YEREVAN, FEBRUARY 12, ARMENPRESS. Prime Minister of Armenia Nikol Pashinyan today received the EU-member States’ Special Envoys for the Eastern Partnership.

As ARMENPRESS was informed from the Office of the Prime Minister, in his opening remarks, Nikol Pashinyan said:
“I am glad to welcome such a representative delegation from the EU member states whose primary task is to promote the vision and the progress of the Eastern Partnership.

Partnership with the European Union is of an immense importance for Armenia – especially for the institution building and economic development of our country. The Comprehensive and Enhanced Partnership Agreement (CEPA) is the main instrument of our cooperation, and Armenia is fully committed to its implementation. This is a landmark strategic document, which provides effective mechanisms for advancing both our partnership with Europe and the reforms in our country.

We hope that the ratification of the Agreement will be carried out in a timely manner. I am grateful for those countries which have already completed it. But at the same time, taking this opportunity I would like to ask you to convey our request to your governments to expedite the ratification process.

As you may know, last year our country and society have undergone through tectonic transformations, which led to the triumph of true democracy. The Armenian society here in Armenia and in Diaspora has fully embraced and supported those developments.

Our Government aspires to strengthen human rights, achieve coherent democracy, good governance, the rule of law, independence of judiciary and level playing field for all political and economic actors. This makes us even closer to the values and aspirations that have been put at the heart of the Eastern Partnership.

The logical pinnacle of our revolution was the snap parliamentary elections held last December. I am proud that the international observers assessed the elections as completely consistent with OSCE standards, and hailed as democratic, free, fair and transparent. In fact, they were the best elections ever held in Armenia since the first years of our independence.

Having finalized the political transformation, our government is currently concentrated on the economic transition. We have to make an economic revolution. We have adopted ambitious reform agenda aimed at establishing a true competitive environment for doing business, improving and simplifying the regulatory framework, eliminating barriers to trade, and attracting foreign direct investment.

As one of our priorities we are currently making steps to promote technology and knowledge based economy.

Today, the technology sector is one of the driving forces of our economic growth. Information Technologies have huge potential for development in Armenia. They are becoming one of our main comparative advantages and could constitute the corner stone of our economy in the future.

In this regard I would like to inform you, that Armenia will host the 23rd World Congress on Information Technology, which will be held from October 6 to 9, 2019, in Yerevan. 
Hundreds of business community members, academicians and government representatives from a few dozen countries will attend the event. Taking this opportunity, I would like to ask you to share this information with your respective governments to dispatch their representatives to this remarkable event.

Implementation of reforms is a difficult process requiring significant financial and intellectual resources. In this regard, the continuous EU financial and technical assistance is of critical importance for us. We highly appreciate it. However, to tell the truth, today we are expecting more support from the EU. We believe that it should conform with the remarkable democratic achievements registered in Armenia. Please convey to your capitals the message that enhanced EU assistance could accelerate the reforms undertaken in Armenia, and make them more robust and instrumental.

Visa Liberalization Dialogue is another important commitment. Armenia has been undertaking consistent steps towards the effective implementation of the Visa Facilitation and Readmission Agree¬ments. And, we hope that the EU Member States will duly evaluate our progress and develop the required Visa Liberalization Action Plan.

With regard to the Nagorno Karabakh, I would just like to inform you that yesterday, I met with the EU special representative for South Caucasus and the Crisis in Georgia Mr. Toivo Klaar, and had a detailed conversation over the conflict and my recent meetings with president Aliyev.

Here, I want to conclude my remarks just to leave more time for your questions. I am ready to answer to all your questions including those pertaining to the Nagorno-Karabakh issue.”

On behalf of the delegation, Special Envoy on Eastern Partnership at Austrian Federal Ministry for Europe, Integration and Foreign Affairs Dr. Thomas M. Buchsbaum stressed the importance of today’s meeting, which was an opportunity to discuss issues related to the Eastern Partnership program and the deepening of EU-Armenia cooperation.

