Kingdom have written to Prime Minister Boris Johnson urging him to “incentivize” Ankara to end its destabilizing actions in the Eastern Mediterranean as part of the ongoing UK-Turkey trade negotiations.

The communities, which have all felt the impact of Turkey’s authoritarianism and aggression, note that Turkey is increasingly a “destructive force” in the Eastern Mediterranean and the wider region. The communities said that Turkey is causing regional instability, undermining UK interests and espousing principles contrary to Global Britain.

The letter listed examples of Turkey’s actions, including:

  • Frequent illegal maritime and land incursions into neighboring countries, accompanied by statements that disregard & violate international law
  • Deliberately aggressive and inflammatory rhetoric from President Erdogan to stoke racial, religious and political tensions
  • Extensive jailing of journalists and restrictions on freedom of _expression_
  • Emerging & longstanding evidence of collusion with Daesh, facilitating the movement of foreign terrorist fighters via Turkey and exploiting/guiding illegal migration flows through Turkey

The co-signatories highlight the concern that such actions cause and point to the decision by the UK Foreign Secretary not to grant new export licenses to Turkey for weapons which may be used in Syria.

The organizations that jointly signed a letter to Prime Minister Boris Johnson

While the letter acknowledges London’s positive foreign policy agenda through the new sanctions regime against individuals that are responsible for human rights violations, it comments that this agenda “makes the UK’s current absence from the Eastern Mediterranean, where it has historically had a very prominent role, all the more noticeable.”
The letter urges the Prime Minister to use the negotiations to play a “crucial role” in holding the Turkish government to account “with clear commitments and conditions as part of the UK-Turkey trade deal.”

“These trade talks represent a unique opportunity to reinforce this positive foreign policy agenda, by encouraging and incentivizing Turkey to cease its actions aimed at destabilizing the Eastern Mediterranean and the wider region. We urge our Government to utilize this opportunity to reinforce our foreign policy goals,” concludes the letter.

The Central Bank has set the following prices for precious metals.

Defense Army never targeted civilian population: Artsakh denies Azerbaijani report

STEPANAKERT, AUGUST 26, ARMENPRESS. The defense ministry of Artsakh denies the Azerbaijani report according to which the Defense Army servicemen have opened fire from machine guns and sniper rifles at the direction of Ghapanly village in Tartar district.

The Artsakh defense ministry issued a statement which says: “Azerbaijan’s official propaganda, remaining committed to its policy which is based on lie and fraud, today issued a statement according to which the Defense Army servicemen opened fire from machine guns and sniper rifles towards Ghapanly village in Tartar district.

Artsakh’s defense ministry states that the aforementioned statement is another disinformation of the Azerbaijani side. Moreover, the civilian population and objects have never been and are never a target for the Defense Army.

The Defense Army units continue adhering to the ceasefire regime and are ready to take actions if necessary”.

Russian military holds Army 2020 airshow in Yerevan

YEREVAN, AUGUST 28, ARMENPRESS. Fighter jets and military helicopters of the Russian military displayed exhibition flights at the Erebuni airfield in Yerevan in an airshow as part of the Army 2020 International Military-Technical Forum.  

The airshow involved MIG-29s, MI-24s and MI-8MTVs.

The exhibition was open for the public.

Government Panel Wants To Abolish Armenia’s Constitutional Court

A government commission on constitutional reform has recommended the abolition 
of Armenia’s Constitutional Court which has been locked in a standoff with Prime 
Minister Nikol Pashinian’s administration.

The 15-member commission voted narrowly over the weekend for a draft amendment 
that would merge the Constitutional Court with the Court of Cassation, the 
country’s highest body of criminal and administrative justice. Armenia would 
have a U.S.-style Supreme Court as a result.

Pashinian said in June that the ad commission body formed by his government in 
January should “very seriously” such a merger.

Daniel Ioannisian, one of the eight commission members who backed the idea, said 
on Monday that the Supreme Court would make it easier for Armenians to challenge 
the legality of decisions made by various state bodies.

Ioannisian also argued that many Constitutional Court rulings have been ignored 
by other Armenian courts. “We will address this problem as well,” he told 
RFE/RL’s Armenian service. “Courts will now know that [every Supreme Court 
ruling] is the position of a court to which they are subordinate.”

But Artur Ghambarian, one of the seven other members who oppose the merger, 
insisted that the commission majority failed to substantiate the need for such a 
dramatic change. “They should come up with serious arguments and grounds in 
favor of dissolving major constitutional institutions and creating new ones in 
their place,” he wrote on Facebook.

Other critics, notably supporters of Armenia’s former leadership, claimed that 
the proposed dissolution of the Constitutional Court is part of Pashinian’s 
efforts to gain control over the judiciary.

For almost a year, Pashinian was at loggerheads with seven of the nine members 
of the Constitutional Court, accusing them of being linked to the former regime 
and impeding judicial reforms.

In June, the Armenian parliament controlled by his My Step bloc passed 
constitutional changes calling for the gradual resignation of those judges. They 
all had taken the bench before April 2018.

The amendments required two of them to resign with immediate effect. They also 
stipulated that Hrayr Tovmasian must quit as court chairman but remain a judge.

Tovmasian and the ousted judges have refused to step down, saying that their 
removal is illegal and politically motivated. They have appealed to the European 
Court of Human Rights (ECHR) to have them reinstated.

Despite the legal action, Pashinian, President Armen Sarkissian and a nationwide 
assembly of Armenian judges have nominated candidates to replace the ousted 
judges. Under the Armenian constitution, all new members of the Constitutional 
Court must be appointed by the parliament.

