Congressional Armenian Caucus chairs call on Trump Administration to hold Azerbaijan accountable

WASHINGTON—The Co-Chairs of the Armenia Caucus on Wednesday condemned the violence along the Armenian-Azerbaijani border near the village of Tavush and called on the Trump Administration to hold Azerbaijan accountable. Congressman Frank Pallone, Jr. (NJ-06), Congresswoman Jackie Speier (CA-14), Congressman Gus Bilirakis (FL-14), and Congressman Adam Schiff (CA-28) wrote to Secretary of State Mike Pompeo and Secretary of Defense Mark Esper to request that the United States encourage Azerbaijan to accept international monitoring and remove snipers, heavy arms, and new weaponry along the Artsakh and Armenian-Azerbaijani border.

“We are extremely concerned about the recent surge in violence along the Armenian-Azerbaijani international border near the village of Tavush. The recent outbreak of violence appears to be part of a deliberate campaign of incitement given the consistent barrage of combative rhetoric and provocative actions taken by from Azerbaijani President Ilham Aliyev and his ally, Turkish President Recep Tayyip Erdoğan,” the letter states. “The United States should not be aiding and abetting a reckless, autocratic state like Azerbaijan for any reason, especially not when it threatens a democratic partner like Armenia.”

The letter also expressed concerns about U.S. security assistance to Azerbaijan and its potential use against Armenia. The United States has sent over $100 million to Azerbaijan over the last two years, defying two decades of funding parity between Azerbaijan and Armenia. This funding has allowed Azerbaijan to shift resources toward offensive capabilities, threatening Armenian lives.

“We thank the Armenian Caucus for their forceful letter to Secretaries of State and Defense and echo their call for U.S. condemnation of Azerbaijan’s cross-border aggression against the Tavush region of Armenia,” said ANCA Executive Director Aram Hamparian.  “We share their support for the Royce-Engel Peace Proposal as the best path toward peace, as well as their alarm over Turkey’s reckless, anti-Armenian actions and rhetoric. Ankara needs to stop pouring fuel on the fire.”

We are extremely concerned about the recent surge in violence along the Armenian-Azerbaijani international border near the village of Tavush. The recent outbreak of violence appears to be part of a deliberate campaign of incitement given the consistent barrage of combative rhetoric and provocative actions taken by from Azerbaijani President Ilham Aliyev and his ally, Turkish President Recep Tayyip Erdoğan. While we appreciate the State Department’s message dated July 13 that urged calm on both sides of the ongoing conflict, we believe there is more the Trump administration can do to hold Azerbaijan accountable for violating the ceasefire in the short term and to help broker a fair and lasting peace moving forward.

On May 20, we wrote to you about the military exercises that were being held by Azerbaijan from May 18 to 22. We warned that these exercises – paired with the rhetoric of Presidents Aliyev and Erdoğan – would dangerously accelerate tensions between Azerbaijan and Armenia and could potentially destabilize security in the South Caucasus. Unfortunately, our concerns appear to be coming true.

To change the course of this conflict, we ask you to take assertive action by strongly encouraging Azerbaijan to accept international monitoring and implement the principles of the 2015 Royce- Engel proposals. These principles include the deployment of gunfire locators, the addition of observers, and the recalling of deployment of snipers, heavy arms, and new weaponry along the Artsakh line-of-contact and the Armenian-Azerbaijani border. We also maintain our concerns over the $100 million in security assistance the United States sent to Azerbaijan over the last two years through the Section 333 Building Partner Capacity program and continue to fear that money will be used by Azerbaijan against Armenia.

The United States should not be aiding and abetting a reckless, autocratic state like Azerbaijan for any reason, especially not when it threatens a democratic partner like Armenia. Once again, we urge you to immediately condemn the reckless actions of the Azerbaijani military and work with our allies and international partners to encourage the Aliyev regime to accept the principles of the Royce-Engel proposals.

Iran’s balanced position on NK conflict settlement has not changed, says Ambassador

YEREVAN, JULY 8, ARMENPRESS. Ambassador of Iran to Armenia Abbas Badakhshan Zohouri commented on the contradictory statements of the Iranian Ambassador to Azerbaijan over the Nagorno Karabakh conflict settlement.

In an interview to Armenia’s Public TV, the Iranian Ambassador said Iran’s balanced position on the NK conflict settlement has not changed.

The reporter said the Iranian Ambassador to Azerbaijan sometimes is making such statements which differ from the official position of Iran and asked the Ambassador what is the official position of Iran in this respect.

“We have always expressed the position of the Islamic Republic of Iran on the Nagorno Karabakh conflict settlement, no change has taken place in our position. If there are people who express other opinions, they are not official stances, and the balanced position which has been adopted by Iran has remained unchanged. And any change would have been presented by the spokesperson of the Iranian foreign ministry which has not been done”.