“Mr. Pashinyan, representatives from 16 EU-member states have arrived in Armenia to get acquainted with your reform agenda, your vision of economic revolution and express their readiness to support Armenia, which is part of the Eastern Partnership program. We welcome the peaceful implementation of democratic changes in Armenia and the smooth transition to the parliamentary system of governance,” he said.

Dr. Thomas M. Buchsbaum welcomed the holding of parliamentary elections in Armenia in December last year, which fully complied with the standards of democratic elections and the results of which once again testified to the great public confidence in the Prime Minister of Armenia.

Speaking about the December 9 elections, Nikol Pashinyan stated, in part: “They proved to be the first-ever free, fair, transparent and democratic elections in the history of independent Armenia. Elections used to be rigged in Armenia before that. The chapter of fraudulent elections is closed forever, which is the reflection of our political will. Our agenda is to strengthen democracy and transform the economy.”

The Premier underscored that the economic revolution is supposed to create real opportunities for people, local and foreign investors, and the government is already implementing reforms to improve the applicable legislative and institutional framework, as well as to introduce new tools.

In response to questions about democracy in Armenia, Nikol Pashinyan emphasized: “Democracy is an inner conviction for us; it is a system of values to our society, not a foreign policy or a geopolitical choice.”

During the question-and-answer session, Prime Minister Pashinyan touched upon Armenia’s democratic challenges, the strengthening of democratic institutions, the fight against corruption, the final success of the reform process, women’s increased involvement in public life, the settlement of the Nagorno-Karabakh conflict, the development of EU-Armenia cooperation, the opportunities available to Armenia’s partners and a number of other issues of topical concern.

Central Bank denies media allegations that it uses ‘repressive’ measures to stabilize the exchange rate of the dram

YEREVAN, February 8. /ARKA/. Armenia’s Central Bank denied today media allegations claiming that it uses ‘repressive’ measures to stabilize the exchange rate of the national currency, the dram. Central Bank spokesman Harutyun Berberyan told ARKA news agency that media reports are based on what he described as ‘inappropriate assumptions."

Several local media outlets claimed today, citing their own sources, that the regulator does not allow local commercial banks to buy US dollars. Some of the reports went as far as to claim that the Central Bank’s decision to put into circulation new generation banknotes was evidence of economic instability.

Harutyun Berberyan said local media outlets and their "well-informed sources close to the Central Bank", could visit the Central Bank’s official webpage to see how much of forex it sells daily before making such allegations. 

“Instead of trusting “sources close to the Central Bank,” media outlets should not be too lazy and check  the information on interventions  made by the regulator, which is available on its website,” Berberyan suggested.

As for the release of new generation banknotes, the conclusion made by the media that this indicates the country's economic instability is simply ridiculous, he added.

"We again urge the media to seek comments from the Central Bank before publishing unverified stories, based on their own assumptions or ‘analyses,’ he said.

According to the Central Bank, the USD has been growing slightly since the beginning of 2019. On January 8 the greenback traded at 484.37 drams, today the exchange rate has grown to 488.69 drams. –0–

Urges Strong Voter Turnout for March 5 Special Election

GLENDALE—The Armenian National Committee of America – Western Region this week announced its endorsement of Jackie Goldberg who is a candidate for the special general election for Los Angeles Unified Board of Education District 5 set for March 5.

Goldberg is a lifelong activist with a long record of public service. A former teacher who served in the California State Assembly, Goldberg was elected to the LAUSD Board of Education in 1983 where she served for two terms. Her leadership was instrumental in creating a districtwide K-12 dual language (bilingual) education program, creating and implementing a secondary peace curriculum, establishing on-campus health clinics, improving curriculum in reading, math and science, fostering policies that helped the District overcome an acute teacher shortage, successfully building new schools and additions to begin to address multi-track calendars and other overcrowding issues, and developing school-based management to create accountability and ownership for teachers and administrators at each school site.