The government nominee, Vahram Avetisian, last week withdrew his candidacy 
opposed by some lawmakers affiliated with Pashinian’s bloc. The government has 
yet to formally pick another candidate.




Armenian Soldier Captured By Azerbaijan

ARMENIA -- Armenian soldiers take their position on the front line in Tavush

An Armenian army officer was taken prisoner by Azerbaijani forces over the 
weekend in disputed circumstances.

Armenia’s Defense Ministry said the junior officer, Gurgen Alaverdian, lost his 
way due to “extremely unfavorable weather conditions” as he was about to inspect 
an Armenian frontline position on Saturday evening. It did not specify whether 
the position is located on the Armenian-Azerbaijani border or the “line of 
contact” around Karabakh.

The Azerbaijani military claimed, meanwhile, that its troops deployed in the 
Goranboy district just north of Karabakh captured Alaverdian while fighting back 
an Armenian commando attack early on Sunday.

Shushan Stepanian, the spokeswoman for the Defense Ministry in Yerevan, 
dismissed the claim as “disinformation.”

“There was no [Armenian] sabotage attack,” said Stepanian. “They are just trying 
to portray the officer who lost his way as a saboteur.”

As of Monday afternoon it was not clear whether the Armenian government has 
asked representatives the International Committee of the Red Cross (ICRC) to 
visit Alaverdian in Azerbaijani custody or ascertain his whereabouts. The ICRC 
has offices in Baku and Yerevan.




Russian Firm To Modernize Armenian Warplanes

Nine months after acquiring sophisticated fighter jets from Russia, the Armenian 
military has contracted a Russian defense company to modernize its older combat 
aircraft.

Armenia’s Defense Ministry signed on Monday a relevant agreement with Russia’s 
United Aircraft Corporation (UAC) at a ceremony in Moscow attended by Defense 
Minister Davit Tonoyan.

A ministry statement said UAC will repair and upgrade Sukhoi Su-25 aircraft that 
formed until recently the backbone of Armenia’s small Air Force. It released no 
financial or other details of the deal.

UAC is a state-owned holding company that comprises Russia’s leading civilian 
and military aircraft manufacturers.

Su-25, also known by the NATO reporting name Frogfoot, went into service with 
the Soviet Air Force in the early 1980s and has been repeatedly modernized since 
then. Russia’s official TASS news agency reported last year that the latest 
upgraded version of the low-flying warplane will be equipped with new target 
sighting and precision bombing systems.

The Armenian Air Force has 15 or so such aging jets designed for close air 
support and ground attack missions. It was significantly reinforced late last 
year by four Sukhoi Su-30SM fighter jets purchased from Russia.

Su-30SM can perform a much broader range of military tasks with more long-range 
and precision-guided weapons. It is a modernized version of a heavy fighter jet 
developed by the Sukhoi company in the late 1980s. The Russian military first 
commissioned Su-30SM in 2012.

Tonoyan told reporters in January that Armenia will receive more such jets 
“soon.” He had said earlier that the Armenian military plans to have 12 Su-30SMs 
in the coming years.

Russia has long been the principal source of military hardware supplied to the 
Armenian army. Membership in Russian-led Collective Security Treaty Organization 
(CSTO) allows Armenia to acquire Russian weapons at knockdown prices and even 
for free.




Armenian Defense Chief Visits Moscow

Defense Minister Davit Tonoyan met with his Russian counterpart Sergei Shoigu in 
Moscow on Sunday to discuss the situation in the Nagorno-Karabakh conflict zone 
and Armenia’s close military ties with Russia.

The two men held talks on the sidelines of a security forum timed to coincide 
with the start of the annual International Army Games organized by the Russian 
military.

The Armenian Defense Ministry said they discussed the aftermath of last month’s 
deadly fighting on Armenia’s border with Azerbaijan and the current situation 
there as well as the Armenian-Azerbaijani “line of contact” around Karabakh.

“Davit Tonoyan emphasized that the aggressive rhetoric of some countries and 
steps of military nature taken by them are aimed at destabilizing and 
militarizing the regional situation,” read a ministry statement.

Tonoyan appeared to refer to not only Azerbaijan but also Turkey which has 
blamed Yerevan for the border clashes and voiced support for Baku in unusually 
strong terms. Ankara’s reaction, strongly condemned by the Armenian government, 
has raised the possibility of Turkish military intervention in the Karabakh 
conflict.

Russian President Vladimir Putin warned against attempts to further heighten 
tensions in the conflict zone when he spoke with his Turkish counterpart Recep 
Tayyip Erdogan by phone on July 27.

Russia has up to 5,000 troops stationed in Armenia. Successive Armenian 
governments have regarded the Russian military presence as a crucial deterrent 
against possible Turkish aggression.

The clashes between Armenian and Azerbaijani forces broke out on July 12 and 
continued for several days, leaving at least 17 soldiers from both sides dead. 
Russia’s Foreign Minister Sergei Lavrov said last week that “active Russian 
mediation” helped to stop them.

According to the Defense Ministry statement, Shoigu and Tonoyan also discussed 
bilateral ties and reached understandings on “upcoming steps towards military 
cooperation” between their countries. The statement did not elaborate.

The Russian Defense Ministry similarly gave no details of their discussion of 
“pressing issues of bilateral cooperation in the military sphere.”

Tonoyan’s press office also reported that during his latest trip to Moscow the 
Armenian defense minister will meet with top Russian defense industry executives 
and government officials overseeing Russian arms exports. Russia has long been 
the principal sources of weapons and other military hardware supplied to the 
Armenian army.