Russian reconciliation center warns of chemical provocation being staged in Syria

YEREVAN, JULY 9, ARMENPRESS. Militants have made at least 15 explosive devices containing unknown substance for a provocation in Syrian inhabited localities, Alexander Shcherbitsky, chief of the Russian Center for Reconciliation of the Opposing Parties in Syria, said on July 8, reports TASS.

“According to the intelligence, militants have manufactured minimum 15 improvised bombs stuffed with unknown toxic substance in a special laboratory located in the town of Sarmada”, Shcherbitsky said.

According to tip-offs from the local population, he added, the Hayat Tahrir al-Sham terrorist group (banned in Russia) “is planning a provocation in the settlement of Sfuhon, Fatira and Flaifel, Idlib province, with the aim to blame the government forces for the use of chemical weapons”.

Sports: Armenia football club goalkeeper tests positive for coronavirus

Vardan Shahatuni, the goalkeeper of FC Lori of Vanadzor, Armenia, has been infected with COVID-19, the club's press service reported in a statement which reads as follows, in part:

"Today the test result was positive for goalkeeper Vardan Shahatuni. He has already been hospitalized and is under medical supervision. Another three footballers are running a fever at the moment.

"On July 9, the Lori footballers and staff will be tested once again in accordance with the established procedure."

To note, in the last round of the current season in the Armenian Premier League, Lori is scheduled to play host to Ararat Yerevan on July 14.

ANC-UK relaunched the All-Party Parliamentary Group for Armenia

The Armenian National Committee of the United Kingdom announced the relaunch of the All-Party Parliamentary Group (APPG) for Armenia, which held its inaugural annual general meeting Thursday with a cross-party group of members of the House of Commons and the House of Lords. The meeting elected member of parliament Tim Loughton as Chair.

The mission of the APPG is to cultivate stronger relations between Armenia and the United Kingdom in areas such as trade, tourism, education and development.

The security of Armenia is a major concern. Promoting its security not only establishes stability in the region but also advances commercial interest of United Kingdom.

The APPG further appointed member of the British House of Lords Baroness Cox as co-chair, while parliament members Andrew Rosindell, James Gray, Mark Pritchard, Feryal Clark were appointed Vice Chairs. Member of parliament James Murray was appointed an officer with Annette Moskofian, the ANC-UK chairperson, serving as the board’s secretariat.

Chargé d’affaires of the Armenian Embassy, Gagik Kirakosyan was also present at the meeting as a guest.

Turkey: Verdict expected in trial of high-profile human rights
activists facing up to 15 years in jail

A verdict is expected tomorrow in the cases of 11 human rights
defenders, including two former Amnesty Turkey leaders, who have spent
nearly three years fighting trumped-up charges and could face up to 15
years behind bars if found guilty.

Ahead of the hearing in Istanbul, Amnesty International said only the
acquittal of all 11 could deliver justice for the activists who face
baseless terrorism charges.

“From the start, this has been a politically motivated trial, just
like so many others against other human rights defenders, journalists,
lawyers, academics and activists,” said Idil Eser, former Amnesty
Turkey Director and one of the human rights defenders on trial.

“These prosecutions aim to silence those in the dock and send a
message to the rest of society: fight for human rights or speak the
truth at your peril. We’ll be hoping for the best, but ready for the
worst.”

Over the course of the past 11 hearings, the ‘terrorism’ allegations
made against all 11 defendants have been repeatedly and categorically
disproven, including by the state’s own evidence. The prosecution’s
attempt to present legitimate human rights activities as unlawful acts
has comprehensively failed.

After more than 14 months in prison, former Amnesty Turkey Chair and
now Honorary Chair Taner Kılıç was released on bail in August 2018.
Eight of the others spent almost four months each behind bars before
they were released in October 2017. But thousands of others caught up
in Turkey’s deep and far-reaching crackdown on dissent remain in jail.

At the tenth hearing in November 2019, the prosecutor requested
acquittal for five of the 11, and convictions for the remaining six.

“This verdict matters, not just to these 11 women and men and their
families but to everyone who values human rights, in Turkey and
beyond. No matter where you live, no matter which government rules
you, you may need to have your rights defended one day,” said Nils
Muižnieks, Amnesty International’s newly-appointed Europe Director.

“Tomorrow, the eyes of the world will be on the courtroom in Istanbul.
Any verdict other that acquittal for the 11 would send a shiver down
the spines of those who believe in peaceful civil society activism.
But whatever happens with our friends and colleagues in the Büyükada
case, we will continue to fight for justice for all in Turkey.”