In the 1990s, Goldberg was elected to the 13th District seat on the Los Angeles City Council representing Atwater Village, East Hollywood, Echo Park, Elysian Valley, Glassell Park, Historic Filipinotown, Hollywood, Little Armenia, Mid-Wilshire/Koreatown, Thai Town and Silver Lake. She was responsible for getting the city to approve the designation of Little Armenia. During her time as a California State Assemblymember, Goldberg also supported the grassroots efforts of the ANCA-WR to pass the Trade Office Bill in 2002, whose goal was to establish a California Regional Trade Office in the Republic of Armenia to facilitate trade and commerce between the two entities. After the devastating earthquake in Armenia in 1988, Goldberg collected donations from students and personally delivered the generous aid to quake-ravaged areas in Armenia.

During her meeting, Jackie Goldberg presented her knowledge of Armenian American issues and expressed her readiness to support the Armenian community.

As a part of this endorsement process, the ANCA-WR Board worked in conjunction with its Education Committee and local chapter constituents to carefully review Goldberg’s track record. An interview was then conducted where it became obvious that Goldberg’s long-standing affinity toward the Armenian community and issues of importance to it remains steadfast. For this reason, the ANCA-WR proudly endorses Jackie Goldberg for LAUSD District 5 and urges our community to turn out to vote for her.

LAUSD District 5 begins Los Feliz, Silver Lake and Echo Park, curves through Highland Park and Eagle Rock, then slices down through a sliver of El Sereno into the southeast cities of Vernon, Huntington Park and South Gate.

Israeli dronemaker allowed to renew sales to Azerbaijan

The Israeli defense ministry has allowed Aeronautics Ltd., an aircraft manufacturer, to again sell the unmanned aerial vehicles to Azerbaijan, The Times of Israel reports.

In August 2017, reports emerged that the company was suspected of using the Orbiter 1K kamikaze drone to attack Armenian forces in Nagorno Karabakh during a demonstration for Azerbaijani officials. The Israeli defense ministry launched an investigation, but last week the Ministry said that it had decided to revoke the export licenses of the company officials.

Aeronautics announced that the export licenses of three senior officials — CEO Amos Matan, deputy CEO Meir Rizmovitch and a third, unnamed, employee — were to be suspended by the Defense Ministry beginning in April.

On Monday, the company informed the Tel Aviv Stock Exchange that the ban on sales of its Orbiter 1K kamikaze drone to its “central customer ‘A’” had ended. “The Defense Ministry announced to the company that the suspension of its license was immediately canceled. The company can continue to supply the UAV to the aforementioned customer as soon as possible,” Aeronautics wrote.

The company also said the CEO, deputy CEO and third official were indeed being removed from the company’s export license beginning on April 3.

“This temporary suspension will remain in place until a decision is made to file or not file an indictment against the employees. Once the aforementioned decision is made, the temporary suspension will be reconsidered”, Aeronautics said.

Israel’s defense ministry probed allegation according to which Azerbaijan asked Aeronautics Defense Systems to demonstrate drone on Armenian military positions.The defense ministry recently received a complaint alleging that after a team from Aeronautics Defense Systems came to Azerbaijan seeking to finalize a contract for the sale of company’s Orbiter 1K unmanned aircraft, they were asked to deploy the aircraft, armed with explosives, on a military position of the Armenian army.

The existence of the complaint was reported on August 13 by the Israeli daily paper Maariv.

The company, however, denies the allegation that its staff conducted such a mission, stating that the company “never carries out demonstrations on live targets, and that was true in this case as well”.

According to Maariv, the two Israeli operators of the craft refused to hit the Armenian position, and after remaining firm in their refusal even after the Azerbaijani threats directed against them, senior representatives of the company armed and operated the unmanned aircraft themselves. Ultimately the drones are said to have missed their targets, and no damage was caused, but according to the complaint, one of them struck at a distance of about 100 meters (330 feet) from the position.

