All Azerbaijani provocations prevented on contact line, Artsakh official says

The Artsakh Defense Army has taken appropriate measures to prevent all the provocations coming from Azerbaijan on the contact line to escape further military escalations, Tigran Abrahamyan, an advisor to the Artsakh president, said in an interview with Panorama.am.

The official says that the mobilization and accumulation of Azerbaijan’s troops and military equipment along Artsakh contact line have become less intensive compared to the past few weeks, which, according to Abrahamyan, may be linked with the massive military drills being held in Azerbaijan from 2 to 6 July.

“Meantime, we must take into account the fact that the military exercises are taking place at such a distance from the contact line that can prompt tensions within hours,” he said.

Speaking about the possible attempts of subversive attacks or sniper shots by Azerbaijani military in the recent period, the advisor said the Azerbaijani sniper fire is noticeably active to a degree, but no major sabotage infiltration attempts are observed at the moment.

Asked what measures the Armenian forces are taking to counteract the Azerbaijani military accumulations, the official refrained from providing detailed information. “I can only state that the [Artsakh] Defense Army is undertaking measures consistent with the situation, due to which all the provocations of the adversary, including subversive attacks, attempts by snipers to inflict damage on manpower and technical means, including civilians, as well as setting areas close to the frontline on fire, have been prevented against the backdrop of recent Azerbaijani activation to escape further escalations of the situation,” he said.

Armenian soldier slightly injured in shootout on border with Azerbaijan

An Armenian solder suffered a minor injury in the exchange of fire in the direction of Nakhichevan on the Armenian-Azerbaijani border, as the Armenian military prevented the adversary from conducting engineering works in the section on Saturday night and Sunday morning, Spokesman for the Armenian Defense Ministry Artsrun Hovhannisyan said in a post on Facebook.

“Last night and this morning the Azerbaijani military tried to carry out engineering and fortification works at some sections of the border in the direction of Nakhichevan. The Armenian Armed Forces opened retaliatory fire and prevented the adversary from fulfilling its task,” he wrote.

According to the spokesman, one of the Azerbaijani defense positions was completely destroyed and burnt down as a result of the Armenian fire.

An Armenian contract serviceman identified as Vahagn Baghdasaryan (born in 1974) was slightly injured in the shootout, he said.

will participate in the meetingof the Council ofMinistersofForeign
Affairs of the Organization of the Black Sea Economic Cooperation.
ARMENPRESS reports the delegation of all the member states will arrive
in Armenia on June 27. Armenia, Albania, Azerbaijan, Bulgaria,
Georgia, Greece, Moldova, Romania, Russia, Serbia, Turkey and Ukraine
are the BSEC members.

Agriculture and agro-industry, banking and finance, combating
organized crime, culture, customs matters, education, emergency
assistance, energy, environmental protection, exchange of statistical
data and economic information, healthcare and pharmaceutics,
information and communication technologies, institutional renewal and
good governance, science and technology, SMEs, tourism, trade and
economic development and transport are among the main fields of
cooperation within the framework of the Organization. BSEC covers an
area of nearly 20 million square kilometers. It represents a region of
337 million people, reaching an intra-BSEC trade volume of USD 167.3
billion annually.

The principal regular decision making organ of the Organization of the
Black Sea Economic Cooperation is the Council of the Ministers of
Foreign Affairs.The Council meets twice a year, but in case of
necessity special or non-formal meetings are convened.

TALLINN, Jun 11, BNS – Estonia's Minister of Culture Indrek Saar starts a three-day visit to Armenia and Georgia on Monday.
 
Saar will meet with his Armenian counterpart Lilit Makunc and Georgian colleague Mikheil Giorgadze, and attend concerts of the Estonian National Symphony Orchestra (ERSO) dedicated to the 100th anniversary of the Estonian state, the Ministry of Culture said.
 
"This year is significant for Estonia, Armenia as well as Georgia, as all the three countries are marking centenaries of their independence," Saar said. "Our cultural relations with both countries have been good and strong, and there's much over which to rejoice together, to learn from one another and on which to build the future, basing on democratic values."
 