BACKGROUND

At the hearing in November 2019, the state prosecutor presented his
final opinion requesting convictions against Taner Kılıç for
“membership of a terrorist organization”, Idil Eser, Özlem Dalkıran,
Günal Kurşun, Veli Acu and Nejat Taştan for “knowingly and willingly
assisting a terrorist organization”. He requested that the court
acquit Nalan Erkem, İlknur Üstün, Şeyhmus Özbekli, Ali Gharavi and
Peter Steudtner.

At the last hearing in February, seven of the human rights defenders
and their lawyers presented their final defence statements. At the
hearing on 3 July the four remaining human rights defenders and their
lawyers will present their final statements before a verdict is
announced.

Nikol Pashinyan: Mortality rate in Armenia increased by 30%

On June 1, Prime Minister of  Armenia Nikol Pashinyan stated this during a briefing.  Pashinyan  noted that every citizen should do everything possible so as not to  become infected with coronavirus and not to infect others.  , the  prime minister emphasized.

The head of the Cabinet also spoke about how people suffer from the  disease. , – said Pashinyan.

In conclusion, the Prime Minister emphasized that according to  statistics, in the first 5 months of 2020, fewer people died in  Armenia than in 2019.

Asbarez: ‘We Have Not Engaged in Populism,’ Says ARF Armenia Leader

In an extensive Facebook Live interview with Azatutyun.am on Monday, the chairman of the Armenian Revolutionary Federation Supreme Council of Armenia Ishkhan Saghatelyan answered a wide range of questions from Facebook members and anchor Narine Ghalechyan about the current constitutional impasse, the party’s posturing on domestic issues as well as the situation in Artsakh.

Late last week, the ARF announced that Saghatelyan has met with the chairman of the Prosperous Armenia Party Gagik Tsarukyan and the chairman of the newly-established Homeland party, former head of Armenia’s National Security Service Arthur Vanetsyan to form a working group that will create a roadmap for the country to emerge from the constitutional impasse created by parliament last week, when the ruling My Step party lawmakers passed amendments to the constitution forcing the ouster of two Constitutional Court judges and the termination of the term of its chairman Hrayr Tovmasyan.

Saghatelyan said in the interview that the only way out of the current impasse is through snap parliamentary elections. This response was followed by Ghalechyan pointing out that the party did not pass the threshold needed during the 2018 elections and whether the ARF leader anticipated a different outcome.

“The issue isn’t whether we will succeed or not. There is the imperative for a new caliber of leadership, which can only be formulated by the people through new elections,” said Saghatelyan. “During the past two years, the expectations of the people have changed.” He promised that during the next parliamentary elections, the ARF will have a decisive presence.

He explained that the party’s aim is for the demands that were laid out by the people during the 2018 popular movement come to fruition and explained that the party’s participation in the government of Prime Minister Nikol Pashinyan in the early days after the movement was to ensure that the those expectations were addressed.

Saghatelyan candidly said that his party’s methods of communicating with the people must change, adding that there have areas for improvement. He added, however, that party might not have received enough votes because “we have not engaged in populism.”

It was pointed out that during the past two years there have been many judicial proceedings against former government officials who were charged with corruption and embezzlement, yet the ARF deems these steps as judicial misconduct.

Saghatelyan explained that the ARF has voiced concerns when the application of the law has been selective. “If the government is using them [the laws] as levers to pressure the opposition, we have a problem with that.” He said that the government has had two years to work on this matter and demanded that it present an accounting of what it has collected from the those suspected of looting the national coffers.

The ARF leader rejected the notion that it is pursuing an agenda that is based on the previous regime and the former ruling Republican Party of Armenia, calling such assertions “unacceptable.” He explained that even when the ARF was part of the ruling coalition, which he characterized as itself being a difficult process, the party never wavered from advancing its approaches to critical issues dealing with the improvement of the people’s quality of life.

On the Artsakh issue, Saghatelyan was clear and pointed out that during the more than 30 years of the movement, the ARF has never wavered from its commitment to the liberation movement, recalling its role in the liberation movement, the war, as well as its readiness during the 2016 April War, during which he said some 400 ARF volunteers showed up at the Artsakh border within hours of the Azerbaijani attack. He said any suggestion otherwise about the party is “a red line that must not be crossed.”

To a question about whether the ARF, given its current opposition status in Armenia, will discontinue its activism abroad on issues pertaining to Armenia and Artsakh, Saghatelyan was decisive in his response, saying that the ARF organization in the Diaspora has never stopped its advocacy and activism to advance issue regarding Artsakh or Armenia. He pointed out that during the Levon Ter-Petrosian presidency, when the ARF was forcibly shut down in Armenia, the party’s relevant bodies in the Diaspora continued to advance the issues of strengthening Armenia and the right to self-determination of Artsakh.