At this week’s Critics’ Circle Awards Neil McPherson, the long-serving artistic director of the Finborough, deservedly won the Special Award for services to theatre.

The Finborough, one of the tiny jewels in London’s theatrical crown, is especially skilled in the field of timely revivals, with its astute selections of unjustly neglected gems from the 20th century. Beast on the Moon (1995) is just such a play; Richard Kalinoski’s drama is a powerful exploration of family, memory and legacy, as it follows two young survivors of the Armenian genocide to new lives in America. 

Another factor in favour of Jelena Budimir’s production is a sparkling lead performance from Zarima McDermott, an actress about whom we are surely destined to hear considerably more. McDermott plays Seta, a 15-year-old who arrives in Wisconsin in 1921 as the “picture bride” of 19-year-old photographer Aram (George Jovanovic).

He selected her photo from those sent by the Mission in Istanbul and they married “by proxy”, but a well-intended muddle means that Seta wasn’t the woman he thought he’d picked. It’s the first blip of many in an uneasy relationship, burdened as it is by so much undiscussed trauma on both sides.

McDermott’s open, expressive, worried face sparkles with life and inquiry, and sometimes rage. Mr Tomasian, as Seta refers to him for many years, has fiercely traditional expectations of a wife, and these do not include cuddling a homemade doll instead of concentrating on “marital relations”. Their sparse living room is dominated by a family portrait with the faces of all the figures cut out. Only late on do we, and Seta, learn the terrible fate that befell Aram’s family at the hands of the Ottoman Central Committee.

The second half takes a different tack, with the arrival of an orphan boy called Vincent (adult actor Hayward B Morse). The play loses its way a little here, as we miss the powerful scenes between husband and wife, but what this section demonstrates so movingly is Seta putting down roots and blossoming in a place that welcomes hard-working immigrants of all nationalities. If that doesn’t have something to say to us today, I don’t know what does.

YEREVAN, JANUARY 30, ARMENPRESS. Armenia is working in the direction of purchasing Russian SU-30SM multi-role fighter aircraft, defense ministry spokesperson Artsrun Hovhannisyan told ARMENPRESS.

“Yes, we are working in this direction, but I won’t [disclose] anything specific,” Hovhannisyan said.

When asked to specify whether or not the aircraft have been purchased already, Hovhannisyan said : “Purchasing will happen when the [fighter aircraft] will be in Armenia and will be displayed”.

Earlier unconfirmed media reports said that the acquisition process of the SU-30SMs has been completed.

 Août 1914. L'Europe flambe. Les alliances se nouent. L'Empire ottoman, moribond, voit comme une bouée de sauvetage une alliance possible avec l'axe germano-austro-hongrois. Les Turcs, obsédés par l'islamisation ottomane de l'Empire, relèguent d'abord les minorités grecque et arménienne à des tâches subalternes. Puis le CUP au pouvoir spolie ces populations chrétiennes de leurs droits et de leurs biens, pour les exterminer ensuite méthodiquement (1915 – 1916).
Dans ce contexte, Bedros Arevchadian, jeune Arménien de Trébizonde, est accueilli par son oncle Missak à Istanbul pour parfaire son éducation et suivre des études universitaires. Mais ce dernier est arrêté et interné dans une prison insalubre. Dans le même temps la famille de Bedros est prise dans les rafles comme des milliers d'Arméniens qui sont ensuite déportés vers le sud, marchant sur plus de trois mille kilomètres pour les plus résistants (jusque Deir ez-Zor, centre de l'actuelle Syrie). La plupart seront ignoblement massacrés en cours de route. Bedros fuit la Turquie pour la Grèce où il trouvera l'amour, la résistance aux côtés des alliés, et la vengeance au sein d'une organisation secrète.