At Monday's meeting with Makunc in Yerevan Estonian-Armenian cultural cooperation will be under discussion. After that the Estonian minister will visit Yerevan's TUMO Center for Creative Technologies and attend the presentation of the Estonian version of Grigor Narekatsi's "Book of Lamentations" at which also Peeter Volkonski who translated the book into Estonian will be present.
 
In the evening Saar will deliver the opening remarks at the concert conducted by ERSO's honorary principal conductor Neeme Jarvi and present a letter of appreciation to Armenian composer Stepan Rostomjan in recognition of his contribution to Estonian-Armenian cultural relations.
 
On Wednesday Saar will meet in Tbilisi with the Georgian minister, Mikheil Giorgadze, to talk about bilateral cultural cooperation. On the preceding day the Estonian minister will have meetings with representatives of Georgian cultural organizations. The visit will likewise conclude with a concert by ERSO.

Éric Deschamps, président de Lilit ateliers musicaux (association franco-arménienne), et Lilit Danielyan, directrice de la chorale Les petites étoiles d'Arménie, suite au succès des deux soirées organisées fin mars, et pour continuer ces échanges culturels entre l'Arménie et la France, présentent un artiste peintre arménien, Karen Aghamyan, également président de l'Union des artistes d'Arménie depuis 1998. Il a déjà exposé en France à Paris, Nice, Toulouse, Marseille et, depuis 1970, compte plus de 200 expositions en Arménie, Russie, Hongrie, à Cuba, aux États-Unis, en Allemagne, Belgique, Chine… « C'est une très bonne opportunité puisque l'Arménie organise le XVIIe sommet de la francophonie cette année. La capitale Erevan avait déjà accueilli la 31e session de la Conférence ministérielle de la francophonie en octobre 2015 », explique Éric Deschamps.

L'artiste est né à Erevan le 1e r janvier 1946 et a débuté très tôt la peinture. En 1969, de 1981 à 1983, il est responsable de la Fondation de l'art de l'Arménie. Il est aussi responsable de la chaire du design à l'Académie des Beaux-arts d'Erevan. Dans son exposition à Lanvallay, il présente une quarantaine de ses premières esquisses de tableaux réalisés en 2016 et 2017. « Dans mes travaux et ma peinture, il y a tout ce qui me permet de parler du symbolisme et du romantisme abstrait, explique Karen Aghamyan. J'aime travailler la facture légère, parfois transparente. »

В Армении создалась двусмысленная,
непредвиденная ситуация: большинство парламента – оппозиция, а самая маленькая
фракция – власть. Это следствие политики РПА. Парламентское большинство не
считается законным со стороны общества, то есть институт выборов настолько
изнасиловался, что его рассматривают как проститутку, и правительство,
фактически, сформировалось благодаря прямому общественному вмешательству.

Нынешняя ситуация – это не конституционный кризис, а
дискредитированный парламентский кризис из-за фальсификации выборов, что
вызвало такую экзотическую ситуацию. В результате, главной темой публичного
дискурса сегодняшней Армении является возможное решение этой ситуации. В
частности, рассматриваются два возможных варианта:

A / Контрреволюция. Большинство Национального собрания, чувствуя, что общественное доверие к
нынешнему правительству ослабевает, восстанавливает свои позиции. Другими
словами, будучи неспособным принять необходимые законопроекты, правительство
либо вынужденно подает в отставку, либо год спустя большинство Национального
собрания выражает вотум недоверия правительству.

Б / Крысиные бега: Фракция РПА разрушается, и парламент
становится управляемым для исполнительного органа. Значительная часть фракции
РПА, бизнесмены и местные авторитеты, переходят под контроль правительства.
Чтобы контролировать их, правительство имеет под рукой два эффективных
инструмента – прямую зависимость от него и повышенное внимание
правоохранительных органов. Политическая группа РПА становится меньшинством в
Национальном собрании.

И «контрреволюционеры», и «революционеры» находятся в
одной ловушке и имеют один вариант – соответствовать общественному спросу.
Спрос все тот же: совместными усилиями осуществить глубинные государственные
реформы, которые не позволят вернуться к дореволюционной ситуации. Изменения
станут гарантией того, что обе стороны смогут продолжать жить в Армении.
А теперь рассмотрим
вероятность двух сценариев.