 2017. Union Européenne. Thierry Arevchadian, commissaire européen, assiste à l'assassinat du patron d'un lobby industriel produisant un pesticide accusé d'être à l'origine de la disparition des abeilles. Thierry demande à Tigrane, son frère, de partir à Athènes récupérer des documents de la plus haute importance. Thierry et Tigrane sont les petits-fils de Bedros. Tigrane part immédiatement. Par amour et devoir fraternel d'abord, mais aussi car sa vie sentimentale se délite. Marié depuis plus de vingt ans, heureux en ménage, père de deux enfants, maintenant adolescents, Tigrane a rencontré Hector et vit une passion dévorante avec ce dernier. Hector ne se contente pas de cette passion charnelle, il pose à Tigrane un ultimatum : "viens vivre avec moi". Tigrane se laisse le temps de cette mission pour réfléchir. Mais la mission s'avère plus mouvementée que prévu !


 Quelles connexions entre les deux périodes ? En quoi ces événements lient-ils grand-père et petits-fils ? En quoi ces documents relient-ils Histoire passée et Histoire contemporaine ?

Avis :


 Avec "Tigrane l'Arménien", Olivier Delorme embarque le lecteur dans la dégustation d'un mille feuilles dont la confection relève d'une adresse inouïe tant sont riches et délicats les ingrédients, et subtile la superposition des couches, entre passé et présent, entre Europe et Moyen-Orient, entre Chrétiens et Musulmans, entre vie populaire et haute finance, entre innocence et calculs, entre générations, entre héritage et futur, entre amour et haine. L'auteur s'en sort très bien, il nous livre un roman simple, facile à lire, sans que la densité du propos en soit affectée. Adoptant des phrases souvent courtes, au ton incisif et mordant, il donne à son roman un style vif et dynamique. Sa connaissance de cette partie de la Méditerranée (Grèce, Balkans, et pays bordant la Mer Égée), de ses peuples et de leurs cultures, de son Histoire, complétée par une recherche bibliographique (cf. postface), lui permet de donner à son roman une dimension supérieure au simple romanesque. Delorme entre ainsi dans le cercle des auteurs qui enseignent l'Histoire de façon ludique, en l'inscrivant dans une fiction, à l'instar des Maurice Druon, Patrick Rambaud, Françoise Chandernagor,… Mais, petit plus, le lecteur fait facilement la part de l'historique et du fictionnel, sans rien gâcher ni de l'un, ni de l'autre !
Ce livre est avant tout un réquisitoire pour la reconnaissance d'un événement dont l'histoire refuse de dire le nom. La tuerie programmée de tout un peuple s'appelle un génocide ! Mais plus largement, Delorme reprend à son compte un thème vieux comme le monde, le sempiternel mythe de David contre Goliath, le combat du faible contre le fort : minorité arménienne contre absolutisme ottoman, peuples et traditions européens contre la pieuvre technocrato-financière, justice contre lobbies industriels, etc. Évidemment, ce roman est à charge, mais je ne connais pas de plaidoyer à décharge contre d'autres crimes plus récents commis contre l'Humanité, sauf à nommer cela "négationnisme" ! L'auteur a su insérer avec finesse son propos polémique dans la vie de tous les jours, ses personnages étant très loin de mièvres super-héros ! Ainsi, à côté du roman historique, du roman politique, du polar, il y a aussi une romance, mais toujours en filigrane une réflexion existentialiste. L'acceptation de sa bisexualité par Tigrane témoigne de l'ouverture d'esprit qui s'amorce dans de nombreux pays, autre thème cher à l'auteur : la tolérance, personnifiée par le jeune Yeznik.


 Il est jouissif de lire ce roman (publié en 2017) au moment où l'Agence Sanitaire Européenne valide un rapport de l'Agence Sanitaire Allemande sur les effets potentiellement délétères d'un célèbre herbicide (fin 2018), rapport qui s'avèrerait être un copié-collé d'un document fourni par le fabricant de ce pesticide, alors que le CIRC avait souligné la probable implication de ce produit dans la cancérogenèse, et sans que la publication de ce rapport ne fasse vraiment grand bruit dans le monde de l'information !

Parliament Elects Three Deputy Speakers

YEREVAN—Armenia’s newly-elected National Assembly on Tuesday elected three deputy speakers, two from the ruling My Step alliance and one from the opposition Prosperous Armenia Party, affiliated with the businessman Gagik Tsarukyan.

Of the 132 members of parliament, 130 participated in Tuesday’s vote.

My Step’s Lena Nazaryan and Alen Simonyan were elected with 124 and 109 votes, respectively. The Prosperous Armenia Party’s Vahe Enfiajyan was elected with 108 votes.

Per the legislature’s rules, a third deputy speaker must be elected from the opposition forces represented in parliament. The Prosperous Armenia Party nominated Enfiajyan, while the Bright Armenia Party, the third political entity represented in parliament , nominated former Social Security Minister Mane Tandilyan.

During Monday’s inaugural session of Parliament, lawmakers overwhelmingly voted to elect former deputy prime minister and My Step candidate Ararat Mirzoyan parliament speaker.

Henrikh Mkhitaryan's contract with Arsenal is set to expire in the summer of 2021 and according to Calciomercato, Mkhitaryan's next destination could become AC Milan.

But according to Aravot-en.am, Russia's Zenit is also interested in Mkhitaryan as the club's midfielder Leandro Paredes is being linked with a move to Chelsea.

If the transfer of Leonardo to Chelsea happens, Zenit will try to make a profitable offer to arsenal for Mkhitaryan.

"There is also interest from Russia! Zenit are also interested in Henrikh Mkhitaryan (SPB)," Armenian journalist Hrach Khachatryan wrote on Twitter.

Letter to the Editor of The Independent, UK: The military history of the Ottomans is complex

Robert Fisk recommended my book Ottomans and Armenians, A Study in Counterinsurgency as required reading in the Saudi military academies in his recent piece.

However, Fisk selectively claims that I wrote the Armenian rebellion was “widespread” and he alludes that it really wasn’t a rebellion at all. What I said, in context, was the rebellion was “small and localised, but widespread” (page 221). The pattern of intelligence reports about these acts in 1915 led the Ottoman decision-makers to believe that a major insurrection was imminent. As I make crystal clear in my book – it does not matter whether this was true or not… what matters is that the Ottomans believed it to be true at the time.

Second, Fisk glosses over the facts that the Armenian revolutionary committees, urged on and supported by the Russians and British, actively rebelled in 1915 in concert with Russian offensive military operations. Moreover, important expatriate personalities in the pre-1914 Armenian diaspora actively inflamed revolutionary tendencies in the Ottoman Empire. There is incontrovertible archival evidence supporting this in Kew, Saint Petersburg, Paris, and Istanbul.

Third, explicitly Ottomans and Armenians, A Study in Counterinsurgency does not address the issue of whether or not the events of 1915 constituted a genocide. I am a military historian and my book addresses how the Ottomans approached the military problem of an imminent rebellion occurring in the middle of a major conventional war, as well as outlining the military history of Ottoman counterinsurgency campaigns (such as the one in Yemen that Fisk highlighted) in the late imperial period. My book demonstrates the mass relocations in 1915 were limited to a geographic area of six eastern Anatolian provinces (and a few key cities located along the lines of communications). My book is about causes and decisions and not about the effects on the relocated population.

Finally, since Fisk brought up my explanation of the Boer War, I would point out that Ottomans and Armenians is a military history and not a social or cultural history. The ill-treatment of Boer civilians was a cause celebre in Britain at the turn of the century – as was the treatment of relocated Cubans by the Spanish in 1895 and relocated Filipinos by the Americans in 1902.