 

Революция не была реализована ради партии «Гражданский
договор», а против системы, воплощенной Сержем Саргсяном. Отношение людей к
нынешнему правительству может измениться, но ни в коем случае оно не изменится
по отношению к прежнему правительству и возврата к прежнему порядку и старым
лицам не будет допущено. Это краеугольный камень общенационального соглашения.
И в этом смысле ожидания «контрреволюции» ложны. Ни Никол Пашинян, ни
действующее правительство не являются основным препятствием на пути возвращения
к старым порядкам. Это масса молодых людей, которые не хотят возвращаться в
Старую Армению.

 

Этот «оптимистичный» подход обусловлен прецедентом
«еркрапаизации» фракции «Анрапетутюн» АОД, который произошел в течение одного
дня в 1998 году. Республиканцы обеспокоены возможностью «крысиных бегов»,
однако они не понимают одной простой вещи: крысиные бега будут первым ударом не
для них самих, а для нынешнего правительства. В 1998 году произошел
государственный переворот, и не было никаких качественных изменений ни в
системе управления, ни в общественном сознании. «Бегуны» были предателями для
их бывших товарищей по команде, а публика была безразлична к этому явлению. В
данной ситуации нынешнее правительство не может терпеть этот «подарок» в своих
рядах, поскольку революционное общество его не примет. Они не могут быть в
новой системе управления ни в одном статусе.

Обе стороны вынуждены выполнить требование общественности
– внести необратимые изменения в стране, что не позволит вернуться к прежним
порядкам и отношениям.
Другие сценарии опасны для обеих сторон.

Republican lawmaker quits party, faction

Republican Party (HHK) lawmaker Arthur Gevorgyan has quit the party and the HHK faction in the parliament.

“I don’t wanna see a fight between the political force constituting majority and the people’s movement. It is inappropriate, extremely dangerous. I am informing you that I am withdrawing from the Republican Party, and simultaneously from the HHK parliamentary faction.” Gevorgyan said on Facebook.

He says the purpose of stepping down is to contribute to de-escalating the tension in the parliament.

Arthur Gevorgyan is the current president of the country’s boxing federation.

A former boxer, Gevorgyan represented Armenia at the 1996 Atlanta Olympics, where one of the highlights was a bout with Floyd Mayweather. Gevorgyan was defeated by Mayweather.

Previously he also served as head of Yerevan’s Davitashen district.

Gevorgyan is the son-in-law of former Police Chief Vladimir Gasparyan.

According to MFA, Zohrab Mnatsakhanyan has emphasized that the Armenian authorities attach great importance to the La Francophonie summit and the upcoming chairmanship in the organization is a priority in Armenia’s foreign policy.

The parties have discussed the preparations for the Summit of La Francophonie, due to be held in Yerevan this year.

Karo Yeghnukyan to be released

Karo Yeghnukyan, accused of supporting “Sasna Tsrer”, will be reliesed paying mortgage of AMD 10 million.

Judge Artush Gabrielyan made such a decision.

The judge rejected the petition by Tigran Hayrapetyan to replace Karo Yeghnukyan’s preventive measure with a signature.

Karo Yeghnukyan will be released at a time when 10 million drams are transferred to the court deposit account.

Rhode Island passes resolution on 30th anniv. of Sumgait Pogroms

PanARMENIAN.Net – The House of Representatives of the U.S. state of Rhode Island on Thursday, May 17 unanimously passed a resolution on the 30th anniversary of the massacre of the Armenian population of Sumgait, the Artsakh (Nagorno Karabakh) foreign ministry said in a statement.

The resolution, in particular, states that the House commemorates the 30th anniversary of the tragic events in Sumgait and welcomes the aspiration of Artsakh to continue its democratic path and to develop as a trustful member of the international community of nations, despite the Azerbaijani aggression.

The document also states that the Secretary of State of Rhode Island is authorized to transmit certified copies of this resolution to the President of the United States, the Rhode Island Congressional Delegation, and the United States Department of State.

The tragic event, which commenced on the eve of February 28th, 1988, resulted in the death of 200 Armenian men, women, and children and is considered to be the start of the Karabakh War.

Azeris planned and orchestrated the brutal massacres which targeted Armenians solely for their heritage following their peaceful protest calling for historic Armenian lands to be liberated.
